During a visit to a women’s centre in Dadaab, Kenya Grandi reassured refugees of UNHCR’s continued support. © UNHCR “This commitment of Kenya must be matched by the international community.” NAIROBI, Kenya – WEBWIRE – Friday, December 22, 2017—UN High Commissioner for Refugees Filippo Grandi has expressed his gratitude to Kenya for continuing to host almost half a million refugees and keeping its borders open to people fleeing war. In a meeting with President Uhuru Kenyatta, Grandi received assurances that as the Somali refugee repatriation programme progresses, no refugee will be returned against his or her will. “At a time when many other countries are closing their borders and adopting restrictive measures, Kenya is continuing to host refugees,” Grandi said. “This commitment of Kenya must be matched by the international community with humanitarian and development funding as well as increased resettlement places, university scholarships and other opportunities.” “This commitment of Kenya must be matched by the international community.” The Somali refugee crisis is now entering its 27th year and Grandi said that as long as Somalia remains fragile, many refugees will remain apprehensive about returning home. Nevertheless, he noted that a significant number of refugees are deciding to return. So far this year, over 35,000 refugees from Dadaab refugee camp have moved back to Somalia under UNHCR’s voluntary repatriation programme, while over 18,000 have registered to leave. Since December 2014, over 73,000 refugees from Dadaab have returned voluntarily to Somalia. “These refugees are hopeful, and have made informed choices,” Grandi said, pledging continued support from UNHCR, the UN Refugee Agency in providing them with reintegration assistance upon arrival in Somalia. In Kismayo, Somalia, where most returning refugees from Dadaab have settled, Grandi met families who had lived in refugee camps in Kenya and Djibouti for two decades. Although the families were concerned about security, they expressed joy about shedding their refugee status and determination to contribute to rebuilding their country. UNHCR, together with the American Refugee Committee, is building simple settlements for returnees in greatest need of housing, and providing vocational training to help them find work or create businesses. On a visit to Dadaab on Tuesday, together with Ahmed Hussen, the Canadian Minister for Immigration, Refugees and Citizenship, Grandi spoke to refugees who were trying to decide whether to remain in Dadaab or return home to Somalia. Both Grandi and Hussen visited the repatriation ‘help desk’ where UNHCR carefully verifies the voluntary nature of their decision. While meeting refugees, Grandi appealed for stronger international efforts towards stabilization. “Somalia continues to need international efforts to help rebuild infrastructure and to create security conditions for refugees to return,” he said. During his visit, Grandi heard from Somali refugees about their challenges and hopes for the future. He also met with local authorities and host community leaders. “It’s useful for me to be here to learn and hear from you, even as we continue to do our best to support you,” he said, at a meeting with women and girls who are survivors of sexual and gender-based violence in Dadaab’s Hagadera camp. The women and girls displayed artwork they had been trained to make through a UNHCR-funded programme, managed by the International Rescue Committee, that supports vulnerable women. The women, who receive counselling at the center, expressed gratitude for the support they received but asked for more sewing materials so they could sell their wares, citing a lack of sufficient income-generating activities in the camp. “I can assure you that UNHCR and our partners are doing our best to use the scarce resources available to meet the most basic needs,” Grandi said. He expressed his regret that donor support is diminishing at a time when refugees here still require ongoing aid. Receiving Grandi in her modest shelter with a tin roof and a dirt floor, Ladan, a mother of five, told Grandi that conditions were tough. She was relocated after her section of the camp was closed as people left for Somalia. “I struggle to get enough food for my children as the food we used to receive was reduced by half,” she said, referring to World Food Programme’s ration cuts, a consequence of reduced donor funding. Her woes were echoed by other refugees, including community leaders who met with Grandi and outlined the challenges they face in the camps. The leaders cited high numbers of school dropouts and lack of higher education, decreasing opportunities to be resettled to third countries and lack of specialized services for people with special needs as some of their challenges. Grandi listened carefully to their concerns, particularly the need for more university education scholarships and vocational training. He was inspired by 16 high achieving students whom he met with Minister Hussen and had been awarded university scholarships under the World University Service of Canada, but regretted that hundreds of other successful high school graduates would not have the means to continue their studies. The High Commissioner said he would continue to appeal to international donors on their behalf and work with the government of Kenya in realizing President Kenyatta’s pledge to establish a vocational education center in Dadaab for both refugees and the host community. “Our appeal to donors and hosting countries is not to give up on Somali refugees,” Grandi said, noting that the World Bank had allocated US$100 million in loans in recognition of Kenya as a major refugee hosting country. Much of that investment is planned for infrastructure development and environmental rehabilitation programmes in Dadaab. Grandi called for a departure from a dependency model of enclosed camps like Dadaab. He said he was encouraged that Kenya had signed on to be one of the 13 countries that have adopted UNHCR’s new Comprehensive Refugee Response model. “In the future,” Grandi said, “we will strive to adopt an approach that provides both refugees and the host community access to services, while promoting self-reliance and economic opportunities to improve their living conditions and avoid aid dependency.” Webwire

AMISOM chief Francisco Madeira issued the appeal while talking to reporters in Nairobi Thursday. “We need urgent support. Our troops are ready, but they need to be resourced. This has not been happening to expectations, despite the repeated commitments by partners in different forums,” said Madeira. Madeira warned that lack of funding could endanger the hard-won gains in the fight against militants over the last decade. “A stable Somalia is critical for the stability across the East African region and beyond, and if we do not decisively address the threat of al-Shabab, [the group] will continue to pose a danger,” he said. AMISOM has said it will begin drawing down the number of troops in Somalia ahead of a total pullout in 2020. The first batch of 28 Ugandan soldiers left the country earlier this month. Madeira says it is the time to help the SNA prepare to take the lead in the stabilization process. “It is urgent that Somalia security forces are capacitated to take over the security responsibilities of their country. The integration of Somali National Army needs to happen in urgency,” said Madeira. Mission optimism As the clock ticks towards a new year, AMISOM and the Somali Army, with the help of U.S. military, are preparing for a major offensive to drive al-Shabab militants out of their strongholds in the Juba Valley, the Gedo region and the Middle Juba region. “We look forward for 2018 with great optimism,” said Madeira. Madeira said AMISOM’s 2018 plans include handing over major frontline bases across Somalia to the SNA. But he questioned the viability of these plans without adequate funding and support. “We will work with the Somali National Forces and other stake holders to open unsecure main supply routes, protect strategic infrastructure such as key bridges in order to link population centers and support humanitarian activities. These operations are all subject to availability of adequate support,” said Madeira. On Tuesday, Somali Defense Minister Mohamed Mursal Sheikh Abdirahman said an assessment conducted by the government found that approximately 30 percent of the SNA soldiers do not have weapons.   20. Somalia has released without charge a former minister and critic of the government who spent two days in jail after being arrested for alleged treason, a lawmaker said on Thursday. The arrest of Abdirahman Abdishakur, who was a candidate in a February election won by President Mohamed Abdullahi Mohamed, followed mounting pressure on the president and his UN-backed government to end an Islamist insurgency. “Last night at midnight, they released ex-minister Abdirahman Abdishakur,” lawmaker Mahad Salad told Reuters. The MP said he, other colleagues and the ex-minister were going to court on Thursday to “know the evidence on what he (Abdishakur) was first arrested”. Islamist militants al Shabaab have been stepping up pressure on Mohamed’s government by staging frequent and increasingly large-scale bombings against both civilian and military targets in recent months in the capital Mogadishu and elsewhere. The group is fighting to expel African Union peacekeeping force AMISOM from Somalia, topple the federal government and impose rule based on its strict interpretation of Islam’s sharia law. More than 500 people were killed in twin bomb blasts in Mogadishu in October while this month a suicide bomber killed at least 18 people at a Mogadishu police academy. At a news conference after his arrest, Somalian attorney general Ahmed Ali Dahir had described Abdishakur’s house as a hub for the opposition and a gathering point for people who wanted to replace the government. Early on Thursday, al Shabaab militants ambushed three vehicles belonging to the military’s U.S.-trained special forces unit Danab on a road between Mogadishu and the town of Wanlaweyn. The group said it seized the three cars while residents said they saw two burning cars. Police Major Ahmed Nur told Reuters al Shabaab had targeted the convoy with a roadside bomb before ambushing it. “We sent reinforcement to the area but we believe many died from both sides,” he said. “We ambushed the so-called military commandos and took their pickups,” Abdiasis Abu Musab, al Shabaab’s military operation spokesman, said. DARE will link Djibouti with Mobasa, Kenya, with branches to three major coastal cities in Somalia – Mogadishu, Berbera, and Bosaso. The 5,400km cable will offer 100G low-latency services to East Africa and the Horn of Africa with high-capacity transmission delivering up to 30Tbps of capacity. It is configured as a two fibre pairt trunk, with each trunk fibre pair offering cross-sectional capacity of 150 channels at 100Gbps. “With high-capacity and low-latency, the DARE system will offer an alternative route to East Africa and the Horn of Africa, easing congestion across existing systems, promoting competition and supplying much needed capacity to a rapidly expanding region,” said M Mohamed Assoweh Bouh, Djibouti Telecom general manager. “We are confident in TE SubCom’s superior technology and operational expertise and look forward to launching the implementation phases of the project.” DARE will include diversified points of presence (PoP) with option for future connectivity via TE SubCom’s reconfigurable optical add/drop multiplexing product line (ROADM), with an additional optional branch available to Dar E Salaam in Tanzania. Djibouti wants to build sustainable, productive and promising economic ties with Turkey, says country’s president ANKARA–The current trade volume between Djibouti and Turkey can be boosted through cooperation, top visiting Djibouti officials said on Wednesday. “We want to build more prospective, sustainable, productive and promising relations,” Djibouti President Ismail Omar Guelleh said in a message read out by Ilyas Moussa Dawaleh, Djibouti’s economy and finance minister, during a roundtable meeting of Turkey’s Foreign Economic Relations Board (DEIK). Guelleh and his official delegation arrived in the capital Ankara on Tuesday for a two-day official visit. Turkey’s exports to the coastal Horn of Africa country stood at $83.6 million in the first 10 months of this year, while imports from Djibouti totaled $317,150, according to the Turkish Statistical Institute (TUIK). Guelleh said the DEIK meeting, which brought his delegation together with Turkish business leaders, is a good sign of Turkey’s willingness to develop new business opportunities. “We aim for win-win cooperation for our businesspeople, institutions, and the private sector,” he underlined in his message. Guelleh argued the investment climate should be approved to counter challenges and international competition. Recent satellite images show that legions of permanent structures have been erected on the PLA base, which lies to the west of Djibouti city and adjacent to the capital’s multipurpose port. A command building, several warehouses and nine helicopter hangars along a 400-meter runway are easily identifiable, and a 300-meter port is also taking shape. Some observers say that when Beijing beefs up its military presence overseas in places of strategic significance, it has Taiwan on its mind. The resource-scarce island, which Beijing regards as a renegade province of China, depends substantially on the narrow waterway linking the Suez Canal and the Arabian Sea for oil imports from the Middle East as well as trade with Europe.
