I came to America as a refugee from Somalia. I know what happens when a group of people is labeled as a threat I am black. I am a Muslim. I am a war survivor and I am a refugee turned writer from Somalia who now lives in the U.S. Like you, I am a two-legged human creature. America is not a distant hope for me or, for the refugees across the United States, but it is a warm and peaceful home. Life has taught me that it is easy to destroy a nation, but it is very hard to build it up. Somalia, the country of my birth, is now on the list of banned countries for those wishing to enter the U.S. My own mother, who is a naturalized citizen, currently lives in Somalia. As her first son, I had seen the gory of war, the agony of refugee camps, but, thanks be to God, she and I made it to America in July 1993. We felt safe and made cold New England our new home. With the rise of President Donald Trump’s America, that sense of belonging is now dimmed. In September 1993 I started Bedford High School, where on my first day the school hired Estee, an English as a second language teacher for me. Staffers bought a blue flag with a white star in the middle and they told me that I was a Somali-American. In a way, this restored the dimmed identity of my fractured life. The school exposed me to books: “The Old Man and the Sea” by Ernest Hemingway, “The Scarlet Letter” by Nathaniel Hawthorne, “The Autobiography of Malcolm X” as told to Alex Haley and “The Things They Carried” by Tim O’Brien. The first word I felt in love with in the English language was “preposterous.” There was something about this word that I liked. In Somalia, a country with a single race, a single religion and single tribe but with many clans, the war between clans was beyond preposterous. I never asked God for membership in the tribe I was born into. God chose it through my father, and the fact that my siblings and I belonged to the clan of our dead father was definitely preposterous. The hideous walk in the jungle between Kenya and Somalia was preposterous. The refugee camp was preposterous. Seeing dead people was preposterous. New England’s cold weather was preposterous; but I yearned to see the snow fall from the sky. The dream I carried to America was preposterous. Having to learn a new language and a new culture was preposterous. Working for 15 years and discovering that I was a black man in America was beyond preposterous. Above all, President Trump’s immigration ban has been the most preposterous thing of all my life, whereby America’s 70 years’ worth of post-World War II prestige is being damaged on a global scale. But since hope was all I carried to America, I am hopeful that the voices of reasons and intellect will prevail over the demagoguery. The fast-moving situation with regard to President Trump’s executive order temporarily banning people from seven majority-Muslim countries from entering the U.S., combined with his Twitter rhetoric, is not only creating doubt and fear in the heart of refugees, but it is also labeling Muslim Americans as terrorist sympathizers. For the first time since I walked on the clean American soil, I feel a danger in my belly. I am now afraid for all the Muslim refugees who left their countries because of war and who came to America to seek a better life. And I know a lot about the danger of labeling a group of people as a threat that needs to be contained and removed from society. In 1990, I was 13 years old. At the time, my world was about skipping school, flirting with girls, raising pigeons and playing soccer under the magnificent Mogadishu blue sky. I knew nothing about what was simmering behind the lips of the people. My father had died a year earlier, but as part of Somali culture, my younger siblings and I belonged to our dead father’s clan. President Siad Barre had ruled Somalia for more than 20 years, and he, too, belonged to our clan. The Somali economy was struggling and people were hurting. Jobless men often sat in groups in front of the teahouses. As they played cards, they started to blame the ruling clan for their economic ills. Politicians picked up the blame game and politicized it. It wasn’t long before the men’s tea talks over poker turned into fistfights in the markets. Frustrated men began to engage in drive-by shootings on innocent people. The murder rates went up. As people’s internal hate simmered, conflict on a larger scale erupted in the streets of Mogadishu in December 1990. A boy, a next-door neighbor, came to my house holding an AK47. He came to kill me because I was no longer his friend. I, along with my family, was among those who were libeled as being part of the enemy clan. The threat of murder hung over my family until we made a hasty departure — to anywhere. We fled our three-bedroom villa in Mogadishu, leaving behind a little of everything: my birdhouse, the chicken coop, Bella and Bilan (our goats), a broom, a wheelbarrow, examination papers, a bulky briefcase, my red typewriter, photographs, and the wooden chair with stretched animal skin that my father used to sit on before he died. Our precious lives were more important than worldly things. In the same year, that boy who wanted to kill me lost his own life. Our lives had been like a lick of flame from hellfire. Somalia is still burning. In the end, there were no victors but only victims. I called my mother this morning. We talked about how unlucky we were to have experienced the war in Somalia and the possible upcoming conflict. She expressed her fear as she questioned our peaceful stay in the United States and, though I shrugged off her concerns, I fully understood her. As survivors of Somalia’s catastrophic civil war, we could see the danger that lies in the uncontrolled tongue and we have seen this before. She told me about how for three years the rain refused to fall and that the soil in Somalia is dried. The crops, the camels, the goats, the sheep and the cows are dying in masses. A poor mother with three orphan children recently died of starvation. As she spoke of the carnage from the prolonged dry season, I thought about the impending devastation from global warming, of Somalia is also a victim. Like many naturalized citizens, I was rescued by America from the decay of the refugee camps and exposed to literature. The danger is no longer in our bellies. It is out in the open because President Trump has made it OK to express it openly as he advocates, among other things, fear of Muslim refugees in the name of safety for the homeland. If the flame of rhetoric is not contained, I fear for my America. I owe at least to write to her about what I know.

The one constitution granted, the one I yearned for most, the one I wish to hear news is still off-air, the radio podcast. So, am I deaf?. Let me refer back to childhood years of 1990s, I & my schoolmate were used to enjoy listening radio programs that Somali BBC podcasted in afternoon & evening shifts daily. Having radio broadcast were worth enough opportunity to educate, entertain and inform ourselves & community at large about surrounding atmosphere. Really, It was bizarre to learn how to debate, analyze on matter of new bulletin. The correspondents were professional, responsible, ethical and editorial then produced an efficient programs that people appreciate to hear. As oral society who did not write & read but narrate stories & literature is good enough to get hold radios podcast. Podcast is place were media starts up as well as produce a certified playwright, analyzer, researcher about the programs before distributed and disseminated to air it. Today, people are witnessed that government arrests to those are accountable media outlets especially TV, Journals & webpages with respect to their one-sided, not balanced, not authentic varied or reliable to it. Once more, the constitution granted at Article 32: Freedom of Public Demonstration, Expression of Opinion, Press and other Media 1. Every citizen shall have the freedom, in accordance with the law, to express his opinions orally, visually, artistically or in writing or in any other way. As a citizen who have right to have & access full of information about the situational context of the county and neither access television nor read news bulleting. At the same time willing to keep up-to-date on the trends of the country have a sense of hearing radio podcast. Yet again, a ministerial degree was placed out 04/06/2002 to outlaw operating private owned radio station where the only radio available is unable to reach me at my settlement. The degree banned was written “the importation & operation of privately owned radio stations:- the decree referred to the fact that the press law was at that time not yet completed and that there was no law then to regulate broadcasting, but sees now the Press Law “. In the present day, if radio stations are allowed to operate country it will promote and develop socioeconomic growth, it will enhance enrollment in school, peace coexistence, and awareness raising, self-reliance and job creation. For schooling it will help parents to encourage importance of education through drama messages. Lastly, I am appealing the house of representative, Elder and executive council to review back and lift the ban imposed to radio podcasts. There is an emerging consensus among Somalis that there cannot be political equality in Mogadishu as long as a group of elders and politicians claim the capital city to be a property of a clan. “We own Mogadishu” has replaced “I have a property in Mogadishu”. Lack of political inequality translates into, among other problems, inter-clan mistrust, a weak government and victimisation of minority Somali clans. Mogadishu is the capital of Somalia; Somalis hold it to a higher standard despite its history of dispossession that, at different stages, has affected almost all residents in the capital city since 1991. Without a candid conversation about the impact the loss of Mogadishu’s cosmopolitan status has on how Somali political classes interact, no Somali government can function in the capital. All the progress made on getting politicians to work together within the framework of federal institutions can easily be undone. Federal parliament MPs who put primacy on their political advantage based on ability to organise militias against the government are now putting pressure on the Federal Government of Somalia to grant their clan militias the privilege to operate in Lower Shabelle in the name of the Somali National Army. Their political power is rooted in the capital city’s status as an unofficial clan fiefdom. This factor partly explains why successive Somali governments have failed to function in the capital without being threatened by clan militias, and why the Lower Shabelle crisis remains an intractable political problem. A national conversation about the political injustice and inequality is only possible if MPs not associated with Mogadishu clanwise summon the courage to speak up against cliques that deem unaccountable political power in Mogadishu to be akin to ruling Somalia. There are some issues that anti-government MPs and senators cannot solve through opposition to the federal government or vote of no confidence threats. Having no a common viewpoint on the Somali National Army is a political problem on the brink of derailing the security architecture unveiled in London Somali Conference in May 2017. Mahad Salad, a Somali MP, described the American decision to suspend assistance for the “Somali National Army” as a plot to recruit “mercenaries”. Ghost soldiers whose illegal salaries are pocketed by some commanders once again brought to the fore some facts Somalis discuss in fadhi-ku-dirir – Somalis’ public sphere. How can Somalis go about starting a candid conversation about the capital city claimed by sub-clans? First of all the Somali political class ought to agree criteria for a city to become or retain a capital city status. It is impossible to reverse the demographic and residential transformation Mogadishu has been undergoing since 1991. The clan ownership claim of the capital city took shape shortly after rebels had overthrown the military dictatorship in January 1991. United Somali Congress divided Mogadishu districts into sub-clan zones (aagag). The three month battles between forces of the former interim president, Ali Mahdi, and militias of General Aideed did destroy almost two-third of Mogadishu and divided the capital into North and South halves. The Union of Islamic Courts brought to an end the legacy of warlords in 2006, thereby making a degree of governance possible in capital threatened by latent warlordism. Mogadishu has the distinction of being the seat of government for the thirty years Somalia had a centralised government. Politicians and bureaucrats based in the capital before 1991 made decisions that had impact on life chances of their compatriots in nearby regions and regions on the periphery. A Somali capital city for a functioning state will never enjoy pre-1991 status of Mogadishu: Somalis associate a politically dominant capital city with centralism, neglect and oppression. If all other Somali cities have clan ownership claim of specified territory in common with Mogadishu how can a Somali government function in Somalia? A capital city can become a seat of a national government if it meets the following criteria: (a) it is administered federally (b) opportunities in the public sector will be equally shared among Somali social groups regardless of not being associated with seat of government clanwise (c) there are policies aimed at remedying injustices inflicted on citizens (d) Anyone who condones embezzlement or violation of citizens’ rights will lose the right to hold public office. Somali politicians do not only have the capacity to make Somalia unnecessarily indebted to other countries and multilateral organisations; their interactions with each other in pursuit of unfettered access to public resources through the state leave a legacy of mistrust, deep inequities and injustices. Discussion on the status of Mogadishu as a capital city will have to be conducted in an atmosphere that does not stigmatise victims of political opportunism in whose name politicians and elders lay claim on the capital city. For citizens to have equal political rights politicians must encourage addressing inequities embedded in valuing clan identity at the expense of citizen rights. Mogadishu’s continued status as a clan fiefdom makes mockery of the Somalis desire to exist peacefully with each other and with neighbouring countries. If Mogadishu cannot create an atmosphere for political equality, Somalis have other cities that can host a Somali government. Liban Ahmad libahm@icloud.com

Through a tumultuous first ten months as president of Somalia, Mohamed Abdullahi Farmajo is facing an ominous rumble of discontent driven by a mixture of anxiety, anger, frustration and political opportunism. In the past two months, an assortment of new opposition groups has emerged, some with noble – sounding names and political agendas, led by an improbable collection of bad or good leaders, Federal Member States President, disaffected public appointees and young professionals. Even an ex Somali Prime Minister has joined the fray with a new, pointedly non-leftist forum called the “Talo – Wadaag Forum.” Their demands include individual grievances, and several of the more controversial leaders have grabbed most of the attention. But their broader message is remarkably similar: The government of President Mohamed Abdullahi Farmajo has failed to protect the public and provide national leadership. The president has overreached his executive powers and excluded diverse points of view. He must act now, produce meaningful reforms and legitimize his fractured, teetering government — or else. The Prime Minister is the losing edge of the game. In the name of fighting corruption, Prime Minister Hassan Ali Khayre is bringing millions of dollars in procurement deals under his direct purview, denying ministries the opportunity to contract their own goods and services. The best example is the resignation of Maryam Qasim Ahmed, Minister for Humanitarian Affairs and Disaster Management, citing the corruption and lack of coordination within the government, particularly the Office of the Somali Prime Minister. And staff members under Mr. Khayre’s authority are even directly writing and carrying out policy for the government, leaving some ministry officials wondering what their jobs are anymore, some officials say, speaking on the condition of anonymity to avoid angering the Prime Minister. Still, the Somali Prime Minister has not managed to move aggressively on some tenets of his anticorruption campaign — although often in ways that have rankled rather than assured. What is the way out then? Success in Somalia requires a firm Presidential Leadership, not half – measures. President Farmajo soon must make one of his most important national security decisions: how to proceed in Somalia, a crucial theater in the war against Al Shabaab. This week the President received the Operational Readiness Assessments of the war from the recently appointed commander of SNA with the AMISOM and international partners support. While the details of this report remain classified, it is believed to set the framework for an expanded military effort within a new counterinsurgency strategy that puts a premium on protecting the Somali people from Al Shabaab terrorism and intimidation. To protect vital national interests by defeating Al Shabaab, President Farmajo must give his military commanders the best chance for success – not accede to advisers motivated by political expediency who would disturbthe process and abandon the President new Somalia strategy before it can be implemented. Putting Somalia on the Right Path Social and political reconciliation is the only path to peace in Somalia. The Somali people can have a bright future, but it has to start with social and political reconciliation first. This is the routine carnage wreaking havoc across Somalia. But after 27 years of civil war and weak institutions, it is clear that we need a new strategy, one that enfranchises all groups in Somalia – with a view to build a truly viable and lasting democracy. Reconciliation has only recently been recognized as a necessary component of post-violence reconstruction. Evidence and experience are still being accumulated in different parts in Africa– including Rwanda and Sierra Leona or even South Africa. Success will depend largely on whether the Somali Federal Government can dramatically improve its performance, communicate effectively to its people and provide relationship oftrust and better security and military effectiveness. Open Peace Talks With ‘Moderate’ Al Shabaab Efforts to negotiate with the Al Shabaab have evolved since 2013 when talks with Al Shabaab moderates were first proposed. Even after 10 years of war, the Al Shabaab remains undefeated according to President Farmajo himself. This also demonstrates clearly according to the recent report released by the United Nations Assistance Mission in Somalia (UNSOM),which covers between the period from 1 January 2016 to 14 October 2017, 4,585 deaths and injuries happened in Somalia, 60 percent of which were attributed to Al Shabaab. The October 14 tragedy in Mogadishumust shape the President’s leadership to safethe lives of ordinary Somalis. If not, the death and destruction of innocent Somalis will keep rising. Prolonging or escalating the conflict will almost certainly have humanitarian consequences, including an increase in civilian casualties and refugee flows. Conclusions Time will tell if, what President. Farmajo said at his inauguration ceremony on February 22, 2017 were sincere and true – that he‘’will return the lost confidence between the government and the people, and promises for the Somalis and the world that his government will change the perception that Somalia is a corrupted nation’’. Tunisia has banned Emirates airline from landing in the capital Tunis after a number of Tunisian women were prevented from boarding its flights. The move comes amid widespread anger in Tunisia, with rights groups condemning “racist and discriminatory” measures. The transport ministry said the measure would stay in place until Emirates was able to “operate flights in accordance with law and international agreements”. Ads By Google The UAE said “security information” had caused the delays. “We contacted our Tunisian brothers about security information that necessitated taking specific procedures,” Emirati Foreign Minister Anwar Gargash said on Twitter on Sunday. “We highly value Tunisian women and respect them,” he added. Strained ties Tunisian government officials said the UAE had banned Tunisian women from flying to or transiting through its territory. On Friday the Tunisian government said it had asked the UAE ambassador to clarify what was happening and had been told that the measures had been temporary and had already been lifted. Local media reported that Tunisian women had been blocked from boarding Emirates flights to Dubai over several days. According to AFP news agency, some Tunisian women said their journeys to the UAE had been delayed and some that their visas had to undergo additional examination. Tunisia has been trying to improve relations with the UAE that were damaged by its 2011 revolution. Tunisia’s Ennahda party – part of the governing coalition – also has links to Qatar, which has been cut off by the UAE, Saudi Arabia and Bahrain over its alleged support for terrorism. The Executive Committee of Ethiopia’s ruling coalition, the Ethiopian People’s Revolutionary Democratic Front (EPRDF), has finally accepted the resignation of Abadula Gemeda as Speaker of the House of Peoples’ Representatives. The former Oromia State premier cited lack of respect for his people as the main reason for his decision but continued to hold his post as a lawmaker. The resignation of Gemeda in October this year came as a shock to most political watchers in the country. His decision came in the wake of an escalation in deadly violence between Oromia and Ethiopia-Somali regional states. The crisis which has ethnic underpinnings and battle for resource control led to deaths, massive displacement of people with federal security forces blamed for their complicity. The government did not immediately accept his decision with Prime Minister Hailemariam Desalegn stating that there were talks ongoing to have Gemeda rescind his decision. “We will be happy if he reconsiders his decision,” PM Hailemariam said at the time. Since submitting his resignation, the 59-year-old has not presided over proceedings in the parliament. He was, however, part of a group of Oromo and Amhara MPs who recently boycotted sittings over a security crisis in the Oromia region. Gemeda’s resignation was followed by that of another top official, Bereket Simon – then a policy analyst to the premier. Desalegn in speaking on the resignations dispelled claims that they were connected. According to him, the two needed to be taken in context. The government accepted that of Simon – a former information minister who Desalegn said had severally asked to quit in the past but had been talked out of it. The Somali Football Federation (SFF) has announced plans to host international games beginning next year because of improving security, the head of the body has announced. President of the SFF, Abdiqani Said Arab, says the time has come for Somalia to organize home games in the country’s soccer stadiums in 2018. “Due to the betterment of the security situation in Somalia we have decided to stage our home games at home,” Arab said in a statement. “The Somali people have the right to watch their national team play at home and we have to make that happen now that the country is going ahead.” Arab said his federation will first invite East African soccer national teams to play friendly matches with the Somali national team. He said staging friendly matches will be followed by hosting regional soccer tournaments, such as the CECAFA (Council for East African and Central Africa Football). SFF has not released the dates and fixtures of international matches to be played at home for next year. Somalia hosted its last international match in Mogadishu in 1988. Following the collapse of the state in 1991, the Somalia national soccer team was forced to play its home games abroad in a neutral country, mainly in the region, like Djibouti and Ethiopia, denying it the all-important home advantage that other teams enjoy against opponents. The Confederation of African Football chief Ahmad Ahmad approved Somalia’s plan to host international soccer games when he visited Mogadishu in April. Somalia soccer has made steady development over the years despite the country’s difficulties. In April 2012, a suicide bomber killed both the head of the Somali Olympic Committee, Aden Yabarow Wiish, and the president of Somali Football Federation, Said Mohamed Nur. But in December that same year, the SFF completed installing an artificial turf at Mogadishu stadium. Two years later in December 2015, the soccer body had showed the first-ever live stream of a football game on TV. And in August this year, it was a bright night for Mogadishu as the first soccer game was played at night in more than 30 years.
