  1. TEHRAN, Jan. 08 – Iran’s Navy Commander Khanzadi deemed Somalia piracy as a kind of terrorism formed in 2007 by proxy in a bid to undermine the Islamic Republic’s economy. Navy Commander Rear Admiral Hossein Khanzadi made the remark on Sunday in a welcoming ceremony for the return of the 49th fleet after 67 days of voyage on open seas, adding “there was a tremendous attempt at depicting the presence of piracy off the coast of Somalia as something natural, but the acts of piracy reveal certain coordinators and perpetrators behind this new phenomenon in the 21st century.” Khanzadi went on to add that certain powers are supplying Somalia pirates with intelligence and equipment, and funding them in a bid to undermine the economy of the Islamic Republic of Iran. The Iranian Navy has been conducting anti-piracy patrols in the Gulf of Aden since November 2008 to safeguard the vessels involved in maritime trade, especially the ships and oil tankers owned or leased by Iran. Elsewhere, Khanzadi referred to the ‘Indian Ocean Naval Symposium’ (IONS) that was formed in 2010 with efforts by regional countries, including Iran, and noted that Iran’s Navy had proposed a plan for formation of a martial naval fleet at the IONS, which was approved by 36 countries in the region and it was decided that Iran present the complementary plan in the future. He went on to add that the final decision on the proposal at the 2016 IONS in Bangladesh did not reach the point of implementation, but it managed to lead to the staging of relief and rescue exercises by Indian Ocean Naval Forces.   2. Turning to libertarians for wisdom on immigration control is like asking Christian Scientists for advice about the best hospitals. Not all that many years ago, the worst things you could say about Minneapolis were that it was very cold in the winter and, for an American city of its size, it was somewhat dull. On the plus side, this traditionally Scandinavian-American burg was a model of safety and cleanliness. Well, that’s ancient history. Minneapolis is now the world’s #2 capital of Somali Muslims. (#1 is Mogadishu.) In the Somali community, unemployment and welfare dependency rates are high. The city is a major recruiting center for ISIS. At least a couple of ISIS recruits have used taxpayer-funded student loans to fly to the Middle East to become jihadists; many other local Somalis are suspected of wiring welfare cash to terrorist groups. Violent crime is epidemic: as recently as December 13, a Somali Muslim immigrant stabbed a Minneapolis woman no fewer than fourteen times on her way home from work. None of this has kept government officials and news media from boasting of the success of Somali integration. Last February, CNN ran a collection of photographs designed to show just how delightful a contribution Somalis have made to Minnesota. In August, Ibrahim Hirsi of the Minnesota Post lauded the “Somali community’s success” in the state. Hirsi’s article began by summarizing the “classic American success story” of one Abdirahman Kahin, who emigrated to the U.S. two decades ago and, after founding a restaurant called Afro Deli in 2010, built it up into “one of the most successful immigrant-owned businesses in the state.” The Minneapolis Star-Tribune routinely waxes effusive over all the cultural enrichment: last March, in a glowing portrait of life in the city’s Muslim enclave, “Little Mogadishu,” reporter Allie Shah applauded the fact that the neighborhood, cut off from the rest of the city “by the Mississippi River and two freeways,” functions “like a self-sustaining village” and has thus been able to “retain its character.” Ah, the joy of euphemism! One recent occasion for celebration was the election, in 2016, of the first Somali American to the Minnesota legislature. As it turned out, the legislator in question, Ilham Omar, had married her own brother in 2009, apparently to enable him to enter the U.S. – and if that weren’t enough of a transgression, Omar was already married at the time to one Ahmed Hirsi, the father of her three children. When blogger Scott Johnson, who uncovered these irregularities, asked Omar’s campaign for a comment, he heard back from a lawyer who basically accused him of racism, sexism, and Islamophobia: “There are people who do not want an East African, Muslim woman elected to office and who will follow Donald Trump’s playbook to prevent it. Ilhan Omar’s campaign sees your superfluous contentions as one more in a series of attempts to discredit her candidacy.” On the contrary, some Minnesotans were apparently so eager to see an East African, Muslim woman elected to office that they gladly overlooked Omar’s criminal offenses. Omar remains in the legislature, while her shady past has been neatly whitewashed on her Wikipedia page. One of the latest, longest (4000 words!), and most effusive tributes to Minneapolis’s Somali Muslims appeared on January 3 at the website of Reason, the libertarian monthly. Under the title “The War on Terror Is a War on Minnesota’s Peaceful, Entrepreneurial Somali Immigrants,” Eric Boehm went all warm and fuzzy over the supposed triumphs of Minnesota’s supposedly peaceful, law-abiding, America-loving Somali Muslims. The only dark cloud in this bright picture, Boehm charged, was the “[f]ederal law enforcement agencies” that “have singled out Somali Muslims in the Twin Cities for a special surveillance program intended to curb terrorism.” To show just how unnecessary this program is, Boehm recounted the “classic immigrant success story” of one presumably typical Somali-American entrepreneur. Guess who? Yep, Abdirahman Kahin, the same guy who’d been profiled a few months earlier in the Minnesota Post. Boehm hailed Kahin’s “big smiles and delicious food,” but noted with concern that Kahin “now worries that America” – with its pesky preoccupation with terrorism – “is now making it harder than ever for others to follow in his footsteps.” As further proof that the government’s anti-terrorism activity is unnecessary, Boehm cited the recent election of Minnesota’s “first Somali-American state legislator – Ilham Omar, of course. Needless to say, Boehm omitted to mention Omar’s blatant marriage and immigration fraud. For those who fret that too many Somalis have flooded into Minnesota over the last generation or so, Boehm cited the wave of German and Scandinavian immigrants who moved to the state a century and more ago – a comparison that’s easy to make when you shut your eyes to such niggling details as crime, terrorism, and welfare dependency. Boehm applauded – while avoiding the phrase “sharia-compliant” – the introduction in Minnesota of “alternative banking solutions” that enable “devout Muslims” to get businesses off the ground without having to borrow money at interest. And he demonized Donald Trump, who, when he spoke at Minneapolis–St. Paul International Airport shortly before the 2016 presidential election, had the audacity to focus not on “the hard-working immigrants who have boosted the state’s economy” but on “the threat of Somali terrorism.” How dare he! For Boehm, the main point about the federal government’s effort to gather information about potential terrorist acts is that it’s “put strain on people and businesses and decreased the level of trust.” Muslims worry that their “imams, elders, and community organizations are secretly informing” on them. (Informing on them about what? Boehm didn’t seem to be particularly troubled by this question.) Boehm saluted ongoing efforts by – who else? – Ilham Omar to rein in police and cripple anti-terror programs. And he ended his piece where he’d begun – with Kahin and his restaurant deli, where you can chow down on tasty “sambusas, a sort of Somali pierogi,” and hear “the sweet sound of sizzling meat as a line cook grills up some Somali steak sandwiches.” You’d think that by 2018 we’d have moved past the inane pre-9/11 cliché of reducing immigration from Muslim countries to preposterous blather about the exciting tastes and smells of exotic foods. Alas, apparently not. There are a lot of admirable things about libertarianism, but its see-no-evil approach to Islamic immigration is not one of them. Nasa leaders have announced a nationwide campaign to build momentum for the swearing-in as the people’s president, of opposition leaders Raila Odinga and his deputy Kalonzo Musyoka on January 30. The two said the date is now fixed, and that they will not bow to pressure from their supporters to “lift the Bible and be sworn into office casually”, saying they will follow a strict programme drawn by their advisers. The Nasa leaders, who were addressing a rally at the Kakamega bus park, did not give details of the timelines to their oathing ceremony. Earlier, while speaking at a meeting to officially inaugurate the western region’s People’s Assembly at Golf Hotel in the town, the Nasa leaders said the move was not driven by greed for power, but a quest for electoral justice and reforms. They told their supporters they were working on a five-point agenda they want to be implemented before they are sworn in. The event coincided with Mr Odinga’s 73rd birthday, with some delegates and leaders making a surprise birthday celebration punctuated by demands for him to be sworn in. Mr Odinga was born on January 7, 1945.   7. Somalia’s prime minister has called on multilateral lenders to accelerate the debt-forgiveness process so that the country can access funds to fight terrorism and its underlying causes. Somalia owes around $4bn, most of it interest and penalties on nearly three-decades-old loans made to the former military government of Mohamed Siad Barre, whose overthrow in 1991 plunged the country in the Horn of Africa into years of lawlessness and civil war. Those arrears make it almost impossible for Mogadishu to access new funds from the International Monetary Fund or the International Development Association, the soft loan arm of the World Bank that has money earmarked specifically for fragile states like Somalia. Officials working with the new Somali government, which took office in February last year, describe the administration as the best in decades and complain that lending restrictions are hampering its efforts to fight al Shabaab, a militant Islamist group, and to build a functioning state. Last year, the Somali government headed off famine in parts of the country with international help. Al Shabaab has been pushed back, but is still able to carry out deadly terrorist attacks, such as bomb blasts in Mogadishu in October in which more than 350 people were killed. In an interview with the Financial Times, Hassan Ali Khayre, the prime minister, said of efforts to establish a functioning administration: “Now we have turned a page and taken bold steps, we are hoping the world will take a little more risk on Somalia.” Mr Khayre, a former aid worker and oil executive, said the government had a budget of only $274m, which was not enough to create the social programmes needed to prevent radicalisation of unemployed youth or to address deprivation. He could not confirm an estimate, made by one World Bank official, that al Shabaab had a bigger budget than the government. “Certainly, ours is a very tiny budget for a country of 10m people,” he said. “Fighting terrorism needs good governance. It means providing services for our people. To do this costs money and that’s why we need the support of the international community.” Only the Somalis are going to defeat al Shabaab. Mr Watkins, who has exchanged letters on the subject with Christine Lagarde, IMF managing director, described what he said was IMF foot-dragging as “inept, misplaced and embarrassingly complacent”. Mohamed Elhage, who leads the IMF’s Somalia mission, said the country was “marking important milestones on reform and policy implementation”, although it needed to make stronger efforts to improve fiscal discipline and raise tax revenue. The head of the Atlantic Council’s Africa Center in Washington, Peter Pham, said multilateral institutions were right to be cautious before flooding Somalia with money. “It’s déjà vu when the dilettantes in the international community get excited about the Somali government,” he said. “Let’s not flood the country beyond its capabilities to absorb.” Mr Pham accepted that the new government had made progress but said he was not convinced that corruption had been brought under control. “Huge amounts of aid in cash simply disappears,” he said, adding that he suspected up to half of the 27,000 soldiers being paid to fight al Shabaab with western help were “ghost soldiers”, drawing a salary without doing any fighting. The African Union peacekeeping mission in Somalia (AMISOM) vowed on Sunday to intensify training and mentoring of Somali security forces (SPF) to assume more security responsibilities in the Horn of Africa nation. Deputy Special Representative of the Chairperson of the African Union Commission for Somalia Simon Mulongo said the plan is aimed at building the capacity of the SPF to internationally acceptable standards. “This year is going to see more intensified training, more intensified mentoring of those who are there (SPF officers) and that means recruitment, training and forming the officer core that will see the police leap from the current stage to a higher one,” Mulongo said in a statement issued in Mogadishu. AMISOM troops are expected to relinquish the security of the key towns to the Somali forces through a conditions-based transition plan, to allow them take the lead responsibility as part of the planned exit. Under the exit strategy, some 1,000 soldiers were to be withdrawn from Somalia by Dec. 31, 2017 and AMISOM will deploy an extra 500 police officers to strengthen training and mentoring of Somali police. The move in is line with a United Nations Security Council resolution, passed in August 2017, which authorized AMISOM to start the transfer of security responsibilities to Somali national security forces.
