Nearly two dozen African countries launched a single aviation market on Monday, a potential boon for the industry in a region where it is hampered by government protectionism, high taxes and stringent regulation. The Single African Air Transport Market would facilitate the free movement of flights between African countries by liberalizing frequencies, fares and capacities, breaking down barriers that have in the past increased costs. It is an updated version of the Yamoussoukro Decision that was signed in 1999 to open up intra-African aviation routes. That agreement failed and compared to other continents air travel in Africa is expensive, restricted and dependent on bilateral deals. On Monday, Rwanda’s President and African Union Chairperson Paul Kagame and his Togolese counterpart Faure Gnassinbge unveiled the open skies scheme, with Ethiopia, South Africa, Kenya and Nigeria among the signatories. A total of 23 African states signed the agreement. “Airlines will be able to match demand. For customers, they will have more benefits because they will get as much services at a time they want, where they want,” Ethiopian Airlines’ Chief Executive Tewolde GebreMariam told Reuters after the deal was announced. The state-owned Ethiopian carrier, the continent’s biggest by revenue and profit, has long lobbied for the endorsement of the scheme. “Prices will also go down. Signatory countries will benefit with more tourism and trade – this means faster economic growth,” he said in the Ethiopian capital Addis Ababa, where the initiative was launched on the sidelines of an African Union gathering. Industry bodies say heavy taxation and poor infrastructure meant African carriers had not developed as fast as they should to take advantage of predicted market growth. In 2015, the International Air Transport Association (IATA) said the Yamoussoukro agreement had the potential to create 155,000 jobs and fly 5 million extra passengers a year around the continent. A statement from China’s Huawei Marine, reveals that HM was completing a ‘desktop study’ for a new subsea cable system, dubbed the ‘Peace Subsea Cable’ whose first phase is meant to connect South Africa, Kenya, Djibouti, Somalia and Pakistan (Gwadar and Karachi). Peace is short for ‘Pakistan East Africa Cable Express’ and the system has been designed by Chinese firm, Tropic Science, to provide a new information expressway for interconnection among Asia, Africa and Europe – through existing land and subsea cables The report further explains that Huawei Marine would begin a marine survey on January 15, with the Peace system expected to be ready for service in the fourth quarter of 2019. The first phase will span some 6,200km and would link Pakistan (Gwadar and Karachi), Djibouti, Somalia and Kenya. The second phase would provide an “extended option” to South Africa and Europe with a total length of about 13,000km, all based on 200G dense wave-division multiplexing technology on a design capacity of 60Tbit/s. “The Peace system will provide a new information expressway for interconnection among Asia, Africa and Europe by connecting with existing land and subsea cables,” Huawei Marine and Tropic Science said in a joint statement. Tropic Science chairman He Liehui said the system will become “an important infrastructure for Asian, African and European intercontinental communications and promote economic development of the regions”. On his part, Huawei Marine chief operating officer Mr Mao Shengjiang says the Peace cable, when completed, would “greatly facilitate the communication between China and Africa”.   18. The bill would provide “adequate protection to certain vulnerable groups,” says Mohamed Ahmed, director of the legal department of Somaliland’s Ministry of Foreign Affairs. Somaliland looks to be on the verge of enacting a bill that would punish anyone found guilty of a sexual offense. It’s not that rape is legal in Somaliland, a self-declared republic that broke away from Somalia in 1991 but is not recognized internationally. The penal code recognizes some sexual offenses. Yet they’re so narrowly defined that critics say women and girls remain unprotected. The current penal code refers to sexual offenses by the words “carnal violence” and “acts of lust.” “As [the] government of Somaliland, we want to properly address this issue once and for all,” says Mohamed Ahmed, director of the legal department of Somaliland’s Ministry of Foreign Affairs, in an email to NPR. That means not only providing “adequate protection to certain vulnerable groups,” he writes, but allowing the government “to track and properly handle perpetrators of sexual offences.” This month, the lower house of parliament passed “the Somaliland Rape and Sexual Offences Bill,” which criminalizes gender-based violence. VOA Africa reported that the bill was approved by 46 of 51 parliament members. Getting this far has proven challenging. “Previously many politicians and government officials were denying the existence of rape in Somalia,” says Guleid Ahmed Jama, chairman of the Somaliland Human Rights Centre which advocates for justice for victims in the courts. If the legislation passes, a person convicted of rape would be sentenced to a minimum of 15 to 20 years in prison. A person who rapes someone under the age of 15 would receive 18 to 22 years or a life sentence if the rapist infects a victim of any age with HIV. The bill also lays out specific punishments for trafficking, gang rape, attempted rape, forced marriage, unwanted touching and other sexual advances. And it lays out the duties of police officers and the courts in enforcing the law. It mandates that the Supreme Court and the National Judiciary Committee ensure judges be trained to handle and hear sexual offenses cases. A person accused of a sexual offense would not be allowed to use a victim’s sexual history as evidence in an attempt to be acquitted. The shift started in 2013, when civil society groups began to work with the House of Representatives to criminalize all sexual offenses. The proposed bill on sexual offenses “was removed from the parliament agenda several times,” according to a written statement from Nafisa Yusuf Mohamed, executive director of the Nagaad Network. She says there were law enforcement officials who accused groups like Nagaad of spreading a myth that sexual assault was a problem in Somaliland. According to Somaliland Human Rights Centre’s 2017 annual report, 81 rape cases were prosecuted last year — out of some 3.5 million people. But advocates for the new bill believe the actual number is higher. “Even the government institutions who receive the victims do not share the information with civil society. They don’t want the numbers to go out,” says Jama. Not only have many officials ignored sexual offenses, victims fail to come forward to report crimes. They often don’t want to be known. Ahmed Jama says that if a community were to find out that a woman spoke out about being raped to the police or to her peers, the stigma and discrimination might mean she never marries or often experiences harassment in the streets. Even though the new bill passed the lower house, Jama is concerned that it could spark debate in the upper house, which has more conservative members than the lower house. In addition to standardizing penalties for convicted rapists and other sexual offenders, the bill has clear wording to establish that only the state has the authority to prosecute. That’s an attempt to prevent traditional elders from taking matters into their own hands in a parallel system known as “customary law.” The elders intervene and sometimes order a rape victim to marry her assailant. Ahmed Jama stresses the importance of enforcement. “These unfair and unjust interventions from the traditional elders might persist unless the government takes more robust actions with them,” he says. The challenge will be greatest in rural areas of Somaliland, Ahmed Jama says, where the government has less presence. The bill also states that police under the direction of the Office of the Attorney General should interview victims and immediately start an investigation. But supporters of the bill are worried that the police might not be a trusted source for enforcement. “It is not only a legal issue, where if you have a law you can solve it. It is a matter of law enforcement. Who are they? Are they trained? Are they themselves abusers of their wives? You have look at all of that in order to answer the problem. If the police is tolerant, laws will not be implemented,” says Ahmed Jama. Somaliland’s new bill calls for the Police Commissioner and Office of the Attorney General to ensure that police are trained to investigate sexual offenses. “Even though our resources are limited, we will try our best to at least try to train significant number of our police in order to enable them to handle these cases,” says Mohamed Ahmed, director of the legal department of Somaliland’s Ministry of Foreign Affairs. “It will be imperative that key actors such as police, prosecutors, judges and lawyers are trained on how to implement the bill,” says Antonia Mulvey, executive director of Legal Action Worldwide. She says that more effort should be placed on training women police investigators and prosecutors, pointing to signs that women and girls tend to feel more confident in reporting offenses to women. “Since Somaliland appointed women in these positions, there has been a significant increase in the number of convictions of sexual violence crimes.” The upper house, which will vote on the bill, is on leave until March 1. “I am uncertain whether they will approve [the text] as the lower house of parliament approved,” says Ahmed. The lower house may still have the ability to override the upper house if it rejects the bill. If approved, the bill will head to President Muse Bihi Abdi to be signed into law. Supporters believe that Abdi, who has spoken out for gender equality, would indeed sign. Photo: UNICEF Somalia-Makundi 30 January 2018 – One year after Somalia declared drought as a national emergency, famine has so far been averted due to collective and unprecedented humanitarian action, and on Tuesday, the country marked a turning point towards ending the cycle of recurring crises, with the launch of a Government-led, United Nations-supported humanitarian response plan. At a high-level event in the capital Mogadishu, the 2018 Humanitarian Response Plan, seeking $1.5 billion to address the needs of 5.4 million people, was jointly presented with a Recovery and Resilience Framework (RRF), which outlines the way forward for recovery and longer-term resilience aimed at addressing the root causes of Somalia’s recurring humanitarian crises. To address the impact of recurrent drought and famine risk, as a consequence of fragility, the Federal Government of Somalia led a Drought Impact Needs Assessment (DINA), in partnership with Federal Member States, the Banadir Regional Administration, the European Union, the UN and the World Bank. The outcomes of the assessment have informed the RRF, which will enable the Federal Government and Federal Member states to devise medium- and long-term solutions to promote development and address the root causes of vulnerability to drought. The DINA and the RRF have been developed in alignment with the 2018 Response Plan and in coordination with humanitarian partners, in order to ensure complementarity and, most importantly, to protect humanitarian achievements. The joint launch was attended by Prime Minister Hassan Ali Khaire and other senior representatives of the Somali Federal Government, as well as the international community, including the Administrator of the UN Development Programme (UNDP), Achim Steiner, UN Emergency Relief Coordinator Mark Lowcock, World Bank Senior Vice-President Mahmoud Mohieldin, and the European Union. We are determined to overcome the challenges posed by recurring droughts that risk undermining these gains, and we count on our international partners to support us in this endeavor.” On his first visit to Somalia, Mr. Steiner recognized the Government’s leadership in averting famine in 2017 and highlighted the opportunity to build on this achievement while simultaneously implementing longer-term solutions. “Today, Somalia has more effective institutions than it has had in decades. Progress in the state-building and peace-building processes in Somalia since 2012 has now created conditions in which targeted efforts can be made to define and implement solutions so that Somalia’s citizens will hopefully not have to face the risk of famine again,” he said. Noting the magnitude of the humanitarian crisis, Mr. Lowcock urged the international community to sustain its life-saving support, while recognizing that that the situation cannot be solved by humanitarian interventions alone. “Ending need in Somalia can only be achieved if we respond to immediate humanitarian needs while simultaneously implementing longer-term solutions to build resilience. Humanitarian and development partners are working with the Government to help ensure Somalis are less vulnerable to food insecurity and malnutrition, to natural hazards and displacement, and that they have better access to basic social services,” Mr. Lowcock said. Referencing the new way of working, and emphasizing the significance of the HRP being jointly launched with the RRF, Mr. Mohieldin stated that “Somalia is ahead of the curve in its effort to overcome the challenges facing the country”. He noted that hard investment was required to implement the RRF and applauded the Government’s efforts to normalize its relations with the international finance system. Supporters of opposition leader Raila Odinga attend a mock “swearing-in” ceremony at Uhuru Park in downtown Nairobi, Kenya KENYA’S government has outlawed the opposition National Resistance Movement (NRM) after former presidential challenger Raila Odinga held a mock “inauguration” today. Interior Minister Fred Matiangi issued an official notice last night listing the NRM — a loose association of opposition politicians — as an organised criminal group. Being a member of such a group can lead to 10 years in jail or a fine of more than £3,500. Up to now the main NRM achievement has been a largely ignored boycott of businesses considered close to President Uhuru Kenyatta. But Mr Odinga, of the Orange Democratic Movement party, declared himself “the people’s president” today at a rally in a Nairobi park attended by tens of thousands. Police were abruptly pulled from the park and Mr Odinga said he felt vulnerable after his protection detail was withdrawn. However, there was a heavy police presence in poor parts of the capital considered opposition strongholds. The government cut off live transmission of radio stations and the top three TV channels. Mr Kenyatta had earlier “expressly threatened to shut down and revoke the licences of any media house” that aired live broadcasts, the Kenya Editors’ Guild said. Attorney General Githu Muigai said beforehand that today’s mock swearing-in would constitute treason. Mr Odinga and his supporters contend that he is the legitimate president of Kenya. The result of a presidential vote held in August, won by Mr Kenyatta, was annulled by the Supreme Court after Mr Odinga alleged that electoral commission computers had been tampered with. A second vote was held in October, but Mr Odinga boycotted it after his proposed electoral reforms were not put in place. The Kenya National Commission on Human Rights said that at least 92 people were killed and dozens more raped during months of election turmoil.

By Ahmed Abdi Hargeisa— (Somaliland Informer) Somaliland’s Second Deputy-Speaker of the Senate said on Tuesday that the parliament will debate on a new legislation to raise taxes on Khat amid controlling inflation. Inflation, tribal infighting, and border skirmishes, among other things, have challenged president Muse Bihi Abdi’s new government. Somaliland government recently imposed heavy taxes on Khat dealers as part of its endeavors to tackle rising food prices and basic commodities.The decision angered Somaliland’s Khat entrepreneurs who expressed their concerns to the authority. The new government says the move will allow Khat dealers to increase the price of Khat in Somaliland for decreasing consumption and discouraging young users of the Khat to quit it. “The increases in the price of Khat in Somaliland will result in a reduction in inflation and government’s decision to raise Khat taxes by up to 50 percent will be debated on a new bill for the upcoming session,” said Dr. Ali Yusuf Ahmed Somaliland’s Second Deputy-Speaker of the Senate. “We will work with the government to end the inflation.” Dr. Ahmed said the money will go to the hospitals in a bid to help its victims overcome the troubles caused by it. Somaliland has three political parties that are divided into tribal lines and the recent clashes at Dararweyne village in El-Afweyne district of Sanaag region challenged Somaliland’s security.
