Musa Bihi Abdi said that despite the fact that many of the people who are officials in the government and intellectuals are privy to the country’s history of the past three decades most of the populace ere not well informed about it, especially the youth. The Head of the State thus proposed the indispensability of the fact that the members of the public ought to be informed about the happenings of the revolution that brought about the rebellion that had various aspects of monumental incidences with impacts in the history of the of the struggle for the re-assertion of the independence and nationhood of Somaliland. The President gave the sentiments when he met the surviving members of the revolutionary youth organization, UFO, in a special luncheon he treated them to their honour on Friday . UFO happened to be a vibrant organization of the youth who were mostly intellectuals who took to their initiation to rehabilitate state institutions that the then Barre administration overlooked and by thus bore the brunt of the police-state’s wrath and were jailed or sentenced to death. A major monumental happening in the wake of UFO uprising brought about the famous pelting incident on the 20th of February 1982; an incident which had the students fraternity and youth amongst Hargeisa population throw stones to the authority of the day exuding their defiance of the totalitarian state and demanded the release of the detained UFO members. By thus, Dagax-tuur which loosely translated means stone-throwing or pelting with stones was dubbed the incident which has since engraved itself into the country’s history hence ultimately became the official National Youth Day thereafter. The President’s sentiments had it that such a day and many others in the eventual armed uprising that changed the country’s history were issues that the majority of t he members of the public had no details of, if at all, or were not aware of, all together. The then youth who were members of UFO took a historical get-together picture with the Head of State. “The gentlemen assembled here today have converged from far and different places,” said the President. “90% of them were either incarcerated with life-long sentences or committed to death row hence they at least spent five to six years in seclusion cells”, added the President. The President who is himself a SNM war veteran and leader noted factually that the photograph was a dear treasure. “The photograph will be a sentimental national treasure which will be something to be cherished by those amongst us who were in the struggle but were not incarcerated”, he said. He told the UFO survivors that the nation acknowledged their heroism and as to such their history should be engraved formally in the country’s journals. “40 years later we still haven’t taught the populace of such realities all this while”, lamented the President. He said that it was quite malicious and ironical that when UFO or one of its individuals was mentioned people had surprisingly no grasp of the history hence just wondered. The President thanked them profusely hence reiterated their standard of heroism and acknowledgement of their place in the country’s history. A speaker amongst the UFO survivors, Dr. Mohamed Sh. Hassan thanked the President for treating them to the special luncheon at his residence. His compatriot Abdi Ismail Yoonis (Duse) highlighted the imperativeness of unity in achieving development. The UFO survivors generally pledged to support the nation in whatever way it may be deemed hence thanked those who rose up to the occasion and pelted stones in solidarity supporting the then youth who were being taken to court on February 20th 1982. They had been arrested several months earlier and convicted on the 23rd of February 1982 on trumped up treason charges.

  8. Residents in Gabogabo district are yearning to establish a cement plant in order to exploit abundant cement in their region. The residents have said that the ministry of energy gave the green-light to start the exploration of cement in their district. They have expressed their concern over ministry of trade which has refused to go ahead with the exaction of cement. The residents have cited that unemployment among youth in the district is rife and the govt failed to implement development projects in their district. Some of the traditional elders in Gabogabo, a district that lies north of Burao, Togder’s provincial capital said that they inked an agreement with a Chinese company when it comes to setting up the cement plant and the training of employees.

 Puntland Focus Group concerned about Current Situation in the State, warns Election delay We, the Puntland Focus Group, would like to inform the Puntland people and Government of Puntland State of Somalia, that we remain extremely concerned about the governance and current situation in the State. It has come to our attention that the President of Puntland State is now entertaining an illegal extension of the Government’s five-year term. This behind-the-scenes political effort contradicts Article 79 of the Puntland Constitution, which limits the Government and Parliament’s term to five years. We all remember that, in 2001, when the Government attempted to extend its term it lead to the Puntland Civil War (2001-2003), leading to hundreds of death and displacement. We strictly warn that, any attempt to extend the Government’s term shall incite public unrest and political instability. We agree on the following Recommendations: 1. The Puntland Constitution should be respected, adhered to and practiced – by the Government and people of Puntland State. The term of the Government of Puntland State of Somalia ends on January 7, 2019, and the Presidential Election should be held on January 8, 2019. 2. The security of Puntland State should be strengthened and given priority. Puntland State boundaries should be defended and protected, as required by the Constitution. 3. The Federal Constitution review process should be inclusive, transparent and serve the best interests of the people of Somalia. Once reviewed, negotiated and completed, the Federal Constitution’s referendum process should be delayed, pending a successful negotiation with Somaliland Government. Until then, Puntland Government shall retrain and exercise powers enumerated state constitution which was adopted by constituency assembly in April 18, 2012, and granted under the Provisional Federal constitution. 4. The Puntland Government is elected to represent the will of people and it is the sole authority responsible to represent the State’s public interest as required by the Puntland Constitution. No other individual, authority or group has been delegated or authorized to speak or negotiate on behalf of Puntland State in any manner of public interest, and in particular, if the issues have the potential to impact on the Puntland State’s border, economy or its internal political structure. 5. The Somaliland must withdrew from Tukaraq town and Sool region immediately, without delay or condition in order to avoid further instability, conflict and violence in the region.   10. HARGEISA—Almis Construction company is to start the installation works for the new 23-km water supply pipeline from Geed Deeble to Hargeisa. This was disclosed by Hargeisa Water Agency and UN-Habitat yesterday in a press release after Calami Construction firm failed to accomplish the installation works signed in 2015. The agreement that Hargeisa Water Agency in conjunction with UN-Habitat inked with Calami construction firm was to finish it. Hargeisa Water Agency gave warning to firm twice but it failed to live up its promises to accomplish the project on time. The Hargeisa Urban Water Supply Upgrading Project (HUWSUP) is jointly funded by the European Union and the Somaliland Development Fund to the tune of EUR 15 million and USD 8.6 million respectively. The project is implemented by UN-Habitat, in partnership with the Hargeisa Water Agency and the Somaliland Ministry of Water Resources. On completion, the project will increase the amount of water available for Hargeisa city from 9 million to 14.5 million litres per day.

Given the current state of the country, are you confident it is an image you want to sell to the world? I feel very confident and I’m very excited to have this opportunity. Kenya has achieved a certain identity — one of a very fast transforming country, and we’ve done this in peacetime. Everybody says they look at us with admiration because of what we have achieved, even in the context of what looks like an unstable, fragile region. The International Criminal Court has played a major role in Kenya’s foreign policy. What is the country’s position on the ICC, now that the Kenyan cases are no longer before it? We have always promoted engagement internationally, guided by a predictable rule-based system. The contestation between us and the ICC was in terms of a number of issues that we saw as falling outside the parameters of the Rome Statute — from the threshold of how investigations were being deployed. We have raised matters around reforms within the conference of State Parties, and we have made certain proposals, which we hope could be adhered to. Some of these proposals have also been made within the African context, because we think they are necessary in order to inject a parameter that is just, fair for all. So, yes we’re members of the Rome Statute, but during a summit of the African Union, a decision was taken that in the event the changes that are sought by the African membership of the ICC are not made, there might be consideration for a mass pull-out from the ICC. What are some of the proposals? One of the big contentious issues then was the application of the international law principle of immunity for sitting presidents. It is in domestic institutions. There are also a number of other reforms we want, in terms of an oversight mechanism against the office of the prosecutor. Is the East African Community integration agenda on course, or are member states getting more protectionist? I don’t think we’re being protectionist. I think everybody in the East African Community appreciates that by ourselves we form a very small market in a very global world. Until and unless we come together, we’re unlikely to accrue the benefits of the global opportunities that exist. So the East African Community is set to stay. Some of the issues to be discussed at the EAC Summit are infrastructure, we’re having a discussion on the EPAs (Economic Partnership Agreement) which we continue to urge the member states that have not signed to sign off. We’ve had a lot of discussion towards this and we’re hopeful that it will happen. For us, it is important in terms of access to the European market. So, it might have slowed down in certain aspects but the vision of the EAC stands in terms of integrating us. I do not see a challenge because we’ll all moving towards integration, rather than disintegration. The imperative of the time is pushing us towards a shared prosperity. Your ministry incubates diplomats, but we are increasingly seeing the appointment of political appointees as ambassadors and high commissioners. What is your view of the appointment of ‘outsiders’ to those dockets? Well, there’s no outsider who is a Kenyan. But more important, there’s no person who’s just appointed and deployed to a mission. Since the nominees were named, we have been going through a rigorous process of induction. It is specific to the mission, and in terms of the expectations. We draw out targets with them. So there’s nobody who’s deployed to fail. It is not necessarily the case that if you’ve not been in the Ministry of Foreign Affairs, you cannot be a good ambassador. Throughout the world, heads of state deploy people outside (the Ministry of Foreign Affairs). It is really about infusing new ideas, but it is also the sense that the president has confidence that a certain person will deliver on his vision. That is what ambassadors do: They’re envoys of the president. Does that disadvantage the officers who have grown in the system? No. All the time, in any ministry of foreign affairs, we are always trying to balance between what you’re calling political appointees and career diplomats. And the ratios vary. There’s no mission that has only political appointees. We always have teams that work under any ambassador or high commissioner to help engage with the host country or agency of accreditation, and to support the delivery of the foreign policy in that station. In his inauguration speech last year President Kenyatta announced visas on arrival for all Africans. How far has Kenya gone in making this a reality? It has started. Some people are still going to the e-visa but nobody has been turned away upon arriving in Kenya because they have not acquired a visa. There are some countries, which we had been calling referral countries. The Department of Immigration has been working hard to create the right mechanisms so that even as we open up, we have the ability to reduce any risk that might be associated with certain countries. So, there’s still some work with regards to some countries, but overall, the directive of the president is that we are opening up for Africans. The logic for this is that President Kenyatta’s foreign policy is hinged on Pan-Africanism. The whole question of Pan-African ideology, which was driven by one humanity of the African descent: That is the ideological underpinning of this. The logic to this is that the wealth and prosperity of this continent lies in this continent. As we speak now, intra-Africa trade is still standing at 12 per cent, and the argument is, if we’re going to realise Vision 2063 of a prosperous, peaceful Africa, then we have to take measures and decisions to allow for the movement of people and goods and services, and we cannot do that with shut-down borders. There’s an AU protocol on free movement now, but President Kenyatta decided that, even as we negotiate, he will open up this country for Africans. How will the government ensure that Kenyans too can visit other African countries as freely? We have been talking to a number of countries. In fact there has been momentum towards finalisation of the protocol on free movement of people. My message to Kenyans is not to feel frustrated because opening up of borders does not translate into risks or disadvantages for us. It translates into opportunities as well. Ads By Google We still continue to negotiate access for Kenyans in some countries. I know South Africa is one of the countries Kenyans have been talking about. In the past two years since I came to the ministry, we’ve done a lot of work on South Africa. The first difficult area has been the student visas, because we have a large number of Kenyans studying in South Africa. Now, we have secured an agreement with South Africa, that they will issue a visa for the duration of the child’s study. When the child changes schools, they are now allowed to change their status within South Africa. Initially they were required to travel back to Kenya to do that. There is the whole area of other types of visas and some frustration around the time period within which a visa is processed. We’re working to reduce the period of application for the visa to make it easy for Kenyans to travel to South Africa. You’ve mentioned benchmarking on Cuba on universal healthcare. How are you fitting the rest of President Uhuru Kenyatta’s Big Four Agenda (besides manufacturing, affordable housing and food security) into the foreign policy? Before the pronouncement of the Big Four Agenda, a lot of work had gone into identifying these issues. We have already begun to engage in a mapping exercise of the world, to look at what is the competitive advantage across the world on any of the Big Four. We have had reflections, our ambassadors have been busy identifying the key factors that will help us. If it is in low cost housing we have a good idea about the existing technologies, the cost of production in those parts of the world, and so as the Ministry of Foreign Affairs, we are in a position to advise the government in terms of the appropriate technologies and where these can be found. We’re also in a position to negotiate the best available option out there. Your most recent big assignment was securing the release of the two Kenyan pilots who had been held hostage in South Sudan after their airplane crashed. What did it take? A lot of talking. A lot of negotiation. The two pilots had flown a humanitarian mission into Akobo in light of the December 2106 agreement to allow humanitarian access. So when we learnt of their capture by the local administration, we were very surprised. We soon learnt that one of them was not well and so we got into negotiations, first of all, to make sure he got medical assistance, and secondly, to begin to negotiate for their release. We were very lucky to get the Red Cross to co-operate with us so that they could help us ascertain their state of health on a day-to-day basis. It was six weeks of anxiety. We’ve expressed our deep disappointment, particularly because of the role that Kenya has been playing in trying to resolve the conflicts in South Sudan. And because of that, we have issued a travel advisory to Kenyans in relation to a number of areas that we consider unstable. Regrettably, because some of the parties to the agreements within South Sudan refused to respect the cessation of hostilities that was signed in December. Britain too has issued an advisory to its citizens on traveling to Kenya. What is your take on this? If you go to the British government web page you will see it is almost a normal practice to issue travel advisories. We border Somalia and we’ve seen an appetite for these terrorists to go beyond the Somalia borders, including in this country as we witnessed in Westgate (mall attack) and other places. Last week, there was a report that indicated the foiling of a planned terror attack in the city centre. This is a cautionary note by the British government. We have told them that we do not agree with the assessment they have made because you cannot say: “There was a foiled attack, therefore, there’s a problem.” It just seems illogical to a certain extent. But there are countries that are required by law to issue advisories to their citizens. We have a very broad security co-operation framework and some of these discussions we are carrying them through with them so that they do not aid the appetite of terrorism by hurting us. It has taken too long for IGAD to resolve the conflicts in South Sudan, Burundi and Somalia — and now there’s a crisis in Ethiopia. What will Kenya do differently to bring stability to the region? One of the pillars of our foreign policy is the pursuit of resolution of conflicts through peaceful means. We have been engaged — right from 1960, before our independence, in the first UN peace keeping mission in the DR Congo. And since that time we have deployed over 44 missions across the world. In the past 20 or so years we have been intimately engaged in the search for peace process in Burundi, Rwanda, in DR Congo; and closer home, in Somalia. The government of Somalia was birthed in Kenya, as was that of South Sudan. We were the guarantors of the peace process of South Sudan, and we have continued to help that country stabilise. Even the agreement that arose out of the negotiations after the conflict in 2016, we were quite central to pushing the parties to sign this agreement. And we remain seized of it. In Somalia, we have been engaged throughout until the deployment of Amisom in 2011. And that is the role we shall continue to play. Meanwhile, we have been appealing to the rest of the global community, whether in Africa or in the world, because the search for peace is a responsibility for all. Another role for IGAD is to continue to urge focused attention on this region, because there are many other regions that are competing for global attention. What’s your view of the recent political developments in Zimbabwe, South Africa and Ethiopia where heads of state have been forced to step down? The good news is we have seen in those three cases, that the people of Zimbabwe, of South Africa, of Ethiopia are managing their transition. We feel very reassured that we have got to a point where countries can transform themselves without necessarily depending on outsiders, who often complicate a situation like this. There’s nothing wrong with people saying: “We don’t want this leader; this is the leader we want.” That is their prerogative. Does Brexit affect Kenya’s relationship with the UK? It does. So, for this reason we have been engaging with the UK the moment the referendum happened. A couple of weeks ago, the Secretary for International Development was here, and we had a very intense discussion on post-Brexit. We’ve agreed that as a country of interest to us, we will create a joint mechanism to really begin the discussion around Brexit and its implications for us. They can’t begin negotiating with countries, according to the EU framework. They will have to wait until they invoke Article 50, which they will do in March next year. But we’ve already begun the discussions to prepare ourselves ahead of invocation of Article 50. Both sides agree that it is important not to disrupt our trade relations. We all agree that we must negotiate a framework that deepens those relations, and grows them. In what looks like a bid to take up the prime minister’s position, the Oromo People’s Democratic Organisation (OPDO) — one of the four members of the ruling coalition in Ethiopia — on Thursday announced Dr Abiy Ahmed as its new leader. The party said the move was meant to strengthen it and the cause of the Oromo people, but observers say that was the clearest indication that it was going to nominate Dr Abiy for the premier’s position, left vacant by the recent resignation of Hailemariam Desalegn. To be nominated, one has to be the party leader and a member of the national parliament. Dr Abiy, who was the acting chairman, replaced Lemma Megerssa, who is not an MP. Two other parties in the Ethiopian Peoples’ Revolutionary Democratic Front ( EPRDF) are expected to nominate candidates for the premiership and seek parliament’s approval. Tigray People’s Liberation Front (TPLF), the party of the late premier Meles Zenawi, is not expected to nominate a candidate, leaving OPDO, the Southern Ethiopian Peoples’ Democratic Front (SEPDF) of Hailemariam, which is expected to find a new chairman, and the Amhara National Democratic Movement (ANDM) to fight it out.Media reports say the current SEPDF deputy chairman Shiferaw Shigute, who is an MP, is eyeing the position, as is Redwan Hussein, who once served as federal government communications minister. While SEPDF could be supported by the TPLF, which is the dominant partner in the coalition, it is unlikely that Redwan or Shiferaw will get the votes of the other two parties, which together have about 58 per cent of the seats in the national parliament. ANDM has held meetings in the past week, seen as a search for a leader, with the current chairman, Gedu Andargachew, who is not an MP, likely to be replaced by Deputy Prime Minister Demeke Mekonnen. Observers say the nomination of Demeke, would be a winning stroke, as he could garner 50 plus one votes, even without the support of the OPDO, which has the highest number of seats — 178 of 547 — in parliament. But that could further isolate the Oromo and prolong the political impasse.   16. Their houses are often made of plastic sheets. Much of their food comes from aid agencies. Jobs are few, and there is painfully little to do. The nightmares are relentless. But six months after their horrors began, the Rohingya Muslims who fled army attacks in Myanmar for refuge in Bangladesh feel one immense consolation. “Nobody is coming to kill us, that’s for sure,” said Mohammed Amanullah, whose village was destroyed last year just before he left for Bangladesh with his wife and three children. They now live in the Kutupalong refugee camp outside the coastal city of Cox’s Bazar. “We have peace here.” On Aug. 25, Rohingya insurgents attacked several security posts in Myanmar, killing at least 14 people. Within hours, waves of revenge attacks broke out, with the military and Buddhist mobs marauding through Rohingya villages in bloody pogroms, killing thousands, raping women and girls, and burning houses and whole villages. The aid group Doctors Without Borders has estimated at least 6,700 Rohingya were killed in Myanmar in the first month of the violence, including at least 730 children younger than 5. The survivors flooded into Bangladesh. Six months later, there are few signs Rohingya are going home anytime soon. Myanmar and Bangladesh have signed an agreement to gradually repatriate Rohingya in “safety, security and dignity,” but the process has been opaque and the dangers remain. New satellite images have shown empty villages and hamlets leveled, erasing evidence of the Rohingyas’ former lives. And with 700,000 having fled Myanmar since August, more Rohingya continue to flee. So for now, the refugees wait. “If they agree to send us back that’s fine, but is it that easy?” asked Amanullah. “Myanmar must give us citizenship. That is our home. Without citizenship they will torture us again. They will kill us again.” He said he would only return under the protection of U.N. peacekeepers: “They must take care of us there. Otherwise it will not work. ” Buddhist-majority Myanmar doesn’t recognize the Rohingya as an official ethnic group and they face intense discrimination and persecution. The children in the camps face a particularly difficult time. The U.N. estimates children are the heads of 5,600 refugee families. A survey of children’s lives inside the camps showed they faced an array of terrors, from girls reporting concerns of harassments near the camp toilets to fears that elephants and snakes could attack them as they collect firewood. “We cannot expect Rohingya children to overcome the traumatic experiences they’ve suffered when exposed to further insecurity and fears of violence in the camps,” Mark Pierce, country director for Save the Children in Bangladesh, said in a statement. The study was prepared jointly by Save the Children, World Vision and Plan International. “The overwhelming message from these children is that they are afraid,” Pierce said. “This is no way for a child to live.” The situation will worsen soon.   17. The streets start emptying at dusk. “As soon as the sun goes down, the kids come out and take over,” said Abdi Ali. He gestured towards the western end of Queens Crescent, the entrance of Weedington Road, prime turf for the gang that controls this corner of Camden, north London. There was, until quite recently, a police station nearby that functioned as a community hub. Officers would routinely patrol the neighbourhood, offering reassurance and a reliable stream of intelligence. But the station closed 18 months ago according to locals and since then the surrounding streets have been commandeered by gangs. Violence, said Ali, had spiralled during the ensuing period. “Now they are killing each other – it’s been made worse because they’ve started supplying heroin. They don’t even bother with cannabis any more,” said the 32-year-old, who works at his uncle’s grocery store, Banadir Gate. Ali belongs to the area’s sizeable Somali community, still traumatised by the violent scenes last week that saw two of its younger members killed on Camden’s streets. Sadiq Adan Mohamed, 20, was stabbed to death on Tuesday evening, 300 metres from Banadir Gate. Less than two hours earlier, Abdikarim Hassan, 17, was found fatally wounded in a nearby street. That followed the stabbing of a 16-year-old, who remains in hospital. Although an 18-year-old man has been arrested in Camden on suspicion of two counts of murder, a section 60 order remains in place across the borough, allowing officers to stop and search people “with good reason”. Already police have intercepted a number of young men carrying weapons. The police measure, under continual review, remains in place amid fear of reprisal attacks. Weedington Road had recently become bitterly contested “turf”, according to Ali, with youngsters from Queens Crescent clashing with those from nearby Agar Grove, Chalk Farm and Camden. Congolese teenagers had, he said, teamed up with Irish youngsters to take on the Somalis. “But the police just drive down here, look around and drive on. Since the police left us it’s been terrible,” said Ali, whose family fled Mogadishu and the country’s civil war in 2003. Other Somalis describe a “security vacuum” that has left them effectively abandoned by the police and, more broadly, the state. “Kids around here don’t feel safe, the police aren’t doing enough,” said Abshir Mohamed, whose parents also fled the Somali civil war for London in 1988. “There’s lots of money for Prevent [the government’s counter-radicalisation strategy] and for counter-terrorism which can target the Somali community, but then you have younger members of our community being targeted by knife crime. There’s a sense that Somalis are not being protected.” Mohamed, who is a youth volunteer for the Kentish Town Community Centre, and meets many of the area’s young Somalis, said trust in the police among youngsters had ebbed away. “If a young man gets threatened and he’s told: ‘The next time I see you I’ll stab you’, they don’t tell the police. They just carry a knife. They are not safe.” Mohamed said that Camden borough’s police commander had held a meeting in the community centre in the aftermath of Tuesday’s stabbings to address security concerns. “He said they had collected a lot of knives in the area through section 60, but when we asked them why didn’t they do more, he just said [there had been] funding cuts. Every time we ask why they don’t do more patrols around here, they just respond by saying cutbacks [were to blame].” Ismail Einashe, a journalist born in Somalia who used to live in Camden, said that such distrust was compounded by the sense that not only had the state failed to protect them, but that many felt the justice system too easily criminalised them. “And then you add austerity – cuts in youth services and police numbers – to the mix and you create a really toxic environment.” Mohamed, who also works as a primary school teacher in the area, said when he was growing up he looked forward to five-a-side football and adventure trips that were arranged to occupy them. “They were the good old days, now they’ve got nothing. There’s nothing for them to do anymore,” he said. A fear of being stabbed had also prevented many of the neighbourhood’s adults from confronting the youngsters who congregated in the area. Mohamed, 33, said many felt powerless. “If an adult tries to engage with a youth, they just pull out a knife. I’ve seen that with 10-year-olds. You can’t touch them,” said Mohamed. A young mother waiting at a local bus stop agreed. “We’ve ended up in a place where the kids have nowhere to go, they end up on the streets and that’s where the problems start,” she said, requesting anonymity as she gripped her young son’s hand.   18. Three international aid agencies on Saturday expressed concern over a recent ruling by the government of Somaliland in Somalia that encourages female genital mutilation (FGM). In a joint statement, Save the Children, CARE International, and International Rescue Committee (IRC), said the Feb. 6 ruling goes against the commitment to abandon female cutting and eliminate all harmful practices. “Female genital mutilation is a harmful procedure regardless the level of mutilation. It must be discouraged at all levels,” said Timothy Bishop of Save the Children Somalia/Somaliland on behalf of the other organizations. However, the organizations welcomed the banning of extreme forms of FGM but insisted that the decision should apply to all forms of FGM. On Feb. 6, Somaliland announced a new fatwa, or religious edict, banning two of the three types of female cutting. The edict by the Ministry of Religious Affairs allows FGM victims to receive compensation but it does not say whether the compensation will be paid by the government or by violators of the ban. According to the organizations, the ruling made a certain type of FGM/C “mandatory” for every girl in Somaliland and at the same time banning the most extreme forms. The religious edict came barely a month after Somaliland’s parliament approved a bill criminalizing rape and requiring prison terms for those who are convicted. Female cutting, according to the World Health Organization (WHO), is also often performed on girls under the age of 15, resulting in complications that range from bleeding and infection to problems with urination and complications with childbearing. Somalia is among countries in which FGM is most prevalent. An estimated 98 percent of Somali females ages 15 to 49 have undergone the procedure. The aid agencies said the decision to encourage FGM will erode decades of investments made in ending FGM in Somalia/Somaliland and undermines the mobilization, awareness-raising and prevention work undertaken by communities, national and international organizations and the government aiming at total abandonment of FGM/C in Somalia/Somaliland.   22. BURAO–A nine-year-old girl has died in a Burao Hospital on Saturday, after she was raped at her home in Galkayo just over a week ago, family and official confirmed. Halimo Abdirizak Salad was taken to Burao Hospital by her step-father – who stands accused of her rape – following urinary complications. Halimo’s mother, Fathiya Mohamed who said the doctors at the hospital confirmed the rape case after examining her daughter. ” The doctors told us that the girl was raped following the outcome of the examination done on my daughter’s case,” said Mohamed. Raped by step-father Ms. Mohamed noted that she was informed her daughter was raped by her husband who is also the victims. ” The doctors suspect Halimo was raped by her stepfather in Galkayo before he took her to the hospital,” said the victim’s mother. the Deputy Governor of Togdher, Mohamed Diriye Hayd termed the rape as an atrocious case. “We heard of this shocking case which is uncommon in this world, a young girl was raped by a man who was identified as a husband of her mother. The man who is from Galkayo had taken the girl, who was in critical condition, to a hospital here in Burao town. The doctors asked him to come with her (the girl’s ) parents after they had known the girl was raped. He went to a public notary and got forged parental document” said Hayd. Detained by CID Hayd confirmed that the man was detained at the CID centre where the officers currently investigating the case. “The doctors who were not certified by the parental document provided by the man phoned the Criminal Investment Department (CID) officers. He has since been detained by officers, ” he said. He added that the victim’s mother has been contacted and notified. ” The mother of the raped confirmed that the arrested man was not the biological father of the victim after we contacted her, ” Hayd explained. Twelve days in a mortuary The victim’s uncle who flew from Mogadishu after he was informed of the incident, said the girl succumbed to the injuries while she was undergoing treatment at the hospital. ” I travelled from Mogadishu after I was informed about the incident that took place on the 16th of this month,” he noted. The uncle highlighted that the body of deceased has been in mortuary since the day the girl passed away at the hospital. ” The body of girls has been in the hospital for twelve days and now the man who raped the girl is reportedly detained by authorities,” he said. He called on the authorities of the breakaway Somaliland to bring the perpetrator before a court. Both Puntland, where the crime was committed; and Somaliland, where the suspect has been detained, have passed rape laws. Rapists in Somaliland and Puntland can receive up to 30 years in prison if found guilty. In January 2017, a Galdogob court sentenced five teenagers to a combined sentence of 36 years imprisonment and 700 lashes and a fine of US$ 14,220. The ‘Galdogob’ five case should have been the first test for Puntland’s Sexual Offences Act – enacted November 29, 2016 – but meddling from local elders who refused to transfer the case to Galkayo hindered the implication of the law. Somaliland’s rape law was just passed on January 8th of this year, and thus, not yet tested in court. HOL

The Bonn-based company’s page reads, “The SES has been helping people to help themselves since 1983 – all around the world, in every industry and sector.” Meanwhile, Australia’s SALTERNAS PTY, The world’s largest solar-salt project to invest in $US110m up to 190 Million US Dollar for solar projects in Berbera, according to a report published by the company in its site. “We are hoping to find people like ourselves, people who have reached that part of their lives where they’ve done well and they want to put something back into Africa,” Colin Roberts, the chairman of Salternas told The Australian. Local officials say these projects will help tens of thousands of people to overcome the challenges brought by recurrent droughts in terms of watering both their livestock and agriculture and will create jobs for youngsters.

Most of the officials who spoke at the function called on agencies to assist families that have been impoverished by the recurrent droughts that impacted the nation. They said that the IDP’s are in dire situation and need urgent aid to alleviate their poverty. It is said that most of those people in the aforementioned regions particularly in the rural face shortage of water. International agencies are accused of appropriating much of the funds earmarked for implementing humanitarian projects to families affected by the droughts and famine in Somaliland.
