Protesters blocked roads entering the cities of Burayu, Ginchi, Ambo, Guder, Bako, Gedo, Woliso, Mendi, Gimbi, Neqemte, Shambu and Nejo. Meanwhile, Ethiopia’s defense forces took control of the Ambo city Oromia Regional State. Activists called for stay-at-home protest starting from Monday. the new strike is fueled by the MPs decision that 346 of 441 Ethiopian Parliament voted, “Yes”. 88 MPs, most of them from Oromia, rejected the State Council’s martial law. 7 MPs abstained. United States of America condemned the state of Emergency and called for a “greater freedom, not less.” The U.S. Embassy in Ethiopia objected to last week’s declaration of a state of emergency. “The challenges facing Ethiopia, whether to democratic reform, economic growth, or lasting stability, are best addressed through inclusive discourse and political processes, rather than through the imposition of restrictions,” the embassy said in a statement. “Restrictions on the ability of the Ethiopian people to express themselves peacefully sends a message that they are not being heard.” Ethiopia has more than 90 ethnic groups, the two largest of which are the Oromo and the Amhara. While these two groups make up around two-thirds of all Ethiopians, it is the Tigrayans, who account for a meager 6% of the population, that dictate politics and the security forces. Tigray Peoples Liberation Front (TPLF) has been ruling Ethiopia since 1991 after Eritrean Independence forces ousted dictator Mengistu Haile Mariam.

The diaspora are accused by some of the Somaliland government officials of fuelling the conflict in Eil Afweyne of Sanaag region . The conflict has become recurrent in the last few years and has caused many deaths of innocent people on both sides. The diaspora are accused of sending money for ammunition , weapons and rations to the fighting parties. They are accused of inciting hatred and inciting conflict among the two sisterly sub-clans in the region. They are accused of taking sides instead of seeking conflict. These two clans have lived side by side for centuries . They are intermarried and are frankly relatives. Mothers and fathers from both sides cry and mourn the deaths of their relatives when one person is killed from any side. These people are pastoralists and livestock herders. The main cause of the conflict is resource based such as fighting over water and grazing lands. The worst drought in many decades has mostly affected this region last last year. This could happen again if rains fall late. We call upon the diaspora to stop sending money to either of this conflicting sides and to stop fuelling the conflict. We seek support for the interior minister of Somaliland, Mr. Mohamed Kahin who is currently in the region promoting peace among these clans. The people of Somaliland are tired of conflicts and civil wars. It was in 1991 when the country seceded from the brutal dictatorship of Siyad Bare of Somalia. It was in 1994 when the civil war in Burao area caused thousands of deaths . Let us promote peace in the region and concentrate on the other challenges that the country currently faces. The Somaliland Government has refuted claims by Somalia nullifying an agreement signed between the UAE ports operator DP World and the Ethiopian Government to acquire a 19 percent stake in Berbera Port. The Somaliland Minister of Information, Abdirahman Abdillahi Farah, said in a statement that the government of President Musa Behi Abdi worked to conclude the agreement with DP World and the Government of Ethiopia. and added that the Republic of Somaliland is a “sovereign and independent and does not allow others to prejudice its sovereignty”. On Friday, Somalia denounced the port deal, terming the agreement unconstitutional. The Somali Ministry of Ports and Marine Transport said in a statement that the government was not party to the agreement which it termed as defective. “This so-called agreement is both defective and detrimental to the sovereignty of the Federal Republic of Somalia and the unity of the country,” the Ministry said. Abdillahi Farah said that Somaliland has been independent and sovereign for 28 years and does not allow anyone to infringe on its sovereignty. DP World’s sale would provide Ethiopia with a 19 percent stake in Somaliland’s Port of Berbera while the port operator said it would retain a 51 percent stake and Somaliland would retain 30 percent. Financial details were not disclosed but the statement said the Ethiopian government would invest to develop the Berbera Corridor, a road from the border with Ethiopia to Berbera. “Having the government of Ethiopia as a partner will enable DP World to support the government in achieving its impressive development plans,” said DP World Chairman Sultan Ahmed bin Sulayem. We know that people increasingly feel they want to make a difference and many see charities as a way to achieve that, likewise it plays an integral role in the lives of so many of our marginalized communities, but consequently questions arise over why has it recently been a concern of our people who wanted to make sure that their donations are going to a legitimate cause and that their money will work in changing lives and not end up lost through poor administration? Why are charities often exploitatively sidetracked into invisible ghost accounts? In the light of this, why hundreds of thousands of dollars are usually lost without even reaching a worthy portion of it to the intended beneficiaries? Then on the other way round, why such a huge voice of the public at large seem to be worthless when it comes to being questioning against such atrocities committed in the scarce resources, knowingly thousands of these vulnerable people get stuck in the poverty trap as a result of the severity in the process. According to the most recent data published by UNDP, the country is among the world’s poorest on the basis of the indicators in place with enormous percent poverty rate, incessant threats and insecurity to food and water security, poor standards of living are greatly contributed by partially the phenomenon of the wide spread droughts across the country, with the devastating impacts on the communities and their livelihoods which result in cash shortages and massive out-migrations and death of livestock, In that case, the country experienced below the average rains for up to four seasons, spanning two years and also affecting many people. Through robust humanitarian assistance/Aid and charitable donations that was managed to reach with them could not succeed to bring a lasting solution to the vast needs of the people as it always remains a serious concern at emergency levels. So at this critical time, why don’t we give a closer look at the importance of coming up with alternative solutions to increase the impact through the transparency of the donations along with a collective social accountability to whom we endow the trust in order to serve on that basis of decent ethics and timely manner? Why don’t we come up with better strategies that can sustainably bring about strong resilience to the vulnerable people as well as enhance the necessary mechanisms that are greatly needed to demonstrate accountability framework in the system? Aspiring nations like Catalonia and Kurdistan captured global headlines last year in their high-profile bids to secede from Spain and Iraq. Far from the spotlight, another would-be country in the Horn of Africa continued its ongoing struggle for independence and held democratic elections in November. Despite its successes, Somaliland maintains no formal diplomatic relations with any other country on Earth. Since declaring independence as the country collapsed into civil war in 1991, the northernmost corner of Somalia has operated as an unrecognized state. While its neighbors struggle with autocracy or muddle on as failed states, Somaliland has built decades of political stability and steady economic development. The country held presidential elections on November 13th, a vote delayed by two years due to a crippling drought made worse by the absence of international aid. Last year the country unveiled the world’s first-ever biometric voting system, using iris-scanning technology to identify voters and avoid duplicate ballots. Muse Bihi Abdi of the ruling Kulmiye party won with 55.19 percent of the vote, defeating Abdirahman Mohamed Abdullahi of the opposition Waddani party with 40.73 percent. Initial results were contested by the opposition, leading to clashes that left two protesters dead. Tensions were defused by a Supreme Court decision upholding the outcome one week after the vote. An international election observation mission funded by the British government observed 350 polling stations and tallying centers across the country’s six regions, finding the election “largely peaceful and well-organized” with only minor irregularities. Unlike the restricted and flagrantly corrupt elections held in Somalia last year, Somaliland has organized free and fair elections since a constitutional referendum in 2001. The Kulmiye-led administration campaigned on improving Somaliland’s international recognition, and that will remain a primary objective for the president-elect. Under outgoing president Ahmed Mohamed Mohamoud Silanyo, Somaliland collaborated closely with the United Arab Emirates, agreeing to host an Emirati military base in a deal opposed by the Waddani party. “The new president will focus on implementing a strong foreign policy for Somaliland, something that the previous government struggled with,” says Ifrah Osman, a spokesperson for the outgoing government. The next challenge for the new administration will be holding parliamentary elections, which were last held in 2005. Currently scheduled for April 2019, the government must first determine how to apportion parliamentary seats in a process that will prove extremely contentious. According to Scott Pegg, Professor and Chair of Political Science at IUPUI, the government could either use census data from Somaliland’s 1960 census, as was done in the 2005 elections, or use data from last November’s biometric voter registration. While the latter would be a better option, the government will most likely seek a consensus with other parties and powerbrokers to draw a parliamentary map broadly acceptable to all. Ultimately, Somaliland’s fate may rest with its neighbors. Barely functioning as a state, Mogadishu continues to exercise a veto over any international recognition of Somaliland. Western powers insist that African countries must take the lead in recognition, but neighbors including Ethiopia and Djibouti see no interest in rocking the boat and taking the lead in such a controversial decision. “Somaliland’s case for recognition is far stronger than either the Iraqi Kurds or the Catalans, but the instability surrounding those referenda won’t help Somaliland make its case,” says Pegg, who also participated as an international observer in November’s elections. Somaliland’s dreams of foreign investment and a seat at the United Nations cannot progress as long as relations with its southern neighbor remain deadlocked. So far most mediation has gone through Turkey, a partner viewed as too close to Somalia and a non-starter for serious talks. Outside the diplomatic arena, Somaliland can count on a rosier forecast for its economic fortunes. With an English-speaking population and a proliferation of cheap Internet providers and mobile payment companies, Somaliland is well-placed to take advantage of the digital economy. “Somaliland should be well-suited for call centers or any kind of employment requiring significant and regular communications,” says Pegg. “That should help it attract much needed foreign direct investment.” Hargeisa, Somaliland’s bustling capital, is attracting small businesses from the Somali diaspora overseas as well as large corporations from around the world. Companies including Coca-Cola and Dubai-based development firm DP World are setting up shop in Somaliland, announcing deals worth a combined $460 million to build a port in the coastal city of Berbera and a bottling plant outside the capital. Inheriting a country heavily dependent on foreign remittances and livestock exports, Abdi will need to find ways to diversify Somaliland’s economy in a region staring down the dangers of climate change. The expansion of Berbera’s port could revitalize the country’s second city and boost trade while allowing for more oil exports, with production set to begin before 2020. Facing election delays and an ongoing drought, Somaliland is by no means perfect. The country only recently passed legislation to ban rape and is still mulling outlawing female genital mutilation. But as Mogadishu continues its fight against Al-Shabaab, Hargeisa will continue to rebuild its ports, roads, and cities. Someday, those roads may lead to full-fledged independence. Africa Times

MOGADISHU,– The Somali National Army (SNA) on Friday recaptured Balad town north of Mogadishu after a brief takeover by the militant group, Al-Shabaab. Mahad Osman, former Information Minister, and current Member of Parliament from Hirshabelle State confirmed to Xinhua the capture of the town. “I have the report of two civilians killed, a computer school burnt down, a Balad radio station looted and a community leader’s vehicle was also burned down. There was heavy fighting between Somali National Army and the militants today,” Osman said. He did not disclose the number of SNA casualties. Balad residents told Xinhua that they saw mini-bus carrying wounded people to Jowhar town. Al-Shabaab militants overran Balad town which is located about 30 kilometers north of Mogadishu in the mid-morning attack, taking control from government forces. The insurgents later confirmed through its affiliated websites that they were in full control of the town. Meanwhile, the National Union of Somali Journalists (NUSOJ) expressed concern about the violent act of the militant group who confiscated the whole equipment of Radio Balad including the FM transmitters during the Friday attack. According to the Director of Balad radio Abdihakim Hussein Islow, when militants took over the city on Friday morning they directly went towards the radio station premises, besieged and looted all the equipments including the radio transmitter and all computers in the building. Islow said the extremists also ransacked the archive of the radio station and destroyed most of the broadcasting equipment. “This is a strong demonstration of the gravity of media repression by Al-Shabaab. We are very concerned and condemning in the strongest terms at the obvious intent to crackdown and take away the only FM radio in Balad town,” Mohamed Ibrahim Moalimuu, NUSOJ Secretary General said in a statement. Radio Balad was the only community radio station in the city and the residents will have no access to important news and entertainment they were used to. NAIROBI, March 3 (Xinhua) — The Kenyan police said on Friday that they have launched a major manhunt for Al-Shabaab group leader that attacked two police camps in Mandera county in northeast region. Police spokesman Charles Owino said Jamaa Nuh Abdille, who fled to Somalia with others after the Friday dawn attack in Fino, was behind the killing of five police officers. “We have since identified the leader of the group that carried out the attack as Jamaa Nuh Abdille who fled with others after the attack to Somalia and we are hot on their trail,” Owino said in a statement issued in Nairobi. He said more than 100 suspected al-Shabab terrorists attacked Fino police station and Administration Police camp in Mandera County, resulting in a fierce exchange of fire between the terrorists and the police officers. “In the firefight, unknown number of terrorists are believed to have killed while others sustained seriously injuries. Four of our gallant officers and one National Police Reservist sadly lost their lives,” said Owino. The police spokesman said attackers had earlier planted improvised explosive devices along the road leading to the camps which slowed down movement of police officers from nearby camps to rescue officers under the attack in Fino. “We call upon all Kenyans to be vigilant and report any movement by suspicious persons along the Kenya/Somalia border to the police of any security agency or through the toll free national police service emergency numbers 999 and 112 for immediate action,” Owino said. Somalia’s President Mohamed Abdullahi Mohamed noted that President Museveni’s decision and his commitment to achieve peace in Somalia are some of the decisions the people of Somalia will for long be indebted to him. “I believe AMISOM is succeeding but we have a long way to go. We need to collaborate and continued funding to defeat Al Shabab,” he said. They made the remarks during the Summit of the Troop Contributing Countries (TTCs) of the African Union Mission in Somalia (AMISOM) held on Friday under the chairmanship of President Museveni. The Summit, convened by President Museveni was within the framework of the conclusions of a September 2017 meeting in New York. The meeting was held in the wake of the challenges AMISOM was facing, characterized with a mismatch between mission ideas and resources. In his remarks President Museveni called upon the United Nations Security Council not to repeat previous mistakes made in Somalia if the country is to realise lasting peace. “If we do things right, chances are Somalia will be much better anytime soon. Let us avoid new mistakes,” he said. During the summit, the TTCs in a communique agreed to recall the UN Security Council Resolution 2372 (2017). The main thrust of the resolution was the phased reduction and draw-down of AMISOM troops by 2020. The TTCs Kenya, Ethiopia, Djibouti, Burundi, Uganda and Somalia noted that the timeframes and troop levels under the UN Security Council Resolution are not realistic and that would lead to a reversal of the gains made by AMISOM. Uganda contributes over 6000 troops to the mission and was the first to deploy in Somalia. The Summit was attended by a number of dignitaries including US ambassador to Uganda, Deborah Malac; the President of Somalia Mohamed Abdullahi Mohamed and Gaston Sindimwo, the first vice-president of Burundi.
