The Government of Somalia has reported on the tax system reform and tax administration improvements it is introducing with support from international agencies. In its yearly consultation with the International Monetary Fund, the Somalian authorities said they had implemented a number of key policy measures in 2017. These included concluding discussions with telecommunications companies to pay their tax obligations in line with existing laws, retroactively to October 2017. Under the agreement, telecommunications companies have started paying sales taxes based on self-reported sales figures, which local authorities will audit to ensure accuracy. Authorities said “the agreement also clarifies that there will be no more negotiated payments of taxes; instead, compliance with the income tax (personal and corporate) law and the sales tax law will be enforced.” Somalia has also concluded an agreement with an airline for it to pay in full its sales tax and arrival and departure fees. Somalian authorities told the IMF: “We are determined to strengthen tax collection. A significant increase in domestic revenue remains an important target under the program. We are pressing ahead with the implementation of the recently agreed-on tax measures as well as improving compliance. We will continue discussions on the harmonization of customs with federal member states and draft a common customs strategy roadmap for Somalia. We expect the large and medium taxpayer office (LMTO) to start enforcing tax compliance with the identified taxpayers in early 2018.” In addition, the country has said it will look to establish a more effective audit program by March 2018. In concluding comments, Somalia sought technical assistance in a number of fiscal areas, including tax policy, revenue, and customs administration; budget preparation and execution; and reforms in cash management and forecasting. The Foreign Affairs Ministry has allowed miraa dealers to lead trade talks between their Somaliland counterparts and the Meru County government. Nyambene Miraa Traders Association acting chairman Kimathi Munjuri wrote to Governor Kiraitu Murungi last month asking him to revive negotiations on the lucrative Somaliland market. In a letter addressed to Mr Munjuri and seen by the Nation, the director of economic affairs at the ministry of foreign affairs said the initiative was welcome as it aimed at enhancing trade relations. TAXES “We propose a team of government officials is co-opted during the visit to take note of any policy issues that may require attention,” the letter read. The association wants the county government to ask Somaliland to begin talks on doing away with punitive tax imposed on Kenyan miraa. A kilogramme of Ethiopian miraa attracts a $3 tax (about Sh303) compared to $20 (about Sh2,025) imposed on Kenyan produce. “The nod could not have come at a better time. We expect miraa supplies to increase by the end of this month due to the rains. This market will serve to rationalise the prices thereby giving farmers reasonable returns,” Mr Munjuri said. “The unfavourable and discriminative taxation needs to be harmonised. We will also be pushing for supply quotas specifying variety, standards, period and price per unit through a signed agreement.” FLIGHT Mr Munjuri said Kenyan traders gained access to the Somaliland market when shortage hits Ethiopia. “We have been exporting about four tonnes of miraa to Hargeisa daily and two more to Lasaanod daily. But since Kenyan miraa is taxed three times than the Ethiopian produce, it is difficult to sustain the market” Mr Munjuri added. He said Kenyan traders were forced out of the market in January when Somaliland imposed high taxes on their miraa. “This tax alongside more than Sh184,000 charged per flight drove us us out of the market,” he said. DJIBOUTI The traders have been fighting for a stake of the Somaliland miraa market which is said to be valued at more than Sh40 billion. An attempt by former Meru Governor Peter Munya to push for talks to scrap punitive taxes in 2016 caused a diplomatic row between Kenya and Somalia. Traders hope to enter the Djibouti market. For many women in East Africa, it can be a long tiring walk just to find clean water for their families. Photo: Pablo Tosco/Oxfam Water is life. Water is on everyone’s mind, and as we observe World Water Day on 22 March, the time has come for us to take action and find ways to conserve this limited resource so that future generations can also make use of it. “In pastoralists’ communities, the saying that goes ‘Water is life’ really means that if we are able to conserve even a litttle drop of water that we have, it goes a long way to securing the future for our familes and livestock.” Abdishakur Ali Aar Havoyoco Project Manager in Ethiopia Where every drop counts Aleybeday is a uniquely beautiful remote village that lies on the Somaliland-Ethiopia border. The village is semi-arid with a short rainy season, receiving about 650 millimeters of rain per year. It is an area bordered by sandy land and highly susceptible to drought conditions in as much as it has a vast land covered with small trees that attract camels from faraway villages. The people in Aleybeday village were experiencing water problems over a long period of time. A local resident recalls: “We used to go to places as far as Jigjiga and Arabsio across the border to fetch water. The situation was really severe that people had to walk for kilometers to these water points of about 50 kilometers or more.” The fact is that water in the area is scarce, camel herders have to cover long distances to secure water for their families and livestock. But luckily in Aleybeday village, there is a borehole which was firstly constructed by Somali Region Water Development Bureau in 2005. The borehole was poorly constructed and lacked basic materials. It was installed with rusted pipes, water taps were clogged and the troughs too short so the animals could easily fall in. As a result, the people in the area could not get a regular supply of water for their domestic use and for livestock. Abdishakur Ali Aar, Havoyoco Project Manager in Ethiopia says: “The water pump was not functional and could not easily pump out water. The team carried out a needs assessment to address the water situation and chose to rehabilitate the well due to its strategic location. Aleybeday water borehole is the only one of its kind in the area and serves the huge pastoral and agro pastoral communities that are living around the border areas of Ethiopia and Somaliland. Kebede Tesema an Engineer of Molla Taye Construction Company in charge of the rehabilitation of the borehole explains the extensive process of rehabilitation: “The materials you are seeing here now are brought from as far as Harta Sheikh and it took us about twenty days to complete rehabilitation. So far three new water troughs for cattle camels and sheep are in place and all the rusty old pipes and pumps have been replaced with new modern ones.” A source of hope Abdishakur Aar is hopeful about the rehabilitated borehole and believes it will go a long way in improving the water situation, making a great impact in improving lives for the people of Aleybeday. “We all know that in pastoralists’ communities, the saying that goes ‘Water is life’ really means that if we are able to conserve even a litttle drop of water that we have, it goes a long way to securing the future for our familes and livestock,” he explains. The borehole now provides water to the large communities in Fafan and Jarar particularly Daroor, Rabaso and Abokor in Ethiopia and Farawayne, Baligubadle, Balicabane and Wajale in Somaliland. Modern animal troughs have been put up in addition to a number of community water points that are serving about six thousand livestock and eleven thousand households. “This source of water has restored hope for the future back to the Aleybeday people. The Government of Somalia has reported on the tax system reform and tax administration improvements it is introducing with support from international agencies. In its yearly consultation with the International Monetary Fund, the Somalian authorities said they had implemented a number of key policy measures in 2017. These included concluding discussions with telecommunications companies to pay their tax obligations in line with existing laws, retroactively to October 2017. Under the agreement, telecommunications companies have started paying sales taxes based on self-reported sales figures, which local authorities will audit to ensure accuracy. Authorities said “the agreement also clarifies that there will be no more negotiated payments of taxes; instead, compliance with the income tax (personal and corporate) law and the sales tax law will be enforced.” Somalia has also concluded an agreement with an airline for it to pay in full its sales tax and arrival and departure fees. Somalian authorities told the IMF: “We are determined to strengthen tax collection. A significant increase in domestic revenue remains an important target under the program. We are pressing ahead with the implementation of the recently agreed-on tax measures as well as improving compliance. We will continue discussions on the harmonization of customs with federal member states and draft a common customs strategy roadmap for Somalia. We expect the large and medium taxpayer office (LMTO) to start enforcing tax compliance with the identified taxpayers in early 2018.” In addition, the country has said it will look to establish a more effective audit program by March 2018. In concluding comments, Somalia sought technical assistance in a number of fiscal areas, including tax policy, revenue, and customs administration; budget preparation and execution; and reforms in cash management and forecasting.
