President Trump has agreed to meet with North Korean leader Kim Jong Un for talks by the end of May, an extraordinary development following months of heightened nuclear tension during which the two leaders exchanged frequent military threats and insults. Kim has also committed to stopping nuclear and missile testing, even during joint military drills in South Korea next month, Chung Eui-yong, the South Korean national security adviser, told reporters at the White House on Thursday. Chung extended the invitation from Kim to meet while briefing Trump on the four-hour dinner he had with the North Korean leader in Pyongyang on Monday. After a year in which North Korea fired intercontinental ballistic missiles capable of reaching all of the United States and tested what is widely thought to have been a hydrogen bomb, such a moratorium would be welcomed by the United States and the world. But there is also significant risk for Trump in agreeing to a meeting apparently without the kind of firm preconditions sought by previous U.S. administrations. There has never been a face-to-face meeting, or even a phone call, between sitting leaders of the two nations because American presidents have been wary of offering the Kim regime the validation of a leaders-level summit on the global stage. A senior White House official said the North Korean leader’s message included a “commitment to denuclearization” and emphasized that the United States would demand verification that the North is meeting its obligations in any prospective deal. Trump told aides that, leading up to the talks, he expects them to maintain the severe economic sanctions imposed on the North over the past year by his administration and the United Nations, the official said. The news stunned Washington’s political leadership and foreign policy analysts who as recently as last month were fretting over the possibility of a military conflagration on the Korean Peninsula. Trump and Kim have spent the past year making belligerent statements about each other, with Trump mocking Kim as “Little Rocket Man” and pledging to “totally destroy” North Korea and Kim calling the American president a “dotard” and a “lunatic” and threatening to send nuclear bombs to Washington, D.C. But renewed dialogue between North and South Korea leading up to and during the Olympics last month offered an opening. Kim has “expressed his eagerness to meet President Trump as soon as possible,” Chung told reporters during a brief statement outside the White House after emerging from the meeting with Trump. “President Trump said he would meet Kim Jong Un by May,” Chung said, but he did not provide any information on where the meeting would be. In Seoul, the presidential Blue House clarified that the meeting would occur by the end of May. There was no immediate word on where a meeting would be held, although it would be unprecedented if it took place outside the Korean Peninsula. The White House confirmed that Trump had accepted Kim’s invitation, which came as a message from Chung rather than in a letter from the North Korean leader. “President Trump greatly appreciates the nice words of the South Korean delegation and President Moon [Jae-in]. He will accept the invitation to meet with Kim Jong Un at a place and time to be determined,” White House press secretary Sarah Huckabee Sanders said in a statement. “We look forward to the denuclearization of North Korea. In the meantime, all sanctions and maximum pressure must remain.” Trump took to Twitter on Thursday night to laud the announcement. “Great progress being made but sanctions will remain until an agreement is reached. Meeting being planned!” he wrote. Former U.S. officials cautioned that the North has made promises before, only to break them. During President George W. Bush’s second term, after talks with the United States and several other nations, the North agreed to freeze parts of its nuclear program in exchange for the lifting of some economic sanctions. Then it violated the agreement by testing more missiles. Danny Russel, who served as senior Asia director at the National Security Council under President Barack Obama, noted that the Kim regime has sought talks with the U.S. president as a way to gain legitimacy as a nuclear power. “They have long said that ‘if the president would engage directly, then who knows what’s possible?’ ” Russel said. “The fact that they’re looking for the face and the legitimization and the validation of direct engagement of the president of the United States is not new. And it’s not inconsistent with their strategy of seeking to be treated like the Soviet Union, seeking to be accepted as a nuclear peer.” Any meeting between Trump and Kim would be historic. Former president Jimmy Carter met Kim’s grandfather Kim Il Sung, and former president Bill Clinton met his father, Kim Jong Il — during visits to Pyongyang after they had left office. Both Carter and Clinton also went to Pyongyang to collect Americans who had been imprisoned by the regime. Chung led the South Korean delegation earlier this week to North Korea, where Kim and his senior cadre expressed a willingness to hold talks with the United States and were prepared to discuss denuclearization and normalizing relations. During the meetings, Kim “made it clear” that the North would not resume provocations while engaged in those talks, Chung said Tuesday upon returning to Seoul. In front of the White House on Thursday night, Chung credited Trump for bringing the North Korean leader to the table, continuing Seoul’s deliberate efforts to flatter the American president. “I explained to President Trump that his leadership and his maximum-pressure policy, together with international solidarity, brought us to this juncture,” Chung said. It was an extraordinary scene — a foreign official, unaccompanied by U.S. leaders, briefing the press at the White House about the American president’s plans. Chung was flanked by Suh Hoon, the head of South Korea’s intelligence agency, who was also at the dinner in Pyongyang, and Cho Yoon-jae, the South Korean ambassador to the United States. A senior administration official said the White House meeting between Trump and the South Korean officials included senior presidential aides, among them Defense Secretary Jim Mattis and Chief of Staff John F. Kelly, a retired Marine Corps general. Trump spoke with Japanese Prime Minister Shinzo Abe after the meeting, the official said. “President Trump has been very clear from the beginning, he is not prepared to reward North Korea in exchange for talks,” the official, who was not authorized to speak on the record, told reporters in a background briefing organized by the White House. “But he is willing to accept the invitation at this time to meet . . . and he expects North Korea to start putting action to the words they conveyed.” Asked why the administration did not seek to establish lower-level talks as a prerequisite to a presidential summit, the official said lower-level engagement has taken place for 27 years, and “that history speaks for itself.” “President Trump has a reputation for making deals,” the official added. “Kim Jong Un is the one person able to make decisions in their uniquely totalitarian system, and so it made sense to accept the invitation with the one person who can make decisions instead of repeating the long slog of the past.” Some analysts agreed with the Trump administration that Kim is suddenly interested in talks because the sanctions are beginning to hurt and because he is genuinely afraid of U.S. military strikes. Trump and his top aides have said that time is running out to blunt the North’s nuclear program, and the White House has privately explored options that include limited strikes on North Korean targets, according to foreign policy analysts who have spoken with administration officials. “The worst possible thing you can do is meet with President Trump in person and try to play him,” Sen. Lindsey O. Graham (R-S.C.), who credited Trump with bringing Kim to the negotiating table, warned in a message to the North posted on Twitter. “If you do that, it will be the end of you — and your regime.” But others say Kim is feeling more confident than ever. In November, he declared that he had “completed” his missile program and is now ready to deal with the United States — on an equal footing, nuclear state to nuclear state. The invitation was the result of Kim’s “broad minded and resolute decision” to contribute to the peace and security of the Korean Peninsula, said North Korea’s ambassador to the United Nations in New York, who is responsible for handling communications with the United States. By the “great courageous decision of our Supreme Leader, we can take the new aspect to secure the peace and stability in the Korean Peninsula and the East Asia region,” Pak Song Il wrote in an email to The Washington Post. The decision to hold the meeting was consistent with North Korea’s principle that the issues should be solved through negotiation, Pak said. “The United States should know and understand our position and should further contribute to the peace and security-building in the Korean Peninsula with [a] sincere position and serious attitude,” he wrote. A meeting would be a huge step between the two countries, avowed enemies for 70 years, and particularly between two leaders. Ahead of the announcement, Secretary of State Rex Tillerson urged caution about any forthcoming talks, despite what he described as “potentially positive signals coming from North Korea.” “In terms of direct talks with the United States, and you asked negotiations, we’re a long way from negotiations; we just need to be very clear-eyed and realistic about it,” Tillerson said while on a diplomatic visit to Ethiopia. Officials said Tillerson spoke with Trump about the development before the announcement. Trump has also repeatedly said he would be willing to talk to Kim. While running for president in 2016, Trump said he wouldn’t host Kim for a state visit but would be happy to sit down for hamburgers at a boardroom table with the North Korean leader. The North Koreans have been confused by Trump’s unorthodox leadership style, making contact with analysts in Washington with Republican ties. Senior North Korean officials have even read “Fire and Fury,” the explosive book by Michael Wolff about Trump’s White House. Since he took over the leadership of North Korea from his father at the end of 2011, Kim has not met any other head of state. When you think of big investors in Africa, the United States, China, Britain and France may come to mind. But over the past decade, Turkey has been steadily raising its profile in Africa, including in some of the most troubled countries on the continent. Dozens of African government ministers milled about an Istanbul hotel ballroom recently, planning for next year’s African Union-Turkey Cooperation Summit. During a break in the meeting, Abdulkadir Ahmed-Kheir Abdi, Somalia’s state minister for foreign affairs, praised Turkey’s assistance to his country plagued by famine, civil war and an Islamist insurgency. “Turkey came to Somalia first in 2011, when no one dared to go to Somalia,” he said. “There was a drought, there was a famine, there [were] terrorist activities there, and everyone stayed away.” When President Recep Tayyip Erdogan and his wife got off the plane in Mogadishu and visited a camp full of starving children, Abdi said it was a powerful moment. And when Turkey pledged aid and signed trade agreements, he said, other countries followed. “So for us as Somalis, Turkey is in our heart because of the help they provide in the time of need,” Abdi said. Since 2003, when current President Erdogan began serving as his country’s prime minister, Turkey has been a growing player in Africa. Erdogan has made more than 30 visits to the continent since coming to power, including a visit earlier this month to Algeria, Mauritania, Senegal and Mali. He returned calling the tour “productive,” and tweeted, “We want to walk with Africa while a new world order is being established.” Analysts say Turkey has a host of motivations, from cultural to economic to geopolitical. In the last 15 years, Turkey’s trade with African countries has grown sixfold to $17.5 billion, according to the official Anadolu news agency. Much of that trade is with North African countries like Egypt, but Turkey is also expanding its presence south of the Sahara. There are now over 40 Turkish embassies in Africa, and state-controlled Turkish Airlines flies to more than 50 African destinations. Last fall, Turkey opened a military base in Somalia, its first in Africa and the largest of its overseas bases. If you get sick in Somalia, you may be treated at the Recep Tayyip Erdogan Hospital. Visitors arrive at an airport terminal run by a Turkish company, and travel on roads built by Turkey’s development authority. Garbage collection is handled by the Turkish Red Crescent. There are questions, however. Critics among international nongovernmental organizations and pro-transparency groups note that Turkey’s involvement was facilitated by noncompetitive Somali contracts awarded by a state notorious for its corruption. Following advisers’ recommendations, the government in Mogadishu has begun renegotiating some of those contracts. Somalia isn’t the only troubled African state where Turkey is making a splash. Turkey is also boosting its presence in Sudan. Erdogan recently address the Sudanese parliament and spoke warmly of the country’s strongman Omar al-Bashir, who is accused of war crimes by the International Criminal Court. “Me and my brother al-Bashir will talk business, and I’m sure we will leave this place with handshakes on a number of big partnerships,” Erdogan said. Sudan granted Turkey a long-term lease and rights to restore Ottoman-era buildings on Sudan’s Suakin Island in the Red Sea. The island was once a stopover for Muslim pilgrims heading to Mecca. Sedat Aybar, director of the Africa Research Center at Istanbul’s Aydin University, says burnishing Turkey’s credentials as a defender of Muslim heritage is part of the motivation for the Suakin Island restoration project. The government is interested in “reactivating the Turkish memory chip” about the Turks’ presence in African territories the Ottoman Empire controlled until the late 1800s, he says. This, he says, “is a very important part of restoration of ruined Islamic sites on the island.” But the primary motivation for the country’s push into Africa is economic. Africa has natural resources that Turkey needs for its manufacturing and industrial sectors, including oil and gas, and Africa needs income, infrastructure and jobs for its people. Aybar sees Turkey’s military presence in Somalia more as a long-term economic investment than a show of Turkish might. With large areas of Somalia still under the control of al-Shabab extremists, Aybar says a better security environment is key to improving the East African country’s economy. Mugabe grinned broadly in the posed photo, standing beside brigadier general Ambrose Mutinhiri, the leader of opposition party the National Patriotic Front (NPF), which hopes to unseat the government in polls expected by August. ZANU-PF Mutinhiri’s abrupt resignation from Zanu-PF last week followed by his surprise announcement that he would be the presidential candidate of the new party exposed deep divisions in the governing party. The symbolism of the photo opportunity, which was featured at the top of a press release issued by the new pro-Mugabe splinter party, was unmistakable. Two days later Zanu-PF Youth League supporters chanted “down with Mugabe” at a rally, a rare outburst from the normally disciplined members of the party that Mugabe led for nearly four decades. A leader of the league, Pupurai Tigarepi, later said that if Mugabe “is not responsible, we are going to look at him as a new enemy”. In response to the hostility, the new president did little to defend the man who was once presented by Zanu-PF to the world as a liberation hero and father of the nation. “There is an issue regarding the former president,” said President Emmerson Mnangagwa. SPECULATION “Currently we see in the media various speculations about his activities… we are not happy with what the media is saying. We don’t know whether it’s correct or not but it is an issue we are examining.” “(The photo) sort of solidifies the whole idea that the Mugabe family is behind the project,” said Gideon Chitanga, an analyst with the Johannesburg-based regional think-tank Political Economy Southern Africa, describing Mugabe’s meeting with Mutinhiri as “very cordial”. Other analysts said that Mnangagwa had every reason to be concerned by Mugabe’s sudden re-emergence on the political scene. “There is an understated panic — especially within Zanu-PF,” said Zimbabwean political analyst Brian Kagoro who added that the ruling party had already struggled to formulate a response to the opposition following the death of its figurehead Morgan Tsvangirai in February. “It would have been a much easier task to concentrate on infiltrating the (opposition) — but now they have to deal with uncertainty as to who is with them,” said Brian Kagoro, a director of the UHAI Africa think-tank. MILITARY Mugabe was forced to quit when the military briefly took power in November and Zanu-PF lawmakers launched impeachment proceedings against their once beloved leader. Since his dramatic reversal of fortune, he has largely appeared to stay out of public life. The military moved against Mugabe, 94, after he sacked his then-deputy and heir-apparent Mnangwga apparently fearing the nonagenarian was grooming his wife Grace to succeed him as president. The former first lady had cultivated her own factional support base within Zanu-PF known as “G-40” that was seen as hostile to the security establishment. “There is a fight for legitimacy among the retired military supremos,” said Kagoro, who suggested that Mugabe was behaving with “grand malice” over his treatment. The NPF claims to have many members “who are outraged by the unconstitutional and humiliating manner in which president Mugabe was criminally ousted from the leadership of both Zanu-PF and the country”. Despite the NPF’s emergence and the ensuing trepidation at the top of Zanu-PF, the pretender party is unlikely to make significant inroads at the polls. “They are trying to create the impression that Mugabe has a lot of residual support,” said Derek Matyszak, a independent Zimbabwean political analyst. “But I don’t think they are going anywhere. FRAUD “And though he is unaccustomed to not exercising his bit of power, I can’t see him going full on into the political field because he is dependent on Mnangagwa to have a comfortable retirement.” Mutinhiri himself is seen as a marginal figure without an established regional or ethnic base that would be essential to dent Zanu-PF’s monolithic grip on power. Chitanga, the analyst, said it was unfortunate that Mugabe appeared to be “getting entangled in opposition politics.” “The normal thing would have been for him to retire quietly,” he said. The NPF has quoted Mugabe as saying that “people are free to belong to parties of their choice”. It also vowed to ensure “there is no interference by the army, or those that would want to resort to violence as a means of getting votes”. During a visit to Ethiopia, Rex Tillerson has said the answer to violence in the East African country was greater freedom, and that the country should lift its state of emergency as quickly as possible. Speaking at a news conference in the Ethiopian capital, Addis Ababa, on Thursday, Tillerson said that the US recognized concerns over incidents of violence but “we do firmly believe that the answer is greater freedom.” “While we appreciate the government’s responsibility to maintain control … it is important that country moves on past the state of emergency as quickly as possible,” he said. Ethiopia declared a state of emergency in February to restore “law and order” after the prime minister, Hailemariam Desalegn, resigned suddenly. Although Ethiopia had looked like it was slowly opening up to allow more freedom for people who hold different opinions to the government, the resignation and emergency decree have triggered further political uncertainty and fueled strikes and shutdowns. Tillerson critical of China’s policy in Africa During the press conference, the US Secretary of State also repeated comments he made earlier in the week for African countries to ensure they don’t forfeit their sovereignty when they accept loans from China. China surpassed the US in 2009 to become Africa’s biggest trading partner – and its share of trade continues to grow compared to the United States. China also pumps billions into infrastructure projects around the continent, although these have attracted criticism for using Chinese labor and firms, and low-quality materials. Ethiopia is home to some of China’s biggest investments in Africa, from a railway to Djibouti that opened last year to factories and industrial parks – as well as the African Union headquarters, which Tillerson visited on Thursday. “We are not in any way attempting to keep Chinese dollars from Africa,” said Tillerson, whose visit to Africa is his first time since becoming secretary of state more than a year ago. “It is important that African countries carefully consider the terms of those agreements and not forfeit their sovereignty.” The chairperson of the African Union Commission, Moussa Faki, stressed at the same press conference that Africans “are mature enough to engage in partnerships of their own volition which will be useful for the countries and the continent,”. Tillerson was also asked (twice) during the press conference about the derogatory ‘s***hole’ remark that US President Donald Trump made about Africa in January. He refused to comment. For his part, Faki said Trump’s Africa remark was “of the past.” “The incident is behind us, the visit by the secretary of state today is proof of the importance of relations between the different parties,” he said. Others focus on business, US pushes security Tillerson’s five-nation, week-long tour of the continent is primarily focused on security issues. He is due to fly to Djibouti, host to military bases owned by the U.S., China, Japan, France, and Italy. Tillerson will then visit Kenya, a US ally in the fight against al Shabaab Islamist militants in Somalia, before traveling to Chad and Nigeria, which are also battling to contain Islamist insurgents. At the press conference, Tillerson said he had “a very good exchange” with Ethiopian officials about counterterrorism efforts. The US currently has some 6,000 military personnel spread across Africa.
