The Ministry for Trade will soon table the country’s first draft companies bill before parliament after it was approved by the cabinet, the Parliamentary trade committee confirmed. The bill is significant as Somalia seeks to establish itself as a commercial hub of Africa as well as other parts of the world. Mohamud Abdirahman Benebene, the chairperson of the parliamentary trade body said the draft bill has been prepared by the trade ministry is in its final process. “We are about ten MPs from Parliamentary trade committee who were here (Nairobi) for a two-day workshop to analyze and discuss the proposed companies bill which is scheduled to be submitted to the parliament at the end of this month,” Benebene said. He pointed out that they had discussions with experts over the companies bill. ” It was a pleasure for us sit together as a committee and meet with law experts who advised us on the bill,” the chairperson explained. He added, ” This would facilitate ease of doing business and give entrepreneurs a chance to start companies.” According to Benebene, the bill will strengthen corporate governance standards and attract foreign investors. Since Somaliland’s current president was sworn into office in December 2017, his critics have come out in force. Recently, Mr. Basha Ali Jama critisised the leadership of Somaliland’s president, citing that president Bihi has started his term by initiating war in the eastern borders of Somaliland, thus destabilizing the peace process that his predecessor worked so hard to establish. Mr. Basha who was a former minister in the previous Somaliland government, pointed out that if president Bihi can partake in a war after 20 days as a president, then what will he do in the next 5 years. Mr. Basha alludes to the idea that the president elect will drag Somaliland into a war it does not need. Furthermore, president Bihi’s administration has failed to continue with the peace process in Khatumo state, especially as the previous government signed a peace deal. Mr. Basha also outlined how the previous Somaliland president Silanyo made great efforts to restore peace in the eastern regions of Somaliland. Moreover, it has been well documented that the eastern regions of Somaliland, which comprise of Togdheer, Sool and Sanaag are less developed than the western regions of Somaliland. Some have argued that current administration of Somaliland is not prioitising developing the eastern regions of Somaliland. As a matter of fact, Muse Bihi’s administration has recently approved a Somaliland Development Fund (SDF) project and have subsequently given much of the fundings to projects located in the western regions of Somaliland. In actual fact, it has been reported that around 70% of the funds were awarded to the 3 regions in western Somaliland. The western region comprise of Haregeisa, Sahil and Awdal and it comes with no surprise that Muse Bihi and his vice president come from these regions. Additionally, we have had reports that outline the 6 regions of Somaliland (which were created during the Dahir Rayle administration) are actually getting less SDF per capital than Gabiley, president Bihi’s home town. Some have argued that this small region which is in the west of Somaliland is being treated as a complete state and has been awarded huge fundings while other regions in the east of Somaliland (Ainabo, Oodwayne, Buhodle) have all been denied the development of such projects. As such, it has become clear that president Bihi is doing very little to address the huge disparity in distributing resources and opportunities across the country. CC BY-NC-ND/ICRC/Anisa Hussein Every morning at 8:00 a.m. Fatuma Ibrahim prepares for her usual rounds of trekking from house to house selling Baati and Garbasaar – a traditional Somali cotton dress and head scarf. This has been her daily routine since she first set foot in Kalkal displacement camp in the capital of Somalia, Mogadishu, more than two years ago. The camp holds close to 800 displaced people who fled from their original home due to conflict and drought. “I was a farmer in a town called Galweyn in Lower Shabelle before a clan fight broke out and I had no choice but to run away with my eight children,” Fatuma said. On arrival to the camp in Mogadishu, she used her savings to start a small business selling clothes to her neighbors. On a good day she earns $3. Other times her customers buy clothes on credit. Fatuma is one of the people in Kalkal camp to receive $255 over three months from the ICRC in an effort to help them make ends meet and grow their small businesses. “Now I can plan myself on how to use the money on food and buy a few more clothes for my business,” said Fatuma. The majority of women living in Kalkal camp are either widows or single mothers, according to camp leader Shamso Maalim. The outspoken 38-year-old has been in charge of the camp for 13 years and is responsible for advocating to humanitarian organizations for support on behalf of her community. Shamso Maalim is a camp leader at Kalkal displacement camp, which holds close to 800 displaced people. She oversees what goes on in the camp and finds ways to help overcome the challenges faced by the people at the centre. The 39-year-old started practicing the art on a piece of paper which later became a collection of designs. “I have no money to buy equipment or salon space to apply henna and braid hair for my clients,” she said. Sahra moved to Kalkal from Balcad, Middle Shabelle, with her neighbors two years ago due to clan conflict and the worsening drought situation in Somalia that claimed their livestock and leaving their farms dry. “We moved in haste and I lost my art-book in the midst of the rush to get to a safer place,” she said. Despite leaving her notebook behind, Sahra—a single mother—is using her henna-drawing skills to support herself her children. Sahra Adhan is a popular henna artist at Kalkal displacement camp. Her business has enabled her to earn enough money to feed her children and take them to dugsi (madrassa – Islamic school). Driven by land disputes, the evictions uprooted some 4,000 people from their homes and left them homeless, without access to health care, water, food, and other basic necessities. She estimates that the camp receives hundreds of people a day from other parts of the city. “We have received large numbers of new people who were forcefully evicted from their camp arriving at our camp at the beginning of the year,” Shamso said. Fu’ad Ibrahim Koshin are in police custody awaiting to be brought before a court of law. The arrest came following the order of commander in chief and the president of the republic who has said that his administration has a zero tolerance policy towards corruption. The three public officials were accused of selling public asset and misappropriating it. The president Musa Bihi made surprise visit to Darasalam district which lies north of Hargeisa, Somaliland capital last week were he inspected Hargeisa water supply in Geed Deeble and Biya Shinaha. The president unexpectedly came across a public land fenced for pasture which has been misappropriated and sold by the three officials and having the president visited the district, he made swift decision which saw the apprehension of the three officials who are in captivity for a week. The Head of State met with elders and Darasalam district residents who confirmed that the land has been fenced by Darasalam officials. The president upon return to Hargeisa has commanded the home affairs minister and the police commissioner to bring the three public officials behind bars. Deputy Internal security minister speaking on the arrest has confirmed that they are in custody and will be brought before the court.
