Around 650 students have had their education disrupted after the closure of seven schools in Darar-weyne, 125 km south of Erigabo, in conflict-torn Sanag region, where control is disputed between Somaliland and Puntland. There has been a massive exodus of people fleeing Darar-weyne since January, when tensions flared. The education coordinator in Darar-weyne, Farah Adan Hersi, told Radio Ergo that the only secondary school had been turned into a military base for the Somaliland troops deployed there towards the end of last year. Farah said the facilities had been damaged and they would replacement equipment and supplies if they reopened the school. Nineteen teachers who taught in the various schools in Darar-weyne have left to seek jobs in other areas. Many families fled to villages between 15-20 Km away, including Garab-Ad, Hamilka, Beerwaafo, Siigoder and Daba-mam’a. Others joined IDP camps south of Darar-weyne. Those who could migrated even further away to the large town of Erigabo and El-Afweyne. Ibrahim Ahmed Yusuf, 25, was a student in first grade at Darar-weyne secondary school. He is now tending the family’s last remaining 20 goats from their original herd of 150 before the drought. The family fled into the rural area and cannot afford to send Ibrahim elsewhere to study. His four sisters and three brothers, who were in primary schools in Darar-weyne, now spend their time at home. Their parents are worried that the conflict will affect their children’s future. Among the 650 students affected are 227 girls. Darar-weyne has few residents left in it – the men have all gone, leaving around 350 women and children, with no means of leaving. They are dependent on their remaining livestock. Amina Yusuf Mohamed is still in Darar-weyne with her eight children. Six of them were in local schools. She sent her eldest son to Burao to continue his secondary studies under the care of relatives. But the rest of her children are home without any options. They depend on the small income of her husband, working as a carpenter in El-Abwayn, 60 km away. ERGO

Nimco Ahmed Ismail The Somaliland shilling has experienced a serious inflation rising from 6000 shillings/dollar to 10,000 shillings/dollar in less than two years. Somaliland’s ex-president, Mohamed Mahamoud Silanyo, has dedicated his last year in office to fighting the Somaliland currency inflation. In January of 2017, the president issued a decree with a list of points meant to tackle the Somaliland shilling inflation. One of the points was the creation of a joint national committee headed by the Finance Minister Ms. Zamzam Abdi Adan. Other members of the committee include the Central Bank Governor, Auditor- General, and the Director General of the Central Bank. In the issued decree, the President also addressed the role that e-banking plays in the inflation of the Somaliland shilling. Thus, the government banned mobile money transfers less than $100 and gave the telecommunication companies that offer this service, Telesom and Somtel, a 48-hour deadline to comply. Telesom, created in 2002, is the largest telecommunication company in Somaliland and their mobile banking system, ZAAD, was created in 2009 (a system which was praised by Bill Gates during his speech at the Sibos closing plenary in Boston on October 3, 2014). Telesom initially refused to comply with the presidential decree. On January 25, 2017, in a press conference held by the vice chairman of Telesom, Mohamoud Haji Adan, Telesom denied and rejected the theory that their mobile banking system was the reason for Somaliland’s inflation. ZAAD’s mobile money service is not responsible for the surging inflation rate. In fact, ZAAD had done a lot for Somaliland’s economy. We have tried our best to do our part during the inflation crisis, we even provided advice to the Government and to the central bank, on how best to deal with the decreasing value of the Somaliland shilling. A week later, a delegation from Telesom Led by the CEO, Abdikarim Mohamed Iid, met with senior members of the government. In this meeting, Telesom consented to the measures listed in the decree but asked for an extension due to Telesom’s inability to make the changes requested in their system in a short amount of time. The Silanyo government accepted the request but didn’t give a specific date on when the new deadline is. The blame for inflation on mobile banking isn’t unique to Somaliland. The Kenyan M-Pesa was connected to the high Kenyan inflation. In 2011, a report made by the African Development Bank associated the inflation with the increased velocity of money movement that was made possible by the M-Pesa. The ADP claimed, Evidence shows that the transactions velocity of M-PESA may be three to four times higher than the transactions velocity of other components of money. The increase in the velocity of money induced by these activities may have in turn propagated self-fulfilling inflation expectations and complicate monetary policy implementation. Similarly to the Kenyan government in relation to the Kenyan M-Pesa, the Somaliland government argued that ZAAD undermines the government’s banking system and show innate flow in a government-created system. The mobile banking systems in both countries were able to attract a big audience that the government’s banking system wasn’t able to. Somalilanders and Kenyans alike found an easier way to save and transfer money. Even though the providers of the two banking system argue that this is good for the people and the country, the government believes that it jeopardized and decreases the purchasing power of money. On top of that, for Somaliland, ZAAD had for a long time only dealt with dollars. In the middle of 2015, Telesom created mobile banking for the Somaliland shilling in which people dial 220 instead of the 880 for the dollars. Even though the system exists for the Somaliland shilling, the majority of the users only use the ZAAD for dollars. A year and a new president later, Musa Bixi has taken the same route to fighting inflation as his predecessor. Even before his election, President Musa Bixi claimed that he will focus on building the central bank’s capacity and improve its relationship with the ministry of finance. On January 4th, 2018, Bixi, like Silanyo, created a joint committee, which consisted of five minters and the chairman of the Central Bank, to monitor the inflation and deflation of the Somaliland shilling. The joint committee held a press conference on January 28th in which they revealed the decisions they reached. Those included creating a single treasury account for the government and increasing taxes for materials that have health-related side effects like Qat. The joint committee also announced that they are upholding the previous joint committee’s decision related to the mobile banking industries. Unlike the Silanyo appointed joint committee, the current committee gave Telesom and Dahabshiil a forty-five-day ultimatum starting from January 28th and ending on March 13th for the two companies to prepare their system and for the users to get accustomed. As March 13th gets closer, the question that is on everybody’s mind is, will President Bixi hold the ultimatum that was set by the joint committee he appointed? March 13th can either mark Musa Bixi’s government as one that holds its ground or one that cracks under pressure. With the eyes of the entire Somaliland population, which path will the new regime take? And more importantly, will this help with the dilemma of inflation?

The Somaliland Ambassador to the Africa Union and IGAD H.E Adan Musa Jibril has tendered his resignation. The envoy also confirmed the reason behind his resignation. The Ambassador forwarded his resignation letter to President Bihi and also sent a copy to the Foreign minister. The content of the aforesaid letter that the Horn newspaper got a copy confirmed that the envoy lamented that Somaliland foreign policy lacks substance and is not as par other countries. He also cited the recent acquisition of Berbera International Port by The Dubai based DP World as another bitter pill to swallow for any patriotic gentleman with a sound mind. The content of the letter dated 9th March 2018 read as follows…… Mr.president after a lot of soul searching I have decided to tender my resignation after I found out that I am fighting a losing battle in terms of ideology on the best way forward for Somaliland foreign policy which has stagnated for 27 years. To add insult to injury the country lacks a clear foreign policy and agenda because the current policy paper has not been revised for almost three decades. For instance a case in question is when I organized an International conference themed “The hybrid Political and Security Governance” that was held in Hargeisa on June 2016 whereby 13 francophone and anglophone African countries participated. To make the matter worse the value of the conference to Somaliland independence was widely missed because of lack of knowledgeable people at the foreign ministry. I brought five expert military attachés who represented five African countries to see by their on eyes the role Somaliland can play in Africa security. When I contacted the foreign minister is claimed there is no money for the conference the I-contacted you Mr.President when you were the Kulmiye chairman however you stated that you shall respond to my agenda after some time but you did not heed my call. All these issued have piled up and have forced me to become suspicious of my conscience about my patriotism and representation of my country Somaliland of which I dearly love but lack the moral and financial support from those in authority to push her agenda across. hornnewspaper.com

Hargeisa—President Muse Bihi Abdi received Deputy Ambassador Umit Yaldrim at Presidential Palace in Hargeisa on Tuesday. Ambassador Yaldrim told President Abdi that his country will aid Somaliland directly. Mr. Abdi and the Ambassador discussed Somaliland-Somalia talks and its new directions.

When Djibouti makes international headlines, it is usually in connection with the many superpowers that have built military bases on its shore. France, the United States, China, Italy and Japan all have a major military presence in the tiny East African nation. But for Djibouti’s government, there is another major power that is even more important: Ethiopia. It is difficult to overstate just how dependent Djibouti’s economy is on its much larger neighbour. There is almost no fresh water in Djibouti, so it must import water from Ethiopia. Most of its electricity comes from Ethiopia too. Little grows in Djibouti’s arid desert landscape, so fresh fruits, vegetables and grains are trucked across the Ethiopian border every day. Economically, by far Djibouti’s most valuable assets are its ports. But these too are almost entirely reliant on a healthy trading relationship with Ethiopia, which, being landlocked, requires an outlet to the sea. Ethiopia is an anchor in the Horn of Africa – any disruption will have knock-on effects More than a century ago, when the old Port of Djibouti was built by the French colonisers, it was connected with a railway that linked Addis Ababa to Djibouti City. Given the size differences of the two countries – today Ethiopia’s population is more than 100 million, while Djibouti’s is less than 1 million – the port was never about trade with Djibouti, but trade with Ethiopia. It is no coincidence that today, the new Doraleh Container Terminal is the end of the line for the new Chinese-built Addis-Djibouti standard gauge railway. If trade from Ethiopia dries up, ships will no longer be queuing at sea for their turn to dock at these ports. This is significant because there are two separate situations that threaten the trading relationship between Ethiopia and Djibouti. The first is the brewing political crisis in Ethiopia. In February, Prime Minister Hailemariam Desalegn unexpectedly submitted his resignation. Immediately, the ruling party declared a state of emergency, which was recently ratified by Parliament. Despite this, the widespread anti-government protests continue, especially in the Oromia region which surrounds the capital Addis Ababa, as well as in Amhara Region. At the same time, a power vacuum within the ruling coalition has created uncertainty about Ethiopia’s political future, prompting fears of further instability. A new prime minister is expected to be announced soon. This is potentially very bad news for Djibouti. Any disruption to Ethiopia’s economy will have a knock-on effect on Djibouti, while a political crisis may precipitate a humanitarian emergency that would result in an increase of refugees across the border. Although Djibouti has recently reformed its refugee laws, earning praise from the United Nations Refugee Agency, it remains ill-equipped to deal with a major refugee influx. Ethiopia is considered an anchor in the Horn of Africa, so any disruption will have knock-on effects. ‘Unrest in Ethiopia has serious implications for regional stability,’ says Emily Estelle, a senior analyst for the Critical Threats Project at the American Enterprise Institute. Djibouti’s ports are almost entirely reliant on a healthy trading relationship with Ethiopia The second situation of some concern to Djibouti’s government is Ethiopia’s recent acquisition of a 19% stake in the Port of Berbera in neighbouring Somaliland. Berbera is positioning itself as a rival to Djibouti, and is clearly making a major play to handle more Ethiopian freight. Somaliland is also in the process of building the Berbera trade corridor, which will eventually link Berbera to Addis Ababa by road. Historically, one of Djibouti’s strategic advantages has been its stability. In an inherently unstable part of the world – its other neighbours include Eritrea, Somalia and Yemen – Djibouti represents a relatively low-risk investment destination. But Somaliland is providing competition on this front. The self-declared republic operates entirely independently of Somalia proper, even though this independence is not formally recognised by anyone else. Nonetheless, Somaliland has successfully established a peaceful democracy marked by regular transitions of power – in marked contrast to President Ismaïl Omar Guelleh’s long rule in Djibouti (19 years and counting). Therefore Somaliland too is becoming an attractive investment destination on the coast of the Horn of Africa – and Ethiopia, in acquiring its Berbera stake, clearly agrees. What does this mean for Djibouti? Will Ethiopia incentivise local freight traffic to run through the port in which it retains a financial interest? Or is there enough cargo to go around? Somaliland is also becoming an attractive investment destination on the coast of the Horn of Africa That’s the view of port operator DP World’s chairman and CEO Sultan Ahmed bin Sulayem. ‘I am so excited about the prospects of working with the Ethiopian government. Ethiopia is home to approximately 110 million people. The ports of Berbera and Doraleh will provide significant capacity to the region. Both these ports and more capacity will be needed to serve the region’s growth potential in the future,’ he said. Sulayem’s comments came even after DP World suffered a dramatic setback in Djibouti. Until recently, DP World operated both the Berbera port and the Doraleh Container Terminal in Djibouti. But in February the Djibouti government unilaterally cancelled the DP World contract and seized its stake in the port, claiming that DP World had obtained the contract in a corrupt manner – a charge the company denies. If all goes according to plan, Sulayem is right – a rising Ethiopia should provide more than enough trade to keep both Berbera and Doraleh busy, and fill the coffers of both the Djibouti and Somaliland governments. But against a background of increasing political instability in Ethiopia, there can be no guarantees that the plan is going to work – and tiny Djibouti may pay the price for hitching its wagon so close to Ethiopia’s train. A proposal by miraa traders’ lobby to open a trading front in Somaliland has received a nod from Foreign Affairs Ministry. The ministry, in a letter to Nyambene Miraa Traders Association (Nyamita), said it welcomed the plan to deepen trade ties with the semi-autonomous Somalia region. Nyamita has been pushing for the reopening of Hargeisa market and lowering of the 300 per cent tax on miraaexports from Kenya. Miraa from Ethiopia attracts a 100 per cent tax, giving traders from that country an advantage over their Kenyan counterparts. The traders have also been lobbying for removal of $1800 (Sh182,002) landing fee on aircraft from Kenya. Ethiopia currently commands the Sh5 billion-a-year Somaliland khat market. “As matters stand now, some of us individually export negligible quantities of produce to Hargeisa albeit under a very unconducive environment,” Nyamita Chairman Kimathi Munjuri wrote on January 22 to the Foreign Affairs Ministry, through Meru Governor Kiraitu Murungi. The lobby group said it was in touch with Somaliland traders, who wished to visit the country to explore business opportunities. The miraa traders claimed trade with Somaliland would be opened up if Kenya recognised the semi-autonomous Somalia region. In a reply to the traders on February 14, Joshua Mugodo, for the principal secretary, welcomed the group’s proposal for engagement with the Somaliland market, saying it would enhance trade relations between the two nations. Munjuri said he was thrilled with the Government’s response, saying the traders would push for specific supply quotas from Kenya. “The nod could not have come at a better time since we are expecting a peak of supplies by the end of the month due to the ongoing rains and this could rationalise the prices and preempt the usual collapse around this time of the year,” said Munjuri. During his tenure, former Meru Governor Peter Munya visited Somaliland to explore the possibility of miraaexport, but was widely criticised for not keeping the Foreign ministry in the loop. HARGEISA– The President of the republic of Somaliland, His Excellency Musa Bihi Abdi on Tuesday leading a high powered delegation flied to UAE on his first working visit since his election to the presidency. The president and his delegation boarded a plane that the UAE sent after extending an official invitation to the president. Before the president departed from Egal airport, the minister for water resources, Hon. Suleiman Yusuf Ali Koore. The minister has confirmed to the local media that the president’s visit to the UAE came after receiving a formal invitation from Mohammed bin Zayed bin Sultan Al-Nahyan, is the Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces. The minister is hopeful that the discussions between the the UAE with Somaliland president will bear fruit. The delegation led by the president is accompanied by the foreign minister, Dr. Sa’ad Ali Shire, Planning minister, Hon. Awale Ibrahim Shirwa, the water affairs minister, Mr. Suleiman Yusuf Ali and the main opposition leader of Justice and Welfare party Hon. Faisal Ali Warabe. It is now seen that Somalia’s relations with the UAE has strained amid disagreement of the tripartite deal signed among the Dubai Based firm (DPW), Somaliland and Ethiopia to jointly invest the port of Berbera. Somalia Federal Govt rejected the deal and said that it undermined the integrity of Somalia.
