  4. Plane hijacker Asha Abdille will have to fight for the $25,000 compensation payout awarded to her because of the wrongs she suffered in the corrections and criminal justice system. Her victims – who included two pilots injured when Somali-born Abdille hijacked a plane flying between Blenheim and Christchurch in February 2008 – had until last Friday to make a claim for a share of the money. The Ministry of Justice has confirmed four claims have been received, but would not give details. Abdille has two months to respond to the claims. It was revealed in October that $25,000 had been paid into a victims’ claims trust account in the name of Abdille, who was freed in February after serving the full term of her nine-year prison sentence. Two of the hijacking victims said at the time that they were considering making claims. One said she would rather the money go to charity than to Abdille. Another said he did not want Abdille to profit from her crimes. A judge of the Victims Special Claims Tribunal decides how the money will be awarded. The tribunal’s decisions are not public, to protect the victims, but the outcome showing distribution to victims and Abdille should be publicly notified. Abdille, who arrived in New Zealand in 1994, had a long history of mental health problems and had more than 20 convictions by the time she tried to hijack the plane. In February 2014, a Parole Board decision said she had been involved in a high number of incidents and misconducts in prison. “One of those resulted in her being seriously injured.” Abdille was living in Blenheim and working on vineyards when she hijacked the plane. The pilots, Dion McMillan and Ross Haverfield, received the International Federation of Air Line Pilots’ Association Polaris Award for bravery for landing the 19-seater plane during the incident, and then confronting Abdille. Haverfield was stabbed in the foot, and McMillan needed extensive surgery to repair a wound to his hand and was off work for an extended period. A passenger who tried to speak to Abdille also suffered a knife injury. The Parole Board could not delay Abdille’s release past February 2017, but it set conditions including that she take treatment and counselling as directed, and not enter any airport or travel on any plane. In its final decision, the board said she had spoken of trying to hijack another plane and there were concerns about potentially risky behaviour in the future. Minneapolis police officer Mohamed Noor was charged Tuesday with murder and manslaughter in the July shooting death of Justine Ruszczyk Damond, a decision that prosecutors said was delayed by some of the officer’s colleagues’ reluctance to testify. Noor is charged with third-degree murder “perpetrating eminently dangerous act and evincing depraved mind” and second-degree manslaughter, “culpable negligence creating unreasonable risk.” in the shooting, which drew international attention and led to the ouster of Police Chief Janeé Harteau. “A person sitting in a passenger seat of a squad car takes a gun, hears a noise, maybe sees some object…He reaches across in front of his partner, shoots a gun at an object that he can’t see. That’s evidence of a depraved mind in my view,” Hennepin County Attorney Mike Freeman said at an afternoon news conference announcing the charges. While Freeman said he believes they have gathered enough evidence “as humanly possible” in the case, “We have a daunting task in front of us.” In a statement, Minneapolis Police Chief Medaria Arradondo said Noor was no longer employed with the department, effective Tuesday. “At the request of the County Attorney’s Office I delayed any employment related decisions in this matter as to not in any way interfere with the criminal investigation in this case,” he said. Freeman told reporters that the case “would’ve been done much quicker” if some of Noor’s fellow officers had agreed to cooperate with investigators, prompting his decision to convene a grand jury. He said that some officers, including police Chief Medaria Arradondo, came in voluntarily to testify before the grand jury. Noor was booked into jail at 11:16 a.m., according to jail records, on a Minnesota Bureau of Criminal Apprehension (BCA) warrant for third-degree murder and second-degree manslaughter. Bail was set at $500,000, with Noor’s first court appearance likely scheduled for Wednesday. Damond, 40, a native of Australia, was shot and killed July 15 after calling police to report a possible assault behind her south Minneapolis home. Noor was in the passenger seat and fired across his partner, Matthew Harrity, killing Damond. Freeman said he would decide whether to charge Noor in Damond’s death, but convened a grand jury to gather additional evidence. Freeman said he convened the grand jury because several Minneapolis police officers refused to cooperate with the investigation into Damond’s death. “I’ve been privileged to have this job nearly 18 years and I’ve never had police officers who weren’t suspects refuse to do their duty and come talk to us,” Freeman said. “These are hard jobs and tough questions. The police patrol, investigate and present us cases, we evaluate those cases and have to make the charging decision and do the prosecution,” he said. “There’s going to tension between those two roles but…we will not stop getting all the evidence even if we have to ruffle some feathers.” Bob Kroll, president of the Minneapolis Police Federation, the union that represents the department’s rank and file officers, said in a statement that officers were simply advised of their rights, and none were told not to speak with investigators. He said many of them called to testify had nothing to do with the case. “No opinions were offered on what action to take with any of our members. For Mr. Freeman to say this, he is either lying or perpetuating a lie told to him,” Kroll said. “This is evidenced by the fact that nothing in the criminal complaint was discovered during grand jury testimony.” ‘We both got spooked’ Charges in the case unsealed Tuesday afternoon are consistent with initial information released by BCA investigators — that Harrity heard a sound coming from behind the vehicle before Noor fired, striking Damond. They reveal more details as to what happened that night: Harrity and Noor arrived to the alley behind Damond’s home at 50th and Xerxes avenues. Their headlights were off and the computer screen dimmed, but the spotlight was on. Harrity, who was not wearing his seat belt, removed the safety hood of his holster over his gun before turning into the alley. Harrity said he heard what he believed to be a dog before reaching the rear of Damond’s home at 5024 Washburn Avenue but did not get out of the car to investigate. He did not hear other noises. The squad car slowed to 2 miles per hour but never stopped. As the squad neared the end of the alley at 51st Street, nearly 2 minutes after arriving, Noor entered “Code 4” into the squad computer, indicating they were safe and needed no assistance. Neither officers’ cameras were on at the time of the shooting, but both turned them on immediately afterward. Harrity began CPR, with Noor taking over afterward. Paramedics arrived at 11:49 p.m. but Damond died at the scene of a gunshot wound to the abdomen. While Noor has declined to give a statement, Harrity later said that before the shooting he and Noor had cleared the call and were at the end of the alley waiting for a bicyclist to pass. Harrity had replaced the safety hood on his holster, and Noor had cleared the call on the computer. Five to 10 seconds later, Harrity heard a voice, a thump somewhere behind him on the squad car, “and caught a glimpse of a person’s head and shoulders outside his window.” Charges said he was not able to articulate what the noise was, how loud it was, what the person’s voice sounded like, or what the person said. He characterized it as “a muffled voice or a whisper.” He estimated the person was two feet away and he couldn’t see their hands, or weapons. “Officer Harrity said he was startled and said ‘Oh sh*t or Oh Jesus.’ He said he perceived that his life was in danger, reached for his gun, unholstered it, and held it to his rib cage while pointing it downward. He said from the driver’s seat he had a better vantage point to determine a threat than Officer Noor would have had from the passenger seat.” Harrity then heard a sound “that sounded like a light bulb dropping on the floor and saw a flash.” After first checking to see whether he had been shot, he looked to his right and saw Noor with his right arm extended toward Harrity but did not see a gun. He then looked out of his window and saw Damond, “who put her hands on a gunshot wound on the left side of her abdomen and said ‘I’m dying’ or ‘I’m dead.’ ” charges said. “Officer Harrity said that once he saw the woman’s hands he believed her to no longer be a threat and he got out of the squad car.” Noor got out still armed and Harrity told him to reholster his gun and turn his body camera on. Afterward, Harrity is on camera telling a sergeant that “she came up on the side out of nowhere.” and that “We both got spooked” and he had his gun out. He said Officer Noor “pulled out and fired.” At the time, he did not mention hearing a voice or a noise before the shot was fired, charges said. “There is no evidence that … Officer Noor encountered, appreciated, investigated or confirmed a threat that justified the decision to use deadly force,” charges said. “Instead, Officer Noor recklessly and intentionally fired his handgun from the passenger seat, a location at which he would have been less able than Officer Harrity to see and hear events on the other side of the squad car.” Family reacts Damond’s fiancé, Don Damond and his family, along with Damond’s father, John Ruszczyk and the Ruszczyk family, applauded the charges in a joint statement, calling it “one step toward justice for this iniquitous act.” “While we waited over eight months to come to this point, we are pleased with the way a grand jury and County Attorney Mike Freeman appear to have been diligent and thorough in investigating and ultimately determining that these charges are justified,” the statement said. “We remain hopeful that a strong case will be presented by the prosecutor, backed by verified and detailed forensic evidence, and that this will lead to a conviction. No charges can bring our Justine back. However, justice demands accountability for those responsible for recklessly killing the fellow citizens they are sworn to protect, and today’s actions reflect that.” Shortly after the charges were announced, Harteau tweeted that Noor’s actions were his own and shouldn’t reflect on the good work of other officers. “Justine Damond’s family deserves answers and they deserve justice,” she posted from her personal account. “As I originally stated Justine didn’t have to die.” This particular murder count requires for conviction proof that the suspect had a “depraved mind” at the time, but there’s no definition in state law for what that means, said longtime defense attorney Joe Friedberg, who is not involved in this case. Friedberg added that the count is primarily used by prosecutors to fight off insanity defenses, he added. “The law was designed for the guy who stands on a hillside and shoots at a passing train, not caring who he kills,” Friedberg said. Friedberg said he sees the murder charge as a potential negotiating tactic for Freeman, one that he could immediately drop should Noor agree to plead guilty to the manslaughter count. News of the charges met a mixed reaction among longtime department observers. Jess Sundin said that Freeman’s decision signaled a new willingness to charge officers involved in shootings, while adding that only with Noor’s conviction will true accountability occur. Sundin is an organizer for Twin Cities Coalition for Justice 4 Jamar, a coalition is named for Jamar Clark, who was shot and killed during a struggle with two Minneapolis police officers in 2014. The officers were not charged. “My hope would be that first we see a serious prosecution, we don’t see the case mishandled, and that Justine Damond and her family get justice through the criminal justice system,” she said. King Demetrius Pendleton, a citizen journalist who regularly live streams Black Lives Matter rallies, camped out in the Government Center lobby awaiting info about the charges. While a possible conviction would bring some justice to the Damond family, Pendleton said he struggles with the outcome of this case. He fears that making an example out of a black, Muslim cop will further deteriorate race relations, when jurors failed to convict Jeronimo Yanez for the 2016 shooting of Philando Castile. “We’re to turn a blind eye to that, but when a white lady from high class neighborhood is killed it’s totally different,” he said. “Why can’t Philando get justice?” Yanez acquittal was “a spit in the face,” Pendleton said. “No matter which way you cut it, the African-American community will never get justice.” In a statement released after Freeman’s news conference, police unions officials said that because of the criminal charges that they couldn’t discuss the specifics of the case. We recognize the tragic shooting of Justine Damond has greatly impacted, not only her family and friends, our membership, but also our community,” said the Police Officers Federation of Minneapolis statement. “We respect the criminal justice process and wait for the case to proceed before making further comment.” The union, which represents the city’s roughly 880 rank-and-file officers, has under fire for not publicly defend Noor. Police Department officials didn’t immediately respond to a request for comment. On Tuesday, residents in the quiet Fulton neighborhood where the shooting happened welcomed the charges. Ryan Masterson, a neighbor who lives directly across from the alley where Damond died, stopped to place yellow daisies at the memorial that he’s helped maintain over the past eight months. Damond’s death helped strength the community, he said. He applauded Freeman’s decision to charge Noor as the beginning of a long awaited resolution: “The family will finally get some answers. There’s a calming peace brought today,” he said. “This is where I wanted to be.” He’s hopeful Noor’s arrest will ultimately lead to a conviction. “I’ve had countless sleepless nights,” said Masterson, who admits he’s not yet had time to grieve. “From my bedroom I can look out and see the activity [at the memorial.]” The continued investigation into Damond’s death also caused racial tension in the ranks of the Police Department. Frustration boiled over last fall after someone scrawled an ominous message on a white board in a south Minneapolis police station that some interpreted as a threat against a well-known Somali-American detective. A spokesperson said at the time that the department looked into the matter, before finding that it amounted to nothing more than “office banter.” And a sergeant in the 2nd Precinct came under investigation earlier this month after he made disparaging comments about Somalis on his personal Facebook page. The Somali Police Officers Association has declined repeated requests for comment. When asked about Noor’s future with the police department at a community forum earlier this month, Chief Medaria Arradondo said that even if he wanted to fire an officer for alleged misconduct his hands were tied. Officers fired for on-the-job misconduct or criminal behavior can petition to get their jobs back through a labyrinthine union grievance process, which can drag on for months. Arradondo said he was closely monitoring an appellate case from a fired Richfield cop, which legal experts see as a significant test of the decades-old arbitration system. One of the officers who was called to testify said that he was asked whether a climate of distrust between the police and the public might have contributed to Damond’s shooting. He declined to give his name because of the sensitivity of the matter. Other officers who appeared before the grand jury were grilled about Noor’s training and fitness for duty. Faysal Abdullahi Omar was to take up the role in Jowhar, the headquarters of the south-eastern state of Hirshabelle. The high school student told the BBC that he feared the role would make him a target of Islamist militant group al-Shabab. The militant group operates in the region. Omar says he was not consulted about the appointment, which are made by Somali clan leaders, and he wants to instead focus on his studies. “Now I am studying in my high school and I am going to finish in few months, I want to go to university and build my future”, Omar told the BBC’s Somali Service. He said he has avoided school for days after receiving the offer letter. Omar’s parents also had reservations about the appointment. But others in the community told him that it would be an opportunity to be a “role model to the youngsters”, he said. “I met a lot of people who are pushing me to take this job,” he said. Three militia members go on trial Tuesday for plotting to bomb Somali immigrants working in the Kansas Meatpacking Triangle, a constellation of minority-majority, hardscrabble pioneer towns, that depend on foreign labor. Somali immigrants have all but abandoned one town, despite civic and police efforts to reassure them that they’re safe there. Some residents want them to return. MARY LOUISE KELLY, HOST: Now to Kansas. Three members of a militia group are scheduled to go on trial tomorrow for what prosecutors say was a plot to bomb an apartment complex full of Muslim Somali immigrants. The alleged plot rattled people in the three rural southwest Kansas communities that form what is known as the Meatpacking Triangle. As Frank Morris of member station KCUR reports, it has also sparked an exodus of immigrants from one of the towns. FRANK MORRIS, BYLINE: The bomb plot allegedly took root right where I’m standing here by an old, rusty, metal Quonset hut in Wright, Kan., a few miles from Dodge City. Patrick Stein lived here in a trailer, since been removed. And the FBI says that Stein was stockpiling weapons and ammunition until one morning in October of 2016. CHELSEA BRADVILLE: My kids went out to go to school and there were cops with assault rifles everywhere. MORRIS: Chelsea Bradville lives a couple of doors down from Stein’s old place in this tiny town of 160 on the spare, dry plains of southwestern Kansas. BRADVILLE: And we don’t even have cars that drive by our house really, so, you know, it was really scary. MORRIS: Prosecutors say that months before the raid, a paid informant began recording Stein as he allegedly prepared to bomb and shoot up an apartment complex containing a mosque 60 miles away in Garden City. According to the indictment, those recordings are full of hateful, racist screeds against Muslim immigrants with Stein claiming that refugees were taking jobs from white workers. This is a staunchly conservative part of Kansas. The pickup in Chelsea Bradville’s driveway has a black assault rifle decal in the rear window. But Bradville has an abiding respect for the Hispanic, Asian and African immigrants doing hard, dirty work in the area’s meatpacking plants. BRADVILLE: That’s, you know, very intensive labor and there’s a lot of the community that just doesn’t want to do that, you know, and they do. They don’t care. They’ll do the hard work and make it. MORRIS: That’s a widely held view around here. Ninety miles to the southwest, hundreds of immigrants work at the huge slaughterhouse in the hardscrabble town of Liberal, Kan. EARL WATT: This is a place for you get a chance to get started. MORRIS: Earl Watt runs the High Plains Daily Leader and Times newspaper here in Liberal, the town where Patrick Stein allegedly found two men eager to join his plot to attack Somali immigrants. WATT: The Crusaders or I’ve heard some other militia names that they were called. MORRIS: Prosecutors say the two other Crusaders, Curtis Allen and Gavin Wright, work in Liberal making explosives, identifying targets and developing a manifesto declaring war on Muslim immigrants. Defense attorneys won’t comment so close to trial, but Watt thinks the defense may argue that the men were lured into the bomb plot by FBI agents. WATT: If it’s proven to be true, these guys are associated with something that was pure evil and it was happening right under a lot of our noses. That’s scary. MORRIS: Especially scary if you are the intended target. AMBYIO FARAH: Like, it was kind of shocking to me to believe that someone wants to bomb me because of my religion or where I’m from, you know? MORRIS: Ambyio Farah is an 18-year-old refugee from Somalia and a U.S. citizen. She says she’s one of the few from her native country still in Liberal, that close to 200 Somalis have fled. And you can clearly see that here at what used to be a thriving African grocery store. FARAH: This is the place. It used to be the place, but now it’s a ghost town. There’s no one here. MORRIS: It’s locked up, it’s dark. FARAH: It used to be really beautiful, have all these African lightings and have someone standing here dressed in their African clothing just to welcome you, say hi. MORRIS: Farah says a lot of Somalis from Liberal have moved to Garden City, Kan., about 60 miles north of here, joining a larger Somali community, the one allegedly targeted for attack by men going on trial tomorrow. MINNEAPOLIS — When Erin Rathke, the principal at Justice Page Middle School, is called to extract a student from class, she hears the same plea over and over again, most often, she has to admit, from black children: “The teacher only sees me.” The plea weighs heavily at Justice Page, where African-American students are 338 percent more likely to be suspended than their white peers. “It’s painful sometimes, but I have to say, ‘Yes, that’s probably true,’” Ms. Rathke said. It is a reality that district leaders here have been grappling with for years: The Minneapolis school district suspends an inordinate number of black students compared with white ones, and it is struggling to figure out why. Last year, districtwide, black students were 41 percent of the overall student population, but made up 76 percent of the suspensions. Numbers like that prompted the Obama administration in 2014 to draft tough new policies to try to address racial disparities in school discipline across the country. Now, the Trump administration is trying to reverse those policies — in part, administration officials say, as a response to school shootings like the massacre last month at Marjory Stoneman Douglas High School in Parkland, Fla. The Obama-era policies — and the Trump-era reversals — have divided educators in the Twin Cities. In recent months, educators from Minneapolis, St. Paul and suburban Minnesota traveled to Washington to lobby the Education Department in support of reversing the 2014 guidelines, which encouraged school districts to review racial disparities in student discipline rates to ensure against violations of federal civil rights laws. Those that do not comply can face federal investigation or a loss of funding. Then another group followed them to lobby for keeping the guidance. A retired Minnesota teacher set off a conservative media blitz by linking the Obama-era guidance to frustrations that teachers have with violent students, raising the issue high enough for the White House to latch on after the Parkland massacre. The coverage prompted Republicans to speculate about whether relaxed disciplinary policies had allowed the violent track record of Nikolas Cruz, who has been charged in the shooting, to evade law enforcement. Debbie York, the teacher who raised the issue in a Breitbart News article, was forced to retire after a first grader in her suburban Minnesota school pushed her, injuring her back and neck. The school district said she had violated privacy laws by speaking out about the incident. The story inspired a Minnesota bill bolstering teachers’ authority to remove threatening students from their classrooms. Ms. York is advocating that the law go national, and that the Obama guidance be repealed. “It’s not about arming teachers with guns; it is about arming them with the freedom to talk about troubled kids whose behavior not only needs to be assessed, but when the behavior puts others at risk of serious harm, intervention other than therapy,” Ms. York said. Education Secretary Betsy DeVos, who has been eyeing the guidance for reversal since she took office, will head a White House commission on school safety that has been specifically tasked with examining whether to repeal the discipline guidance. Civil rights groups and congressional Democrats are standing by the guidance and pointing to evidence that suspensions are helping to drive the achievement gap between white and minority students. Suspensions and expulsions are also linked to the disproportionate numbers of minority students in the criminal justice system. In a letter to Ms. DeVos, Representative Robert C. Scott of Virginia, the top Democrat on the House Education Committee, said that her office was aware of a coming report from the Government Accountability Office that would “very likely substantiate claims” of a persistent inequality in the “treatments of students of color and students with disabilities.” “Ensuring public access to the G.A.O. findings prior to any agency action on the guidance is especially necessary given the recent factually inaccurate assertions that wrongly place blame for the recent school shooting in Parkland, Florida, on the 2014 guidance,” Mr. Scott wrote. But in Minneapolis, as in districts across the nation, discipline policies are more than a political flash point. They are a daily struggle to balance safety and statistics, and the uncomfortable truths about how race may be clouding educators’ perception of both. “We’re in a pressure cooker,” said Michael Thomas, the district’s chief of schools. “And what’s happening in Minneapolis is a microcosm of what’s happening across America.” While critics of the Obama-era discipline changes argue that disparities cannot be explained away by racism, education leaders here say it is the natural place to start. Bernadeia Johnson, a former Minneapolis schools superintendent, launched her own review of discipline referrals for kindergarten boys after the federal government began investigating her district. The review was revealing, she said. The descriptions of white children by teachers included “gifted but can’t use his words” and “high strung,” with their actions excused because they “had a hard day.” Black children, she said, were “destructive” and “violent,” and “cannot be managed.” “When you see something like that and you’re a leader, and you’re trying to figure out how to move the school system forward — it was alarming,” Ms. Johnson said. Nationally, black students are suspended three times as often as their white peers; in Minnesota, it is eight times as often. To explain this trend, officials here point to the rapid increase in the state’s minority population in the last decade, and the fact that the state has the largest poverty gap between blacks and whites in the nation. Last month, the Minnesota Department of Human Rights notified 43 school districts and charter schools that suspension rates for nonviolent offenses still suggested widespread discriminatory practices. “We’re at a tipping point, and that’s what you see in the schools” said Kevin Lindsey, the state’s human rights commissioner. The school district is trying to engage students and educators in conversations, which they hope will help the situation. “Our students for years have been publicly expressing that they want to be seen differently, be judged equitably,” Mr. Thomas said. “We’re still adjusting our listening frequency.” But some teachers say that the approach has undermined their profession and set students up for failure. One case that has received particular attention is a student’s violent assault in 2016 of his teacher, John Ekblad. Last year, Mr. Ekblad was part of a Minnesota contingent of teachers who met with Trump administration officials to discuss Obama-era disciplinary policies. Simon Whitehead, a former physical education teacher at Southwest High School in Minneapolis, said he had watched the district’s discipline policy changes play out in his classes. Name-calling escalated to shoving, and then physical assaults. Profanity was redefined as “cultural dialect,” he said. “It threw the school into complete chaos,” he said. “The kids knew they weren’t going to go home.” Mr. Whitehead said he learned not to call his students out in front of their peers. He did not use the word “detention,” but rather “quality time.” Eventually, he would just “sweep a lot under the rug.” The discipline model that he said had worked for him for 25 years — a warning, then a consequence — was no longer recognized by his bosses. He retired last year, labeled a racist. “We do need to train teachers, especially white teachers, on how to interact with our African-American students,” he said. “But not expecting the same things from them is actually disrespectful. That would actually be racist.” The root of those changes was in the district’s 2014 settlement agreement with the Education Department’s Office for Civil Rights, which had conducted a yearlong investigation into its discipline practices. Federal investigators found that a black second-grade student was suspended for one day for poking another student with a pencil, but a white second grader who threw a rock that hit another student and broke a teacher’s sunglasses was not. The white student was allowed to work off the cost of the sunglasses by helping the teacher at lunch for several days. Ms. Johnson ordered several policy changes amid the 2014 settlement, including a moratorium on suspensions for students in pre-K through first grade for nonviolent offenses, and she pledged to personally review referrals to suspend minority students for nonviolent offenses. The policy changes prompted a backlash both locally and nationally. In a letter, Peter Kirsanow, a Republican commissioner on the United States Commission on Civil Rights, called the move “legally and constitutionally suspect.” He said her goal of closing the discipline gap between black and white students by 2018 was “introducing a racial quota system for school discipline.” One month after the changes were announced, Ms. Johnson resigned. “When people have kids around them that don’t look like them, they want them controlled,” she said. The district’s agreement with the Education Department is still active, and it requires the district to continually review its discipline data and policies. There are bright spots. At Lyndale Community School, which has almost equal percentages of minority and white students, discipline is a “loaded term,” said the principal, Mark Stauduhar. He said his data — there were two suspensions in the school of more than 500 last year — showed that the school was a “healthy place” that emphasized positive reinforcement. When it comes to misbehavior, “the conversations are about a mistake that a child made, not something that’s wrong with them,” he said. Most important, he added, his staff members are all on the same page. “If students are demonstrating behaviors that are not aligned with our policy, it’s our job to figure out why.” But, in the district as a whole, after four years, and three superintendents, it has made meager progress. Suspensions have fallen, but racial disparities persist. Black students remain three times as likely to be suspended. Justice Page is one of the schools contributing to that gap, and Ms. Rathke and her team are working to change course. Fresh murals on the school walls depict students from different ethnic groups linking arms, a nod to the demographic shift that the school underwent three years ago when the district completed a merger of three racially and socioeconomically different schools. The school adopted a new curriculum this year that Ms. Rathke said had required teachers to reflect on how they were adjusting to a more diverse student body. “I think we have to challenge our own biases every day,” she said. “Some teachers aren’t ready; some teachers need more time. But I just tell them that we’re not going to give up on students, and I’m not going to give up on them.” There are signs of hope. Students successfully campaigned last year torename the school for the state’s first black Supreme Court justice, Alan Page. It had previously been named for Alexander Ramsey, Minnesota’s first governor, who advocated genocide against Indian tribes. “We are more than these numbers,” Ms. Rathke said. “But they’re telling us something: We have students that we just haven’t figured out how to support yet.”
