The recent DP World investment in Ber-bera Port is the largest single direct foreign investment in Somaliland so far. In this join investment, shares will be divided as follows: DP World 51%, Somaliland 30% and Ethiopia 19%. This investment will have many positive outcomes for Somaliland in terms of new revenue, overall economy, stability, recognition, and future foreign investments. In the following paragraphs, I will highlight the most essential benefits that Somaliland will reap from this investment. Revenue Before DP World investment, Ber-bera Port’s capacity was 40,000 meter ton, generating $175 million annually. But DP World will expand the Port’s capacity to 200,000 meter ton, five-times its original capacity, according to the agreement. This expansion will generate $875 million annually—which is five-times more than what the Port was generating before DP World. In addition, the expansion of the Port will attract more shipping lines to Ber-bera Port which will generate additional revenues. This will undeniably spur regional economic growth by attracting investments and trade in the warehousing, logistics, manufacturing and other businesses. Moreover, Dubai will assist Somaliland (re)build the road between Somaliland and Ethiopia; the development of a free-zone area; grant Somaliland workers ‘favorable migration terms’ in order for them to work in Dubai; build fisheries industry; erect four-star hotel in Ber-bera or Hargeisa. These benefits will surely bump up Somaliland’s economic growth in the near future. Technological Transfer Technological transfer is the process of disseminating technology from one company or country to another. In this context, DP World will transfer technologies, knowledge, skills, equipments, tools, and modern management techniques to Somaliland. This technological transfer will modernize Port’s operations in many different ways. It will provide modern technologies, equipments and tools needed to sufficiently operate the port. It will also introduce the modern management system of ports and other sectors. Both of these aspects will enhance and accelerate the productivity of the port as well as its proficiency. In addition, Somaliland labor force, from many different sectors, will master how to operate these new technologies; they will master an advanced and modern management system; sharpen their communication skills; transform their newly acquired knowledge. In a nutshell, technological transfer will boost Somaliland economy. Attracting Foreign Investment Countless companies around the world were not previously confident to invest in Somaliland. They have worried about the risk involved in investing “unrecognized” country. But their worries have been mitigated due to the recent investment of DP World in Somaliland. Before investing in Somaliland, DP World has done extensive study on Somaliland which revealed Somaliland’s political stability and rule of law. Therefore, DP World has realized that there is no risk involved in investing Somaliland. This means that DP World has paved the way for other foreign investors. In other words, other companies will follow the footsteps of DP World and will soon start investing in Somaliland. This is an unprecedented success for Somaliland. Strengthening Independence The DP World’s investment in Somaliland has, loudly and clearly, proven Somaliland’s independence. The agreement between DP World and Somaliland has shown that Somaliland is independent country that can engage in international deals without regard to Mogadishu’s government. It is indeed the last nail to Somalia’s irredentism coffin. That is to say, DP World’s agreement has ended Mogadishu’s claim for controlling Somaliland territory. This has causes desperate uproar in Mogadishu’s parliament and government. Mogadishu has desperately attempted to stop the agreement, but to no avail. Their desperate begging and pleading has repeatedly fallen on deaf ears. DP World unequivocally told Mogadishu’s government that Somaliland is an independent country and does not need any approval from Mogadishu. “We are not concerned,” says DP World’s Chairman and CEO Sultan Ahmed Bin Sulayem, “the objections of Somalia’s Federal Government. Somaliland is an independent country for the last 28 years. It is very stable country. It has a vibrant democratic system.” The Chairman added that “Our project won the endorsement of Somaliland’s Parliament. Somalia’s Federal Government cannot change anything about this agreement. Whatever they say would have no effect on this agreement.” This demonstrates beyond any reasonable doubt Somaliland’s independence and authority to enter any agreement with foreign investors or foreign governments. It is another success for Somaliland. Ethiopia’s Role Whether we like it or not, Ethiopia is a regional power to reckon with. And its share of Ber-bera Port will provide many essential benefits for Somaliland. First, the agreement enumerates that landlocked Ethiopia will invest Ber-bera Port as a trade gateway. Since Ethiopia has a share in the Port, it will become its sea route which will help both Somaliland’s and Ethiopia’s economic growth. Second, since Ethiopia invested in Somaliland, Ethiopia will assist Somaliland strengthen its peace and stability. Ethiopia will not tolerate any regional authorities, Mogadishu’s government, or enemies to sabotage Somaliland’s stability. Lastly, Ethiopia and Dubai will work closely together to ensure Somaliland’s recognition provided that the Port attains its intended objectives. In conclusion, DP World’s investment in Ber-bera Port is a success story which will have positive effects in Somaliland’s economy, stability, recognition and future foreign investments. Eastern Africa is splitting from the rest of the continent in a geological event that will occur in millions of years, eventually leaving Africa without its horn. The geologic rift running down the eastern side of the continent, which will be replaced with ocean, is widening at a faster rate than expected, geologically speaking. And it may already be causing problems. Kenya's busy Mai Mahiu road caved in after it developed a volcanic fault-line, the Kenya National Highways Authority told Daily Nation. Geologist David Adede blames the split - where sections of the road sunk, endangering drivers and holding up traffic, according to The Star - on volcanic activity. In the near future if this happens we shall have Somali plate separating from the other Nubian plate. He explained that after the road cracked, a big hole opened up and swallowed all the water (there had been recent flooding in the area), resulting in more cracks in the ground. He added: There is a great need for researchers to conduct a comprehensive study on the terrain of this region so that they can advise on where roads and residential buildings can be established. This can play a key role in dealing with such natural disasters should they happen. The two massive chunks of land - the Nubian plate and the Somali plate - are separating by a few millimetres each year due to a 'superplume', a giant section of the earth's mantle that carries heat from near the core up to the crust.

Dubai: Somaliland opened on Monday a trade office in Dubai as the country works to boost its trade ties with the UAE. The trade office will offer import and export advice to help Somaliland companies in the UAE, and will support investment between the African country and the UAE. “The UAE is our main trading partner in the region, and this is an important landmark in our relationship — one that has been in the making for some time now,” said Somaliland’s President Muse Behi Abdi, who was speaking at a press conference to announce the new office. “Dubai is the main transit hub for goods destined to Somaliland, and with many of our traders based out of the city, it serves as our principle financial centre for trading with the rest of the world.” The President added that the trade office will promote already-growing trade ties between the two countries. He said bilateral trade stands at around $300 million to $400 million (Dh1.1 billion to Dh1.47 billion). Abdi is currently in Dubai on an official visit, on which he has been accompanied by various ministers from Somaliland, to discuss strengthening cooperation with the UAE. His delegation has also met with representatives from DP World over a dispute started by Somalia, whose government is attempting to ban the ports operator from operating in Somaliland. Speaking on the matter on Friday, Abdi stressed that the deal with DP World will be implemented and that Somaliland is an independent nation. This will include an estimated $31.8 million in bilateral funding to the Africa Program managed by DFAT. Australia has a clear national interest in the security, stability and prosperity of Sub-Saharan Africa. African countries are important in global economic and political terms, including in relation to addressing economic growth, trade liberalisation, agricultural productivity and food security and trans-national crime. Many African economies are growing, presenting increasing opportunities for trade and investment-led development gains. Australia is developing strong economic partnerships with African states, including through targeted development assistance. Africa is at the bottom of almost every knowledge economy indicator, and many of its tertiary education systems are not capable of meeting the immediate skill needs or supporting sustained productivity-led growth. These skill shortages are particularly acute at the professional levels. In the public sector, these skill deficits hinder the capacity of governments to deliver services, support sustained growth and address development challenges. Australia’s aid contribution to Sub-Saharan Africa is carefully targeted for greatest impact. Australian aid has the capacity to make a difference and be recognised if we target sectors where Australian experience and knowledge visibly adds value; concentrate our efforts in countries where we can also deepen our engagement; and continue to be a flexible and responsive donor within our chosen areas of expertise. Australia has particular expertise and experience to offer in human capacity building and the agriculture and extractive sectors, which will be shared through Australia Awards. Australia Awards Australia’s flagship aid investment to Africa is a substantial but targeted Australia Awards Scholarship program. We aim for gender equality in access to our flagship Australia Awards aid program to Sub-Saharan Africa. Our Women in Leadership Network is continuing to provide ongoing professional development support to female awardees and alumni. We also provide advocacy and support for gender equality in all our negotiations with African partners. Civil society engagement Australia is engaging with non-government organisations (NGOs) to provide community based interventions to poor and marginalised people in Sub-Saharan Africa. NGOs are key development partners, offering a unique depth of experience, skills and community awareness to the development sector. Support to civil society in Africa is primarily delivered through the Australian NGO Cooperation Program (ANCP), the Direct Aid Program (DAP), and Australian Volunteers for International Development (AVID). Engaging with civil society in Sub-Saharan Africa Our results In 2017, 440 Australia Awards scholarship recipients from Africa will study with Australian institutions (48 per cent to women). There are around 6,000 Australia Awards Alumni in Africa, contributing to development and prosperity in their countries. Ninety-eight per cent of Alumni surveyed in 2015 reported that they were applying their Award acquired learning to their job, demonstrating the continued effective implementation of the Australia Awards program to Africa. In 2016-17 our humanitarian support provided life-saving assistance to more than 758,000 vulnerable men, women and children in 13 countries Australia delivered improved agricultural productivity by conducting research into food security and farming techniques that increased crop yields and benefitted the livelihoods of African farmers. More than seven million people in Africa had improved access to food security, better health outcomes and better water and sanitation through the work of 28 NGOs funded under the Australian NGO Cooperation Program (ANCP) in 2015-16. Our changing program Our changing aid program in Sub- Saharan Africa reflects the priority areas of the Australian Government and our partner African countries. Following the release of the 2015-16 aid budget and consultations with program partners, we consolidated investments to focus on four main areas – leadership and human capacity development; agricultural productivity; humanitarian assistance; and women’s empowerment and gender equality. We will continue to work predominantly in Eastern and Southern Africa where we have historical program ties and presence, long-term Australian NGO experience, economic and security interests and diaspora links. This is also consistent with the Indo-Pacific focus of the aid program. Australia Awards will form the flagship of the African aid program, offering around 450 Awards annually. DFAT is transitioning out of major bilateral and sub-regional investments in food security, agriculture, and water, sanitation and hygiene programs. Australia’s support for these sectors will largely continue through global programs. While DFAT will not be investing in new major agricultural productivity programs, a range of our fully funded agriculture investments will continue implementation over the coming years. This includes Australia’s support to the Africa Enterprise Challenge Fund (AECF) and ACIAR’s investments in Eastern and Southern Africa.

The FOA Representative departed to Gabilay to monitor the damages caused by droughts to agricultural crops and listened to the small smallholder farmers in the region. Mr. Donati pledged to support the people to overcome the recurrent droughts in the region. Agriculture contributes 65-70 percent to Somalia’s Gross Domestic Product (GDP), according to aid agencies and donors.

Plane hijacker Asha Abdille will have to fight for the $25,000 compensation payout awarded to her because of the wrongs she suffered in the corrections and criminal justice system. Her victims – who included two pilots injured when Somali-born Abdille hijacked a plane flying between Blenheim and Christchurch in February 2008 – had until last Friday to make a claim for a share of the money. The Ministry of Justice has confirmed four claims have been received, but would not give details. Abdille has two months to respond to the claims. It was revealed in October that $25,000 had been paid into a victims’ claims trust account in the name of Abdille, who was freed in February after serving the full term of her nine-year prison sentence. Two of the hijacking victims said at the time that they were considering making claims. One said she would rather the money go to charity than to Abdille. Another said he did not want Abdille to profit from her crimes. A judge of the Victims Special Claims Tribunal decides how the money will be awarded. The tribunal’s decisions are not public, to protect the victims, but the outcome showing distribution to victims and Abdille should be publicly notified. Abdille, who arrived in New Zealand in 1994, had a long history of mental health problems and had more than 20 convictions by the time she tried to hijack the plane. In February 2014, a Parole Board decision said she had been involved in a high number of incidents and misconducts in prison. “One of those resulted in her being seriously injured.” Abdille was living in Blenheim and working on vineyards when she hijacked the plane. The pilots, Dion McMillan and Ross Haverfield, received the International Federation of Air Line Pilots’ Association Polaris Award for bravery for landing the 19-seater plane during the incident, and then confronting Abdille. Haverfield was stabbed in the foot, and McMillan needed extensive surgery to repair a wound to his hand and was off work for an extended period. A passenger who tried to speak to Abdille also suffered a knife injury. The Parole Board could not delay Abdille’s release past February 2017, but it set conditions including that she take treatment and counselling as directed, and not enter any airport or travel on any plane. In its final decision, the board said she had spoken of trying to hijack another plane and there were concerns about potentially risky behaviour in the future. Minneapolis police officer Mohamed Noor was charged Tuesday with murder and manslaughter in the July shooting death of Justine Ruszczyk Damond, a decision that prosecutors said was delayed by some of the officer’s colleagues’ reluctance to testify. Noor is charged with third-degree murder “perpetrating eminently dangerous act and evincing depraved mind” and second-degree manslaughter, “culpable negligence creating unreasonable risk.” in the shooting, which drew international attention and led to the ouster of Police Chief Janeé Harteau. “A person sitting in a passenger seat of a squad car takes a gun, hears a noise, maybe sees some object…He reaches across in front of his partner, shoots a gun at an object that he can’t see. That’s evidence of a depraved mind in my view,” Hennepin County Attorney Mike Freeman said at an afternoon news conference announcing the charges. While Freeman said he believes they have gathered enough evidence “as humanly possible” in the case, “We have a daunting task in front of us.” In a statement, Minneapolis Police Chief Medaria Arradondo said Noor was no longer employed with the department, effective Tuesday. “At the request of the County Attorney’s Office I delayed any employment related decisions in this matter as to not in any way interfere with the criminal investigation in this case,” he said. Freeman told reporters that the case “would’ve been done much quicker” if some of Noor’s fellow officers had agreed to cooperate with investigators, prompting his decision to convene a grand jury. He said that some officers, including police Chief Medaria Arradondo, came in voluntarily to testify before the grand jury. Noor was booked into jail at 11:16 a.m., according to jail records, on a Minnesota Bureau of Criminal Apprehension (BCA) warrant for third-degree murder and second-degree manslaughter. Bail was set at $500,000, with Noor’s first court appearance likely scheduled for Wednesday. Damond, 40, a native of Australia, was shot and killed July 15 after calling police to report a possible assault behind her south Minneapolis home. Noor was in the passenger seat and fired across his partner, Matthew Harrity, killing Damond. Freeman said he would decide whether to charge Noor in Damond’s death, but convened a grand jury to gather additional evidence. Freeman said he convened the grand jury because several Minneapolis police officers refused to cooperate with the investigation into Damond’s death. “I’ve been privileged to have this job nearly 18 years and I’ve never had police officers who weren’t suspects refuse to do their duty and come talk to us,” Freeman said. “These are hard jobs and tough questions. The police patrol, investigate and present us cases, we evaluate those cases and have to make the charging decision and do the prosecution,” he said. “There’s going to tension between those two roles but…we will not stop getting all the evidence even if we have to ruffle some feathers.” Bob Kroll, president of the Minneapolis Police Federation, the union that represents the department’s rank and file officers, said in a statement that officers were simply advised of their rights, and none were told not to speak with investigators. He said many of them called to testify had nothing to do with the case. “No opinions were offered on what action to take with any of our members. For Mr. Freeman to say this, he is either lying or perpetuating a lie told to him,” Kroll said. “This is evidenced by the fact that nothing in the criminal complaint was discovered during grand jury testimony.” ‘We both got spooked’ Charges in the case unsealed Tuesday afternoon are consistent with initial information released by BCA investigators — that Harrity heard a sound coming from behind the vehicle before Noor fired, striking Damond. They reveal more details as to what happened that night: Harrity and Noor arrived to the alley behind Damond’s home at 50th and Xerxes avenues. Their headlights were off and the computer screen dimmed, but the spotlight was on. Harrity, who was not wearing his seat belt, removed the safety hood of his holster over his gun before turning into the alley. Harrity said he heard what he believed to be a dog before reaching the rear of Damond’s home at 5024 Washburn Avenue but did not get out of the car to investigate. He did not hear other noises. The squad car slowed to 2 miles per hour but never stopped. As the squad neared the end of the alley at 51st Street, nearly 2 minutes after arriving, Noor entered “Code 4” into the squad computer, indicating they were safe and needed no assistance. Neither officers’ cameras were on at the time of the shooting, but both turned them on immediately afterward. Harrity began CPR, with Noor taking over afterward. Paramedics arrived at 11:49 p.m. but Damond died at the scene of a gunshot wound to the abdomen. While Noor has declined to give a statement, Harrity later said that before the shooting he and Noor had cleared the call and were at the end of the alley waiting for a bicyclist to pass. Harrity had replaced the safety hood on his holster, and Noor had cleared the call on the computer. Five to 10 seconds later, Harrity heard a voice, a thump somewhere behind him on the squad car, “and caught a glimpse of a person’s head and shoulders outside his window.” Charges said he was not able to articulate what the noise was, how loud it was, what the person’s voice sounded like, or what the person said. He characterized it as “a muffled voice or a whisper.” He estimated the person was two feet away and he couldn’t see their hands, or weapons. “Officer Harrity said he was startled and said ‘Oh sh*t or Oh Jesus.’ He said he perceived that his life was in danger, reached for his gun, unholstered it, and held it to his rib cage while pointing it downward. He said from the driver’s seat he had a better vantage point to determine a threat than Officer Noor would have had from the passenger seat.” Harrity then heard a sound “that sounded like a light bulb dropping on the floor and saw a flash.” After first checking to see whether he had been shot, he looked to his right and saw Noor with his right arm extended toward Harrity but did not see a gun. He then looked out of his window and saw Damond, “who put her hands on a gunshot wound on the left side of her abdomen and said ‘I’m dying’ or ‘I’m dead.’ ” charges said. “Officer Harrity said that once he saw the woman’s hands he believed her to no longer be a threat and he got out of the squad car.” Noor got out still armed and Harrity told him to reholster his gun and turn his body camera on. Afterward, Harrity is on camera telling a sergeant that “she came up on the side out of nowhere.” and that “We both got spooked” and he had his gun out. He said Officer Noor “pulled out and fired.” At the time, he did not mention hearing a voice or a noise before the shot was fired, charges said. “There is no evidence that … Officer Noor encountered, appreciated, investigated or confirmed a threat that justified the decision to use deadly force,” charges said. “Instead, Officer Noor recklessly and intentionally fired his handgun from the passenger seat, a location at which he would have been less able than Officer Harrity to see and hear events on the other side of the squad car.” Family reacts Damond’s fiancé, Don Damond and his family, along with Damond’s father, John Ruszczyk and the Ruszczyk family, applauded the charges in a joint statement, calling it “one step toward justice for this iniquitous act.” “While we waited over eight months to come to this point, we are pleased with the way a grand jury and County Attorney Mike Freeman appear to have been diligent and thorough in investigating and ultimately determining that these charges are justified,” the statement said. “We remain hopeful that a strong case will be presented by the prosecutor, backed by verified and detailed forensic evidence, and that this will lead to a conviction. No charges can bring our Justine back. However, justice demands accountability for those responsible for recklessly killing the fellow citizens they are sworn to protect, and today’s actions reflect that.” Shortly after the charges were announced, Harteau tweeted that Noor’s actions were his own and shouldn’t reflect on the good work of other officers. “Justine Damond’s family deserves answers and they deserve justice,” she posted from her personal account. “As I originally stated Justine didn’t have to die.” This particular murder count requires for conviction proof that the suspect had a “depraved mind” at the time, but there’s no definition in state law for what that means, said longtime defense attorney Joe Friedberg, who is not involved in this case. Friedberg added that the count is primarily used by prosecutors to fight off insanity defenses, he added. “The law was designed for the guy who stands on a hillside and shoots at a passing train, not caring who he kills,” Friedberg said. Friedberg said he sees the murder charge as a potential negotiating tactic for Freeman, one that he could immediately drop should Noor agree to plead guilty to the manslaughter count. News of the charges met a mixed reaction among longtime department observers. Jess Sundin said that Freeman’s decision signaled a new willingness to charge officers involved in shootings, while adding that only with Noor’s conviction will true accountability occur. Sundin is an organizer for Twin Cities Coalition for Justice 4 Jamar, a coalition is named for Jamar Clark, who was shot and killed during a struggle with two Minneapolis police officers in 2014. The officers were not charged. “My hope would be that first we see a serious prosecution, we don’t see the case mishandled, and that Justine Damond and her family get justice through the criminal justice system,” she said. King Demetrius Pendleton, a citizen journalist who regularly live streams Black Lives Matter rallies, camped out in the Government Center lobby awaiting info about the charges. While a possible conviction would bring some justice to the Damond family, Pendleton said he struggles with the outcome of this case. He fears that making an example out of a black, Muslim cop will further deteriorate race relations, when jurors failed to convict Jeronimo Yanez for the 2016 shooting of Philando Castile. “We’re to turn a blind eye to that, but when a white lady from high class neighborhood is killed it’s totally different,” he said. “Why can’t Philando get justice?” Yanez acquittal was “a spit in the face,” Pendleton said. “No matter which way you cut it, the African-American community will never get justice.” In a statement released after Freeman’s news conference, police unions officials said that because of the criminal charges that they couldn’t discuss the specifics of the case. We recognize the tragic shooting of Justine Damond has greatly impacted, not only her family and friends, our membership, but also our community,” said the Police Officers Federation of Minneapolis statement. “We respect the criminal justice process and wait for the case to proceed before making further comment.” The union, which represents the city’s roughly 880 rank-and-file officers, has under fire for not publicly defend Noor. Police Department officials didn’t immediately respond to a request for comment. On Tuesday, residents in the quiet Fulton neighborhood where the shooting happened welcomed the charges. Ryan Masterson, a neighbor who lives directly across from the alley where Damond died, stopped to place yellow daisies at the memorial that he’s helped maintain over the past eight months. Damond’s death helped strength the community, he said. He applauded Freeman’s decision to charge Noor as the beginning of a long awaited resolution: “The family will finally get some answers. There’s a calming peace brought today,” he said. “This is where I wanted to be.” He’s hopeful Noor’s arrest will ultimately lead to a conviction. “I’ve had countless sleepless nights,” said Masterson, who admits he’s not yet had time to grieve. “From my bedroom I can look out and see the activity [at the memorial.]” The continued investigation into Damond’s death also caused racial tension in the ranks of the Police Department. Frustration boiled over last fall after someone scrawled an ominous message on a white board in a south Minneapolis police station that some interpreted as a threat against a well-known Somali-American detective. A spokesperson said at the time that the department looked into the matter, before finding that it amounted to nothing more than “office banter.” And a sergeant in the 2nd Precinct came under investigation earlier this month after he made disparaging comments about Somalis on his personal Facebook page. The Somali Police Officers Association has declined repeated requests for comment. When asked about Noor’s future with the police department at a community forum earlier this month, Chief Medaria Arradondo said that even if he wanted to fire an officer for alleged misconduct his hands were tied. Officers fired for on-the-job misconduct or criminal behavior can petition to get their jobs back through a labyrinthine union grievance process, which can drag on for months. Arradondo said he was closely monitoring an appellate case from a fired Richfield cop, which legal experts see as a significant test of the decades-old arbitration system. One of the officers who was called to testify said that he was asked whether a climate of distrust between the police and the public might have contributed to Damond’s shooting. He declined to give his name because of the sensitivity of the matter. Other officers who appeared before the grand jury were grilled about Noor’s training and fitness for duty.
