The official said that his father who was a senior member of the Western Somali Liberation Front was executed by the Derg regime. He said the Ethiopian regime led by the Tigrean Peoples Liberation Front (TPLF) has failed to incite l war between Oromo and Issa and will fail the same if it attempts to incite violence between Issa and Afar communities- referring to the tension over the disputed territories of Gadmaytu, Undafoo, Garmado and Adaytu. He vowed to fight for the return of the Ogaden territory occupied by the Abyssinian highlanders since the late 19th century. In 1991, Hamoud founded a political and fighting force named the Issa and Gurgura Liberation Front (IGLF). He became the Vice President of the Ethiopian established Ogaden administration but eventually, he joined the Ogaden National Liberation Front. ONLF has been fighting for independence since 1994 and was formed in Mogadishu on 15 August 1984.

  3. WASHINGTON – U.S. House Intelligence Committee Chairman Devin Nunes said his committee will investigate China’s efforts to gain military and economic power in Africa. The California Republican told “Sunday Morning Futures with Maria Bartiromo” that China’s investment in African countries would allow Beijing to strengthen its grip over world trade. The Trump administration has stepped up actions to punish China over what he says is theft of U.S. intellectual property, moving last week to impose tariffs on $60 billion worth of Chinese imported good. China has denied engaging in unfair trade practices and threatened to retaliate with its own tariffs on U.S. companies. Nunes cited China’s opening last summer of a military base in Djibouti, in the Horn of Africa and at the entrance of Red Sea, as an example of how Beijing is jockeying to assert power of trade. “We believe they are looking at investing in ports and infrastructure around the world, not just for military capabilities but also to control those governments,” Nunes said. Political influence in a country at the entrance of the Red Sea, a major artery for global shipping, gives Beijing great power over world trade, Nunes said. “They can effectively cut off world trade if they want to,” he said. Investing in infrastructure in Africa also allowed Beijing to pressure those nations on United Nations votes. “The Chinese loan you billions of dollars to build a railway or port.   4. National Assembly majority leader Aden Duale now says that Northeastern region will not be used as the recruiting ground for non-local teachers. Since the Qarsa attack in Wajir a month ago, non-local teachers teaching in Wajir and Mandera have been camping at the TSC demanding for transfers to safer areas. The commission has since given at least 960 their transfer letters, as a result, education has completely been grounded in schools especially in Wajir being closed. On Thursday, the teachers working in Mandera county while appearing before the National Assembly education committee narrated harrowing experiences in the hands of students, head teachers, and education administrators. They sighted insecurity, sexual harassment, discrimination on the basis of sex and religion, unfair labor practice and denial to access justice. But Duale termed their allegations as ‘farfetched’ saying that the teachers as insincere and only were only interested in securing jobs first before engineering transfers. “I want to make it very clear to those teachers if you want to get a transfer from NEP go ahead and get one but don’t smear our community. just because of you a transfer from TSC you to call the Somali community all manner of names. give us a break we will not accept that,” said Duale. He added: “This culture of teachers coming to NEP, they get jobs, take our slots and then when there is a small incident of insecurity they start asking for transfers will not be accepted,” said Duale. “If teachers want to use northeastern as a recruiting ground, we are telling TSC not to employ non-locals for our region. We don’t want them at all,” said Duale. A visibly angry Duale oblivious of the fact that his utterances might trigger condemnation said that as a leader he was ‘under obligation to defend our community.’ Duale challenged the locals to take up education courses to address the crisis saying that the solution lies with them. (AP Photo/Alex Brandon) March 25, 2018 11:10 AM Salem Solomon As President Donald Trump’s third national security adviser, John Bolton will help shape America’s response to conflicts around the globe, including those in Africa. He’ll have the President’s ear and the autonomy to work outside the United Nations, an organization Bolton has often criticized. In 2005 and 2006, Bolton was U.S. ambassador to the U.N. and spent some of his time on conflicts in Africa, but appeared to have little impact. His efforts to change the international organization were largely unsuccessful. He left the post with no more faith in the U.N.’s ability to shape the world than when he began, and his statements and writing since then continue to reflect the belief that the U.S. must deal with threats unilaterally. Conflict in Africa has morphed since Bolton’s last stint in government. When he was ambassador, al-Shabab hadn’t yet formed, and Boko Haram was still in its infancy. But entrenched conflicts persist throughout the continent, and Bolton’s time at the U.N. holds some clues for what his new appointment could mean for Africa. New players, old conflicts In his year and half as ambassador to the U.N., Bolton dealt with a border dispute between Ethiopia and Eritrea, a violent insurgency in Somalia, and a years-long war in Darfur that spiraled into a full-blown humanitarian crisis, with hundreds of thousands of civilian deaths. Those conflicts continue to reverberate, and terrorism deaths have spiked in the intervening years. The U.S. also had a less formal military presence on the continent during Bolton’s ambassadorship. The U.S. Africa Command, which works with African partners to strengthen security and stability, had not been established. Overall, thousands of U.S. troops are now deployed across the continent, mostly in the Horn of Africa. Ineffective UN Bolton has expressed frustration at the U.N.’s approach to solving conflicts in Africa, which he characterized as inattentive and ineffective in his 2007 book, “Surrender Is Not An Option: Defending America at the United Nations.” His efforts as ambassador produced, by his own account, mixed results. At the end of his tenure, some conflicts in Africa were contained but unresolved, and others had festered. Bolton attributes these shortcomings to flawed interventions. U.N. missions, Bolton said, linger long after their purpose has been fulfilled. Bolton framed these issues in terms of African autonomy. “Africa needs a concept for ‘graduation’ from peacekeeping operations, which many African diplomats recognize, to reassert its abilities to resolve its own problems,” Bolton wrote. He blames Europe for a preoccupation with moral righteousness. “Former European colonial powers are all too willing to lead a new interventionism in their former colonies, helpfully financed largely by others, to show their High Minded ‘concern,’ and to maintain at least some of their past influence,” Bolton wrote in “Surrender Is Not An Option.” The Trump administration has also been eager to pull back from engagement with the U.N., according to Paul Williams, an associate professor at George Washington University’s Elliott School of International Affairs. The U.S. makes mandatory assessed contributions of about $2 billion a year to the U.N.’s peacekeeping budget, Williams said. Bolton has long advocated replacing assessed contributions with voluntary contributions, but that would require legal changes. The workaround, Williams said, is to shrink the overall budget. “The current administration and Nikki Haley at the U.N. have said that’s what they want to do — they want to reduce the overall U.N. peacekeeping expenditure by closing up some missions,” Williams said. Somalia Bolton’s experiences dealing with the Islamic Courts Union (ICU) in Somalia – a confederation of Sharia courts that formed a rival legal authority to that country’s government — are indicative of much of his work across Africa. In early December 2006, in one of Bolton’s last acts as ambassador, the U.S. introduced a resolution to deploy an Intergovernmental Authority on Development (IGAD) peacekeeping force to Somalia and lift some sanctions against the country to help the government fight the ICU, which Bolton said threatened the country’s stability. Bolton characterized the force as “a key element in preventing conflict.” Some questioned the merits of the plan. In response, Bolton said, “People criticize us when we take action on the ground, that our taking action makes the situation worse. Okay, so what is the answer, not to take action?” Ultimately, the resolution passed, but little changed in the days that followed — until Ethiopia, with U.S. air support, mounted a decisive offensive that decimated the ICU, giving the transitional government room to coalesce. The ICU rapidly lost ground in the ensuing weeks, and its leaders conceded defeat by the end of the month. Some members went into hiding but others splintered off into even more hard-line groups, including al-Shabab. More US involvement While Bolton may not have much faith in the U.N.’s capacity to mitigate terrorism and other conflict in Africa and elsewhere, he does see a role for the U.S., especially as China and a resurgent Russia attempt to assert more global influence. In an opinion column published in The Hill early this year, he warned that Latin America and Africa are two regions with “simmering controversies” that could erupt in the next year. While neither region has ranked high as U.S. foreign policy priorities, Bolton said, such eruptions could threaten American security interests. “In both of these critical regions,” Bolton wrote, “we need greater U.S. involvement, hopefully guided by more comprehensive thinking rather than ad hoc responses to erupting crises.” But unilateral moves have limitations. If Bolton seeks to resolve conflicts in Africa and elsewhere without the U.N., long-term solutions may prove more elusive. That’s because U.N. peacekeeping isn’t just about troops on the ground, said Aditi Gorur, the director of the Protecting Civilians in Conflict program at the Stimson Center, a think tank that focuses on international efforts to make peace. “There are other parts of the U.N. that are working on trying to address some of those root causes, so it’s really about trying to contain the violence and creating the space for political dialogue to happen,” Gorur said.

  17. This is the date the fourth and last parliamentary elections were held in Somalia before the country fell in the grip of a military regime. The first parliamentary elections were held in 1956, the second in 1959 and the third in 1964. Whereas twenty-one political parties had contested the parliamentary elections of 1964, this time sixty-four parties, representing sixty-four clans and sub-clans, most of which created just before the poll and all seeking a slice of the national pie, entered the field, with 2,214 candidates for the 123 available seats. Most of the organizations contending for the election as political parties were not in reality parties in the true sense of the word, but rather temporary clan groupings, devoid of any clear political programme, formed solely for the purpose of putting up candidates with the ultimate aim of joining the ruling party after the elections. As one author eloquently puts it, “Politics in the Horn, like the politics of industrial societies, consist of competing among groups for influence in the management of public affairs. The distinction lies in the character of the groups. In developed industrial societies the competing groups are made of individuals united by common economic or social interests or perhaps a common ideology. Among the Somalis they are determined by common ancestry”. The country was divided into 48 electoral districts, out of which 5 had no contest at all, since only the ruling party had registered and presented lists of candidates who were automatically proclaimed elected before the counting of the ballots. The five ‘uncontested’ electoral districts were Aden Yaval, Bender Beila, Bur Hakaba, Jerriban and Zeila, all won by the ruling party. The electoral law had introduced two new innovations with respect to 1964:(a) the system of proportional representation was modified by assigning each constituency an electoral quotient determined by dividing the total number of votes cast by the number of seats assigned to each constituency. Consequently, only parties which reached the electoral quotient were allocated seats. (b) public servants, civilians or otherwise, who wished to stand as candidates were ineligible from running for the election unless they resigned from government employment at least 180 days before the date of voting “on the basis of the existing tradition in former Somaliland.” By contrast, in the southern region, by prevailing tradition civil servants were allowed to stand as candidates on the assumption that they represented the best educated and most qualified members of the population and they would be able to improve the quality of the legislature. Accordingly, a number of civil servants had been elected to the National Assembly in 1959 and 1964, and had been placed on leave without pay for the duration of their elective office. One obvious flaw of the electoral law was the lack of electoral certificates which allowed voters to cast their votes in the electoral district where they found themselves on the day of voting. Illiterate villagers and town dwellers had an equal say in choosing their candidates. This shortcoming encouraged irregular movements of the population from district to district. The security deposit for the election of MPs was raised from Sh.So1,000 in 1964 to Sh.So 5,000, to be forfeited and credited to State revenue in case the list failed to obtain the necessary votes for the election of at least one deputy. To prevent voters casting their ballot more than once, their left hand was marked with indelible ink before voting, a familiar system that had been in use since 1959. In a highly polarized political environment, few expected the build-up to the elections to be anything other than violent. Official reports said that about 25 people died during the elections, but it is understood that this was a somewhat conservative estimation. Those who fell victims to the prevailing political violence included two civil servants involved in the election process: Abdi Omar and Hassan Omar assassinated in Baidoa and Merca respectively, a candidate standing as an MP, M. Sede, assassinated in El Bur and a paramount Chief, Ismail Bogor, brutally murdered in Iskushuban. Most of the troubles arose because of complicated divisions of the territory into tribal boundaries, inaugurated during the UN trusteeship regime, with no attempt made after independence to rectify the situation. Alula, Iskushuban, Galkayo, Dusa Mareb, Merca, and Lugh Ferrandi, to mention just a few, had been flashpoints for years during election times. In anticipation of the general elections, the government appointed new regional governors and district commissioners. The regional authorities, particularly those hailing from the south, were notorious for their expertise in election fraud. “The new appointees were widely seen as mercenaries who were appointed on ad hoc basis to rig the elections for the candidate favoured by the government”, comments a well-informed analyst. The final results of the elections were released on April 7, 1969 by the Central Electoral Office, chaired by the President of the Appeal Court, Judge Girolamo Marotta-Gigli. The SYL party won the elections, securing 73 of the 123 of the seats in Parliament; the remaining 50 seats went to a host of other political parties. Somalis had grown used to electoral irregularities since the time of the United Nations trusteeship regime, but were still shocked by the scale of the vote rigging in 1969, the likes of which had never been experienced in the past. Whatever Somali voters may have wanted, it was axiomatic that the SYL did not lose elections. So, gross irregularities in the 1969 election should come as no surprise. The SYL was an extraordinarily powerful, hard to defeat money machine. Within a few weeks from the election, all but one of the new MPs who were not members of the SYL had joined the ruling party: The most well-known among the defectors were: Omar Arteh, Dr. Elmi Duale, Bashir Sheikh Hussein, Michael Mariano, Jama Ganni, Abdullahi M. Hirad, Omar Lulaie, Abdullahi Isnania, Hared Farah, Ismail Dualeh, Ahmed Adda Mugne, Ismail Giumale, Mohamed Rajis and Mohamoud Mohamed Osman. All were attracted by the advantages of being inside rather than outside the ruling party. Such transmigrations from one party to the ruling party were not without historical precedent in Somali politics. Similar instances of ‘crossing the floor’ were also experienced in the 1964 general elections, but not to the scale experienced in 1969, which annulled parliamentary opposition. The single opposition member who resisted the temptation to join the ruling party was Abdirazak Haji Hussein, who became, as one author put it, “a rare example in the history of democracy”. M.   19. Mogadishu was struck by a large explosion and gunfire on Sunday afternoon near the parliament headquarters, according to police and witnesses. Rescue efforts are underway as volunteers work to save lives. Amin Ambulance is reporting that three people have been killed. Witnesses report hearing a large explosion close to Somalia’s interior ministry just after 4:00 PM local time. The explosion, described as ‘loud’ by residents who are no stranger to explosions and destructions, struck a normally restrictive Sayidka checkpoint at a time that would have been congested. The extent of the damage is still unknown as security and emergency personnel arrive on the scene. However, Abdikadir Abdirahman, director of Mogadishu’s only ambulance and rescue service confirmed early reports that there are deaths and serious injuries. Al-Shabaab has claimed responsibility for the attack. “We are behind the attack at the checkpoint from where the president’s palace, parliament house and the interior ministry of the apostate government are guarded,” said Abdiasis Abu Musab, the group’s spokesman for military operations. The attack comes just hours after a would-be suicide bomber was killed and a government soldier was injured when Somali security tried to stop a vehicle that tried to force its way through the checkpoint. The suicide bomber detonated his car bomb. Just three days ago, over 17 people were killed in a similar fashion when an Al-Shabaab militant detonated himself near the crowded Wehliye Hotel.

One Al-Shabaab militant was sentenced to life in prison on Sunday while two others were condemned to serve ten years jails terms after they were found guilty of being associated with the militant insurgent group. A Somali military court found Mohamed Ali Abdi, Ahmed Adan Weerar and Mohamed Abdirahman Mohamud of being Al-Shabab members. Col. Hassan Ali Shute, the chairperson of the court said the court found 30-year old Mohamed Mohamud Mohamed guilty of heading an Al-Shabaab terrorist cell. ” Mohamed Mohamud was found guilty of being Al-Shabaab trainer and leading a cell of Al-Shabaab bomb makers,” said Shute. The court handed Mohamed life imprisonment as Mohamed Ali Abdi and Ahmed Adan Weerar, who themselves were trained by Mohamed got 10 years in jail terms each. “Therefore after reviewing all the evidence, Mohamed Mohamud will serve life in jail whereas Mohamed Ali Abdi and Ahmed Adan Weerar who were trained by the first defendant will face 10 years in jail,” Shute ruled. The trio were arrested early this month by Somali forces while preparing explosives at a house in Eilasha Biyaha area outside Mogadishu. The militant group has been waging deadly bomb attacks in Mogadishu and other towns since 2011 when its fighters lost the control of Mogadishu to African Union-backed Somali government forces. Last Thursday, a car packed with explosive went off near Wehliye Hotel along the busy Makka Almukarama road in Mogadishu, killing 17 and wounding 22 others seriously. Al-Shabaab, an Al-Qaida affiliate group claimed the responsibility for the attack.

DUBAI, United Arab Emirates – DP World has won a 30-year concession with an option of a further 20-year extension for the management and development of a greenfield multi-purpose port project at Banana, Democratic Republic of the Congo (DRC). The Port of Banana will be the first deep-sea port in the country along its small coastline of 37 kilometres, which currently only has the riverine port of Matadi. DP World will set up a joint venture with 70% control, and the government of DRC holding a 30% share, to manage and invest in the Port of Banana. The first phase of the greenfield project, with an estimated initial investment of $350 million, will include a 600-metre quay and 25-hectare yard extension with a container capacity of 350,000 TEU (twenty-foot equivalent units) and 1.5 million tons for general cargo. Construction is expected to start in 2018 and is expected to take approximately 24 months to complete. The initial investment of $350 million will be spread over 24 months and the total project cost of more than $1 billion over four phases will be dependent on market demand for the port, industrial and logistics zone infrastructure. The development gives the Democratic Republic of the Congo the opportunity to be connected into global trade lanes, to have access to a wide range of global markets and to reduce its dependency on the neighbouring countries’ ports.
