The first Deputy Chairman of the House of the People, Mr. Abdiweli Ibrahim Mudey, last night spoke to the press again about the status of the motion against Speaker Mohamed Osman Jawari. Mudey stated that nothing has changed legally in terms of the process of the no-confidence motion against Speaker Jawari, and said it is expected to be brought before the house on Saturday. Deputy Muudey further said the motion against the Speaker was to be voted within 10 working days from the date the motion was tabled, and therefore the motion is set for 31 March 2018. The statement of Deputy Speaker of Parliament came after MPs supporting Speaker Jawari announced that the deadline of the motion had elapsed thus calling on the Speaker to resume his duties normally. Somali Lower House Speaker, Mohamed Osman Jawari has praised Prime Minister, Hassan Ali Kheire for the first time since the political crisis between the Legislative and Executive arms erupted. During a press conference in Mogadishu following a meeting with the House Committee, Jawari said PM Kheire was determined leader who is committed to serving the nation. “The Prime Minister is a good person who knows the job, but these days he is being consulted by those attempting to engineer the downfall of the 8th Parliament,” said Jawari. Jawari denied that he was preparing no-confidence motion against Prime Minister Kheire. “We were not working on a motion against you (PM Kheire), you got scared out for nothing,” the Speaker said. Jawari also called on the government to remove the newly deployed forces from the parliament. When asked about the motion against him, Jawari said the proposition failed as the time set for it, has passed. MOGADISHU, March 29 (Xinhua) — The Somali government has kicked off a series of meeting aimed at developing an inclusive National Action Plan to prevent and counter violent extremism in the Horn of Africa country. A two-day conference to review the existing strategy ended in Mogadishu with calls for the involvement of key sectors, in the development of the new national action plan. “The only way we can combat extremism is to listen to different perspectives, particularly the religious leaders and address this problem from a Somali perspective,” Deputy Prime Minister Mahdi Mohamed Guled said in a statement issued by the African Union Mission in Somalia (AMISOM) on Thursday. Guled said countering violent extremism through military means should be the last resort. “There should be an active awareness campaign on ideology and to cut the source of funding and revenue to activities that support violent extremism,” he added. The new plan will factor in the views and needs of all stakeholders, including the Federal Member States, to enable the implementation of a comprehensive strategy that will tackle violent extremism in a more decisive manner. According to the government, religious leaders play a critical role in dialoguing, opinion shaping and controlling violent extremism in Somalia, thus the emphasis on their active participation in the review exercise, expected to culminate in the implementation of a national strategy on Prevention and Counter Violent Extremism (PCVE), as provided for in the country’s Comprehensive Approach to Security (CAS), Strand 4. The Comprehensive Approach to Security, which falls under the National Security Architecture, is part of a security pact agreed to by Somalia’s leaders in 2017 Mane Ahmed, AMISOM’s Gender Officer, said the conference provided an opportunity for the AU mission to support the PCVE Office and other stakeholders, in ensuring that the Plan adopts an inclusive approach, with clear indicators of monitoring local and federal initiatives. Incorporating a gender perspective in this important document will ensure the meaningful participation of women to the PCVE efforts, Ahmed added. Yahye Ali Ibrahim, PCVE Coordinator, reiterated the importance of using religious leaders in efforts to end violent extremism, because of their immense influence on society. “The biggest responsibility lies on the shoulders of the Somali religious leaders and they are instrumental in the fight against extremist ideologies,” Ibrahim added. He said the government plans to roll out an ambitious sensitization campaign, with emphasis on tolerance and dialogue among all Somalis, once the review of the national action plan is complete. “We want the Somali public to know their role; to prevent bloodshed of their fellow citizens, and we will achieve this with an agreed plan of action to deal with scourge as united and well informed communities,” Ahmed added. In addition, Rosemount native Naomi Ko will be shopping a pilot for a potential series. “Nice,” which was mostly shot in the Twin Cities, stars Ko as a young Korean-American woman who faces a crisis when she’s diagnosed with cancer. Ko, who appeared in the 2014 indie hit “Dear White People,” is hoping screenings at the festival will attract a streaming service or network that will green-light an entire season. The festival, now in its 17th year, will also feature new documentaries about Gilda Radner and the New York Times, as well as high-profile feature films, including the sci-fi romance “Zoe,” starring Ewan McGregor, last seen showing off his Midwest accent in “Fargo.”

This was revealed on Friday by Mandera Governor Ali Roba and his Gedo counterpart Mohamed A. Mohamed from Somalia. BORDER WALL While on a meet-the-people tour in the border towns of Mandera and Bulahawa, they said the two countries have agreed to temporarily stop the project that would separate the two towns. According to the two, President Uhuru Kenyatta and Somali President Mohamed Abdullahi Farmajo will soon meet to agree on a few “thorny issues” before the project proceeds. Governor Roba said the decision was reached to quell the rising tension among people who live near the border. “There is a lot of negative propaganda particularly on the Somalia side with respect to border security programme but we are here to confirm that all that is false,” said Mr Roba. He said locals on the Somalia side of the border have been made to believe that the fence would lead to their eviction and the demolition of their houses. TALKS The Mandera governor said consultations have been ongoing for the past two-and-a-half years over the security programme initiated by the Kenyan government. The construction has been slow since its inception in 2015 because the local community has to be involved at every stage. “We are here as neighbouring governors to inform the public that the project has been halted so that a solution for the houses lying directly on the border can be found,” he said. This, he said, was agreed on during a meeting last week attended by North Eastern Regional Coordinator Mohamud Saleh in Mandera Town. “I can confirm the contractor has been asked to demobilise temporarily pending engagement by the two national governments to discuss a solution in an amicable way,” he said. According to Governor Mohamed, issues to be discussed include the reason for the project, its effects on daily activities and the fate of the homes that would be affected. Mr Mohamed wants the Kenyan government to consider the social interaction of the communities along the border before separating them with a wall. “The people living here have a long history of depending on one another and separating them needs negotiations to solve the problem,” he said. Sixty-four homes have been marked for demolition along the border to allow the completion of the project, which is supervised by the Kenya Defence Forces (KDF) engineering department. Most of those killed were students. The project was later changed to a wire fencing with a parallel trench. Eight kilometres have been completed. However, the residents on the Somalia side of the border opposed the project and demanded to be compensated for their houses that are in the no man’s land. They have been marked for demolition. They also asked the Kenyan Government to accept those who have Kenyan ID cards to settle in Mandera. Some demands that the Kenyan Government is reluctant to implement include allowing students from Somalia to learn freely in Mandera. The World Bank and the Food and Agriculture Organization (FAO) released today a new joint report titled, Rebuilding Resilient and Sustainable Agriculture in Somalia, outlining the challenges and opportunities for Somalia’s agriculture sector. According to the findings of the report, over the past three decades, Somalia’s livestock and crop subsectors have been buffeted by an increasingly fragile and degraded natural environment and more frequent and severe cycles of drought and floods. These factors, combined with insecurity, weak government institutions and a deterioration of flood control, irrigation, and transport infrastructure in the south-central regions, have led to a severe decrease in crop yields. The report, which conducts a comprehensive historical review of Somalia’s major agricultural subsectors (livestock, crops, forestry, and fishing), analyzes the subsectors’ key medium- and long-term development potential and constraints and outlines policy and investment opportunities. It is part of a wider Country Economic Memorandum (CEM) series investigating growth potential across sectors to assist Somalia in its implementation of the National Development Plan (2017-2019), and the preparation of the subsequent plan. “This report comes at a critical juncture of Somalia’s development trajectory and investment climate,” says Said Hussein Iid, Minister of Agriculture for the Federal Government of Somalia. “It provides much needed analysis of our productive sectors, the environmental impacts, and the development challenges related to governance, infrastructure, and security.” Livestock and crops remain the main sources of economic activity, employment, and exports in Somalia. Agriculture’s share of gross domestic product (GDP) is approximately 75%, and represents 93% of total exports, mostly linked to robust livestock exports in the recent pre-drought years. Sesame is now the largest export among crops, followed by dried lemon, in the wake of the total collapse of banana exports. Despite Somalia’s rich fish stocks, coastal fishing has remained small-scale and artisanal while foreign commercial vessels have enjoyed both legal and illegal harvesting offshore. The combination of collapsed domestic crop production and increased domestic food demand, driven by rapid population growth and urbanization, has led to a massive increase in food imports, which have reached almost $1.5 billion in 2015, up from an annual average of $82 million in the late 1980s. “Rising imports are indicative of increasing demand and a broader opportunity to invest in agriculture, and stimulate a private agribusiness sector in Somalia,” notes Pascal Sanginga, Senior Investment Support Office, FAO Investment Centre. “Making more and better investments in agriculture from the government, private sector, civil society and the vibrant enterprising Somali diaspora is one of the most effective ways to reduce hunger and poverty and expand economic.” In the short to medium term, the recovery of agricultural production depends on better security, stronger public and community institutions, and the rehabilitation of dilapidated flood control, irrigation, and transport infrastructure. In the longer term, the sector’s growth potential can be achieved by developing and implementing a comprehensive sector development strategy, supported by effective institutions and interventions that harness the dynamism of its private sector. “Stronger institutions, management, extension services, and infrastructure are critical to supporting private investment in production and markets,” says Mark Cackler, Practice Manager for the Agriculture Global Practice at the World Bank. “Natural resource management, increased crop production, postharvest long-term storage technologies and private sector-led modernization of the sector is needed to make Somali agriculture outputs competitive.” Source: – moderndiplomacy

A checkpoint in the desert of northern Somalia is the first line of defense against Al-Shabab and Islamic State from reaching the port city of Bossaso, the economic hub of the semi-autonomous Puntland state. The two extremist groups have set up camp in the mountains east and west of the city, and launch periodic attacks, including two assaults on the checkpoint last year. In daylight, armed police search every car heading in and out of the city, looking for weapons, explosives, and hidden militants. At dusk, they take up positions behind bunkers in case the extremists attack again. “We are always on standby, we are always careful, but with God’s will we will defeat them one day,” says Lieutenant Colonel Mahmoud Mohamed Ahmed, who commands the checkpoint. Puntland has long been more stable than the country’s volatile south, where al-Shabab has battled the government and African Union forces for the past decade. But in the past year, there have been a string of smaller attacks in Puntland, including tossed grenades and shootings in and around Bossaso. Now, government security forces are on alert amid fears that Somalia’s instability may be creeping north. At the checkpoint, Ahmed says they uncover weaponry or make arrests almost every day. Two weeks ago, they found six al-Shabab suspects hidden in a truck bed, he says. Just days before VOA’s visit, Ahmed says his men captured a suspected IS member who had jumped off his vehicle and tried to skirt the checkpoint by foot. “I sent two groups of troops. Some took the vehicle, the others went by foot,” Ahmed explains. “When [the suspect] saw the first troops coming in front, he tried to run backwards, and he ran into the second group.” Blending in In Bossaso itself, security appears tight, with police and soldiers riding pickup trucks, maintaining a visible presence on the streets. But authorities admit extremist cells are in the town, blending into the civilian population. There have been two attacks on police posts in Bossaso this year, killing a handful of officers. “As a normal person you can’t distinguish them from the rest of the people, and if they have the intention to do something, they do it and run away,” says Colonel Abdul Hakim Yusuf Hussein, the police commissioner for Puntland’s Bari region, which includes Bossaso. While it’s unclear exactly who carried out the two recent incidents, police have set up new checkpoints and conduct night operations in the city to round up potential troublemakers. Hussein says al-Shabab members are shifting north to escape military pressure in southern Somalia, and gain access to weapons smuggled by sea across the Gulf of Aden from war-torn Yemen. But Hussein downplayed the overall extremist threat, noting that IS, which briefly captured a town east of Bossaso in 2016, now only has between 40 and 50 fighters, not enough to launch large offensives. He said smaller grenade or gun attacks are merely a way for extremists to say “We are still here.” Bossaso remains calmer than Somalia’s capital Mogadishu in the south, where deadly explosions are common. Attacks in Bossaso target security forces and officials, a contrast to large bombings in Mogadishu that mostly kill civilians. During a walk with police through a busy market, VOA spoke to shopkeepers like Ali Mahmoud, who said security was fine in the city. “You can come across an accident or an incident, but there is no big threat that we now fear,” he said.
