Saudi Arabia’s crown prince said Israelis are entitled to live peacefully on their own land in an interview published on Monday in U.S. magazine The Atlantic, another public sign of ties between Riyadh and Tel Aviv appearing to grow closer. Asked if he believes the Jewish people have a right to a nation-state in at least part of their ancestral homeland, Mohammed bin Salman was quoted as saying: “I believe the Palestinians and the Israelis have the right to have their own land. But we have to have a peace agreement to assure the stability for everyone and to have normal relations.” Saudi Arabia – birthplace of Islam and home to its holiest shrines – does not recognize Israel. It has maintained for years that normalizing relations hinges on Israeli withdrawal from Arab lands captured in the 1967 Middle East war, territory Palestinians seek for a future state. “We have religious concerns about the fate of the holy mosque in Jerusalem and about the rights of the Palestinian people. This is what we have. We don’t have any objection against any other people,” said Prince Mohammed who is touring the United States to drum up investments and support for his efforts to contain Iranian influence. Saudi Arabia condemned U.S. President Donald Trump’s move to recognize Jerusalem as the capital of Israel last year, but Arab officials told Reuters at the time that Riyadh appears to be on board with a broader U.S. strategy for an Israeli-Palestinian peace plan still in its early phases of development. The army has refuted reports of a possible al-Shabaab attack on Kampala just days after four UPDF soldiers under AMISOM were killed and six others injured in battle which left 30 suspected al-Shabaab militants also dead. The army Spokesman Brigadier Richard Karemire on Monday assured Ugandans of safety as UPDF continues to mourn the loss of their soldiers. “As we continue to mourn the death of our four gallant soldiers in AMISOM, the public is assured that there is no any possible attack on Kampala as some media houses like …….have alleged. UPDF assure the public that Kampala is safe,” said Brig Karemire on Monday evening. He further noted that the six soldiers injured in the attack are now stable. Heavily-armed Al-Shabaab militants attacked an African Union military camp outside Mogadishu on Sunday, killing four Ugandan peacekeepers. Local sources said a massive blast was heard in the Bulomarer district, around 150 kilometres (93 miles) south of Mogadishu, and fighting broke out after dozens of heavily armed al-Shabaab militants stormed the base. Brigadier Karemire on Sunday said that 30 al-Shabaab militants had been killed, while the Islamists claimed in a statement to have killed 59 Ugandan soldiers. The Al-Qaeda linked al-Shabaab was pushed out of the Somali capital in 2011 — and subsequently other towns and cities — by soldiers from the African Union Mission in Somalia (AMISOM). But the Islamists still hold sway in large parts of the countryside and launch regular gun and bomb attacks on government, military and civilian targets in Mogadishu and ambushes on military convoys and outposts. East African leaders contributing to the 22,000-strong AMISOM force last month called for the United Nations to reconsider plans to withdraw troops by December 2020, saying the timeline was unrealistic and could lead to a reversal of gains. On the night of March 22 this year, a convoy of ten 25-tonne trucks carrying sugar smuggled from Somalia was stopped by Kenya Police Reservists (KPRs) on a smugglers’ route in Wajir East constituency. A stand-off ensued after the drivers and loaders refused to open the cabin doors as they made frantic phone calls. The eight KPRs stood their ground and refused to let the vehicles leave. But not long after they received a phone call, reportedly from a senior police officer, that made them change their minds. The truck drivers, it emerged, contacted a notorious smuggler who enjoys the protection of local officials and secured the intervention of the senior police officer. The Standard has obtained an audio clip of the telephone conversation in which the officer is heard instructing the KPRs to negotiate with the smugglers and let the vehicles through. “Elewana na huyo mtu na uache hizo magari (reach a agreement with the smuggler and let the vehicles through),” said the senior officer. One of the KPRs said they were ordered not to interfere with the convoy. A smuggler in a refugee camp who spoke on condition of anonymity said about 60 lorries, each carrying 500 sacks of sugar (each weighing 50kg) cross the Kenya-Somali border at Dobley every week. Other contraband Usually, the trucks, popularly known as ‘miguu kumi’ (10 wheels), ferrying sugar and other contraband come from Diif, Somalia, some 40km from the border. The cartels use 165km of dirt road routes from Diif-Ibrahim Ure-Hambalash-Wajir town of Wajir South, and in Wajir East. Konton-Riba-Qarsa-Riba-Wajir (185km). A two-week investigation by this reporter established other popular sugar smuggling routes are the border towns of Liboi, Mandera, El Wak and Hullugho. “We don’t know what these vehicles are carrying. They may be transporting arms and even facilitating the crossing over of terror operatives,” said one of the KPRs. The Government has posted an additional 200 KPRs in centres along the porous Kenyan-Somalia border to beef up security but such interference by senior Government officials has undermined their operations. Sugar smuggling is a multi-billion-shilling business. High-level connections with the security apparatus, politicians and other institutions has ensured a thriving and untouchable syndicate. Once the trucks loaded with smuggled goods get to the border, the Kenyan dealers, who have established illicit relationships with Government officers and security agents, intercede. Five cartels led by a Hassan control the Wajir market. They pay the officials huge bribes so the trucks are allowed to cross the border. Hassan tried to bribe this reporter and his colleague with Sh100,000 each and when they rejected the bribes, he issued death threats. The journalists were helped by two KPRs to flee. They reported the matter to the county police commander. North-eastern Regional Commissioner Mohamud Swaleh promised to follow up the matter. One of the KPRs who aided The Standard’s investigation has since been deprived of his gun and suspended. “As an officer manning the porous border, I am now unarmed and have received numerous death threats from the cartels. I have also heard county security heads are planning to take my colleagues’ guns. I will pay with my life. We cannot allow sugar cartels to destroy our peaceful nation”, said the KPR. Smuggling has been a thriving business along the Kenya-Somalia border since the fall of Siad Barre’s regime in the 1990s. It has created an ‘untouchable’ community of millionaires, mainly Kenyan Somali traders, who are protected by a ragtag army. Corrupt Government officials receive huge kickbacks to let the goods in. Sugar production Kenya’s annual sugar production is 500,000 metric tonnes against a consumption of approximately 800,000 metric tonnes. The shortfall of 300,000 metric tonnes ideally should be plugged with imports from the Common Market for Eastern and Southern Africa region. It is this deficit that smugglers exploit. The smuggled sugar is cheap – by more than half the price of the commodity produced locally. The cost of sugar production in Kenya is about $600 (Sh51,000) per metric tonne, which is way above the average production cost of $400 (Sh34,000). Given the high cost of production, local sugar retails for up to Sh120 per kilo. The smuggled sugar costs as low as Sh50 a kilo in the towns of Wajir, Garissa and Mandera. Shops in Wajir are awash with goods from Somalia, whose quality has not been certified by the Kenya Bureau of Standards. This serves to knock Kenyan-made products off the market. The cheap sugar imports enter Somalia via the ports of Kismayu, Bosaso and Mogadishu, and mainly originate from Brazil, having been packaged in Dubai. Besides sugar, smuggled rice comes to Kismayu from Pakistan. Following frequent incursions by Al Shabaab militia into Kenya, a number of security border posts have been closed down. This has led to major security gaps at the border. Due to the increased sugar imports to Kenya during the last six months, retail prices have fallen slightly compared to the same period last year as reflected in the price of sugar in North Eastern region. The smuggling is perfected by cartels that operate from refugee camps through links with their clans in Kismayu. They raise money and send it to their relatives in Somalia through forex bureaus locally known as ‘hawalad’. After receiving the money, their contacts in Somalia load the ordered quantities of sugar onto waiting trucks for onward transportation to the border points. These brokers usually have good contacts and are highly trusted by Government and security personnel because of their long-established relationships. Bribes amounting to between Sh100,000 and Sh130,000 are paid to be shared among Government officials and security agents along the smuggling routes in northern Kenyan counties. Our investigations established there are about 25 organised brokers in the three counties whose responsibility is to ‘smooth’ the way for incoming trucks as soon as the drivers report their departure from Kismayu. The Kenyan brokers and many Somali nationals with illegally acquired Kenyan identification documents usually drive around in four-wheel drive vehicles with tinted windows. Preferential treatment They enjoy unlimited access to many security areas and get preferential treatment at police stations and Kenya Revenue Authority (KRA) offices. They move in and out of police stations, customs and KRA offices to pay bribes so that their vehicles are allowed to cross unimpeded. The vehicles travel in convoys of 10 to 20 lorries at night, when there is less movement along the routes, getting through security roadblocks uninterrupted and unchecked. Is Kenya totally unable to rein in this illegal trade? The challenge is not lack of enough of officers to deal with the unscrupulous merchants. The challenge is corruption, lack of patriotism and indiscipline among the officers deployed in the region. And as a consequence of illegal imports of arms and ammunition, banditry has remained rampant in the region for many years. Further, the illegal trade in charcoal and sugar is believed to be funding the activities of Al Shabaab. Abdiraman Hussein, a member of Peace Committee in Wajir, says the smugglers also bring in firearms and ammunition hidden underneath the smuggled foodstuff. They take advantage of the fact that Kenyan security officers do not inspect their vehicles. These firearms are later used in crime in Kenya. Asked about the smuggling of sugar, Wajir Police Commander Steven Ngetich said: “I have just heard about your encounter with the sugar cartels and KPRs. Homeless mother-of-three, Nimo, fled to Indonesia from Somalia after Islamists killed her family, but with prostitution as the only way to survive, she tearily says her life in Jakarta is "much harder" than her war-torn homeland. Indonesia has traditionally been a transit nation for asylum seekers but in recent months the UNHCR has been meeting with refugees to tell them they'll probably never be resettled somewhere else. That means people such as Nimo face the prospect of spending much longer in the country than they first anticipated. And, for many women, it means working as they'd never imagined - in the sex trade. Melbourne-based Human Rights Law Centre spokesman Daniel Webb says the suffering of refugees on our Australia's doorstep exposes the cruelty of the government's obsession with so-called deterrence. "The people our government secretly turns back or frightens away don't just vanish off the face of the earth - they're being forced to suffer elsewhere," he tells AAP. Nimo, a 32-year-old Somalian refugee, was forced into hiding after the local refugee community discovered she was working as a prostitute. Some in the conservative Muslim neighbourhood threatened her harm for betraying Islam's teachings. The homeless mother says she's ashamed of the work and is often beaten by men. "I would like to stop but I have no options," Nimo tells AAP. "If I don't there will be no food for my family." Nimo has fallen through the aid safety net. Some two-thirds of the 13,800 asylum seekers and refugees in Indonesia are dependent on aid or live in government-run immigration detention centres, according to the UN Refugee Agency. They're not allowed to work or access social security. Many sleep in the streets near Jakarta's already-full immigration detention centre or queue - day after day - at the UNHCR office seeking help. Others drift from one boarding house to the next begging for food. Some sleep on the steps of a local mosque. "I could never have imagined this life before," Nimo says. "There is no hope. I have children and I am a prostitute. This is a really bad life. It's much harder than Somalia." Nimo fled Somalia with her children after Islamists stoned her younger sister to death and then turned their guns on the rest of her family. She was shot during one attack. Her 10-day journey through Dubai and Kuala Lumpur, and across the Malacca Strait, ended after a two-day bus ride to the Indonesian capital in 2015. Her appeals for help from NGOs and the UNHCR have been refused. During a recent interview - to discuss her sex work - no assistance was offered. Instead, she was lectured about breaking local laws, and the health risks of prostitution. UNHCR Indonesia representative Thomas Vargas says recent humanitarian emergencies - such the Rohingya crisis in Bangladesh - mean money earmarked for Indonesia is being redirected. "When there are those types of flashpoints, that's where the limited funding the UNHCR has globally goes," he tells AAP. For refugees in Indonesia, aid is now even harder to come by. "You have limited funding and you have to help the neediest. That's the harsh reality. It's a very tough situation," Vargas says. At night refugee women living on the street risk sexual violence. Refugee Suad, 27, lives in a tight network of laneways near Jakarta's central shopping district. The Somalian says men regularly try to force refugee women to go with them for sex. "When we sleep on the street, West African businessman come to this area. They threaten us and touch us and we are powerless to stop them," she tells AAP. "If you don't say yes they say they can beat you. But I say no, I'm a Muslim, I can't do it. I am hungry and I want money, but I can't do that." Fear of being labelled a prostitute or shunned causes many women to hide their abuse. Suad's family was killed by a bomb in Mogadishu. She says she was abducted, raped and held captive by militants. After she escaped a local mosque raised the money needed to pay people smugglers. Suad says in Somalia rape victims are often accused of being prostitutes and are sent away so as not to shame their family or community. But now, out of desperation, she's now considering going with men. "When you don't have food, when you don't have shelter, life becomes very hard and that is the only option," she says. Mr Vargas says "survival sex" is common among refugees who don't receive aid or have family to protect them. "When you are not able to make a living you resort, unfortunately, to these types of survival techniques and that's a risk refugees have here," he admits. Asylum seekers and refugees across the archipelago are protesting their treatment. But the fact is the UNHCR deals with 65.6 million refugees and forcibly displaced people globally.

ADDIS ABABA, Ethiopia — Young and outspoken Abiy Ahmed has been sworn in Monday as Ethiopia’s prime minister, amid hopes he will be able to quell the sustained anti-government protests that have rocked Africa’s second most populous nation. Abiy was elected by Ethiopia’s parliament, succeeding Hailemariam Desalegn who resigned in mid-February as a result of widespread protests that have taken the lives of several hundred people, mainly in the restive Oromia and Amhara regions. “This is a historic moment,” said Abiy in his inaugural address to Ethiopian lawmakers. “This is high time for us to learn from our past mistakes and make up for all the wrongs done in the past . we understand there are a lots of problems that need to be solved with great urgency.” Abiy apologized for the deaths of civilians in the violent protests. He said his administration will strive to solve grievances by discussion rather than by force, provide more space for opposition parties, fight corruption and focus on respect for rule of law. The new leader said he aims to open up a fresh dialogue with arch-foe Eritrea and called upon Ethiopia’s diaspora to more actively take part in the country’s affairs. Abiy is the first Oromo politician to become Ethiopia’s prime minister since the Ethiopian People’s Revolutionary Democratic Front came to power in 1991. It is hoped he will be able to bring an end to the protests that have been raging since late 2015 to press for wider political freedoms and the release of opposition figures. The Oromo people, the largest ethnic group of Ethiopia’s 100 million people, have long felt marginalized both politically and economically. A former Lieutenant Colonel in the army and head of Ethiopia’s Science and Technology ministry, Abiy, 42, has a reputation as an effective orator and reformer. Many welcomed the new leader. “I think this is a very important step toward the overall democratization and stability of the country,” said Kiya Tsegaye, a lawyer and political analyst. “But he needs the support of the people around him, especially top party officials to implement his reform measures.” Prominent opposition leader Merara Gudina expressed cautious optimism over Abiy’s election, saying the future of Ethiopia’s peace and stability depends on the policies of the incoming leader and his party. “What he aims to achieve depends on what his party allows him to do,” Merara said, adding that Abiy was elected by Ethiopia’s ruling party and not directly by the population through a general election. “But still it goes without saying that a change in personalities within the leadership may bring changes in terms of bringing better ideas that may ultimately lead to national reconciliation.” Ethiopia’s Olympic gold medalist runner, Haile Gebrselassie, said the peaceful transfer of power is a win-win situation for all Ethiopians. “The new leader’s election has answered many Ethiopians’ questions,” Haile told The Associated Press, saying that Abiy should implement his pledges without delay. “His inaugural address today has the ability to bring together not only Ethiopians, but countries in the region as well.” Abiy will be Ethiopia’s third prime minister since the former military junta, the Derg, was overthrown in 1991. Ethiopia in February declared its second state of emergency in two years amid the ongoing protests that effectively crippled transportation networks and forced the closure of businesses. On Saturday, Ethiopian officials said that more than 1,000 people have been detained since the latest emergency rule was put in place.
