The Chinese built a new electrified rail line that links the capital of neighboring Ethiopia, Africa’s second most populous country and one of its strongest economies, with Djibouti as the nation aims to become a global shipping power. “We sit on two of the busiest shipping lanes in the world. We are servicing the wider region, including some of the world’s fastest-growing economies,” the chairman of the Djibouti Ports and Free Zones Authority, Aboubaker Omar Hadi, said in an interview during a recent visit by The Associated Press. He called Djibouti, a largely Muslim nation, a model of stability in an otherwise volatile region. It is also one of the world’s fastest-growing economies, with the World Bank projecting 7 percent growth this year. The country made headlines earlier this year when it seized control of a container terminal run by the Dubai-based DP World, one of the world’s largest port operators, in a long-running legal dispute. If China takes over the terminal’s operations, the effects on supplying the U.S. military base could be “significant,” the U.S. Africa Command chief has warned. That will not happen, Hadi’s office said: “Djibouti has no plan to give Doraleh Container Port to China.” It is now managed by a fully state-owned company controlled by the ports authority, it added. Djibouti is currently investing $15 billion in local infrastructure projects that connect the region to global trade routes, including the expansion of ports, improved road and rail links and new airports, according to official figures provided to AP. The country’s ports now have a total handling capacity of 18 million tons per year, officials said, and the new Doraleh Multipurpose Port, a $590 million joint project between the ports authority and China Merchants Port Holdings opened in May last year, is already working at full capacity. It is a separate entity from the Doraleh Container Port. Now officials are pursuing a new project called the Djibouti International Free Trade Zone, expected to be the largest of its kind in Africa. “Once complete it will span an area of 4,800 hectares (11,860 acres), following a total investment of more than $3.5 billion,” the ports authority chairman said. The first phase is expected to be complete by the end of the year. Officials hope the ambitious infrastructure projects will not only raise Djibouti’s global image but also help it pay off significant debts. During Tillerson’s visit, Foreign Minister Mahamoud Ali Youssouf acknowledged that Djibouti’s debt totals roughly 84 percent of its GDP, most of it to China. “The burden of debt is there, we are aware of it,” he said. “But let me tell you that it is so far manageable.” One sign of investor confidence is whether China’s commercial banks begin lending to Djibouti as well, said Jyhjong Hwang, senior research assistant at the China-Africa Research Initiative. Djibouti’s officials anticipate that the demand for their ports will grow as more African nations expand their economies. They also dismissed concerns about a recent deal by DP World, Ethiopia and Somalia’s semi-autonomous region of Somaliland to develop and manage the Port of Berbera there, seen by some as another reason for Djibouti’s seizure of the container terminal from DP World. “Competition will make the region more attractive. Rival forces from Somalia’s army shot at each other in the capital Mogadishu on Monday, with one group trying to storm a training centre the United Arab Emirates left behind after it ended a training programme there, soldiers and residents said. The clash was an indication of the difficulty in rebuilding unified security forces for a state where centralised authority collapsed in 1991 and an internationally backed government, elected last year, faces huge challenges. It was also another sign of the fallout from a crisis in the Gulf region that has spilled into the volatile Horn of Africa. The UAE has trained hundreds of troops since 2014 as part of an effort boosted by an African Union military mission to defeat an Islamist insurgency and secure the country for the government backed by Western countries, Turkey and the United Nations. The Gulf nation ended its programme in Somalia this month in response after Somali security forces seized millions of dollars and temporarily held a UAE plane. “Some Somali military forces attacked us at the base, they wanted to loot it but we repulsed them,” Ahmed Nur a soldier who was trained under the discontinued programme, told Reuters. After 90 minutes of sporadic gunfire, the training facility was secured by presidential palace guards, a Reuters journalist at the scene said. Some of the UAE-trained Somali soldiers fled, said Abdirahman Abdullahi, a second soldier who was also trained under the programme: “Most of my colleagues jumped over the wall and ran away with their guns. Others left the guns and ran away and so I had to (flee) also.” Residents in the area said they saw UAE trained forces discarding their military uniforms and fleeing the facility in three-wheeled rickshaws with their guns in their laps. Somalia’s relations with the UAE have been strained by a dispute between Qatar and Saudi Arabia. The UAE is part of a group of Arab states including Saudi Arabia that has ostracised Qatar. Hassan Warsame, 60, has been commuting between Galkayo city in northeastern Somalia’s Puntland region and his rural home more than 50 km away ever since he realized that he could never rebuild his life around livestock again. As soon as he has some weekly wages in his pocket from working on a construction site, he buys food for the family and travels home to the village. He has eight children depending on him. Hundreds of other pastoralists, whose livestock and livelihoods have been devastated by the drought in different parts of Mudug region, are doing something similar. Hassan mixes cement and sand on the building site, and loads heavy materials onto trucks. He said his job needs physical strength more than any particular skill, so it was easy to pick up. After working for four days, he spends Thursdays and Friday with his family, returning to work on Saturday morning. His average earnings are 550-600,000 shillings ($20) a week. As he received the cash, he always gives it to a friend working in a local shop to keep it safe for him. Once he has taken out the money he needs for his own living and transport, he is able to buy 15 kgs of flour, 20 kgs of rice, and 10 kgs sugar to keep the family going while he is away in the city. Hassan’s family remains with 15 feeble goats from their original herd of 300. They cannot make a living out of such a few pitiful animals. As he could not afford to transfer his family to the city, Hassan felt it best to separate. “I do this work to get food. There is a great disparity in this life and the previous one – the previous one was much better,” he told Radio Ergo’s local reporter. There are around 340 men doing similar casual labour in Galkayo, who have recently come in from surrounding rural areas, according to the local authorities. They work mainly in construction, quarrying, and serve as waiters in restaurants. Hassan and his co-workers sleep in local mosques on the days they are away from their homes, as they do not have relatives in the area to stay with. Sharif Abdi, 34, is another father of eight who came to Galkayo looking for employment. He goes early in the morning to a food market in Galkayo to offload and load groceries to trucks. He left his family in Afgaduudle, 170 km away, and he cannot afford to see them during the weekends. He earns 240,000 ($10) and buys them five kg of flour, rice and sugar and asks truck drivers going that way to deliver them to his family. Five years ago he owned a healthy herd of 150 goats, but only 10 survived the drought. He told Radio Ergo he decided to venture into this work in January, when his family could no longer survive the harsh living conditions they were facing. The social welfare representative at Galkayo municipal council, Muhidin Yusuf, told Radio Ergo they cannot do much to improve the lives of these new workers, but they have met local employers asking them to give employment opportunities to displaced pastoralists. Muhidin Yusuf said there were various initiatives underway with assistance from aid agencies to restock pastoralist families’ herds to enable them to rebuild their old livelihoods in the rural areas. However, he recognized that such plans might not succeed, in which case they would need to look into bringing the families to the city from the villages and organizing skills trainings to open better job prospects. Top officials from key ministries of the Federal Government of Somalia, the National Independent Electoral Commission (NIEC), and the federal member states are meeting in Kenya’s capital Nairobi, to discuss electoral boundary delimitation. The meeting, organized by the Political Affairs Department of the African Union Commission and facilitated by the African Union Mission in Somalia (AMISOM), is brainstorming on the legal and institutional framework for electoral boundary delimitation, use of technology and impact of government and electoral systems, on the delimitation. “The African Union has the mandate to provide election support to election management bodies of member states. The electoral commission of Somalia is one of our priority institutions in terms of providing long term electoral assistance on the continent,” Mr. Guy Cyrille Topiko, the acting head of the Democracy and Electoral Unit at the African Union Commission said in his opening remarks to the workshop yesterday. The AU official who is representing Minata Samate Cessouma, the Commissioner for Political Affairs at the African Union Commission at the meeting, expressed the Commission’s commitment to attain free, fair and transparent elections in countries in Africa. The three-day meet is being attended by 24 participants, who will draw parallels with boundary delimitation in Kenya, Nigeria, the Democratic Republic of Congo, and Tunisia. While acknowledging the complexities of determining electoral boundaries, Topiko noted that the Nairobi meet was happening at an opportune time, when Somalis are “engaging in a process of developing their constitutional legal framework for future elections”. “For any country, the process of electoral boundary delimitation is complex and demands an inclusive participatory process in order to be successful,” he added. Ms. Halima Ismail Ibrahim, the Chairperson of Somalia’s National Independent Electoral Commission, lauded efforts by the African Union Commission to educate electoral stakeholders on the critical aspects of elections, boundaries and delimitation, which she noted were intertwined. The NIEC was central to Somalia’s choice of electoral system in the 2016/2017 electoral process. “If the Somalis are now choosing and selecting their electoral system; it is because of the training we had here,” said Ms. Halima, in reference to previous workshops organized for Somalia’s electoral body, by the African Union. She also called for cooperation from all stakeholders in preparations for Somalia’s one-person-one vote elections in 2020/2021. In an interview on the margins of the forum, Haji Ssebirumbi Kisinziggo, AMISOM’s Senior Political Affairs Officer, said the workshop was in response to a request for further training by the NIEC. “We (AMISOM) are here therefore to give that support as requested by the National Independent Electoral Commission.   20. Prime Minister, Hassan Ali Khaire said that international partners have agreed that Somalia had made visible changes in public finance management, good governance and economic recovery. The PM’s comments came after a recent high-level roundtable in Washington attended by Somalia’s Finance Minister, Abdirahman Beileh, lauded the developments made by Somalia in the financial sector. PM Khaire mentioned that officials from the International Monetary Fund (IMF) and the World Bank finally agreed to support Somalia resume printing its currency. “One year ago, we promised to improve the country’s economic situation, a few days ago our finance minister has attended a meeting in Washington, where it was acknowledged that the Somali government had made a big achievement in the financial and economic reform agenda. Thus, participants agreed to help Somalia resume its banknotes for the first time since the government collapsed in 1991,” he said. He added that some European nations have also pledged to begin providing direct financial support to the federal government channelling the financial aid via the Central Bank. He noted that the debt clearance path is now open for the federal government. According to the IMF, Somalia’s external debt stands at about $5.2 billion. Somalia has not made a service or amortization payment on the debt since civil war broke out nearly three decades ago. As a result, the majority of the debt is interest and penalties accrued since the collapse of the central government. Much of the principal debt dates back to the Cold War when the world’s superpowers battled for supremacy in Somalia and the horn of Africa. Almost all of Somalia’s debt burden is accounted for by arrears on credit advanced in the early 1980’s, well before most of Somalia’s population – where 60% of the population is estimated to be under the age of 25 – was born. Somalia’s government has undergone an aggressive campaign to access debt relief which includes adherence to an IMF staff-monitored programme. The IMF estimates that economic growth is set to quicken to 2.5 percent in 2018 from 1.8 percent in 2017. Earlier this year it was announced by the Ministry of Finance that $42.5 million was raised in domestic revenue during the first quarter of 2018, a fiscal milestone since the collapse of the central government in 1991.
