The Intergovernmental Authority on Development (IGAD) mediation support unit has organized a two-day regional consultation meeting on the development of a draft mediation protocol in the South Sudanese capital, Juba. IGAD, in a statement, said the concept behind the consultation with legal experts and the focal points from IGAD member states’ ministries of foreign affairs is to provide ground for policy formulation to adopt the decision to draft a protocol on the mediation process. The first step is to share with member states’ representatives arguments that warrant a policy, to debate on the need for such a protocol, and discuss the benefits for IGAD to have it in place for conflict prevention and peacemaking, party reads the statement. While opening the two-day meeting, David Buom Choat, the director of regional organization at South Sudan’s foreign affairs ministry said the pre-policy consultative meeting on the mediation protocol was an important platform as it prescribes a roadmap for mediation interventions in political disputes and in accordance with the principles of international law of equal member states. “We would want to see a Mediation Protocol that is comfortable and satisfied to all stakeholders, and which is in line with the policy of respecting the views of all member states in the region”, he added. The programme manager for gender affairs at the IGAD Secretariat, Mubarak Mabuya stressed the importance of the workshop as key to strengthening IGAD’s role in mediation and the effectiveness of interventions, while underscoring the importance of mediation as a tool for promoting sustainable peace and security in the region. At the end of the workshop, however, a policy decision to establish a mediation protocol, and an Agreement on the outline of draft mediation protocol would have been attained as expected results. The vision of the IGAD mediation support unit is to establish regional viable mediation structures, to which predictability of processes and outcome is ensured, and the objectives of any mediation are governed by collective will and interest of all member states. Forth-six Ethiopians drowned early on Wednesday and 16 were missing after a smuggler’s boat carrying at least 100 migrants capsized as it approached Yemen, the U.N. migration agency said in a statement. The boat left the port of Bossasso in Somalia on Tuesday, with 83 men and 17 women on board who were hoping to find work in Yemen and the Arabian Gulf, the International Organization for Migration (IOM) said, citing information from survivors. IOM’s director of operations and emergencies, Mohammad Abdiker, said the Gulf of Aden’s migration tragedy was shameful. “Over 7,000 poor migrants take this perilous journey every month; some 100,000 took it just last year. They are treated appallingly and go through horrendous conditions. This has to end,” he was quoted as saying in the statement. The drownings happened just days after IOM helped 101 Ethiopians, including 51 women and 33 children, to leave Yemen for Djibouti, as fighting closed in around Yemen’s key port of Hodeidah. They were stranded in Yemen and among the most vulnerable of about 300 migrants stuck in detention, IOM said. “Both while traveling to and in Yemen, migrants are routinely abused by smugglers and other criminals, including physical and sexual abuse, torture for ransom, arbitrary detention for long periods of time, forced labor and even death,” the IOM statement said. Speaking at an iftar dinner, which breaks the daylong fast, Trump offered a message of unity, recognizing members of the Muslim community at home and abroad. “In gathering together this evening, we honor a sacred tradition of one of the world’s great religions,” he told an intimate audience that included Cabinet members and ambassadors from many Muslim-majority nations including Saudi Arabia, Kuwait, Jordan and the United Arab Emirates. It was a dramatic departure from the inflammatory rhetoric Trump used during his campaign, when he called for a “complete and total shutdown” of Muslims entering the country, compared Syrian refugees fleeing civil war to a deadly snake and declared, “I think Islam hates us” in an interview with CNN. Instead, Trump spoke of “the renewed bonds of friendship and cooperation” forged with “valued partners” from across the Middle East and said Iftars “mark the coming together of families and friends to celebrate a timeless message of peace, clarity and love. There is great love.” He recalled his visit last year to Saudi Arabia — his first foreign trip — as “one of the great two days of my life.” “Only by working together can we achieve a future of security and prosperity for all,” he said. The dinner came as the Supreme Court considers legal challenges to Trump’s travel ban, which critics say unfairly targets some Muslim-majority countries. A ruling is expected as early as this month. Several Muslim civil rights groups pushed back, organizing a “NOT Trump’s Iftar” protest at a park across from the White House. The groups say Trump’s heated rhetoric has contributed to an increase in bullying and discrimination against Muslim Americans.   25. ETHIOPIA has announced it will fully accept a peace deal to see an end to its long-running border dispute with Eritrea after the government voted to accept the terms of the agreement. Following a lengthy meeting of its 36-member executive committee session yesterday, the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) accepted the outcome of the Algiers peace agreement brokered in 2000. The peace accord followed a two-year deadly border war which saw tens of thousands killed in fighting between the two countries. Both agreed to accept the outcome of the Eritrea-Ethiopia Boundary Commission established as part of the peace agreement as “final and binding.” However, then Ethiopian prime minister Meles Zanawi backtracked, leaving the countries on a war footing. The commission ruled in 2002 that the disputed town of Badme should be returned to Eritrea, but Ethiopia refused to withdraw its troops from contested areas, leading to accusations they were illegally occupying Eritrean territory. Ethiopia’s new Prime Minister Abiy Ahmed promised he would make peace with Eritrea which had refused to negotiate with Addis Ababa until it agreed to the border findings “unconditionally.” “The Eritrean government should take the same stand without any prerequisite and accept our call to bring back the long-lost peace of the two-brother nations as it was before,” an EPRDF government statement said. In another development the government announced It was opening up the state-run telecoms monopoly and Ethiopian airlines to the private sector in a bid to attract foreign investment.
