Ethiopian Prime Minister, Abiy Ahmed, will carry out an official visit to the United States on July 28-29, official sources reported today. Deputy Foreign Minister, Birtukan Ayano, announced Ahmed’s visit, during which he will meet with U.S. senior officials and representatives of the large community of the Ethiopian diaspora based in North America. Ayano stated that the high level meetings will be held under an atmosphere of respect and mutual understanding, seeking ways of cooperation to benefit both countries. Nonetheless, experts warned of the need to remain alert, since Washington is directing a historic projection of usurpation of resources and interference in Africa, whose isolated aid has marked elements of interest. Ethiopia on Friday inaugurated a 458-km 230-Kilo Volts (KV) electricity transmission line that will traport electricity from Alamata in the north to Legetafo in central Ethiopia near the capital city Ansddis Ababa. The transmission line was built jointly by two Chinese firms, including Sichuan Electric Power Transmission and Transformation Construction Limited (SPTTC) and Jiangsu ETERN company Limited. Speaking to Xinhua, Li Xiaodong, Project Manager of SPTTC, said the project will help Ethiopian consumers receive reliable power supply. “The transmission line financed by the World Bank started in November 2017 and was completed in eight months with safety, efficiency and quality”, Li said. “This project built at a bid price of 20 million U.S. dollars will benefit local people,” he further said. Girma Zeleke, Transmission, Substation, Rehabilitation and Upgrading Project Manager of Ethiopia Electric Power (EEP) on his part, said the 230 KV electricity transmission line built by the two Chinese firms is a first of its kind as it will work alongside another nearby 230 KV transmission line, helping end sporadic power cuts in Addis Ababa and other major cities. Ephrem Desalegn, Assistant Manager of Sichuan Electric Power Transmission and Transformation Construction Limited, said he’s seen a steady increase in salary and job promotion, ever since he was first employed by the company five years ago. “When I entered the company, I was first hired as a foreman, since then I have been able to learn job skills and learn to speak Chinese language”, said Desalegn. “I have learned how to work with diligence and hard work, with quality and efficiency from my five years’ work experience with my Chinese superiors”, he said.8 Source: – Xinhua

Ethiopia’s Somali regional government has forcefully denied allegations of systemic torture at Jijiga Central Prison, setting the stage for a potential showdown with Prime Minister Abiy Ahmed. The denial comes on the heels of an in-depth report from Human Rights Watch documenting the scope of torture at Jijiga, also known as Jail Ogaden, in the Somali regional capital. “I have seen the report. It’s not true; it’s not based on facts,” Idris Ismail Abdi, the information minister for the Somali Region, told VOA’s Somali Service this week. “It’s not like they [HRW] came here and spoke to people. This is far from the truth, and it’s fabricated,” Abdi said. The HRW report, based on interviews with 70 former prisoners, along with government officials, paints one of the most detailed pictures to date of the pervasive, and often depraved, use of torture in Ethiopian prisons. Hours before HRW published its findings, Ethiopia’s attorney general, Berhanu Tsegaye, announced that all prison heads in the country had been fired “for failing to discharge their responsibilities and respect prisoners’ human rights,” according to state-owned broadcaster Fana Television. That move, and a historic admission last month by Ahmed that the government sanctioned torture in violation of its constitution, could lead to a political confrontation between the federal government and the powerful Somali regional leaders. ‘Absolutely no rule of law’ According to HRW, officials have detained thousands of prisoners at Jail Ogaden, most of whom experience routine abuse and neglect. Many of the prisoners have never been convicted of or even charged with a crime, HRW said. Officials believe that the prisoners either belong to or sympathize with the Ogaden National Liberation Front (ONLF), a prominent opposition group. ONLF has, in years past, fought the Ethiopian Defense Forces, and both groups committed war crimes in 2007 and 2008, according to HRW. On Thursday, the Ethiopian parliament removed ONLF and two other opposition groups from a list of terrorist organizations. Felix Horne is a senior researcher in HRW’s Africa division and wrote the report on Jail Ogaden. He told VOA that, although government torture has been widespread in Ethiopia, the Somali region is unique in its lawlessness. “There is absolutely no rule of law,” Horne said. “Of 70 former detainees we interviewed, only four had ever been to court. And the individuals who are responsible for abuse in Jail Ogaden, and responsible for bigger and broader abuses in the Somali region, are all the way to the highest level.” Horne said that the only way forward is for the prime minister to step in with a federal commission to provide oversight and investigate abuses. That’s within Ahmed’s authority, Horne said, and a necessary step to create lasting change. But it would likely put Ahmed at odds with Abdi Mohamoud Omar, the Somali regional president. Omar, also known as Abdi Illey, oversees the Liyu police, a special force responsible for a range of abuses against Ethiopians, particularly in the Somali region, according to human rights groups. Regional ‘warlord’ Hallelujah Lulie is a security researcher and political analyst at Amani Africa. The Liyu police function as a regional army, Lulie told VOA, and they were established to contain the ONLF, which has posed a longstanding political threat to Abdi Illey’s party. Lulie said that HRW’s findings are not surprising, but the extent of abuses exposed by the report is noteworthy. Dislodging Abdi Illey from power, however, might not be so easy. “His power in unchecked,” Lulie said. “He’s been running the region as a warlord, that I can say for sure,” Lulie added. “He has total control over … the security institutions, the legislative units, all orders of regional government.” Lulie recalled one instance in which six or seven members of Abdi Illey’s cabinet rebelled against him and traveled to Addis Ababa, the capital. Abdi Illey followed them there and hijacked them back to Jijiga, Lulie said. But Horne sees limits to Abdi Illey’s authority. Upcoming elections in 2020 would provide one way to remove him from power, and his authority ultimately stems from the federal government. “Abdi Illey has overseen various abuses. He’s responsible for the Liyu Police, who engaged in many massacres, some of which have been documented by human rights groups. And he can be prosecuted under Ethiopian law for that,” Horne said. In the short term, Horne said, accountability must improve. “One thing that was pretty evident from this this research is that there is grossly inadequate oversight of regional detention facilities. The European Parliament has condemned the United Arab Emirates (UAE) and Saudi Arabia for cutting financial support to Somalia for its neutrality on a rift between a Saudi-led quartet and Qatar. The Belgium-based parliament said in a resolution passed on Wednesday that Somalia has “sought to remain neutral” on the ongoing crisis, but was in turn “deprived of regular budgetary support payments by Saudi Arabia and the UAE”. “In terms of the wider confrontation between the United Arab Emirates (UAE) and Saudi Arabia, on the one hand, and Qatar, on the other, the Federal Government of Somalia has sought to remain neutral; whereas, in retaliation, Saudi Arabia and the UAE have ceased their regular budgetary support payments to Somalia, which further weakens the government’s ability to pay the security forces,” the resolution reads. The statement called on “the UAE to cease forthwith all acts of destabilization in Somalia and respect Somalia’s sovereignty and territorial integrity”. Somalia is highly dependent on trade from Saudi Arabia and imports many UAE products. Last month, an Emirati plane was grounded in the African country for several hours after UAE officials refused to allow the search of a luggage which Somalia officials had described as “suspicious”. Accordingly, the Emirati military trainers who were on board the plane were held for hours at Bosaso International Airport in Somalia’s semi-autonomous region of Puntland, as they refused to allow security forces to check their suspiciously “heavy” luggage. In an earlier incident, the Somali federal government had confiscated nearly $10 million from a UAE Royal Jet at the Mogadishu International Airport. Following the incident, the UAE ended its military training program in Somalia, which started in 2014. Tensions between Somalia and the UAE emerged in March after the Dubai-based DP World granted a 19-percent stake to Ethiopia in the Berbera port in breakaway Somaliland, which Somalia has not recognized as independent. Under that deal, the UAE builds a military base in the Berbera port and trains the soldiers of the breakaway Somali region. Mogadishu censured the agreement as a violation of international law. Somalia’s internationally-backed government is reportedly planning to file a legal complaint against the UAE for setting up the military base. Somaliland is located along the strategic Bab al-Mandab Strait across from Yemen, where the UAE has been waging a devastating war as part of a Saudi-led coalition. Relations between Somalia and the UAE first soured last year when Mogadishu refused to take sides with the Saudi regime and the UAE in their diplomatic dispute with Qatar. Last June, Saudi Arabia, Egypt, Bahrain, and the United Arab Emirates abruptly cut diplomatic ties with Qatar and imposed an economic embargo on the country, accusing it of supporting terrorism, a claim Doha strongly rejected. The UK government has explained the bilateral cooperation with the republic of Somaliland. Members of British parliamentarian have questioned Ms. Penny Mordaunt, Secretary of State for International Development on why the UK government has not supportive to Somaliland’s quest for statehood. The members of British parliament have said that the UK enjoyed long standing friendship with Somaliland over the past decades. Hon. Bob Stewart, a member of British parliament who is elected in Beckenham constituency in south east of London has told that he has seen with his eyes the republic of Somaliland on a visit and said that it used to a British protectorate. The MP who is also a member of the conservative party has asked the secretary of state for int’l development, Ms. Penny why not the UK government has not made its stance clear on Somaliland as it is a long standing ally in the region. First of all, Ms. Penny has thanked the MP for putting the question on Somaliland to her. Mr. Penny has announced that the UK govt is providing aid to Somaliland on the areas of socio-economic development, humanitarian aid, and further reiterated that the UK govt is committed to support Somaliland on its nationality security affairs and combating piracy and terrorism in the region. Secondly, UK’s State secretary for int’l development has said that the UK govt provides assistance to National Election Commission which is in-charge of conducting free and fair elections in the country. Hon. Bob Stuwart is among rare British parliamentarians who is a close ally to Somaliland and lobbies its quest for statehood. He has been serving as an MP since 2010. The UK govt has assisted the independent observers in November presidential polls and it is said that the polls were free and fair.

The project will initially target Isiolo and Marsabit as well as Somaliland. Kenya Agricultural Research and Livestock Organisation director general Obadiah Njagi unveiled a team of researchers to conduct the three-year study at the Bio-technology Research Institute (BRI) Muguga. “Camels are a beacon of resilience during droughts and stress. Surra is a major constraint to camel production threatening livelihoods and food security,” said BRI centre director Judith Chemuliti. The Portable Mathematics Museum, set up by the Yunus Emre Institute aims at increasing awareness of mathematics and science. The “Portable Mathematics Museum” set up by Turkey’s Yunus Emre Institute has attracted hordes of students in northern Ethiopia. The portable museum, aimed at increasing awareness of mathematics and science, was set up as part of the ninth All Africa University Games 2018, which is underway in Mekelle University. The five-day games began on July 2, with the participation of 18 African countries. Thousands of university students participated in different activities, competitions and exhibitions in science, sports and arts. The museum is established within the scope of Yunus Emre Institute’s Turkish Academic and Scientific Cooperation Project. Ozgur Can Yildiz, an official at the museum, told Anadolu Agency that the museum was built yesterday, and it has been visited by hundreds of students displaying great interest. Professor Kindeya Gebrehiwot rector of Mekelle University, also visited the museum. “This is definitely the most interesting stand at the event,” he noted. Travelling to other parts of Ethiopia Dr Macit Koc, adviser to the rector of Mekelle University and coordinator of the project in Ethiopia, said, “We are very pleased with the response we get. Sri Lanka Navy troops were able to rescue three Somali fishermen onboard a fishing vessel stranded at sea and bring them ashore during a rescue operation on Thursday (05 July). The rescue mission was launched by the Navy after being alerted by the Department of Fisheries and Aquatic Resources of a Somali fishing vessel being lost at sea. Naval authorities had promptly rushed one their ships ‘SLNS Nandimithra’ with a group of medical personnel for the rescue mission on Wednesday evening. Naval troops were able to reach the stranded fishermen 115 nautical miles off the Galle Lighthouse the next day. The fishermen were given basic medical care and safely brought ashore to the Galle harbor. Later they were handed over to the Galle police. News LK
