Poets, writers and bloggers have recently been on the receiving end of political crackdowns in the self-declared independent state of Somaliland. Surges often occur around elections, and most recently due to assertive nationalist rhetoric ramped up by Somaliland and Somalia and regional insecurity. Somaliland declared itself an independent state in 1991 after the collapse of the Somali following the overthrow of military dictator Siad Barre. The international community regard Somaliland as an autonomous region of Somalia. They don’t recognise it as an official state. The arrest earlier this year in Somaliland of Naima Qorane (27) highlights the fragility of the situation between Somaliland and Somalia. Although a Somalilander, the poet is a rare outspoken activist for unity between the two regions. Much of her poetry addresses the lost unity of Somalia. Qorane also holds a Somali passport and lives in Mogadishu. Her arrest in Somaliland’s capital, Hargeisa, followed reports of death threats due to her “Somalia Unity” cause. Three months later, she was found guilty of bringing the nation or the state into contempt. Qorane was sentenced to three years in prison. There was an international outcry about her deplorable detention conditions as well as allegations of maltreatment. Naciima Abwaan Qorane Hargeisa In both Somaliland and Somalia arrests of dissenters have surged since 2017, as new administrations seek to consolidate authority. In Somalia key opposition figures report assassination attempts in a tense political and security environment. Deteriorating relations Arrests surge amid deteriorating relations between Somaliland and Somalia. This is due in part to increased bilateral engagement and foreign investment in both countries. Somaliland, with a 3.5-million population, has all the trappings of a state. It has a fully functioning army, government, and foreign investment is coming in. But the lack of formal international recognition leaves it increasingly insecure in relation to the larger Somalia, which has a population of 10.8 million, and has secured sizeable aid flows since 2012. The 2017 electionof Mohamed Abdullahi “Farmajo” Mohamed in Somalia and renewal of the aid compact has pushed the country to assert its territorial claims as the government seeks to consolidate authority and spearhead state-led reconstruction. The two regions’ conflict over irreconcilable visions of the state and new alliances have increased hardline policies. New administrations on both sides have seized these in order to build internal legitimacy given the zero-sum nature of politics. Accusation and counter accusation Somaliland often accuses Somalia of interfering in its internal political affairs. It claims that Somalia uses Somalilanders in Mogadishu to mobilise dissent back home. Qorane’s case was therefore not that unusual, but the harsh sentencing was. Somaliland’s new president, Muse Bihi Abdi has responded with increasingly heavy-handed tactics towards political dissent. TV journalist, Mohamed Digaale was arrested in February 2018 for interviewing the newly-elected Somali President Mohamed Abdullahi Mohamed. On April 16, author Mohamed Kayse Mohamoud was sentenced to 18 months for “insulting the President’s honour”. Mohamoud referred to Abdi as a “local” president. Ten days later a traditional elder Osman Burmadow was sentenced to five years for attending a ceremony in neighbouring Puntland. Like Somaliland, Puntland is also a self-declared independent state. It’s in northeast region of Somalia. Unlike Qorane, they were detained for much longer. Hardline policy Qorane’s arrest and imprisonment indicates a more hardline policy by Somaliland towards cross-border movements to and from Mogadishu. The restrictions will have political as well as financial implications for the small state. Somalilanders frequently travel for business and employment. A hardening of boundaries also risks further marginalising key groups that support (conditionally) Somaliland’s national agenda. It will reinforce the growing perception that politics in the region is not consensual. In the immediate term, this doesn’t bode well for talks with Somalia. Armed conflict in the disputed region between Somaliland and Puntland has worsened. Somaliland had suspended talks with Somalia in March after it rejected a USD$422 million port agreement. The deal was signed between Ethiopia, Somaliland and DP World, a United Arab Emirates logistics port company. The agreement included plans for a UAE military base in Somaliland’s Berbera port regionally. The indefinite postponement of talks is not unusual. Since commencing in 2013, talks have been frequently postponed over the slightest provocation. Signal to dissenters In Somaliland, Qorane’s arrest was both a signal to political dissenters and a cautionary message to Somalia. It also served in Somaliland to unify the people behind the national agenda in a period of transition while justifying the suspension of rights and dialogue. This is a common political tactic used in times of political crisis. As relations worsen between Somaliland and Somalia, both administrations are becoming less tolerant of ambiguity regarding territorial and national allegiances. This has implications in the immediate term for conflict as well as prospects for more constructive engagement. The Conversation

Human Rights Centre expresses concern over the selection process of the new members of the National Human Rights Commission. On 3rd July 2018, the president of Somaliland Muse Behi Abdi has nominated seven new members for the National Human Rights Commission. Human Rights Centre has closely observed the selection process to monitor that the composition of the institution is made in accordance with the National Human Rights Commission Act and Paris Principles. The process was not transparent and was not carried out in accordance with the Act and Paris Principles. We are disturbed by lack of transparency and disregard of the procedure and requirements laid down by the Act and Paris Principles. Independent national human rights institutions play a significant role in the promotion and protection of human rights. Recommendations we call on the President of the Republic of Somaliland Muse Behi Abdi to reconsider his nominations and apply the National Human Rights Commission Act and Paris Principles in order to form an independent and impartial institution. The process has to be carried out according to the Act and in a transparent manner. We call on the House of Representatives to apply the National Human Rights Act and Paris Principles. HARGEISA– Haatuf newspaper operations which has been banned from operating in Somaliland is granted to operate legally in the country on Sunday by regional appellate court in Hargeisa. The newspaper was granted a new license to resume its operations which has been banned for four years. A court in Hargeisa ordered the suspension of the operations of the newspaper and revoked its license after it was accused of publishing false news stories. The chairman of Haatuf Newspaper, Hon. Yusuf Abdi Gabobe has welcomed the lifting of the ban of the newspaper in a press conference held in Hargeisa. Mr. Gabobe said that justice has been done today which we felt we have been looking for. The regional appellate court has lifted the ban on the newspaper which was in place since April 2014. Mr. Gabobe told BBC Somali services that the ban was also impacted on the English and Arabic versions of the newspaper. The chairman told that he asked the court a compensation for the destruction of newspaper equipment. He dismissed that his paper committed an act of defamation but covered stories on widespread corruption and power abuse during Silanyo’s government. He said that his paper will write corruptions committed in the future. It is not yet clear the date set for the newspaper to be published.

ADDIS ABABA, Ethiopia — Ethiopian Prime Minister Abiy Ahmed traveled Sunday to Eritrea, once a bitter rival, for an unprecedented summit with its longtime leader, Isaias Afwerki. State Eritrean television showed an Ethiopian Airlines plane landing at the sparse airport in the Eritrean capital of Asmara, where a brass band was drawn up to greet the prime minister for the first such visit in two decades. The two Horn of Africa neighbors have been sworn enemies for the past 20 years since fighting a brutal ground war from 1998 to 2000 that saw at least 70,000 killed. In the intervening years, the two sides have clashed repeatedly and supported rival rebel movements. Abiy was hugged by Isaias himself at the airport, and they occasionally smiled and laughed together as they strode past the uniformed band and honor guard — a marked contrast to the Eritrean president’s normally stone-faced public appearances. The two men were welcomed by rows of officials and women in traditional dress waving palm fronds before they retired to the airport VIP lounge, where they sat and sipped juice beneath portraits of themselves. Before leaving the airport, Abiy waded into the crowd of welcoming women and exchanged hugs. As the convoy of vehicles carrying Abiy passed through downtown Asmara, crowds lined the street and cheered loudly, spilling into the road and slowing the cars to a crawl. The change in relations between the two countries has stunned observers. For the first time in decades, Ethiopian flags adorned the streets of Asmara and other cities in preparation for Abiy’s visit, according to photos tweetedby Natalie Brown, the U.S. chief of mission in Asmara. The rumored visit was confirmed by Abiy’s chief of staff, Fitsum Arega, on Sunday morning. “Abiy Ahmed has left to Eritrea, Asmara today to further deepen efforts to bring about lasting peace between the people of Ethiopia & Eritrea,” he tweeted. “Our two nations share a history & bond like no other. We can now overcome two decades of mistrust and move in a new direction.” Nearly 30 years ago, the future leaders of the two countries were comrades in the struggle against Ethiopia’s communist dictatorship. But after its overthrow and Eritrea’s declaration of independence, relations soured despite close cultural and linguistic ties. Ethiopia’s new reformist prime minister, Abiy, broke the deadlock between the two countries on June 5 by accepting the 2000 peace agreement that ended the war, which would involve ceding territory still held by Ethiopia. Events moved quickly after that, with Isaias accepting the overtures as a “positive” move and sending a delegation led by his foreign minister to Addis Ababa a week later. Now there has been talk of reopening long-closed air links between the two countries this year. The summit will probably involve negotiations on how to begin the complex process of returning territories to each other and separating populations as well as restoring ties. Under Abiy, Ethiopia appears to be embarking on a new path of reform, but Eritrea has been characterized as one of the most authoritarian states in Africa. For much of the past 20 years, Eritrea has been focused on its conflict with Ethiopia, with substantial spending on its military and indefinite mandatory military service that has led hundreds of thousands of Eritreans to try to immigrate to Europe. The meeting “heralds a new era of peace & cooperation,” Eritrean Information Minister Yemane Meskel tweeted Sunday. At the opening ceremony of a 370-million, 240-hectare international free trade zone in Djibouti, Thursday, Presidents, prominent African, Asian business leaders, and representatives of UN, AU and other international organizations attended. Abdirashid Duale, Dahabshiil Group CEO, was among the luminaries who graced the Djibouti International Free Trade Zone launching event, and the Africa-China Economic Forum and Exhibition which followed on Friday. Amina Hersi Moghe, an East African business mogul, was another. Mr. Duale spoke to the press on site and, later, to the BBC Somali Service about the events. “Availing this crucial facility to Africa is yet another portal connecting African business not only to China but, potentially, to international trade volumes,” he said, adding that Djibouti is strategically located at a command point to benefit from a number of trade routes traversing the area – land and sea. Duale believes that without the sound vision of the Djibouti government and its leaders, Djibouti would not have turned the epicenter hub of trade it has become now. The Djibouti International Trade Free Zone (DITFZ) was yet another manifestation of how important this tiny African country was becoming to Africa and the outside world, commanding attention. “The DITFZ would bring the world to Africa, as it will market Africa products and services to the outside world – providing a two-way channel,” he said. “I am happy to see an end to the difficulties the bulk of African business concerns and smaller firms/enterprises encountered in order to directly deal with big markets like that of China, and vice versa,” Mr. Duale said. He pointed out that, with the recent inauguration of railway facilities with landlocked Ethiopia and the network of land, air and sea facilities currently in place in Djibouti, supplying the rest of the continent and, in a similar fashion, accommodating goods African manufacturers and service providers are exporting, is much boosted by the DIFTZ vision, connecting Africa to global trade routes. Mr. Duale reaffirmed that Dahabshiil Group of companies, and, specifically, its East African Bank and Dahabshiil money transfer network, available in Djibouti, would further extend their services to facilitate trade among partners – large or small. “Dahabshiil is poised as a strategic financial services provider that can facilitate easy communication and money flow among business partners using its extensive experience and steadfast networking,” he stated. The DIFTZ would eventually spend some 3.5 billion US Dollars to extend facilities begun to cover 4800 hectares seeking to turn Djibouti to host Africa’s ‘biggest trade zone”. Djibouti seeks to capitalize on its strategic position along one of the world’s busiest trade routes in order to further ‘consolidate its place in international trade and commerce’, as President Ismail Omar Ghuelleh put it, opening Friday’s Africa-China Economic Infrastructure Cooperation Forum and exhibition which closely followed on the heels of the DIFTZ event. Mr. Tegegnework Gettu, United Nations Under-Secretary-General and UNDP Associate Administrator, had a message for the Africa-China Sustainable Cooperation on Economic Structural Transformation, speaking at Thursday’s opening ceremony, officiated by Hon. Mustaa Kamil, the Djibouti Prima Minister. “Structural transformation and diversification is also crucial to build resilience to shocks, be it those driven by commodity price volatility, by natural hazards like droughts, conflict and instability, or epidemics such as Ebola. Diversification away from agriculture and from primary commodities is a buffer against these shocks and an effective way of mitigating these risks,” he said. Mr. Gettu further hoped that economic structural transformation and industrializationbe a “key to bring people out, and to keep them out, of poverty”. The DIFTZ launch event was attended by president Paul Kagame, president of Rwanda and, presently, the Chairperson of the African Union; Omar Hassan El Basher, the president of Sudan; Mohamed Abdillahi Mohamed Farmajo, the president of Federal Somalia; Abiy Ahmed, the prime minister of Ethiopia; and Moussa Fakki Mahamat, the Chairperson of the African Union Commission.
