  6. Abu Dhabi: His Highness Shaikh Mohammad Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, has affirmed that the UAE, under the leadership of President His Highness Shaikh Khalifa Bin Zayed Al Nahyan, supports every effort aimed at achieving peace, security and stability across the world. Such efforts are vital to achieving comprehensive and sustainable development for all peoples globally, he said. Shaikh Mohamad’s remarks came during the commencement of the tripartite meeting on Tuesday, at the Presidential Palace in Abu Dhabi. Earlier, the prime minister of Ethiopia Abiy Ahmad and the President of Eritrea Isaias Afwerki were accorded a warm welcome at the Presidential palace in Abu Dhabi on Tuesday by Shaikh Mohammad Bin Zayed. Mohamed bin Zayed presents the Order of Zayed, conferred to the President of Eritrea and Prime Minister of Ethiopia in recognition of their work for peace between the two nations. A number of ministers from the UAE and other top government officials were present on the occasion along with the ambassadors of various countries. Eritrea and Ethiopia were at war for almost twenty years before they established diplomatic relations earlier this month. The UAE played a significant role in bringing the two warring nations together. 7. Royalty have been showing up for this year’s Hargeisa International Book Fair in the self-declared state of Somaliland. The BBC’s Mary Harper snapped this shot of a king and a chief attending the event, one of the largest celebrations of literature and the arts in East Africa: Mary Harper The monarch in the headdress is Ahmed Iman Warsame, King of the Gaboye. Our reporter says the Gaboye are a much-despised minority clan in Somalia. His business card says he is “King of the Horn of Africa” – which may be a bit of an exaggeration! Next to him, wearing a sash, is Chief Abakar Salatin, from northern Bahr el Ghazal in South Sudan. They have been invited to the literary gathering to compare and contrast South Sudanese and Somali royalty.
  8. Following an intense battle yesterday at the joint US-Somali-Kenyan base near Bar-Sanguuni in southern Somalia, Shabaab has released photos claiming to show its fighters within the base. The photos were first uploaded to its Radio al Furqan website before being republished at more unofficial sites, like Somali Memo and its Shahada News Agency. The al Qaeda branch purported to show its militants walking freely within the base. If the photos are legitimate, Shabaab was able to firmly control the base prior to withdrawing yesterday. However, based on the photos, it appears that the base had a minimal troop presence at the time of the jihadist assault. It is unlikely that American or even Kenyan troops were occupying the base when Shabaab attacked. The photos do appear to show Sanguuni, as Shabaab released a photo of some of its fighters posing with one of the town’s equator monuments. The base and its surroundings also appear to match photos of the base previously released by the Somali military. Yesterday, two suicide truck bombs detonated near the base perimeter just outside of the town of Bar-Sanguuni near the port city of Kismayo. A fierce firefight then ensued following the explosion, as the militants attempted to fight their way into the base. Somali officials said that 100 militants were involved in the attack and that 87 of them were killed. If Shabaab’s photos are indeed confirmed, Somalia severely downplayed the situation and reported false numbers. Shabaab claimed to have killed nearly 30 Somali soldiers in the assault, but no photos of bodies were released by the jihadist group. It is possible that this number is also inflated. An accurate casualty number has so far been hard to verify, however, independent news sources put the number at 12 soldiers killed. The joint Somali-Kenyan-US base in Bar-Sanguuni is the same base in which a US Special Forces soldier was killed in early June. The base was targeted a day later with a suicide truck bomb, but that assault was repulsed. 9. The Foreign and Commonwealth Office (FCO) advise against all travel to Somalia, including Somaliland except for the cities of Hargeisa and Berbera to which the FCO advise against all but essential travel. Any British nationals in areas of Somalia to which the FCO advise against all travel should leave. Any British nationals in Hargeisa or Berbera who are not on essential travel should leave. Any British national visiting Hargeisa or Berbera should exercise a heightened level of vigilance and take care in public places where people gather. Monitor local and international media to avoid any demonstration or disturbance taking place. Leave any area of unrest quickly and don’t attempt to watch or photograph it. Terrorists are very likely to try to carry out attacks in Somalia. There is a high threat of kidnap throughout Somalia. Terrorist groups have made threats against westerners and those working for western organisations. There is a constant threat of terrorist attack in Mogadishu and terrorists continue to plan attacks against westerners in the rest of Somalia including Somaliland. On 14 October 2017 a large truck bomb exploded in central Mogadishu (Hodan District). This was Somalia’s deadliest ever terror attack with over 300 killed and hundreds more injured. Terrorist attacks could be indiscriminate, including in crowded places, high-profile events, events involving government officials and in places visited by foreigners. Due to their use by government officials, hotels are considered legitimate targets by terrorist groups. See Terrorism There is a high threat of maritime crime in the territorial and international waters off Somalia and attack remains a significant threat in the Gulf of Aden and Indian Ocean. See Sea travel All areas across Somalia are suffering food shortages resulting in the displacement of thousands of Somali people including those caused by Tropical Storm Sagar in the north and flooding in the south. See Local travel The consular assistance we are able to offer British nationals who are in Somalia (including Somaliland) is severely limited. The British Embassy in Mogadishu does not provide consular services. If you’re in Somalia (excluding Somaliland) and need urgent help from the UK government (eg if you’ve been arrested or you’re concerned about forced marriage), contact the British High Commission in Nairobi. If you’re in Somaliland, you should contact the British Embassy in Addis Ababa. If you’re in the UK and are concerned about a British national in Somalia (including Somaliland), call the FCO on 020 7008 1500. FCO
  10. The decision by Ethiopia and Eritrea to abandon war paths for peace and re-establish diplomatic and economic links has gotten everyone’s praise. Kenya, for instance, argued it meant one less problem for the region and “a step closer to lasting peace and stability” in the Horn of Africa. Even the UN Security Council said in a statement: “This represents a historic and significant development with far-reaching positive consequences for the Horn of Africa and beyond.” But that growing rapprochement between Prime Minister Abiy Ahmed and President Isaias Afwerki seems to have angered Djibouti, another of Eritrea’s neighbours. OPEN LETTER Last week, Djiboutian Ambassador to the UN Siad Doualeh wrote an open letter to the UN Security Council to mediate in their border dispute with Eritrea. Mr Doualeh asked for a judicial settlement which would be legally binding to both sides. The border dispute between Djibouti and Eritrea is perennial, starting from the colonial days when the former was under French administration while the latter under the Italians. They have argued over ownership of the area called Ras Doumeira since the 1900s. They clashed in 2008, leading to several deaths. The UN Security Council responded by imposing sanctions an arms embargo on Eritrea over claims Asmara was financing trouble-makers in the Horn. QATAR MEDIATION In 2010, Qatar agreed to mediate the conflict and offered to provide troops as a buffer between the two sides. Both sides seemed amenable to the offer and it somehow quietened the trouble. That was until last year in June when Doha withdrew the troops, in the wake of a blockade imposed on Qatar by its Middle East neighbours. Incidentally, neighbours like Saudi Arabia and the United Arab Emirates accused Qatar of financing terrorists, a charge it has denied. BORDER DECISION So how does this affect the Ethiopia-Eritrean deal? First, the conflict over the border means Djibouti and Eritrea are fighting over an area their colonial masters had initially agreed to demilitarise. This could occupy Asmara’s mind when in fact they should be implementing the peace deal officially known as the Joint Declaration of Peace and Friendship. Eritrean academic Berhe Habte-Giorgis argues the key cog in the Addis-Asmara deal will be implementing the border dispute between the two countries, something he argues brought all the animosity. “The key factor in the relations between the two countries is the implementation of the border decision. As simple as it looks, the TPLF leadership refused to allow demarcation of the border despite its approval both before and after the decision,” he argued on Friday, referring to the Ethiopian Tigrayan People’s Liberation Front, the party then led by former PM Meles Zenawi when the war began in 1998. Prof Berhe says the refusal to accept the border decision arising from the 2000 Algiers Accord opened windows for Eritrea to be ‘smeared’ with dirt, isolating in internationally. “That was the monkey wrench in the peace process. It started with attempt to reject the Border Commission decision at the UN Security Council, imposition of sanctions on trumped-up charges for allegedly supporting Al-Shabab, and continued to this day using ‘moving goalpost’ series of false charges.” ASMARA SANCTIONS But there is a more prominent reason for Djibouti. Last week, a Djiboutian diplomat lamented Ethiopia was using its position as a non-permanent member of the UN Security Council to lobby for the lifting of sanctions on Asmara. Renewed last November, the UNSC imposed restrictions on Asmara until November 2018. The Council partially lifted an arms embargo and exempted humanitarian relief heading to Eritrea but continued an asset and travel freeze on certain leaders. Earlier this month, UN Secretary-General Antonio Guterres told reporters in Addis Ababa that he hoped the sanction regime will be lifted soon. “The sanctions were motivated by a number of events that took place, (but) it is my belief that those events will no longer exist, they will naturally become obsolete,” Antonio Guterres he said. If the sanctions are lifted, admitted Djiboutian Foreign Minister Mahmoud Ali Youssouf, there could be negative impact on his country. In a brief to his envoys leaked to the media, Youssouf claimed Eritrea was yet to abandon its war-like behaviour towards neighbours and that Addis could be making a mistake to quickly accept it into the fold. In actual sense, Djibouti had gained the most when Ethiopia and Eritrea were fighting, getting 95 per cent of all Ethiopia’s importation deals coming through its ports as Asmara sealed off sea route for Addis Ababa. The peace deal has seen Ethiopia renew interest in importing through Eritrea, which could in the near future deny Djibouti business. In the meantime, Eritrea is still considered failed and is at the tail-end of the World Press Freedom Index published by Reporters without Borders. Source: – Daily Nation
  11. Ethiopia’s Prime Minister Abiy Ahmed welcomes Eritrean Foreign Minister Osman Saleh at the Bole International Airport in Addis Ababa, Ethiopia, June 26 2018. Picture: REUTERS/ TIKSA NEGERI CAIRO – 24 July 2018: Ethiopia are set to play Eritrea in a friendly soccer match, the state-affiliated Fana news agency reported on Monday, weeks after a dramatic end to a 20-year old war between the two east African states. The match would be played in late August in the Eritrean capital, Asmara, the agency said on its twitter feed. The match is part of attempts by Ethiopian Prime Minister Abiy Ahmed to sweep away a generation of hostility between the nations since signing a peace deal last month. Triggered by a border dispute in 1998, the conflict killed more than 80,000 people. At least 350,000 people living along the border on both sides were uprooted and forced to flee. Leaders have visited each other, and last week Eritrea reopened its country’s embassy in Addis Ababa. Ethiopia’s national carrier Ethiopia Airlines last week made its first flight to Asmara in two decades and was greeted by dancers waving flags and flowers as families separated by the war and the ensuing hostilities made an emotional reunion. 12. Yemen is close to famine after a 25 percent increase in levels of severe hunger this year and an offensive on the main port city of Hodeida, a lifeline for millions, humanitarian organizations warned Monday. Thousands more people have been displaced by the conflict and many are having to skip meals and beg on the streets, they said, with an estimated 8.4 million people already on the verge of starvation. “We perceive the country to be sitting on a knife edge in terms of famine — it could tip at any time really,” Suze van Meegen, spokeswoman for the Norwegian Refugee Council, told Reuters by phone from the capital, Sanaa. “The desperation we are seeing is becoming greater — more people are begging in the streets.” The United Nations World Food Program (WFP) said four in every 10 children younger than five were now acutely malnourished, and put the number of people displaced since the Hodeida offensive began at 200,000. “Averting famine in Yemen will be contingent on the ability of WFP and other humanity agencies to reach the populations in need to sustain humanitarian assistance,” said Stephen Anderson, Yemen country director for the WFP, by phone from Sanaa. The United Nations said last year there were “famine-like” conditions in parts of Yemen, but that not all the criteria had been met. For famine to be declared, more than 20 percent of the population must be unable to feed themselves, with 30 percent or more of children younger than five suffering acute malnutrition and doubling in the rate of mortality, the U.N. said at the time. The offensive on Hodeida was led by Saudi Arabia and the United Arab Emirates and launched the largest battle in a conflict that has killed more than 10,000 people. The war has caused the world’s most urgent humanitarian crisis, with 22 million Yemenis dependent on aid. Van Meegen said it was calm in Hodeida city, but heavy fighting south of the city was causing civilian deaths and driving people from their homes. The Saudi-led military coalition fighting the Iran-backed Houthi movement had previously closed the port, the country’s main entry point for food, fuel and humanitarian supplies. In June, WFP was able to bring in three ships containing enough food for six million people for one month. Anderson said the prospect of the ports closing again was a “major concern.” Source: VOA
