  15. The peace deal brokered earlier this month between Eritrea and Ethiopia startled international observers and delighted residents of both east African nations. After 18 years of military tension and diplomatic isolation, one analyst summed it up well while speaking to The National: “It’s phenomenal”. But two weeks later, the details of the groundbreaking deal continue to emerge. Today’s joint visit to Abu Dhabi by Ethiopian Prime Minister Abiy Ahmed and Eritrean President Isais Afwerki sheds some light on the role the UAE seems to have played in helping both countries conclude a war that claimed more than 70,000 lives. As the two leaders penned the deal on July 9, UAE Minister of Foreign Affairs and International Co-operation Anwar Gargash tweeted: “Through years of hard work to support…political continuity with Eritrea and Ethiopia, the UAE has become an esteemed partner in the Horn of Africa and is the leader of the Arab presence in this important region”. It followed the Dh11 billion aid package granted to Ethiopia by the UAE last month. This is a victory for quiet diplomacy, the likes of which the UAE has finetuned in the Horn of Africa, a strategically crucial region blighted by decades of conflict. The two leaders, who managed to end a seemingly intractable conflict, were both awarded the prestigious Order of Zayed. Named after the UAE’s Founding Father, it is a rare honour of significant magnitude, recently awarded to Chinese President Xi Jinping, a great and powerful ally. By bestowing this honour on both leaders, this country’s rulers have reaffirmed their hopes and faith in a lasting peace and prosperity in the Horn of Africa, where they have strong alliances. By operating ports in Eritrea, Djibouti and the autonomous Somali regions of Puntland and Somalia, the UAE is able to boost trade and protect the Gulf of Aden. It is, among other things, the UAE’s understated, effective diplomacy that has helped usher in a period of renewed peace in one of Africa’s most war-torn regions. And that is the great virtue of the landmark Ethiopia-Eritrea peace agreement. Traditionally the two foes have taken different sides on regional disputes – including in troubled Somalia – dealing a blow to hopes for regional peace. With the two united in promoting peace alongside the UAE, we can expect a so-called security dividend. Ethiopia now finds itself well placed, for instance, to mediate in the border dispute between Eritrea and Djibouti. Ultimately the peace will be most beneficial for the people of Eritrea and Ethiopia, who are enjoying reintroduced travel, communications, diplomatic and trade links.   16. Aged just 16, Abdishakur Mohamed confidently presented his latest work to the Hargeisa book fair, an event that has transformed Somaliland’s literary scene over the past decade. Abdishakur spent four years writing “Ab-ka haleel” (“In the footsteps of our ancestors”), intended as a rebuttal of friends who he says were not “embracing their culture”. “Instead they see it as unimportant, and their Somali identity is in danger,” he told AFP. At the first annual event in 2008, organisers only exhibited a handful of books borrowed from friends and attracted just 200 visitors. Ten years on and literature has taken a prominent place in Somaliland’s culture. New writers have emerged, volumes are being edited, book clubs formed and public libraries opened. The book fair, being held from Saturday July 21 to Thursday July 26, has been a key factor in Somaliland’s embrace of literature. The fair now has international appeal and attracts exhibitors from across the world while helping to raise awareness of the self-proclaimed country’s relative stability in contrast to Somalia. Somaliland broke away from the rest of the troubled Horn of Africa country in 1991 — but has gone without international recognition since. – ‘Here to encourage the young’ – “I come because it’s a space that really allows people from all walks of life, from ambassadors, to politicians, to artists, to thinkers; different people to just come here and share ideas about the future of Somaliland — as well as looking back at the past,” said filmmaker Khadra Ali. “We are here to encourage the young people and tell them the value of writing, whether it’s books, poetry or things related to art,” said author and playwright Yasmin Mohamed Kahin, whose work was exhibited at this year’s fair. Somaliland and Somalia have a long oral storytelling tradition that celebrates poets like Mohamed Ibrahim Warsame, known as Hadraawi, who is considered by some to be the Somali Shakespeare. It was only in 1972 that the Somali language was codified by the military government of Siad Barre in an effort to strengthen national identity. But armed resistance to Barre’s increasingly authoritarian rule slowed the momentum of the language’s formalisation. The Somali army subsequently bombed Hargeisa, pushing Somalilanders into exile in Europe and the Gulf as well as to refugee camps in Ethiopia. One visitor to the fair is activist Edna Adan, the 80-year-old former foreign affairs minister and wife of Somaliland’s second president, Mohamed Ibrahim Egal. Adan, who enjoys celebrity status among young people for her activism, recalled her late 1990s visit to the site where the Hargeisa cultural centre that hosts the fair now stands. The complex, comprising a library, gallery and theatre, opened its doors in 2014. “I couldn’t walk in the streets here because the Somali soldiers had laid mines,” she said. Initial efforts to promote books and reading received a “very tepid” response, she said. “But then it took off extraordinarily.” Adan added that every year there were more and more young people inspired to write in Somali, as well as foreign languages including Arabic and English. – ‘The value of books’ – “It introduced young people to the value of books — something they didn’t know before,” she said. Jama Musse Jama, a researcher at the University of Pisa, returned from Italy in 2008 and founded the fair. He had previously assumed that his countrymen did not read because of their strong oral tradition. “But then I came here and I realised that was not the reason. What was missing was the raw material. There were no books circulating,” said Jama. “We forgot who we are. We forgot art, culture, music. You know, in the 40s, 50s, 60s, Somali music used to be one of the best African music scenes. Today maybe young people have no idea what Somali music is.” But Jama insists that “things have completely changed” as awareness of literature and other art forms has grown. Photographer Huda Ali, who in 2017 published an anthology of images depicting Somaliland, agrees. “Ten years ago they were sometimes surprised to see a girl with a camera in the street — it was something very strange to accept.   17. The decision by Ethiopia and Eritrea to abandon war paths for peace and re-establish diplomatic and economic links has gotten everyone’s praise. Kenya, for instance, argued it meant one less problem for the region and “a step closer to lasting peace and stability” in the Horn of Africa. Even the UN Security Council said in a statement: “This represents a historic and significant development with far-reaching positive consequences for the Horn of Africa and beyond.” But that growing rapprochement between Prime Minister Abiy Ahmed and President Isaias Afwerki seems to have angered Djibouti, another of Eritrea’s neighbours. OPEN LETTER Last week, Djiboutian Ambassador to the UN Siad Doualeh wrote an open letter to the UN Security Council to mediate in their border dispute with Eritrea. Mr Doualeh asked for a judicial settlement which would be legally binding to both sides. The border dispute between Djibouti and Eritrea is perennial, starting from the colonial days when the former was under French administration while the latter under the Italians. They have argued over ownership of the area called Ras Doumeira since the 1900s. They clashed in 2008, leading to several deaths. The UN Security Council responded by imposing sanctions an arms embargo on Eritrea over claims Asmara was financing trouble-makers in the Horn. QATAR MEDIATION In 2010, Qatar agreed to mediate the conflict and offered to provide troops as a buffer between the two sides. Both sides seemed amenable to the offer and it somehow quietened the trouble. That was until last year in June when Doha withdrew the troops, in the wake of a blockade imposed on Qatar by its Middle East neighbours. Incidentally, neighbours like Saudi Arabia and the United Arab Emirates accused Qatar of financing terrorists, a charge it has denied. BORDER DECISION So how does this affect the Ethiopia-Eritrean deal? First, the conflict over the border means Djibouti and Eritrea are fighting over an area their colonial masters had initially agreed to demilitarise. This could occupy Asmara’s mind when in fact they should be implementing the peace deal officially known as the Joint Declaration of Peace and Friendship. Eritrean academic Berhe Habte-Giorgis argues the key cog in the Addis-Asmara deal will be implementing the border dispute between the two countries, something he argues brought all the animosity. “The key factor in the relations between the two countries is the implementation of the border decision. As simple as it looks, the TPLF leadership refused to allow demarcation of the border despite its approval both before and after the decision,” he argued on Friday, referring to the Ethiopian Tigrayan People’s Liberation Front, the party then led by former PM Meles Zenawi when the war began in 1998. Prof Berhe says the refusal to accept the border decision arising from the 2000 Algiers Accord opened windows for Eritrea to be ‘smeared’ with dirt, isolating in internationally. “That was the monkey wrench in the peace process. It started with attempt to reject the Border Commission decision at the UN Security Council, imposition of sanctions on trumped-up charges for allegedly supporting Al-Shabab, and continued to this day using ‘moving goalpost’ series of false charges.” ASMARA SANCTIONS But there is a more prominent reason for Djibouti. Last week, a Djiboutian diplomat lamented Ethiopia was using its position as a non-permanent member of the UN Security Council to lobby for the lifting of sanctions on Asmara. Renewed last November, the UNSC imposed restrictions on Asmara until November 2018. The Council partially lifted an arms embargo and exempted humanitarian relief heading to Eritrea but continued an asset and travel freeze on certain leaders. Earlier this month, UN Secretary-General Antonio Guterres told reporters in Addis Ababa that he hoped the sanction regime will be lifted soon. “The sanctions were motivated by a number of events that took place, (but) it is my belief that those events will no longer exist, they will naturally become obsolete,” Antonio Guterres he said. If the sanctions are lifted, admitted Djiboutian Foreign Minister Mahmoud Ali Youssouf, there could be negative impact on his country. In a brief to his envoys leaked to the media, Youssouf claimed Eritrea was yet to abandon its war-like behaviour towards neighbours and that Addis could be making a mistake to quickly accept it into the fold. In actual sense, Djibouti had gained the most when Ethiopia and Eritrea were fighting, getting 95 per cent of all Ethiopia’s importation deals coming through its ports as Asmara sealed off sea route for Addis Ababa. The peace deal has seen Ethiopia renew interest in importing through Eritrea, which could in the near future deny Djibouti business. Mohamed bin Zayed presents the Order of Zayed, conferred to the President of Eritrea and Prime Minister of Ethiopia in recognition of their work for peace between the two nations. A number of ministers from the UAE and other top government officials were present on the occasion along with the ambassadors of various countries. Eritrea and Ethiopia were at war for almost twenty years before they established diplomatic relations earlier this month. The UAE played a significant role in bringing the two warring nations together. In a tweet on Tuesday, Abu Dhabi crown prince said, “A tripartite summit comprising Eritrea, Ethiopia, and the UAE gets underway in Abu Dhabi.” The bold & historic step taken by the leaders of the two neighbouring countries to end the conflict and open new horizons for cooperation and joint coordination is a model that can be followed in resolving conflicts around the world. Shaikh Abdullah Bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation, has welcomed the re-establishment of diplomatic ties between Ethiopia and Eritrea in a statement on Wam on July 9.   19. Following an intense battle yesterday at the joint US-Somali-Kenyan base near Bar-Sanguuni in southern Somalia, Shabaab has released photos claiming to show its fighters within the base. The photos were first uploaded to its Radio al Furqan website before being republished at more unofficial sites, like Somali Memo and its Shahada News Agency. The al Qaeda branch purported to show its militants walking freely within the base. If the photos are legitimate, Shabaab was able to firmly control the base prior to withdrawing yesterday. However, based on the photos, it appears that the base had a minimal troop presence at the time of the jihadist assault. It is unlikely that American or even Kenyan troops were occupying the base when Shabaab attacked. The photos do appear to show Sanguuni, as Shabaab released a photo of some of its fighters posing with one of the town’s equator monuments. The base and its surroundings also appear to match photos of the base previously released by the Somali military. Yesterday, two suicide truck bombs detonated near the base perimeter just outside of the town of Bar-Sanguuni near the port city of Kismayo. A fierce firefight then ensued following the explosion, as the militants attempted to fight their way into the base. Somali officials said that 100 militants were involved in the attack and that 87 of them were killed. If Shabaab’s photos are indeed confirmed, Somalia severely downplayed the situation and reported false numbers. Shabaab claimed to have killed nearly 30 Somali soldiers in the assault, but no photos of bodies were released by the jihadist group. It is possible that this number is also inflated. An accurate casualty number has so far been hard to verify, however, independent news sources put the number at 12 soldiers killed. The joint Somali-Kenyan-US base in Bar-Sanguuni is the same base in which a US Special Forces soldier was killed in early June. Congressional defense lawmakers officially barred deliveries of the fifth-generation F-35 Joint Strike Fighter to Turkish forces, inserting the ban into the final version of the Pentagon’s budget blueprint for the upcoming fiscal year. House and Senate conferees adopted the legislation, which prohibits shipments of the advanced, multi-role jet fighter to Ankara’s forces until the Pentagon delivers “an assessment of a significant change in Turkish participation in the F-35 program, including the potential elimination of such participation,” defense lawmakers wrote. Defense lawmakers also demanded the immediate release of U.S. Pastor Andrew Brunson, as well as any other “U.S. citizens wrongfully or unlawfully detained in Turkey,” in legislative language included in the defense spending bill, now headed to the White House for President Trump’s signature. Brunson was charged with espionage and having links to terror groups. According to Turkish prosecutors, Mr. Brunson allegedly worked with U.S.-based cleric Fethullah Gulen to overthrow Mr. Erdogan in 2016, and also assisted the outlawed Kurdistan Workers Party, or PKK. The F-35 has been used as a geopolitical pawn between Washington and Ankara, with congressional lawmakers looking to pressure Turkey over its increased military ties to Russia.
