  3. The Somali army chief, Dahir Adan Elmi has appointed Gen Tawane Ahmed Mohamed and Colonel Abdisalaam Aden Ahmed as the Force Commander and Deputy Commander of 12th April Division. The two officials will replace Gen Omar Dheere and Gen Abdi Ali Jamame who were killed in IED explosion early this month. The generals were leading military operations that liberated villages along the coastal roads from al-Shabab. Dahir also reshuffled several other sections of the army ahead operations against al-Shabaab. The army commanders affected by reshuffles include those of 27th, 60th, 21st and 54th sectors of the Somali National Army.   9. Wajir Woman Representative Fatuma Gedi has for the first time spoken following her alleged sex tape that has been trending on social media platforms for the past three weeks. Speaking at the Kiambu Law Courts where a suspect Douglas Baya was arraigned over the fake sex tape, Gedi said her opponents were out to tarnish her name. “I would like to thank all the people who stood with me during this trying moment. Thank you for the messages of encouragement and the overwhelming support,” she said. Rashid Ali who is a family member said the fake sex tape has caused them a lot of pain as a family hoping that justice will be served. “It’s really painful what she has gone through and hopefully justice will be done to her in the next few days,” said Ali. Ali said they are yet to know who are behind the fake video but said they are hopeful the Director of Criminal Investigations will get to the bottom of the matter. Baya has been detained for two more week to allow police to seek for his accomplices. He will be held at the Muthaiga Police station and is set to be arraigned in court in January 14 awaiting more suspect arrests.

Somalia suffers from the disgraceful culture of leaders and politicians invoking deceptively legitimate documents like the Provisional Constitution for bolstering false claims and arguments or for obfuscating critical search for truth. That culture has undermined the requirement of truth, good faith, and accountability in the public life and dashed the public hope for democratic state of Somalia governed by the rule of law and democratic values. Under such culture, federal government officials responsible on financial and economic affairs are frequently citing press statements or reports of the International Monetary Fund (IMF) staff as evidence supporting their claims of integrity and good performance in public financial management and economic accomplishments. Those officials are fully aware that their offices did not provide comprehensive official account on budget execution in 2017 and 2018 (past 10 months), accumulated arrears, off budget revenues, foreign aid shortfalls. Also, they did not respond to allegations of misuse of Saudi Arabia funds, fishing contracts with Chinese company, monthly secret cash transfer from Qatar Government, and pervasive mismanagement of Mogadishu local government finances. The 2018 report of Financial Governance Committee (FGC) chaired by the Minister of Finance affirms, “The majority of the expenditures submitted by FGS at the end of 2017 for reimbursement under the non-salary component of the World Bank Recurrent Cost Reform Financing (RCRF) facility were deemed ineligible as agencies had failed to adhere to the required procurement processes.” Nothing said in the IMF Staff and Executive Board statements and reports support the financial integrity and accomplishments claimed by the federal government officials. To the contrary, the statements and reports describe the corruption, weak (repressive) governance, insecurity, and political conflicts prevailing in the country in 2017-2018. Therefore, the officials are either engaged in dishonest propaganda deliberately intended to mislead the public unfamiliar with the IMF staff statements and reports or lacked genuine comprehension of the information in the press statements and reports. The first paragraph of the press statement released on December 10, 2018 by Mohamed H. Elhage, team leader of IMF staff mission says, “the views expressed in this statement are those of the IMF Staff and do not necessarily represent the views of the IMF’ Executive Board. This mission will not result in a Board discussion.” From this, it should be clear that the informal agreement of Staff-Monitored Program (SMP) between Somali officials and IMF staff should be used in its limited sense. The SMP serves to establish track record of the government behavior on implementation of economic policy reform and on governance. By the end of 2016, the implementation of SMP I was satisfactory. IMF Executive Board of Directors commended “the [Somali] authorities for the significant progress made in rebuilding the economy and restoring key economic and financial institutions in a difficult political and security environment.” That language has not been beaten after 2 years. The Somali officials should be embarrassed by the fact that they meet IMF staff in Nairobi, Kenya because the latter can’t visit the country since 2013 for security reasons. The cited press statement predicts the failure of achieving the projected 2018 GDP growth of 3.1 % and Inflation rate of 3.5 % because of the fall of the international support. This happens after the unfulfilled projection of 2017 GDP growth rate of 2.3 % and inflation rate 5.5 %. Two consecutive years of low or negative GDP growth worsens the poverty condition of the country. The Federal Government failed to tackle from inauguration the impediments to peacebuilding and statebuilding agenda extensively explained in SMPs, FGC report, 2017 London Partnership agreements and Security Pact. To the bewilderment of the majority, it chose to attack the Federal Member States and to disregard the rule of law, justice, respect of freedom of expression, assembly and movements, free and fair election, and respect of human rights, checks and balance, and accountability, by using violence, intimidation, and corruption. The international partners of the federal government – the UN, US, UK, EU, and AU – seem complacent about the destructive actions of a “triumvirate” who monopolized the state power to destroy the nascent democratic system of governance. Apparently, in Somalia, there is a shift from pro-democracy support to pro-autocracy support. The IMF staff statement specifically demands the approval of the Targeted Financial Sanctions Law and capacity development at the Financial Reporting Center (FRC) to safeguard the inflow of remittance in Somalia. It also stresses the acceleration of the financial sector reform, particularly strengthening the licensing and supervision department of the Central Bank of Somalia (CBS), and regulating the mobile money sector. The pace for Public Financial Management (PFM) reform is still disappointing. The IMF has offered the largest technical assistance to Somalia in the area of fiscal and monetary policy reform, and institutional capacity building. Unfortunately, poor leadership, corruption and civil servants attrition, lack of transparency and debate within federal institutions have impaired the impact of SMP programs. To implement the wide-ranging elements of the SMPs, Somalia needs visionary, law-abiding, competent, and righteous leadership. Many SMPs will follow the end of SMP III in mid-2019 to achieve debt relief eligibility under the Initiative of Highly Indebted Poor Countries (HIPC). The international support is declining at a time Somalia needs strong support from creditors and donors for debt relief. Another hurdle to consider, IMF lacks the resources needed to cover Somalia’s debt relief if Somalia becomes eligible sometime in the future. The IMF staff supports from behind two initiatives pursued by the federal government: the currency printing and the preparation of Ninth National Development Plan (NDP9) for 2020-2024 which overlaps the Interim Poverty Reduction Strategy Paper (I-PRSP) required for debt relief process. The 1st phase of the currency reform will focus on printing only 1,000 banknote Somali Shilling. Not only lack of fund for currency printing but also lack of independence and weak institutional capacity of the CBS and confusion around the federal system would be major obstacles to currency reform and macroeconomic management in general. The two positive words for the federal government in the IMF staff statement are: 1. the 8 million dollar excess over the estimated first 8 month domestic revenue of 2018; 2. the rhetorical commitment of the federal government to SMP implementation. However, there is a huge gap between the long list of urgently needed reforms to be fulfilled in 4 year tem and the current sluggish performance of the federal government despite the largest IMF technical assistance. The march towards peacebuilding and statebuilding is halted by the aggressive obsession with 2020/2021 reelection agenda, including the paralysis of the constitutional institutions for accountability and respect of the rule of law. In 2009 Time magazine article highlighted “According to another U.N. report, an estimated $300 million worth of seafood is stolen from the country’s coastline each year. “In any context,” says Gustavo Carvalho, a London-based researcher with Global Witness, an environmental NGO, “that is a staggering sum.” After almost 10 years, things are not getting better, international fleets are in Somalia water, EU Naval Force seems ignoring illegal fishing, evading a wide range of safeguards to undercut the costs of doing business. Blatant violation of catch limits, gear restrictions and safety precautions are frequently carried out by international countries mainly Europeans and Asians , undermining the efforts of responsible fishing of Somalia. The resulting damage to marine resources can lead to smaller catches, slowed recovery of depleted stocks or even collapse for the most vulnerable fisheries. Pirates,illegal, fishing is often lumped together with unregulated and unreported fishing under the Somali laws, also Somalia prohibits bottom trawling, where the ship drags a fishing nets throughout the seas floor. Unregulated fishing takes place in Somalia who lacks the resources to establish fisheries laws or monitoring. Some unreported fishing stems from a lack of scientific data collection, while other unreported catches conceal illegal activity. These three dimensions of illegal fishing are a major threat to the Somalia oceans, consumers and seafood businesses around the world. Recent media reported Somalia government has issued a large number of fishing licenses to Chinese operators, raising concerns among domestic fishermen that foreign fishing pressure in Somali waters will increase. In a ceremony on December 11, Somali President Mohamed Abdullahi Farmajo announced that his administration has granted 31 fishing licenses to the China Overseas Fisheries Association. “These licenses allow tuna fishing, and this shows that Somalia issues licenses through the corruption process by taking bribes from Chinese companies to fishing without Somali observers according to those insiders in Somali Government said those companies already fishing illegally in Somalia and they have over hundreds Vessels. For years, Somali fishermen have complained that foreign distant-waters fishing fleets have poached their waters using destructive methods, threatening their livelihood. These challenges are often cited as a causal factor behind the Somali piracy epidemic, which reached its peak in 2011. According to the Somali fishermen , the new licenses will be affecting migratory tuna stocks, and will affect local fisheries. In addition, the license has no restrictions the waters within 24 nm of the coast for local fishermen. Many observers have suggested that Somalia lacks the means to police its fisheries, and has not been able to prevent violations of its EEZ rights. No doubt few will benefits licenses issued, little will see the funds that was allegedly raised in somalia budget, this may also increase piracy and unemployed Somali youth particularly the fisherman see nothing is changed.   13. An Alberta teenager has discovered a new way to extract diamonds that might otherwise be destroyed by current harvesting techniques. Hamdi Ali is a 17-year-old high school student and a participant in the University of Alberta’s WISEST program, which is designed to encourage women to explore different scientific fields. “What Hamdi discovered was pretty unique and unexpected,” Ali’s grad student mentor, Margo Regier, told CTV Edmonton. “I didn’t really know anything about geology,” Ali added. “So it was a little disconcerting when I first saw the SELFRAG and realized I was going to be working with it.” That machine, Ali explained, is “a high-voltage electronic disaggregation device, which sounds pretty fancy, but it just means that it destroys rocks using 200,000 volts of electricity.” It can also harvest diamonds that would otherwise be destroyed by established extraction methods, Ali soon discovered. To test this, Ali began by X-raying a piece of rock to show it had diamonds in it before cutting it into two halves. One was then crushed with industry standard mechanical vibrating plates, destroying the diamonds inside. For the other half, Ali used a SELFRAG machine, shooting high-voltage pulses to break down the rock. “She found ten diamonds,” Regier said of the second method. “So what that implies is that when you use a mechanical crusher, you are actually damaging a significant number of diamonds and decreasing your total diamond yield.” The discovery led to a presentation in front of diamond industry geologists. “I actually presented in a theatre with a lot of people there,” Ali said. “I was nervous but it was a pretty great experience.” Brad Jongkind, an Edmonton-based gemologist and jewelry store owner, said Ali’s discovery has the potential to “set the world on fire” in the diamond industry. The University of Alberta is also hoping that Ali’s discovery inspires other young women to pursue scientific studies. “You don’t need to have a PhD to do good scientific research,” Regier said. “You just need to have a new idea and you need to work hard to make sure it happens.” As for Ali, while her future is not set in stone, she’s now considering geology as an option. “I am excited to figure out where to go from here,” she said. “I still have to finish high school.” Source: CTV News
  14. With nothing to eat and no sign of respite, people in the Somali town of Caynabo are fighting to stave off malnutrition and disease as they survive off scraps. They are among 6 million people here in Somalia in need of urgent food assistance to prevent a repeat of the 2011 famine that claimed a quarter of a million lives. On a rock-hard dust bowl of barren land outside the Somali town of Caynabo, more than a thousand people have pitched up makeshift shelters as they figure out how to survive. Searing drought has all but destroyed their pastoral lifestyle and now it threatens to kill them. Amina Dahir, a mother in her 30s, travelled for two days and two nights to get to Caynabo after the last remnants of the family’s livestock perished. She was accompanied by her six children and other relatives. “People are coming every day like us, carrying what little belongings they have. But there is nothing here for us – nothing to eat, nowhere to go,” she says, holding up the empty bowl from which the family consumed their last remaining food this morning – a few portions of plain rice – along with their final water reserves. Dahir is among the many people here who say little or no aid has arrived. As acute malnourishment and disease take hold among the group’s children, she asks a simple question. “Where is the help from our own government or the international community?” Somalia is one of three countries at risk of famine. In parts of South Sudan, it has already been declared. The world faces the unprecedented prospect of four simultaneous famines. Three consecutive years of drought have left two regions of Somalia on the brink of emergency. These areas are marked out in red on the food security maps compiled by UN agencies, the final stage before a darker hue denotes famine. The red areas include a large, densely populated area of south Somalia where some districts are under the control of Islamist insurgents al-Shabaab, making access complicated. In the other red areas, which spread over the self-declared autonomous states of Somaliland – encompassing the region where Amina Dahir and her family find themselves, and Puntland security is less of an issue. Here, once green pastures have become dust, the scale of the crisis evident in the carcasses of goats and sheep that litter the roadsides. Dr Hamud Mohamed needs no coded maps to gauge the scale of the problem. At a health centre outside Somaliland’s second largest city, Burao, dozens of mothers wait patiently with their babies for immunizations, antenatal care and other treatment. He gestures to a wall chart that shows the alarming rise in the number of moderately and severely malnourished children. “We are seeing malnourished children coming in every morning, but the most severe cases are from families who have been forced to move to this area recently because of the drought,” says Mohamed, whose clinic provides nutritional support through schemes funded by Unicef, the UN children’s agnecy, and the World Food Program. Treatments include the use of Plumpy’nut, the peanut-based paste, rich in calories and protein, used to help starving children gain weight. “The other problem with a drought is how malnutrition complicates other medical conditions. We’ve already seen an outbreak of measles and other conditions that worsen and reduce the lifespan of a child,” says Mohamed. Some new arrivals in the area are too disorientated or distressed to find help. At Burao airstrip, less than 20 minutes away by foot, Roda Mahamud sits with hundreds of other families. She quietly rocks her pale and listless two-year-old niece, Ayan, who she has been looking after since the child’s mother died giving birth. The family, which includes 10 children, has been surviving on occasional portions of rice and sometimes just black tea. They had arrived weeks earlier, but were still unaware of the clinic. Mahamud’s relative, Keyse Farah Abdi, says they walked for days to come here, having heard a rumour that the Somaliland authorities were bringing assistance to the area. They waited, availing themselves of water from a tanker as well as small amounts of rice and donations of tea and sugar from the community, but aid has yet to materialize. Their few remaining goats are slowly dying. “We heard from people that grass and water would be here but there is nothing. Now we scavenge and get donations,” says Abdi, a softly spoken pastoralist who has traditionally moved with the goats a few times a year to find grazing land. His anxiety about the desperate plight of his family was etched on his face. Humanitarian workers and NGOs have issued repeated warnings. Save the Children cautioned this week that the international community is failing to learn the lessons that led to the last famine, stressing that all the early warning signs of an avoidable catastrophe are evident. The charity’s chief executive, Kevin Watkins, said on a visit to Puntland this week that the scale of the suffering is even greater than at the equivalent stage in 2011, with deaths from cholera and acute diarrhea rising sharply. “Given the weight of evidence, the scale of suffering and the memory of 2011, the international community’s response to the crisis facing Somalia’s children is indefensible and unforgivable,” said Watkins, who called on aid donors to act urgently. An estimated $850m is needed by June to keep people alive and start the recovery process. Similar criticism was voiced by ActionAid, which pointed out that the 2017 UN appeal for Somalia has received $138m from donor countries – just 11% of what was requested. “Hunger and disease mean countless lives are at stake yet at this rate food won’t arrive until after people begin dying,” said head of humanitarian response Mike Noyes. Of the aid already in the pipeline, Britain’s Department for International Development has allocated $126m to Somalia as part of a wider Horn of Africa response. More than $25m of that is already being spent by Unicef on work such as screening and treating malnourished children, rehabilitating water boreholes and immunization programs. As with other “pre-famine” appeals however, the financial clout of the US has yet to be felt. While the US contributed nearly $855m to support relief interventions in the wider Horn of Africa in 2016 (pdf), USAid’s food aid program for 2017 consists of an estimated $171m of assistance spread across Djibouti, Ethiopia, Kenya, and Somalia. Back on the side of a road half an hour’s drive outside of Caynabo, Nuur Mohamed says he has been reduced to begging for food in the town and trying to catch scrawny dik-dik antelope by night. His family and others erected shelters near to the leaking water tank here after his entire herd of 25 camels and 100 sheep and goats died. A veteran of Somaliland’s war of independence, the 56-year-old says: “We’re proud of the country that we have become and whatever happens I am proud of my part in that. We have our freedom still.
