The last civilian government in Somalia was 1969, that is more than 50 years, so you have to start from somewhere. You are right in a normal political climate it would be illegal and unconstitutional for a parliament and the president singing off on elections. But Somalia does not have a strong electoral commission institution to over see the process, maybe in the 2024 elections but not now.
