no one in the international community cares about puntland. Unlike Somaliland and Somalia the world although not granting recognition always seperates the two entities and makes it clear they need to agree on something. Aid is seperate, relations are seperate even America has the dual track approach similir to Europe i.e. the Special status of Somaliland. But the pirates created their own jail in a desert wasteland with only 2.5 regions.
