More... 11. Guns and logistics are the great equalizer in any war but more so in the civil wars. Clans that had these two had won battle after battle. 12. Ethiopia, Yemen, Egypt, Djibouti, and Eritrea were (and still are) valuable to underdog clans because of the need to have armament in a perpetual war. 13. No clan can dominate another for a significant period. 14. Ethiopia is an important power broker in current Somali politics. Its friends won the political battle more than once. Ethiopia holds the key to successful peace settlement of the border problem between PL and SL. Withdrawing Ethiopia support from one of these entities could tip the balance... 15. Mogadishu is a political powerhouse and without it Somali civil war is not (and will not) be over. 16. Benaadirs, Barawaanis, Jareer, and Baajuunis are the real victims (more than others) in the Somalia civil war just because they don’t practice tribalism. They couldn’t form an organized militia that could team up in a coalition with one of the contestants. 17. The era of one clan dominating Somali political land escape is over. 18. The question of Somaliland is bigger than we have imagined. 19. Strong and united Somalia are both a blessing and curse. 20. The criminal warlords have the keys to peaceful Somalia. Somalis have no choice but to have them lead the way for a while at least until they lose the power they have now.

Stoic sxb good question that you posed there but the thing is we would never know until that day comes. The good ones have tuned out and they see Somali politics as despicable profession. They tend to look down on their own and the only contribution they offer is to highlight all that is wrong. The ones that pay attention are rooting for their clan. They empower one group by advocating their clan’s policies and most often than not they are the ones that articulate, plan, and fund their group’s political ambitions at the expense of "the" other group. The ones that advocate elevated, noble and principled causes (Maxkamadaha (in principle), Somaliweyn) find themselves alienated by all the contestants of this civil war. Like the word “liberal†in America, these causes are becoming as dirty as the word “liberalâ€. There are many good, decent, and principled leaders inside Somalia. The problem is they don’t have following in their neck of the wood. Complacency is a real problem. What else would one make of their jubilant ululation when one warlord attacks a city and succeeds to capture it? I don’t pretend to know that much but I tell ya bro I have my take on these events and I blame both the immoral leaders and their complacent supporters alike.

I, for one, was scared and remember I fled from my fav place of SOL forum: politics section. The much awaited clash came and you were proven wrong. That's when I changed my mind about the Hargiesa's mighty army From that day on I decided to call them militia. On the other hand, I don't care if you call PL army militia or not. It just doesn't matter. What I say on these boards cannot change the reality on the ground. What it can do, however, is make you holler Now, what you think FTs and its implications?

This is what I come up. This is just an observation nothing more and I know I’m generalizing a bit here. 1. Politics is extremely important to Somali polity (most Somalis are politicians). 2. Negative tribalism is real and majority of the people think it is synonymous with politics. 3. Uninformed public is prone to be used, abused, and misled by clever, selfish, and immoral leaders. 4. Somalis are not nationalistic people. 5. In Somalia, tribalism overrides Islam, love of country, and even common sense. 6. “Intellectualsâ€, professionals, and generally the Diaspora have funded indirectly the Somali civil war. 7. Proxy war is more dangerous than declared wars between nations. 8. Somalis are good entrepreneurs and can excel when given chance. 9. Animosity between clans or within clans is hard to get rid of without just and effective government. 10. Majority of Somalis thinks personalities are more important than the office they hold, government institutions, or even the system.

That will take away the opposition’s whole argument. From what I understand, they are not against FTs per se but the Ethiopian troops coming in Xamar, which is a reasonable demand in my opinion. Reading what Ato said, I understand that he wants to store the militia’s guns in a designated area guarded by FTs (Ethiopian excluded) provided Puntland’s ammunition cash is subject on the same procedure. That’s where the problem lies for Puntland has a standing army that have to keep eye on Somaliland militia. Perhaps the FTs civilian command can draft a memorandum of understanding that spells out that if tribal equilibrium is threatened there will be procedure that will allow clan militia to take back its ammunition cash till government becomes effective. However you look at it, this is not an easy problem!

SW, First two assumptions: 1. Warlords have significant firepower and they have the resources and ability to mobilize their clan militia. 2. “Maxkamadahaâ€, another viable force in Mogadishu, have the ear of many loyal folks in Mogadishu. The objective of the FT mission is: 1. To disarm the “willing†warlords (now government ministers) who pledged to give up their own weapons. 2. To secure government installations from the occupiers for the government. The problem: 1. The warlords have changed their mind and they are not willing to hand over their weapons. 2. “Maxkamadaha†vowed to wage war against not only FT but even the government. Now, the goal of going to Mogadishu is to have a functioning government operating the most troublesome city of the country as the leading indicator that the reconciliation has indeed taken root in the country. That’s the expectation of any successful peace conference and thus the rational behind the insistence of government going back to its historical seat and be functional one to prove Somalia have moved on from perpetual civil war to post-conflict government. The goal is not to be simply on the ground with the FT protecting you from your own subjects (be it freelance thugs or organized clan militia). The goal is to go there with the cooperation of the warlords who are part and the parcel of the government. The government was supposed to take up political problems with monumental proportions from militia rehabilitation, property reclamation to preparing the country for referendum for the permanent constitution (federalism is on the referendum as well). With FT present on Somali soil and warlords not on board, war is imminent. With Mogadishu up in flames, governance is impossible. War between the members of the government means civil war. That means we are back to square one. The government will lose its legitimacy. It is that simple saaxiib. I say change the whole equation. Start with the international observers including Arabs and secure financial and material help for the government in Baidowa. I think Inna Yussuf have a viable case to make if he goes down the relocation route. Scrap the FT altogether and take away warlords argument.

Waaq, What you say to those who argue that unilateral disarmament by one tribe all the while other tribes keep theirs is not a sensible proposition given the tribal nature of the conflict. On the other hand, the TFG cannot and should not become hostage for one tribe. Now, I believe Mogadishu is 10 years project and the international community is mistaken to insist on the government to function in Mogadishu if the legitimacy of the TFG is to be taken seriously. And I see why they say that given the rosy picture and the spin the TFG put on how the old foes joined hands to reclaim Somalia sovereignty. It’s a blunder to use Ethiopian army in order to pacify Somali city. You always take the risk of TFG being a puppet of this real Kingmaker on the ground with military muscle as added leverage to what it has already had at its disposal. My hunch is that TFG should work on changing the perception of the US and other powers of significance on the question of Mogadishu. The reality is the likes of Ato and Yalaxow have a lot to lose should the normalcy and the rule of law come into effect. They would do everything in their power to sabotage the whole effort by using and manipulating the victims themselves (who are very prone to the clannish sentiments) to actually do the fighting so they can stay the top dog of the Mogadishu’s anarchic world. There are no easy way out here. I would blame the TFG for not foreseeing this difficult when it has the real momentum. They can still make a viable argument and insist on not to go Mogadishu and still get the legitimacy of US can give them. Sizable political and financial leverage will come with the US et al recognizing the TFG. If they go disarmament route,I can see a potential of a renewed civil war with no winners at the end. In short, the tribal balance cannot be ignored anyone who wants to ignore that is simply asking trouble.

Ngonge, My final thoughts on this thread...let’s understand the distinction between the freedom of expression and the right to offend. Of course, we all agree on the first one. The latter is akin in asking the right to kill and then dragging the reader the importance of the intention of the person who commits the deed (medical mistakes, right to defend oneself, etc). Offence is not an offence when done unintentionally saaxiib. It becomes an offence when after the fact one refuses to back down and invokes farfetched claims such as the freedom of expression or the right to actually offend people to justify one's blunders. Now, if the remarks made are offensive to others it does make a world of difference if the person apologizes and explains that his intentions were not meant to offend the people who got offended. On the other hand, if the person insists on to have the right to offend others and refuses to retract (after the fact) the negative remarks on the grounds of the freedom of expression then in my opinion what the person is basically asking is impunity. In other words, the person (alone) becomes the arbiter of who got legitimately offended and who is not according to his own yardstick. If one of us reserves the right to offend others with impunity and ask us to rely on his inner thoughts and intentions for us to make the judgment of whether the uttered remarks are offensive I say that person is being unreasonably stubborn and recklessly provocative. I can see others reserving the same right to offend and simply justify their snide remarks as being unintentional (they might believe that theirs simply do not constitute an offence at all). Do you see the danger here? Some offences are clear enough more like black and white. Others are not so clear, the poster implies, the reader infers, and hence the intention falls in a grey area. Therefore, it all depends on whether the poster is willing to clarify and explain how the post was not meant to offend anyone; and further poster must be willing to apologize for his unintended insults to show how sincere one is. Clarifying, explaining, and apologizing is markedly different than invoking the right to offend. @ baying mob. I wonder...never mind
