Dear nomads, Whilst I hardly view the issue of Sool, Ayn & Highland (to some) and Sool & Sanag to others whilst still Sool, Sanag & Hawd to a third group, to be any different from that of Somalia in general, yet it possesses a rather pleasant sentimental feel to it from historical perspective. Now, let us observe the arguments put forth by the two camps along with that of the elites off of the regions, shall we? On the Puntland camp – the case of Ayn (Buhodle), Sool and Highland (formerly Sanaag) is seen as no more than the preservation of the territorial integrity of the Somalia territories: an extension if you will of the Somali nationalism. The said regions represent Somali nationalism which began in the early 1900s. Whilst gutted rather severely and found NOT overwhelmingly revered voice, it still remains vigorous perhaps in whispers. Here, colonial legacy is neither regarded with respect nor embraced; in fact it is merely seen as a historical event that lent significant voice to the notion of nationalism, yet with minute significance, and no relevance to the present day Somali situation. Periods prior to the potent penetration of the 1890s (albeit reached coasts in late1890s) when the European regal reigned over the Cinderella of the dark continent, pastoral Somalis legitimately maintained identifiable borders along gazing terrains, water wells and ancestral familiar sights. Some including Fu’ad A Adde (hit puberty after independence) view this era to have had a defining historical moment whereas the majority, notibly Mohamed A Hashi (participated in the nationalistic liberation movement) with grassroots support, not only despises this period but go as far as recounting it with vile and despicable memories. Most of Hawd still in the hands of the Habasha, NFD under the Bantu occupation, and Djibouti reduced to no more than French holiday resort – this is from where this group drives prerogative, and at the same time where their dilemma lies. Strived for is a wholesome whole. And anything less is a soiled nibble (cad ciidoobay). And not “aji oontiis”. This is considered more important than the regal segregation of peoples. And thus serve as a mode to revitalise the sentiment of Somali nationalism, if quixotic for now, thereby securing the future of the nation. This view is supported by imperial studies and conditions on the ground all of which lend support in the undeniable existence of clan patronage which overrides the sacrosanct popular feeling of nationalism at times of conflict as the case is in the present-day Somalia. Evidently, at times of prosperity nationalism and nationhood fervour overwhelmingly overrides that of clan patronage as the case might be in all societies – or perhaps more appropriately Somalia in the 60s and mid 70s. An incredibly persuasive argument, which thus far no other group had managed to challenge, that manifests itself as the legitimate voice for Somali nationalism with extreme constituency at the local level (grassroots). On the Sool, Sanag & Hawd camp – here lies a dilemma for the 60s elites off of these regions (schooled in Sheikh, thus acquainted with Hargeysa-Burco strip elites) divided as the rest as to where their loyalty ought to lie – Somali nationalism which could not be abandoned, and the far-distance chance of being better off separated. The expression “Laba Daran Mid Dooro” springs to mind. However, very vocal and conspicuous is the voice of the average person who favours nationalism over anything else, hence the elites lack the grassroots support, and that of civil society and traditional elders. (wish to explore this further at the end) The fact that Banadir region remain in turmoil (albeit administrative institutionalisation is gaining momentum) and the leadership in Southwest (RRA) regions lost both the confidence and the formula for self-regulation does not support the argument put forth by the above groups. In fact, it lends support to the premise “if they cannot govern themselves, why should we remain hostage to them” presented by the pro-secessionist camp. On the Somaliland camp – the case here for the colonial demarcation, which is disguised in historical and customary affiliation, of the Somali territories has many a times been made. Both are challenged with vehemence in that colonialism is said not to constitute historical affiliation as much as customary association is never a substitute for birth and blood correlative bond - that of the Somalis and Somalia. (I’ll let others to further explore the arguments for the legitimacy and Statehood of Somaliland by other abled- pro-Somaliland nomads – for I do not believe I could be expected to be void of bias, and/or do justice for an entity which I do believe not in its viability – (I DO, however support its existence). Therefore, a resolution to avoid skirmishes (I see not the possibility of an all-out-war) could be found in in-between waters if the desire to explore them is to be had. - Somaliland’s elites (and not leadership) ought to abandon the secessionist strategies and pursue either confederate (unlikely at the moment) or federal (highly likely) union with the rest of Somalia, - Restructure Somaliland to exclude these regions, provided the above is deemed non-optional, - Review, if not reliving, the legacy of Somali nationalism differentiating the acts of the State (horrendous) as opposed to that of the populace (hardly liable), - Dispel the mythical notion that Somaliland shall cease to exist without Sool & Sanaag, - Heed the voice of the people of Las Anod (pro-federalist) as much as that of Hargeisa (pro-secessionist), - Puntland’s leadership (and not elites) to promote diplomatic resolution to the problem, - Maintain administrative State institutions in Ayn, Sool and Highland soonest, - Further strengthen business and trade activities between people of the region irrespective of the political situation, - Further reinforce cordial relationship between traditional elders in Togdheer and Eastern Sanag and those in Puntland, Elites off of Sool, Sanaag & Hawd - As I got to dash now, I do reserve the right to observe this group perhaps another time. Never indeed my old Bruv. It appears many seem to be banging on about the spills of war without much attention to its repercussions. I am yet to see anyone proposing a resolution to the conflict in the regions concerned. Is there a decree of resolution? If so, what is it? As equitable compatriots of the land of Somal (Puntland, Somaliland or otherwise), is it at all possible to think rationally and consider other possibilities once and altogether ruling out the option of warfare without siding with either camp, yet simply considering the basis of the arguments put forth? And without being unfair to either camp, could we explore opportunities to not delay war but, write it off in total sum? Best of luck, Cheers.

WAR IS NOT THE ANSWER If recent reports from eastern parts of our country are something to go by, it seems that there are growing political insecurities and a looming military confrontation between Mr. Cabdilahi Yusuf and the Riyaale administration in Hargaysa. My dear lSankataabte – all is well, and surely the corporate rat race is bound to take its toll on many including I. I could not stop myself from laughing as I read LANDER’s less gallantry, yet prosaic drivel intended to portray the beguiled NSS junior foot soldier [Riyaale of western Somaliland] as a sword-welting Roman general rippling with a blend of sweat and gore resultant of the triumphal encounters at the war frontier whilst reaching for the odious shovel with regards to Puntland’s leader. Shows how our brothers in Somaliland are in dire need for strong leadership and guidance from the dismal abyss that has become the fate and trademark for the secessionist camp. When not playing the tribal card which almost always tragically backfires on them, they are partitioning their own supporters disembowelling generals in a moment’s impulse whilst crowning second rate moles and junior ragtag pugilists. Question though – why attack Mr Yusuf as if his administration released the warning? Does it not say PPP? Does it not warn both administrations? Or I am reading it wrong? Sooooo amazed at my fellow countrymen in Somaliland! I ma certain, albeit could be proven wrong as the psyche of the Somali leadership has confused many a student of human behaviour, but there shall be no war ‘ween the northern enclaves. Anyone seen our dear friend Mr Oodweyne whom one could have relied upon for consulting one last time his Wichi-board to predict what is in store for the northern states in the future, and/or if war is as imminent as much as it is spoken of? Or is this a classic throwback out of the college of war? – then again, the honourable Riyaale has never set foot inside that admired institution if memory serves me right, has he?. Let us all hope, it never comes to a war for the burden shall fall upon the innocent Somali civilians irrespective of their locale! -

Sightings of marauding militia pouring into Togdheer and parts of Sool regions, which regrettable is bound to cause an influx of displaced nomads and inhabitants of major towns alike lest caught in the midst of a possible war, have been observed. Irrefutably aggressive and politically suicidal in their conduct, such attempts on the part of the Hargeysa administration which will surely precipitate the death of innocent civilians, disruption of peace and instability in the region, and dislodgment of locals adversely impacting the region in its entirety. Such flagrant armed manoeuvring in the said regions, which thus far had enjoyed relative peace and stability, is being received in a state of antipathy and melancholy. In observation of the Security Council’s December 2003 formation of a four-member-panel to monitor arms violations in Somalia, In observation of the provisions of the UN Resolution 751 sanctioned in 1992 with regards to violations of arms embargo in Somalia, In observation of the Eldoret Declaration on Cessation of Hostilities signed in Eldoret in October 2002 of which provisions include: · To abstain from the conduct of hostilities in Somalia from 27 October 2002 and to maintain this state of affairs during the peace process, its implementation and subsequently, · To use only peaceful means in the resolution of all disputes between political, military and other groups and the communities they represent, · To ensure that all political, military and other groups maintain only defensive military positions and capabilities, and refrain from any military provocations, · To implement fully the United Nations Arms Embargo for Somalia (UN Security Council Resolution 733 of 1992). We, therefore call upon the Puntland administration to: · Take deterrent measures to safeguard the sanctity, sovereignty, and territorial integrity of the regions and citizens of the State, · Ascertain conditions under which war could break out while evaluating the scope and gravity of the situation, · Remain vigilant of any actions that could jeopardise the stability of the region, and not assist Col. Riyaale and his militia with their deadly and desperate intentions to engulf the peaceful regions of Somaliland and Puntland State of Somalia which had maintained cordial relations under pervious administrations in Somaliland, · Engage traditional elders, political leaders and communities in Togdheer and western Sanaag all of which oppose Col. Riyaale’s mindless, pugnacious hostilities as they are the ones who will be impacted at first hand in the wake of a possible war in the region, · Remain alert of all activities that could jeopardise steady progression of local elections that are to commence in all regions of the State. We also call upon the Somaliland administration to: · Stop all hostilities at once, and observe good neighbourly relations that previous administrations had maintained with neighbouring regions, · Realise that clan-motivated, land-grapping stratagem, and waging war upon stable regions and peace-loving peoples will not be tolerated, · Note that attacking Sool and Sanaag predominantly inhabited by people of ***** will be regarded as a tribal war between **** and ******* , and will be dealt with accordingly, · Note that Puntland State which came about as a result of the determination and resolv e on the part of the people in the said regions will defend its territories, · Respect the will and desire of the people while listening to the voice of reason from the general public, and · Address deteriorating security conditions in Somaliland, tackle the political upheavals within the Riyaale administrations which comprises of junior cadets and remnants of Siyad Barre’s dictatorial regime, and mostly engage and continue good neighbourly relations. And finally, we call upon the Security Council, IGAD Member States, leaders of the free world, NGOs operating in Somalia and the international community at large to note Col. Riyaale’s blatant aggression, to penalise Somaliland government for violating UN Resolutions 751, 733, and the Eldoret Declaration on Cessation of Hostilities, and to pressure the Somaliland government to halt hostilities and all armed activities. Angul – dear I miss you too. I'm still on the Cawaale ship captained by Gediid in observation of the cease-fire – chilling if you will! Excessive demands and scheduling constraints in the corporate rat race on one’s expertise at work, my dear prevent one from entertaining as one might have desired. Besides, did you not notice I hardly rejoice in the misfortunes of others especially my fellow countrymen, rather I excel in observing political gaffes of misplaced officials and persons of authorities whose stances I might disagree more often, or not as openings might necessitate. Now, not so long ago around the time when the dear old lady Ms Edna was in a ceremonial ritual dancing (the type one witnesses on Sundays at the local Cathedral) in the West propagating how Puntland was behind the deaths of foreigners with her charity basket slinging on her left shoulder, I recall asking a government official in Garowe as to why they [Puntland] hardly respond to the continuous bellicose, belligerent rhetoric and perpetual war-mongering verbose in nature that comes out of Hargeysa. His response “We heed not their snivel for two reasons” Firstly, we [the leadership in Puntland] are not of the same calibre or era, thus could not engage rookie, late bloomers like Riyaale. Secondly, our policies are of reconciliatory nature; promote parley dialogue; and political discourse, thus intimidation which does more harm than good, suits not our style. Hence, inaWaraabe, Edna or Riyaale could talk all they wish, but shall forever remain in Hargeysa. So why bother! “The days of the inaEgal, one hardly heard of these cries, because there was a clear understanding and political cohesion ‘ween the two administrations. Caution with that it appears has now been thrown to the wind” his words. That summarises the predicament facing the ill-fated Riyaale camp. 11th hour desperado calls will hardly change the course of events! What can I say? -

Horn Horn Horn – It is all in the mind or from which angle one views the object in the rear view mirror old chap – indeed it is warped perception you seem to be viewing if not tuning into it – thus perhaps through experience and learning we shall in good time suss out the equation as it is laid in the history books. One wonders what interest Egypt or Libya might have in Somali politics! Then again that matters not as it is a mere falsification, eh. I am not one to seek scapegoats for my personal shortcomings and tactical fiascos, but something for yours truly to chew on whilst you succinctly review the integrity and respect you had for me. Hope I managed to keep it short and less complex for your own sake!

Horn – it is very simple old chap. The ideology you seem to be promoting is that of the men in question, thus subscribing perhaps subliminally to such viewpoint is a symbol of your ideological stance in the Somali political idiosyncrasies. It matters not whom you reckon to be an enemy as the biggest enemy of Somalia is Somalis themselves. Pointing fingers, shifting blames and dodging responsibilities all of which are unmistakable hallmarks of victimsim, the hand you seem to be playing along with the said men, is not going to make the problems go away; and indeed might make you feel better for a while but shall forever compound matters. Does that alleviate a moment of painful delivery, or does it not?

Somali-BBC ….Does it offer any Journalistic values to serve the people?

Gentlemen, Journalistic values – I think not. Not any more at least! The BBC at its heydays (Sugule, Idiris, Rashid, Walde, Dalmar & Haaji) used to set not only the journalistic standards for Somali-speaking peoples but was famous for coining phrases, terminology and vocabulary in areas as far diverse as science, technology, economics and information dissemination. Sorry to have to say it, but it no longer does any of the above where the current BBC Somali section is concerned. One could hardly understand what their new breed of reporters are on about half the time except perhaps the likes of Cawke (brilliant vocals when not under the influence), Abdinur Sh Mohamed (excellent quality program producer), Du’ale (finest historian and producer), and Haji (the Brian Walden of Somalia – superior interviewing skills) whom I reckon are the few last standing journalists around. Is it any wonder no one believes in much of what they say, let alone put in printing! Online medium carries far better and more up-to-date news coverage than the old hogs at Bush House. -

Horn - so if one is not bashing the Ethiopians ala A/Qassim,or not wailing foul ala the Galgaduud Brotherhood ala Hiiraale, then one must be of Puntland, eh? Is that the stuff you are trying to feed us mate? How did you suss out the good Dr is of Puntland?

Finally, what is hindering the Somali peace process that is said to have been the best chance Somalia has had for a while? A peace process that has been going on for almost a whole year. The answers are many but these points stand out: 1. Lack of transparent and coherent media especially at the BBC Somali section 2. Funds from some Arab countries that is used to destabilize Somalia 3. Weapons from some countries that benefit directly or indirectly Some warlords 4. Lack of proper financial support from the International community in completing the peace process 5. Lack of Project Management skills at the Mbagathi conference 6. Petty politicking of the Italian government 7. Petty politicking by some Kenyan power brokers In summary, though Puntland has compromised its authority by accepting the 4.5 rule and Mogadishu as being the capital in the Draft Charter, they ought to be congratulated for trying to find an all-inclusive federal Somali government or are they negotiating poorly? Djibouti, Hargeysa & Abdiqasim's ARTA Since the inception of Mr. Ghelle's ARTA, and its subsequent failure, Mr. Ghelle has been wishing and shopping for one more shot in the Somali political arena. And nothing materialized, until Mr. Dahir Riyale Kahin showed up on the radar screen. Mr. Riyale, a compromise candidate/turned temporary leader in Hargeysa, and formerly a lieutenant and a spymaster for Abdiqasim Salad Hassan during their Siad Barre regime days, has sensed an opportunity to settle some long-standing local clan scores, and has since tied the knot with Egypt and its proxy - Mr. Ismail Omer Ghelle's Djibouti. And since then, having met Mr. Abdiqasim twice, and once with the Arab League Representative in Djibouti, nothing has been the same in Hargeysa. The devious schemes (already tested in Puntland) of one of Africa last remaining despots, Mr. Ismail Omer Ghelle, are now being fine-tuned in Djibouti and played in Hargeysa. They are temporary schemes intended to create temporary alliances, all united and with one sole intention: to set up another Ismail Omer Ghelle controlled, albeit ineffective, Somali government. The scheme brings together some old friends and recruits newer ones. It creates an alliance between ARTA, its al-Itihad al-Islamiya alliance, and the reinvented and renamed financial group - the al-Barakat group of companies (TelSom in Hargeysa, Hormud in Mogadishu, and Golis in Puntland). This Bal'ad alliance, established by Abdiqasim Salad Hassan and Ismail Omer Ghelle, is by name only headed by the much weakened warlord, Haji Muse Sudi Yalahow, whose clan has fully endorsed the Somali peace process underway in Nairobi. In addition to others, the Bal'ad alliance is morally and materially funded by HornAfrik Radio together with financier Ahmed Nur Ali Jimaale, the recently deported from Dubai head of al-Barakat. And finally the Bal'ad alliance, on the north of Somalia where they lacked base, is now complemented by Mr. Dahir Riyale Kahin, their new friend in Hargeysa. One-first visible sign of this newly minted alliance was the delivery from Dubai, from Hamriya port, to Mr. Kahin and his sub-clan of twenty technicals to be fitted with heavy artillery. Another five is still in Abra port on its way to Berbera. Add it all up, and just like the old days, after each and every Somali reconciliation process, this time the signs point towards another fresh round of instability in the not-so-stable Northwest regions of Somalia, and the already tension-filled Banadir region. In the south, things will not fare any better, as al-Itihad al-Islamiya is already on the move and on the brawl to consolidate the southern farmlands. On the Hargeysa front, some questions: will the leader of Kulmiye party wait in London while Mr. Riyaale and Mr. Ghelle bid on the House of Elders (Golaha Guurtada)? Will an impeachment, as recently touted by some prominent figures, work? Will Siilaanyo come back? Will Buro stay put? On Djibouti, the real question is: what is in it for Mr. Ismail Omer Ghelle? As we have mentioned on these pages for a number of years, it is all about controlling the not-so-controllable Somali resources. It is also about proving to the Arab world that he, Mr. Ghelle, is the man when it comes to the ever unpredictable Somali affairs. In his eyes, having set up the ARTA group as the legitimate Somali government, and having set up their banking operations in Djibouti, where he has full control, he is convinced that as long as he has a weak Mr. Abdiqasim Salad Hassan, he can't lose. But as history proves, selfish interests don't last long in Somalia. Few other questions: how al-Itihad al-Islamiya and the ambitions of Mr. Ghelle will get along? Or does Mr. Ghelle care if al-Itihad achieves their consolidation underway in Southern Somalia, and mainly their drive towards control of southern Somali farmlands? On Ismail Omer Ghelle's alleged war on terror, what would the reappearance of a long-lost friend, Col. Hassan Dahir Aweys (most wanted terror list) together with recently deported Mr. Ahmed Nur Ali Jimaale in their organization controlled Marka City mean on Djibouti's war on terror? What about Mr. Ghelle's sudden trip to Iran? Would he bargain on behalf of al-Itihad as an equivalent to Hizbullah? SOOL PLATEAU DROUGHT UPDATE Recent reports from the Sool Plateau suggest that the situation is worsening with no further rain in the region. Pastoralists have started to abandon their livestock and move to areas with permanent water sources within the plateau, and to a lesser extent to urban centres such as Las Anod and Garowe. An FSAU nutrition assessment in Dahar suggested that although overall nutritional status has not declined significantly, the children of pastoralists moving into the settlement are noticeably more malnourished. The failure of the deyr rains has affected most of northern and central Somalia and into the Somali Region of Ethiopia. As a result, grazing is poor and water is very scarce over the whole area, and normal migratory patterns have been disrupted. However, while the situation requires careful monitoring over the whole area, the communities on the Sool Plateau are particularly vulnerable as a consequence of the duration of the drought, now in its seventh season. Further assessment work is likely to be required in Togdheer, and the Haud and Nugaal districts of Puntland. Inter- Agency humanitarian response strategy; The Humanitarian Response Group is working to develop a response plan for the area, based on food and cash assistance; water trucking (for human and livestock consumption); rehabilitation of water resources; mobile health clinics and expanded supplementary feeding centres; livestock off-take and veterinary services for the surviving livestock form the first level of phase1 (emergency phase) intervention strategies in November to January 2004. The intermediate interventions (February to April 04) will be planned as the first level interventions are implemented and are likely to include cash and/or food for work programmes targeting environmental protection, public infrastructure, and strategic water development. Expanded and more regular support to health infrastructure in affected areas as well as measures to ensure the continuity of basic education in drought-affected areas will also be developed. UN-OCHA will provide coordination services in the field, at the regional capital level (Hargeisa and Gorowe) and in Nairobi., and an operational base within the Sool Plateau is being developed. Humanitarian Access: Irrespective of territorial claims, the current drought clearly transcends political boundaries, and access to affected communities need be based on practical considerations of logistics, cost and institutional structures. Letters to the Somaliland and Puntland Authorities from the UN Humanitarian Coordinator officially requesting unrestricted humanitarian access has resulted in a formal agreement from the Puntland Authorities. No written rely has been received from the Somaliland Authorities, and reports indicate that they may insist on humanitarian supplies that are targeting communities living in Somaliland to go through Berbera port. The INVADERS: Demise of Banaadir and Environs Facts about the civil war, Mogadishu and surroundings "A bad will is the cause of bad actions, but nothing is the cause of a bad will. For when the will abandons what is above itself and turns to what is lower, it becomes evil - not because that is evil to which it turns, but because the turning itself is wicked." Saint Augustine The City of God FACTS Before and after the civil war: Mogadishu was home to over one and half million Somalis from all corners of Somalia. It no longer is! The INVADERS who captured Mogadishu sold all Somali historical monuments and artifacts concentrated in Mogadishu to overseas art collectors. Every valuable asset in Mogadishu, public or private, has been ripped from under and above by the invaders and sold or stored away to rot. According to UNOSOM "at least 60 per cent of the country's basic infrastructure [concentrated in Mogadishu] disintegrated." Southern farmlands, the breadbasket of Somalia, previously owned by a diverse group of Somali clans, are now mostly concentrated in the hands of the invaders and their clan businessmen. Ethnic inhabitants who were the majority land and real property owners of Banadir and surroundings are no longer the rightful owners. For the last ten years, their land and real properties have been confiscated and seized by invaders from other regions. When it is troublesome for the invaders to seize properties from rightful owners, then businessmen of the invading clan use counterfeit money, hot off the presses, to purchase land and properties. According to UNOSOM data, "overall an estimated 300,000 innocent civilians, mostly elderly and children" have been massacred and died, Hutu style, by the invaders and "some two million people, violently have been displaced from their home areas, fled either to neighboring countries or elsewhere within Somalia." Yet, there is no single IRIN or other UN report on record that advocates for the innocent displaced surviving victims and their relatives. Radio stations and tabloids in Mogadishu, again Hutu style, were used to incite violence and death against certain clans deemed undesirable and therefore unfit to survive or own property. Yet, IRIN and the BBC World Service use these same tabloids and radio stations as their only sources of news in all of Somalia. To this day, the invaders are still employing their skillfully developed art of property seizures, massacres, looting, rape, torture and killing. The Dr. Jim'ala Human Rights Organization, a misnomer, or any other Human Rights Organization in Mogadishu has yet to raise a finger about any of these issues. As a matter of fact, according to the BCCP of southern Somalia, "this organization has taken the lead in protecting the mass human rights violations and abuses of Mogadishu warlords and their rootless businessmen." For them, as in the "God Father" movie, it is all about the "Family Business." It is also about misguiding world donor organizations about realities in Somalia. And now, the rest of the story: (This might be of special interest to the Head of UN Political Office for Somalia, David Stephens; UN Humanitarian Coordinator, Randolph Kent; IRIN Director, Pat Banks; IRIN Editor-in-Chief, Jonathan Clayton and all other individuals and/or agencies who are still blind about the trials and tribulations of Somalia.) In ANNA KARENINA, Leo Tolstoy begins one of the greatest novels with the following: All happy families are alike; each unhappy family is unhappy in its own way. In Tolstoyian philosophy, the following might be a fitting line for the dislodged ethnic inhabitants of the region and the INVADERS of Benadir and southern Somali regions, from Mogadishu to Ballidoogle to Marka to Brava and to Kismayo: All honest clans are alike; all dishonest clans are dishonest in their own way. That summarizes the modern Somali clan dilemma. The honest clan families of Somalia had been dislodged from their homes and territories. There is no land, no properties and no grazing fields for their livestock. Their family burial grounds are even out of bounds for these families. Certain minority clans, mainly the ethnic Banadiris, the Bravanese and others have even lost their wives and daughters to the invaders. They don't control airports and or seaports to engage in their commercial activities without paying huge ransom fees. These persecuted Somali clan families of the south, including ethnic minority clans, were the breadwinners of Somalia. Now, they are slave laborers in their own farms and sometimes in their own houses, and yet, Mr. David Stephens condescendingly justifies their agony as a minor problem due to "lack of land writs." Apparently, when Mr. Stephens incomprehensibly speaks of "Rehabilitation, Demobilization and Reintegration" and refers to the invaders as "no longer a case of armed factions," he is uttering code words dictating most Somalis to sign over their property deeds to the invaders. In southern Somalia, that is the prize for being honest, hardworking Somali and always in search of peace. That is the Somalia of Mr. David Stephens and the Arta faction. The honest clan families of southern Somalia have no voice. They expected their voices to be heard. They believed help was imminent and believed in Divine Providence. They waited for the United Nations to arrive. They waited and the UN's UNOSOM arrived. In phase one of UNOSOM operation and after $42,931,700 net expenditures and eight military fatalities, the invaders were even stronger and seized even more properties and land. The victims waited and waited. Again, the UN arrived via Djibouti. But this time, the unexpected became reality. The UN wished to promote and enthrone the invaders together with Siyad Barre's criminals and crooks as the official rulers of their subjects and also as official peacemakers! The UN and the invaders' cohorts in the media (IRIN, BBC Somali Section and of course the invaders' own "Hutu style" radio stations and tabloids) did not stop there. They turned the tables on the honest Somalis. They were told: you are an obstacle to lasting peace in Somalia. And the honest minority ethnic clans of Banaadir and environs suffer agony and humiliation. In one widely reported incident on Feb. 27, 2001, a Somali family in Mogadishu, an ethnic Banadiri family, was denied by the invaders to properly bury their deceased! They were told that their family cemeteries were no longer theirs. This is the sad story of the honest clan families of southern Somalia and a true reflection of the "very much improved" Mogadishu City of Mr. David Stephens. That is the Somalia of the Arta Faction and Mr. David Stephens. As always the case, all dishonest clans are dishonest in their own way. The invaders never made peace within. Dishonesty can't make peace. They fought over the leftover spoils and Mogadishu City got ruined and deserted. As in Ayn Rand's ATLAS SHRUGGED, the John Galts of Somalia, the intellectuals, educators and administrators, the driving engine of Somali ingenuity and progress, bailed out of Mogadishu and returned home to their regions. Consequently, peace, stability and development prevail in the North. From Gaalkacyo to Garoowe to Boosaaso and Burco, to Berbera, Borama and Hargeysa, peace and business interests reign. Telecommunications, including mobile technology, are the most sophisticated in Africa and the cheapest. Small-scale industries flourish. Water pipelines bring clean water into homes and businesses where once water was scarce commodity. Recently constructed water purification plants also provide the option of clean bottled water. According to local chamber of commerce data, unemployment in these northern regions may be the lowest in east Africa while Mogadishu residents are lately found in the employment queue lines of the northern regions. Mogadishu residents are running and running scared from Mogadishu. They are running away from a place perverse to all Somali traditions and to Islamic laws. A place where the sheriff, the sheikh, the intellectual, the administrator, the clan chief, the warlord and the '******** ' are all on the same page and on the same note. These '********s' and entourage are Mr. David Stephen's "clan elders" that represent no clans. The run away Mogadishu residents are found in Berbera and Boosaaso ports and environs. They are looking for opportunities in the safe heavens of the "Northern Recovery Zones" or looking to escape to Yemen and to the rich oil fields of Saudi Arabia. And the "Northern Recovery Zone" residents keep singing the tune: Never again in Mogadishu. In other Somali regions, peace and stability are slowly prevailing in RRA dominated southern Somalia. But still, the RRA has yet to recover most of their fertile land and confiscated properties. And given time, recover they will! And now back to the invaders, ten years after the fact, Mogadishu invaders still can't make peace. But the trial and error goes on. With the help of the UN and the exemplary corrupt city-state of Djibouti, they brought in the remnants of the discredited corrupt Marxist dictatorship of Siyad Barre. Remnants that looted the nation and or directly participated the butchery of the Somali people. But then again, two wrongs don't make right. The invaders and their entourage, lately widely known as the Arta Faction with brand new over seized suits, like used car salesmen, complete with a name change and new corporate logos, and their clan businessmen and sponsors are now further apart than they have ever been. As a matter of fact and for all practical purposes, they are prisoners caged in few of the still standing Mogadishu hotels. Meantime, the invaders are desperately singing the tune: it must be the fault of Somaliland, Puntland and the RRA leadership and of course Ethiopia! Their nightmare continues and they scream: no more self-relying regional states and no more building blocks! Meanwhile, the Somali rebuilding and reintegration goes on. The Somalis are reclaiming their country, region-by-region, block-by-block, and the creation of a federal system of governance, whether liked by UN Political Officers or not, is in full swing. The clock for the dishonest clan families of Somalia is ticking. It is also ticking for UN Political Offices, IRIN, UN Radio Station, BBC Somali section and all other "Hutu style" radio stations and tabloids in Mogadishu.
