  1. Karanshe (Horn) I have witnessed quite a bit of passivism in my time, but nothing compares to what I derive from your postings. For the years I have been a frequent member of SOL, I am yet to come across anything as abhorrent and as vile as the gentleman in question’s last acidic remarks. I recall if I am not mistaken that many have pleaded with him to retract those awful words of his, and as appalled as many found his, indifferent he remained which in itself showed how infantile he had been. You see, in life there are times where one is convinced to be on the right, but even so others might feel otherwise in urging one to take a grace fall, as a result of which one simply obliges in respect of others and falls, as the issue is no longer who is right or not. Am afraid our friend Juma was a bit of tawrag demonstrating the hideous side of our less refined social culture in that I suspect his absence shall not be missed as much as his presence shall not cheer anyone. Having said that, it is entirely up to the Admins to do as they please! And one other thing, no matter how harsh, abrasive or less civil we might be to one another, there is a limit as to what one could say with respect to one’s fellow countrymen. Saying to someone that “raping innocent Somali girls was a pleasure and a cherished memory†is one of those things that one could never bring oneself to even admit its existence, let alone take pride in or be proud of. Imagine, if you will, if a lad of Juma’s age and mindset whose sister or someone he knows that had fallen prey to the savage rampage of the id..ots he, Juma holds so dear as to his heroes, was to read that statement and goes on the hunt for innocent girls of Juma's kinship (Somali) and subject them to horrific acts similar to those Juma felt were justified in the early 90s – an era right thinking Somalis wish never surfaced. Make no mistake, the scars are fresh, families are still reeling in anguish dealing with the ordeal and the loss of the era in question in that many cannot bring themselves to even think about let alone deal with the harsh realities. Further, there are living persons whose relatives had either perished or still carry the scars of the ghastly events resulting from the civil war who are still in the digs wailing in vain. I doubt Juma sees any trouble in such acts, therefore are we to condone those acts by tolerating his insidious statements when innocent Somali girls are on the receiving end?   5. Somalipride – at a loss, you seem to be in engaging in a factual based dialogue with the loony, loopy lot who lack a bona fide grasp of the reality in Puntland, or elsewhere in Somalia. To you credit, you bring in a great deal of reason derived from what you have seen and know of the said state; unfortunately the opposite is true of the loony lot. How you could possibly engage in a productive dialogue is beyond me – gacma daalis iga dheh! Clarify for the sake of it I shall, for I doubt paying much attention the culprits herein will be. What is being classified as a private militia in Puntland is the official, government sanctioned marines (ciidanka badda) in charge of the control, safeguard and monitoring amongst other things, rightly or not, of the seas in Puntland under the command of one Xiif A Taar, the architect; thusly labelling it his private militia only indicates the ignoramus nature of the arguments put forth by the loony lot. Marines alike the Dervishes come under the direct command of the President, and unlike the Police forces that report, not to the President, but to the Ministry of Interior which is the reason that President Cadde was quick to condemn the actions of the Police Chief who it turns out in his miscalculated attempt dived in to apprehend a unit of the marines in Bosaso lacking justifiable cause, muscle and vigour – a politically motivated manoeuvring on the Police Chief’s part as some had hinted earlier. I ask ‘cos I observe in your write-up some familiar chat lines particular of the women’s high society social club where mistresses entertain their bruises whilst awaiting their turn of the finer breeds of the circle. Hasty, I reckon it is to presuppose the articles of the Aden Declaration prior to their being implemented as well as its eventful outcome well before their being tested in the ever so hostile terrain of Somalia. One could pen pages of what is commendable about the Aden Declaration, yet one is confined by the principal doctrine of the Aden Declaration: resolution by way of dialogue, and through government agencies. Thusly one opts to withhold one’s analysis; however convoluted most might be, till the hour beckons. Notable it is, unlike prior negotiations amongst conflict-infested Somali parties, this one empowers government agencies including the council of parliament and of ministers to hatch a resolution: a commendable wisdom and a new approach to reaching consensus. Further, it is that which many including yourself are thrown; it is that which confounds many who would have liked to see it amassed; it is that which baffled the few who fancied themselves as being privy to its directives, and most of it is that which accelerated its being embraced by the populace purely for its sheer promise of hope and willingness to resolve contentious issues through dialogue. Times, there are when I find myself flabbergasted by the sheer inanity of some people who when not making a complete arses of themselves, mind you in public, splash putrid filth to anyone that comes in close proximity. That means the 40+ ministries along with all other government agencies had to do with 7 million for the year in its entirety – no need to speak of social services and other public service agencies. Puntland’s on the other hand for the year in question was 235 billion shSho where the rate stood around 9,000 a shelling to the usd (give or take). If one consults the exchange rate and does the conversion to the usd, it stood at 24.4 million. In 2006, Puntland’s projected budget as submitted a couple of days ago to the Parliament for approval was 250 billion soSh where the exchange rate is approximately 9,800 to the usd (give or take); therefore with the conversion, the annual budget for 2006 is a 25.5 million usd. Now, why would someone trot about in public with such “indha adaygâ€, if not lunacy? And yet have the audacity to show face - show malaha ceeb looma dhinto. I do not know. Believe you me, this is one of those times when I almost give up on the Somali race: SCARY BEINGS with no shame many are!

Get this for I shall say it once…the annual budget for Puntland in 2005 was 20(2) million (usd). Somaliland’s was 22(5) million (usd) or thereabouts in the same year. Based upon historical data compilation of prior years dating back to 1998, small incremental increase has been noticed in both cases, and thusly the projected annula budget for 2006 is deemed within reach. This is derived from statistics compiled by UNDP which directly manages both administrations' Ministries of Planning. Now, my dear lad, for crying out loud, could you please…I beg of you, read a little, learn a bit, and talk less.   23. A worthy response my dear xiinfaniin, yet a bit to the corner, hence allow me to woo you to a realm further to the other corner. In agreement, I think we are that no system of governance is a panacea nor ill-deserved for incongruities, as you quite rightly pointed out, do exist in all including the much discussed, albeit less understood democratic system. One must query as to the origins of democracy, its precedence, and its triumphant adaptation in parts of the world whilst not quite so in others along with its translations in cultures variant in nature. One must recall oligarchic, theocratic, monolithism, monarchism, elitism, and multitudes of systems that through the test of time measured not so well for inherent incongruities of the said systems forced nations to look elsewhere [operative]. Paritans, Greeks and Caesars of Rome experimented with the said systems of governance. No nation in the history of states had been frog-marched into a system that produced favourable results thus far. Conversely, nations go through periods of experimentation with various systems some which might work or not as they explore through own venues and means to reaching the much promised plateau – an indigenous form of democracy that is culturally conducive and socially befitting of their own. In his estimation, Long Shanks made numerous attempts to bring civility and the fruits of institutionalisation to the Scots for years, yet hardly made headways. Rationale? As stubborn as they are, Scots like other assemblies simply wanted to ride to the mountain on their own backs, and by own means. Russia and China more presently, Finland amongst many socialist nations in the near past, and arguably Cuba are notable instances of nations to have or will have made to the mountain via various routes in implementing one form or another of the same system of governance. Are developing countries any different? No quite, and perhaps in lesser strides and with smaller steps they shall ride to the mountain on their backs. The combination of less valued traditional systems, tribal in the case of Puntland with the much hyped democratic system of governance shall do just in the institutionalisation process of the state. One must note neither by itself could serve as winning formulae, thusly gradual incrementing of the two is prerequisite: adopting components of the latter i.e. election and reliance of institutions rather than persons, elders or otherwise for the success and survival of the state whilst leaving components of the former behind i.e. selection rather than election on the basis of merit of persons of authority as the state resuscitates itself. Here, one values the need not to abandon the former until one has acquired the social capital and political framework so as to fully disseminate and implement the latter. Taking measurable strides towards the latter in accordance with one’s means and not falling prey to complacence lest underestimate one’s ability is a must. Indeed that is what we witness in the selection of Local Councils in Puntland today as an instance of the initial stages of breaking away from custom and have seen successfully done in Somaliland. Both, you will be in agreement I trust have utilised the traditional methods in instituting administrative authorities, however imperfect and for different reasons one might add, in creating indigenous form of democracy that can only be judged through the trials of time. Hitherto it had worked, and is being tested in other parts of Somalia [TFG] and other troubled spots in the world [Afghanistan being a good instance]. And perhaps there lies our difference of opinion. Whilst we both seem to be on the same trek, you seem to think Puntland could march right into the said system of governance without much experimentation with its own and before coming to the realisation that it lacks certain modalities that modern nations could not do without. I conversely am of the belief of the concept of “gradual incrementing†where Puntland shall eventually suss out traditional system’s inadequacies and realising their shortcomings, thereby commencing a quest for that which perhaps might resolve scores of the anomalies in the traditional political framework. Minimalist perhaps, but committing sound dribble whilst instilling constant trickle produces annuity along with measurable results for one to leap over a lion’s lair, one ought to ritualise in preparation for the strides in between lest one comes short in midstream at dDay. I shall leave it there for today lest dissuade you from following through, Suldaanka: What you dream of (blossoming multiclan democracy called Somaliland) as opposed to what is (purely single clan entity with aspirations) are two different things. Ms Xiinfaniin, if there is such a lucky lady might not be too chuffed by it. Now, if I were to prick your attention for a moment and I were to use your comparative instance against you, why do you reckon where all else failed, tribal system worked wonders for Somaliland and Puntland thus far. Case in point and previous strikes aside, just a few days ago when the much-hyped democratic mechanism almost brought brawling parties to a gridlock, the Gurte and their tribal system was the gene that saved the day one last time. More to the point, in Puntland where Council selections are being undertaken at the moment, when the modalities along the democratic formulae come to a stand still, the vilified tribal system comes to save the day (dare I remind you the tribal system I speak of is the traditional one that is being observed in the countryside and not the diluted marax that is being served in the Diaspora cafeteria.) Do you not reckon it deserves more credit than genX is willing to give. Here, one is cognisant of the feeble nature and attributes of both systems as neither is perfect, whilst in the same stride one must be wary of simply blindfolding oneself to the realities in Somalia and the application of halon to put out particles of liquid composites. I know I am going against the popular tide and the trendy bites of the moment as habit would have it, but if the other side is only too willing to go with the flow with little, if any, ostensible analysis of the situation, what is one to do. Again, for the comparisons to be fair, one must be comparing entities of the similar genre. Somaliland was founded in1991 whereas Puntland’s was of the year of 1998 with a 7-year leap advantage. And perhaps one must reserve the judgment and wait until the year of 2013, and then we will have secured better substantive abstractions of the two entities. Better yet, the year is 1997, and for good measure, let us for a moment reflect upon Somaliland of then as opposed to Puntland of 2005 – now, be a good chap and read me a few verses from the late Egal’s unpublished red book for the situation in the region then. See my predicament with hasty theorems and less seasoned stawaways! This snippet, I shall ignore for the time being. "...signifies the political immaturity of that region. Let us halt there for the moment, and let us hope you will be good enough as to be more critical of the tribal system in your after thoughts than you have shown thus far.
