The Somali masses are very well informed and inclined to detect any slant of nepotism, tribal loyalty or even the perception of " Qabyaalad". Yoniz is saying a " haywire Federalism" is the way. of course federalism is here to stay, but the national security situation and the threat of Al-shabaab can't be eliminated by a painstaking work that needed a united command and effort, which the regional governments do not have the resources or capabilities . One may argue that Puntland has achieved some success on the security issue, but peaceful Puntland is not enough to sustain or guarantee a national government. That coming decade of 2014-2024 could be lost by the constant pickering and the subduing of al-shabaab. Maybe for starters, we should get rid of the so called parallel leadership of the Prime minister and President. This Italian system of government is predisposed to fail. From 1945- 1990 the Italians had almost forty governments. How many prime ministers did we had from 2000 to 2014. It is more than ten. we need a unified leadership of President and vice President, like the Somaliland system. In Somaliland the leader has dictatorial powers , but doesn't achieve bigger goals due to short sightedness. Any way, if we can't agree on benevolent visionary dictator, then we must start by eliminating the Italian system of parallel and conflicting leadership.

In 1945, similar union of the Arab nations have started in the middle east and Africa. for seventy years till the day they formulated up to now, nothing have changed. It is a tribal club, where feudal monarchies, despots, Dictators and corrupt rulers agree to disagree and denounce one another. The Arab league is the most incompetent, corrupt and backward institution ever formed by any group nations. This so called Caliphate is the same Arab dictatorship taking religious character. They will kill every human being that have a different opinion. of course they will kill jews, christians and people who have different culture, but before they reach that state, they have to eliminate every shia or Muslim who do not adhere their twisted murderous way of life. In order to set up despotic rule, they have to kill millions in Iraq and Syria. First they claimed to be fighting a dictator, as a democracy seeking movement, when they couldn't get their way, they said they are fighting a shia monopoly of power by calling the Sunnis to help them. There is no Islam here, other than blood thirsty sects killing one another. We all heard about Al-shabaab saying during the month of Ramadan, they will increase the killing of Somali people. People may not know , but the whole GDP ( gross domestic product ), or the size of their economy of the whole Arab world is not even equal to that of France, a single country. They want to end civilizations, but they will be dead enders who will follow the modern cults that vanished. Before they disappear from the scene, they will cause the suffering of millions of their own people. Just look at Mosul, Iraq's second biggest city, which produced one million refugees in one week.

We should never never trust the so called ministers, and those who are in charge of finances. I have a friend who have a body shop. He deals with insurance adjusters. You can't imagine how many Somalis are getting rid the their cars (Khaarijin),to cash in. I really feel for the poor and rural people who are destitute, while donor aid is specifically to build water wells and food for their children.
  18. I agree it is dilema. A national army will eliminate the need for foreign armies milking the country. Local Service and institutions could have been decentralized, but that won't happen. I do not mind a strong leader who want to take matters to alleviate anarchy and extremism. Rotten cultures are hard to change. Did you see all these people waiting for handouts. Even those going back home are looking easy catch not hard work. It will take generations unless we get one decent leader who cleans up the garbage, starting from his own clan. After the conclusion of the second world war, the Soviet Union lost 25 million people and the biggest destruction in human history, yet they rose and became super power. Others transformed themselves within a generation. They didn't have today's technology and information high ways to do all those things. Now, what are we doing to change this. We are all tired of this constant debate about who has built few houses, or controles few barren villages or who is welcomed by Addis and Nairobi. Tribes are their own entities. Each one has his/her own view point of the Somali issues, they have particular narratives of history and they will never admit wrong doing. Accepting guilt is a weakness. Universal, standard of justice do not apply to them. The basic natural policies of every tribe is to distrust their immediate neighbors, alienate as much as possible , and assume them as your enemies. Furthermore, they watch carefully any gains made by others, either with ministerial appointments or other economic gains. Looting , patronage and unfair advantages are cherished. Moderates and people of common sense are banished from political circles and are considered weak. They have their own deluded logics. Lately , I have seen in the media, tribes and regions claiming the ownership of public infrastructure, like ports and airports. These public land marks are not built by these tribes. Almost all of them were built by the state or with help of foreign governments. From the port of Kismayo, Mogadishu , Boosaaso and Berbera , all of them were built with help of other countries. As international law dectates, sovereign nation control all point of entries of their land. These include land crossing in border posts, maritime and ports for ships, and international airports. All goods , vehicles and people passing through these entry points, must be inspected by the national government . Tariffs and custom duties must be collected by the state. The regional port and airport authorities or even cities, may manage the day to day operations of the ports and airports, but they have no any jurisdiction to collect taxes or custom duties. The local or regional governments can gain revenues from the ports, like trucks hauling freights, deducting taxing from the workers, visitors to the city and other business activities created by those who are either flying or importing and exporting goods. Most of you have seen certain groups , mostly from Mogadishu , have been complaining about the taxes generated by the airport and port of Mogadishu. In their mind , they believe these custom duties and taxes collected by the federal government are theirs. The mogadishu port is built by the Somali state and it belongs to all regardless or where they live. One of them said " lacagtii ka soo baxday dekeda iyo airporka ayaa laga masruufaa baarlamaanka Soomaaliya". Last month a member of Parliament from Sanaag Cali Daacuun, complained about the constant harassment faced by the Parliamentarians from tribal leaders in Mogadishu. They think that by repeating these lies, it could become a legitimate grief of wronged people. These are national landmarks that happen to be in the Capital city of the country. Others say " cashuurta Boosaaso iyo Berbera waa dekedahii dawladee, maxaa lacag looga qaadi laayahy". Well, if you want to collect taxes across the nation , then support the state institutions, stop sympathizing with extremists and make sure your neighborhoods is free of Al-shabaab. The meagre resources and custom duties from Boosaaso is what keeps Puntland running partially. Rather than give back some of the aid money from foreign countries to these administration in order for them to provide some badly needed public service, they want that money too. Do we have to debate everything. For peace of mind and harmony , please stop this nonsense and concentrate other issues that make sense. Big sofas and couches for the elite. Below, another red carpet for the dear leader. No wonder nothing is executed or done. After 23 years, Somaliland is stable and they achieved some success compared to other area of Somalia. Yet with massive opportunity they had , accomplished nothing in terms of building public infrastructure , reducing unemployment , or having any long term vision to develop, other than keep talking about recognition and lack of support. They lift few fingers to do few insignificant projects and they bare praised , because they are better than the last guy. In order to look at their weakness and incompetence , look carefully their 2014 budget. In the real world health and education usually takes minimum 35%. The Somaliland budget is divided among thieves , ministers and the palace. healthcare/education is allocated 9.6% or 12 million. it runs or manages directly or indirectly, 107 MCH ( medical clinics), 164 health posts and about a dozen hospitals. The finance ministry doubled its budget and other benefits, despite hiring only 150 employees. Mr. Samaale is filling his coffers. After allocating the palace for millions , he is taking his cut through the ministry budget. the ministry of presidency is taking 7% of the budget , or 8.8 million. it has more budget than 15 ministries. 27 employees and three directors work in the palace, and have half a dozen cars, yet they allocated for employees salary a whopping hundreds of thousands. So where does the money go. Do they get paid about $ 20,000/ month. where does the money go. They have more money than the combined budget of the agriculture, water, fishing, livestock , industry, education, public works or 15 ministries. $9 million for Siilaanyo are nothing but slash funds. 30% of the GDP ( gross domestic product) comes from livestock. yet the budget allocated for livestock is 0.66%. The only export that earns foreign currency comes from the livestock export. The rural people who produce this cash do not have adequate water wells or basic health care. What kind of a sick mind allocates 0.66%, while they need all these. One of the reasons Somalis everywhere will never have justice is how they treat the rural people. These are the foundations of the economy and country life. No schools, water or health care. The money will be given through privilege by the men who are idly standing government offices and palaces. The presidential guard's budget is $2.5 million. It has 54% more than the water ministry. No wonder there are water shortages , everywhere. $ 5 million for roads. that might be good, , but talking about building roads and executing are different things. Talking about something is just a dream, executing is another. It took four years and 2 millions to build the 18 mile road between Borama - Dilla, while 60% contributed by the people. They do not know their role . they should not be listening or recommending the changes, they must force the changes. They should vote these changes and vote on them. furthermore, they should have independent budget officers controlled by the parliament who must produce their own budgets in contrast to the one presented by the minister. If the corrupt minister allocates less than a million for water resources and 8 million for the palace ministry , the parliament must reject and change. These so called parliament listens , protests and nothing is changed. Not one single item is changed or refused to pass. Rather than confuse the public by claiming to be legislators, they must stop lying and abdicate their responsibilities. The most destructive legacies of the Siilaanyo government is they destroyed the parliament, by buying them as they wish. there are huge unemployment in Somaliland , what are they doing to address that. Did they allocate money to train the young people?. They could put aside money every year for hiring about 300 to 400 graduates in the local city governments. Cities need health inspectors, clerks, by law enforcement officers, tax collectors, land registry and archive administrators, property assessors and financial managers. They need help, stop sucking money from them like a vacuum. Somaliland trust fund , donated by only britain and Denmark total this fiscal year about $ 13,000,000 dollars. Use these money for the improvement of public services, like healthcare and infrastructure, water and education. spend these money directly to the rural people, villages and towns. Stop using these funds as discretionary funds to spend in your own pet projects. $13 million, that is a lot of money if used properly. If this the system , it will take 50 years or more to reach any meaningful development. In the real world people are working day and night to lift themselves from poverty. nations implement plans to transform their societies.. Hard work from the top (leader ), to the common man are the only way. Wherever you look small group of connected people are enriching themselves while everyone is starving.
