According sources close to the president of Somaliland, the November 13 election could be repeated within a year. " The Somaliland election commission will announce the result tomorrow, but the opposition party will refuse to accept the verdict and will appeal to the supreme court" the unnamed source said.. A closed meeting has taken place with the NEC chairman , the president and the chief justice. According to these sources, the Waddani party lawyers had already prepared their motion to dismiss the results of the election, due to irregularity that had taken place. Among the infraction sited by the lawyers are: a) election boxes containing extra amount of voter ballots. According to election commission rules each ballot box must contain exact number of votes which must not exceed it's capacity. It might contain less ballots than it's capacity, but can not overflow. We do not know exactly how many boxes have been designated as overflow, but they do exist and the commission has found some. b) copy of stamped ballot booklets have been found by voters and handed to the opposition. Although they belong a polling station in Berbera, No one really knows if they were stolen or deliberately used to inflate the ruling party numbers. c) under age children voting. The phenomenon of under age voting was huge across Somaliland except Awdal, Saaxil and Sanaag . What made this issue as one of the biggest reasons to overturn the election is, the international observers who are still in Somaliland had recorded both in Gabiley and Hargeisa. d) The failure of the Somaliland election commission to broadcast or release the early results of the election which was known across Somaliland. This action could be describes as " the tale of two elections". In the real election, both the NEC representatives who were counting the votes and the three party observers had done their duties and transferred the counted boxes to the government for transport. With 1647 polling station, by 3pm , there were no lineups to vote. How can anyone transfer counted, signed, and sealed ballots to a ruling party people without announcing the result. This is what broke the camel e) The detention and expulsion of the opposition party observers made the election " not free". Intimidation n and the monopoly use of security forces for the Kulimiye party made the election , " not fare" My sources told me that these any other incidents which are recorded by camera, dates, and names of those involved will be entered by the lawyers. Even Chairman Cirro said that there were 1200 incidents. President Siilaanyo would not allow chaos under his watch. If a winner is announced and the opposition refuses to accept, that is huge in any where in the world and even more so where political parties literally campaigned that ,"our tribe is more than yours". My prediction is after they announce Muuse Biixi winner , Waddani will file a motion, and the court will overturn the result and order a new election. In fact, there were more fraud and tampering of ballot boxes than the Kenyan election. By the way ,overturning elections and making them transparent is normal around the world. If you are a wise person , defensively you would not ignite this civil war. There are major reasons that makes people prone to reject results after these election infractions, among them: Seven years of rule which is almost one year minus two terms. People has seen looting of the public purse, abuse of power and trust and the weakening of the institutions. Almost everyone in Somaliland knows the precarious condition of the president, yet due to traditional and cultural respect, they decided to let him finish his term with grace. They know he is almost like Robert Mogabe of Zimbabwe, unable to fitful his duties,; they know his family and tribal kids are running the government, yet they said " Dhaqan keena waa ceeb in qof lagu caayo da' iyo cudur". Also, among the SNM community, he is their hero, and they were willing to close their eyes and forgive him. Further more, the Muuse Biixi community was co-ruling with Siilaanyo for the last seven years, and since his hostile takeover of the party for the last two years, he was the one who was nominating the cabinet members. his clan control finance and customs, foreign ministry, industry, army and between. The finance minister, who is not elected and must act as a neutral civil servant, went to Burco and publicly asked that community to make an alliance. It is illegal for a government minister to use her office and public purse for tribal hegemony. Since Ahmed Siilaanyo was leaving, the opposition decided to be quite and respectful, but that does not mean people had suddenly forgiven the looting and abuse of power. For most people , it is unacceptable to reward greed and bring to power the same crowd that brought them misery and inflation for the last seven years. My friends that was the rule. The early elections , especially those held by Daahir Rayaale administration, there were no voter lists or even bio-metric cards. People counted what ever they found in the boxes and no counting had taken place in the rural or village level. All boxes were brought to the district level, and usually it took five to six days. This election was different. Just like in most western nations the system was designed to release the early results at that same night. Since each of those 1600 hundred polling stations had the same staff and rules of counting, all results could have been known Monday night. Do not be fooled by the commission statements that " since Hargeisa is huge place it will take longer to count". Of course it will take more time after you bring all boxes from over three hundred polling stations, but at polling level you have exact same staff. If Awdal had over hundred polling stations, HArgeisa had double. That means every station has the ability to count and send it's results Monday night. The so called 200,000 hargeisa voters are spread out to hundred of polling station. The problem is as soon as the early results came out the commission decided not to announce , but use delaying tactics and pretend nothing has been counted yet " Hargeisa oo degmo weyn ah weli lama tirin" was an excuse used. He did tell that, but it was already counted, but he should have said that all results are in , and what remains is double checking of the results. Saeed Cali Muuse is the protegee of Mr Adami , the defense minister who was the election chairman in 2003. Mr. Muuse, the man who said nothing of concern had happened , is one of those hungry diaspora members who is probably willing to cash in. Reliable sources said that in Awdal alone he spent $450,000 dollars. His representatives in Awdal had bought thousands of cards. He paid and moved people from Djibouti and gave them those cards he bought from Awdal. His reps were chased from Rays Hotel and other places openly buying cards from poor people. Dubai World Ports and UAE would not accept any renegotiation or cancelling of their military base. The war in Yemen is getting bad, but the UAE is concentrating to keep South Yemen and Aden in their hands. They even refused the relocation of President Maansour Hadi from Jeddah to Aden. I want to conclude that this election result could have been known just like in most places in the world, and if there was any disputes , recounting would have taken place. Why take six days or even three days?. I think this commission has created a mess. If they have announced the result Tuesday Morning everyone would have swallowed and moved on. If there is dispute, then do recounts. Yet, they tried to be in the news and make useless news conferences to be irrelevant. Rater than act quickly and and get out of the stage, they decided to make the burden of proof bigger. Why even have spokes person. You done your job, people had voted, then announce and disappear. Some insiders indicate that the presence of large secret service soldiers in the residence of chairman Cirro for the last few nights indicate that despite these quarrels with the commission Waddani may have won the vote and he has been treated like the next leader. The sure thing is the commission will not announce any results unless they resolve these issue surrounding the recount boxes. The company that printed the ballot boxes also is under scrutiny of the opposition. Like the printing of national currency, ballot printing should have been save guarded, yet a lot of questions are surrounding that company. The commission needs to rectify and explain the huge discrepancy between polling station counts and district level counting which reversed large numbers of voters from the opposition to Kulmiye. It has been confirmed that an extensive well planned electoral fraud had take place in Somaliland, especially Maroodi Jeex, Awdal and Saaxil. Preliminary results confirmed by party representatives and local commissioners had changed almost 30% in Awdal. In a disputed election were the margins are small, usually discrepancies are 0.05%. You might reverse few hundred votes or more, but in small station were the number is already small the margin of error is minuscule. In Zaylac district people with no ID cards just crossed from Djibouti and were given voter ID cards and told to vote. According to eye witnesses some of this people have never even seen Lawyacado in their life time. This scheme of stuffing ballots with pre-printed and stamped ballots are a new sophisticated fraud invented by the oligarchs of Hargeisa. In Awdal the minister of education C/laahu Habane and the Kulmiye campaign chair Ahmed H. Dahir had fought with blows , and the later was blaming the other about their heavy loss Tuesday evening. Yet, November 15 they were wining. A friend who works for the U.S AID told me that while he was in Nairobi he did talk to the lady who was director of the program that funded the election, and he did ask her about the so called problem proof of the IRIS system. She said that " no matter how the system is efficient if the authorities interfered to rig they system , they could easily do." I also asked him about the printed ballot and matching of the number of voters. He said the stuffing could take place during the voting , during transport or at the holding locations.

This scenario could repeat in Hargeisa. Folks , this is bigger than we ever imagined. This crooks must not be allowed to steal. How can a recount reverse 30,000 votes in favor to 1650?

In the evening of November 15 most of the polling stations in Awdal had reports their preliminary election results. Other than the main city of Borama the average was between 10,000 to 13,000. Some places had less than 7,000 votes. Since every station had election officials and party reps the results were easy to to pass to the parties and district commissioners. Logic and basic math tell us that to count few thousand votes does not take half a day , so by the evening of November 15, almost all Awdal votes were in. Personally I did talk a waddani activist here and he did call someone in Borama and they told him excatly results by station and district. He was exited with the victory and said the margins are between 65-71%, . Now read this report from local journalist describing what happen and how things changed after the boxes are brought to Borama. Within 24 hours , Muuse Biixi demanded recount of all boxes and the result that was indicating Waddani leading 30,000 became 15,000 ,and as we speak right now it is only 1650. If Somaliland want to do the right thing, another election must be held within 90 days. rather than have hundred of polling station, they must organize very small number of stations where real observers should locate and watch. Those tens of thousands of children registered in Hargeisa and Gabiley must be eliminated. A friend who came from Hargeisa in August told me that almost all the kids in his neighborhood had voting cards. This commission must resign. We need a new commission and a new election in 90 days.

These Id cards should have been kept in major centers and people could come when they have time. If you were sick, traveling or nomad out of reach, your registered Id is taken by the commission. If the election is away two or three months why not give ample time to come and collect their cards. It was a crooked strategy to disenfranchise thousands of people who hated the ruling oligarch.

The commission chairman could not explain how these stamped books ended up in the streets of Hargeisa and possession of the citizens. Here is how citizens got these pages or full books of ballots: After their single ballot was stamped and they proceeded to the ballot box, Many Kulmiye supporters, especially party operatives pulled these pages from their hidden pockets and filled the boxes with these pre-stamped and printed papers. These papers were printed in UAE and given to Kulmiye operatives. Some decent people who were given these papers could not do the unthinkable actions of stealing and lying, and provided to the Waddani officials about these crimes. According to Waddani officials, these papers were found in Gabiley , Hargeisa, Berbera and Borama. Despite all these rigging, Kulmiye might still lose the election. All you have to do is implement forensic investigation to match the actual voters in every poling station and the people that registered in that place. By average every region has lost between 15-20% registered voters who took their cards. If Gabiley had higher voter turnout than other places, then investigate. Further more , before people proceeded to vote, their name should be on the voter list in that same station. It is easy to find out who did vote and who did not. The voting card put by the voters must match those who checked the voter list. As was advertised, voters could only vote in the district they registered. If 300 people showed up and voted while checking their names in the voter list, these boxes must only contain 300 ballots. If these boxes were stuffed by Kulmiye voters with extra book, that should be detected. The election commission should listen to the complaints and investigate these issues. Why their election ballot books are in the hands of stranger?. Despite all these issue, Waddani could win. I heard the lead of Waddani is small with few thusand and these stuffed ballots from Gabiley could tip the balance. It is really strange. Despite their crimes of looting the public purse, selling the public schools to the highest bidders, I thought they will be disapearing to Dubai or London where they have hidden millions. The waddani reps were arrested in kalabaydh and in gabiley town there were no reps for six hours during the counting. One more thing waddani escorts were denied to ride with boxes. There are clear indications that this election could be rigged through different means. Here are the main reasons that this election could compromised in a way that hasn't been done before. 1- Law voter turn out of the actual registered voters. This could mean many things. In many regions the difference between those who registered and those who collected their cards are huge. Almost 30% of those registered did not collect their cards. Then, among those who collected their cards few months ago, another 15 % did note show up to vote. In fact in Awdal 20% of those who had cards did not vote. In some regions 40% of those registered few months ago did not show up. 2- Where are these cards? Did Somaliland election commission locate these cards of the absentee registered voters? Why these voter cards are showing up every where?. Even Puntland had some sequestered voter ID cards. Puntland authority could intercept ballot boxes intended for the polling stations or those filled with ballots, yet they got actual voter ID cards. Isn't the voter ID cards belong to the individual , and unless you take away from the person who owns, how could they got?. Puntlnd alone had almost up to 60 cards. Are these cards traveling by themselves? These questions must be answered by the commission. 3- Why buy voting cards from the poor people and for what purpose.? The Somaliland police had intercepted hundred of cards bought from the streets for as law as $10 dollars and as high as $100. All indications are that the ruling Kulmiye is behind these schemes. What is the use of these cards?. did they discard them or use them for nefarious reasons? 4-- The so called bio-metric system might be beaten by insiders. After people marked their ballots and put inside the box, there should never be disputed. Actual recounts could easily indicate who voted and for whom, yet there are reasons for people to be suspicious. In many places the biggest threat is parallel ballot boxes that could replace the actual boxes. In Gabiley, Hargeisa and western Sanaag where Waddani party representatives were missing , Kulmiye paid escorts were the only ones who were left alone to transport. As Maakhiri ,here in SOL indicated ,these systems might not be as good as advertised. 5-Waddani rallies were bigger than Kulmiye in many places. If you look the party rallies , especially in the east , the Waddani rallies were bigger and stronger. It seemed the whole country was Waddani, yet we see close calls in Togdheer and many other places. 6- Mohamed Aw Said factor. This businessmen has monopoly in Somaliland fiber-optic internet access in Somaliland and he want to remain the sole provider of LTE network with modern features. Many other companies tried to inter the market by trying to pull fiber-optic cables through Oman but was rejected. In fact the minister who signed that deal was fired immediately. Through another telecom company he is making a killing. He is charging hundreds of dollars for internet access. Folks, this man could buy anyone for the right price. He was In Awdal with big cash and he did distribute to elders and others. If I were the opposition, I would check the movements of huge money being transferred from Djibouti to Hargeisa or individual accounts in Dahabshiil and Dubai. I will watch closely the commission and it's chairman. One thing this election thoufght is that everyone could be bought for the right price. 7- Gabiley must be disqualified. I am not making this up, but in Gabiley there are no more functioning government their. In the Last municipal election they literally brought the ballot boxes and divided among the clans in secluded building . It had four mayors for the last seven years. Even one of them made " Tahriib" or could not be found. Every box and ballot from that region must be investigated. Make sure ballot boxes are not replaced with Kulmiye boxes. This people are really crooks. Finally, the tradition of Kulmiye will not disappear. This people got rich of the public purse and will not satisfy unless they got the whole " Xeedho". If there was " Booli-Qaran" houses in Mogadishu in the late eighties , the Hargeisa one is much bigger and daring. Unlike those in Mogadishu, they are not even hiding. They have sold every public house, school yard, park, and even the national theater built by the Chinese. Folks, they will not let go these honey combs. If they lose power all that ill gotten gains might be scrutinized. for these people , it is do or die. They will do anything to hold to power., besides, throughout their tenure they had never done a fair election. If a change does not come to Somaliland, expect bad things from these bad actors.
