Guys, there are three groups. The descent public (shacabku waa xalaal meel kasta oo ay joogo) who could be emotional at times, then there are the ideologies like OOdweyne and company and realist like me. in fact Muuse Biixi shouldn’t be faulted by negotiating and trying to get some badly needed cash. When Siilaanyo decided to enter in to agreement with Hassan Sheikh, the ideologues like Mohamed Hashi Cilmi cried foul and said, “Somaliland wiilashayadii ayaan u hurnay oo Daataro cad cad ayaanu ka dhaqaanay markaasaad rabtaa in aad magaca Soomaalia lacagta ku qaadato”. He was just like the ideologue OOdweyne, but Siilaanyo had to run a government and feed hungry mouths and get the cash. If someone is getting an alimony, they do not care how one got the money. Here , no sacrifices or that sort of things are needed. Siilaanyo found a way to justify his move to get the money, and Biixi will get some kind of cover like The starting of the negotiations earn the cash. As usual , the dogs will bark , but the caravan goes. Besides, do you guys have seen the Somaliland news these days. Biixi is attacked from both sides including his own party , and since Somali leaders do not have these solutions for these issue , the best way to silence them is to throw some money at these hungry politicians and buy some time. Why would Siilaanyo and Farmaajo make 70 ministers?, certainly not to fix huge government beraucracy , but occupy these wolves within the system.

It is not a far fetched issue. Rather than meet in Djibouti or Istanbul, why not go to Hargeisa directly. The otrher issue I just wrote on the article about the Indian ocean, it is all about the money. Farmaajo can come to Hargeisa on the excuse to restart the talks for the two entities. The innocent public on both sides would greet this move whole hardly but those of us who know the games understand that the main issue is a plot to get the IMF loan. Farmaajo will fly back and come back to his bunker while Musse gets the badly needed loan to bribe the storms gathering from the east.

Sometimes, you guys act just like another "Gaas Dhagoole" The article is true on the money issue but incorrect to say that Muuse Biixi is not aware of the deal. He is well aware of the move. Since the EU and the World Bank agreed to pass aid money allocated for Somaliland through the federal government, they are obliged to talk to one another. Still some aid would go directly to Somaliland , but the current issue of harmonizing taxes and sharing economic data is mostly a new effort to get loans from the lender community. So far, after two decades, Somaliland did not get direct loans from the international institutions including the world bank and IMF. In order to qualify, for loans both these entities must fill full certain conditions. This week we all heard about the grants and budgetary help the EU and World Bank Offred to Somalia, but as they say, the devil in the details. Usually, the IMF and others demand micro economic policy that forces nations to reform their taxes codes and imposes harsh austerity measures that target government programs that usually favor the poor. I do not want to be ahead of my self but the publicized grant from the World Bank is prelude to the incoming loan money to Somalia. The Somali government will take this loan on behalf of everyone including Somaliland. Usually, their operating mechanism will be giving you a loan and demanding the repayment of the old national debt through IMF designed policy. Somalia, a country genuinely facing serious debt problems and huge budgetary issue , the IMF loan will only make the situation worse. Somali administrations will never sit down and resolve their disagreements and problems, yet one it comes to money and foreign aid they kiss and make up to take the bag home, while telling their public how much they hate one another. At one point, Mr. Mahadi Guuleed was a member of the Cabdi Illey cabinet in Jigjiga along with the attorney general (Xeer Illaliyaha Qaranka) of Somalia Mr. Ahmed Daahir. He speaks a fluent Amharic and has huge influence how to deal with Ethiopia. Since he was trained by Cabdi bIlley, he doesn't care about rules or other obstacles that might hinder his plans. After he left Jigjiga, he joined the family run UCID party of Faysal C. Waraabe. He was a member of the central committee and other roles which will take me some time to dig. While Mr. Hayr Maaryeeye was the point man for Somali government contacts to trhe Siilaanyo government, Mr. Mahdi is the new man who have direct contacts with Somaliland government through Fatsal Waraabe. As most of you guys are aware of, Chairman Faysal Waraabe , is co- ruling with Muuse Biixi as a coalition government, and it seems that the Biixi administration had transferred the Somalia file to him. For Mr. Mahdi, to rectify the Qalbi-Dhagax issue which he handled badly by convincing the amateur Farmaajo to score points with Ethiopia, he asked Faysal to fix it and take him home to Hargeisa and change the narrative. On one hand, I like his ruthlessness to make things done without bothering or talking useless parliamentarians others, on the other hand, I am afraid that he might put some wrong ideas on the head of the " quite man in Villa Somalia" So, my friends, do not be fooled by this new cozy relations to extort some cash and loan from the IMF and others while knowing full well that no one including Somaliland could be able to pay back those loans. It seems the era of loans, debt financing and control of the Somali economic policy by others had begun. Those who installed Farmaajo are throwing few soft balls to the Somali public opinion knowing full well the stagnation of the nation .

OOdweyne, I know at the moment they can't do anything , but they could start planning and annex the land from Hirshabelle and South west region which is a tall order by it self. Furthermore, recognizing the quagmire in Mogadishu and other Somali cities and their urban planning systems could be the start.

They probably stole the idea from me , but I do not mind if they implement. The nations capital should not be crowded in a hundred kilometer square quagmire that can't accommodate millions of people and cars. A vibrant , commercial, political and cultural capital of the nation must have the future plans to accommodate three or more million people. In order to get a vibrant city that accommodates huge population to the future you need a good urban planning. You need hundreds of acres for roads and high ways to follow from every direction. You need four lane highways and ring roads for heavy vehicles and others. You need public parks, youth and sport oriented fields and pedestrian walk ways for the public. Even the Mogadishu airport should be removed or transformed to regional and domestic flight airport. Flights landing from the north west usually descent among large population in Xamar Jajab and other urban area close to the airport. The noise alone is bad for the residents, and God forbid if accidents happen hundreds might die. You can't have a huge international airport among heavy density populated parts of the town. You need to plan and build huge airport outside the city and the urban perimeter .Either take to all the way to Afgooye zone or north of Kaaraan to the Balacad zone. Yet, in order for all that to happen you need hard nosed politician and first class engineers and urban planers. Asians are the best builders these days. Furthermore, do not rush. You need extensive planning and many competing ideas to make the right decision.

Yoniz, The best news and the only valuable message that comes from these EU and World Bank affair is debt relief. If they actually agreed to debt relive that will be something to celebrate. Personally, I have appetite for donor countries or their money. Nations are not build on donor or NGO money paid by the so called Paris club. Every decade, we hear that western donors want to contribute $40 billion development fund, millennium fund, or other funds to help the developing countries. Yet, if you ask them to right off the $40 billion dollar these countries accumulated during the cold war or before 1990, they will say no. Why you want to give me aid money, while on the other hand, you keep pilling the interest of debt that undermines my economy by taking hundreds of millions of interest?. Not a single one of these nations is capable of repaying the debt and their only efforts would be to keep paying the interest. The Soviet Union had written of over hundred billion dollar debt owed by the developing nations during the cold war. The world bank and other donors left Ethiopia in 2005, after disagreements with Meles Zenawi , the late prime minister. Yet, Ethiopia had grown for the last 14 years without world bank loans .Look at the Asian nation from Burma, to Cambodia and other less developed than the big Asian tigers like South Korea. They have good infrastructure and relatively stable economy. They are not built by donors but the hard work of their people. Furthermore, a government that resides in one city where all its military , police and ministers reside , doesn't need huge money to operate and survive. No one is asking them to serve the hospitals in Buuhoodle, Diinsoor or Cadale. I bet you that the 68 government ministers are paid and maintained by the UN and the NGO's, just as their travels, expenses and their security is taken care off by others. If I were a real opposition, I might even ask the huge salary budgeted for both the office of the prime minister and the president. In 2017, each one of them was supposed to receive over $5 million dollars in salary. That means close to 10% of the budget is consumed by these two men and their offices. Even if each of them had 20 or 30 employees, that is too much for a nation that had a budget of little over $150 million dollars. Muuse Biixi in Hargeisa does the same thing by taking $13 million dollars to operate with a staff of two dozen, while education is allocated half of that. The Oromo in Hargeisa, Boosaaso and Borama are sending hard currency to their villages in Ethiopia while the lazy Somali is chewing Qat and talking to the latest iPhone. We have been sending money to family members for twenty years. We helped then raise the children, and now when those children became adults, they just started where their fathers and mothers left. A friend told me that one of his nephew keep calling him from Uganda three in the morning. One night, he asked him about the Somalis whom hailed from the same region like him who owned clothing and other merchandise shops, and enquired about getting a job from those stores , especially the one owned by some close family members. He said, " Waar kuwaasi dadka ayey adoonsadaan oo 12 saacadood ayaa loo shaqeyya". The next day, he called one of the store owners and told him to hire him and send him $1200 dollars for his salary for one year. He informed him about the job and told to stop calling him and work at that shop. Initially , he refused to work , but after a month had passed, he had no choice but to work to survive. The Somali state leadership from top to down is filled by people who accepted that the only way to build a nation or organize the security of the nation is money and muscle from donors. As long as that culture exists, do not expect any thing to change. If money and foreign weapons would resolve the economy and the insurgency related security, it would have settled the Afghanistan issue which is still burning after 17 years, while getting help from the most powerful army and NATO. I have friends who works for the Halane compound and they fly back and forth every three months. They work only nine months a year with six fugue salary. Some of you might be too young but the bad culture and theft of the resources without had work started when the I M F landed Somalia in 1981. They devalued the Somali Shilling to boast the trade and imports and created the inflation that destroyed the poor and created the " Booli Qaran" and the Landcruiser that crisscrossed Mogadishu. I do not see any efforts to introduce or create a more stable or small denomination currency to replace the old Shilling that exchanges the one single dollar to thousands of Shillings. It seems Farmaajo and company had given the financial policy of the nation to others in order to get few millions. The same thing is happening in Hargeisa to day where life is difficult for the ordinary people. In Garoowe, almost everyone is working for NGO's and other UN agencies. Hotels are full and people are flying from north and south to get the pie. As I said, there is no short cut for nation and army building but hard work, sweat and blood. 100 million until 2021 is basically just little over 30 million for the next three years and four months. The same EU just paid close to a billion dollars for the Amison mission few months ago. Besides, the Somali problem were never about a lack of money. The world bank , the UN and others were throwing money to the Somali issue since 1991. Since the day of the collapse of the state in 1991, the UN and others poured up to $55 billion dollars with :B" to save Somalia from it self. This money will be spent between Nairobi and Mogadishu hotels. We need those who could help us build infrastructure and production capacity means. Those who are in Nairobi should be opening a new NGO shop to cash it. Lacag ayaa nala siiyey. The UN approved $44 million to build the Somali police force (Mogadishu police ) two months ago. There are other millions provided by the world bank from Hargeisa to Mogadishu, and most of that money will ends up in the pockets of those who never made an honest living in their life. The new Ethiopian liberalization formula might a road block sooner rather than later. I mentioned in these pages that the old Ethiopian political system can not survive to the changing attitude of the 21st century. I opined that they either dissolve to five or six states as the former Yugoslavia or democratize as multi culture and multi ethnic plural democratic nation. If things continue the direction they are heading , the Yugoslav model with deadly results could be the answer. Democratic and open Ethiopia means the overthrow of the old order of the highlanders, mainly the Amhara and their old junior partners, the Tigray, who ruled the country for the last 500 years. The convenient alliances between the Oromo and Amhara groups is almost finished. As we speak , the Amhara are feeling that Jawar Mohamed had betrayed them and want to confront the rising Queero youth in Addis and other major towns, While the Tigray politicians are playing both sides. large number of the Tigray public will never accept the devolution of the ethnic federalism or a future take over of Amhara. So, as realist people, they are allying themselves with the Oromo movement for convenience and mischief. Furthermore, the Tigray had already licked their wounds and are preparing for the future. They might seem to support an Oromo led Ethiopia, while undermining the law and order aspects of the country. The vast majority of the Addis police are Tigray, and they were spectators while the Queero mob run through the business neighborhoods of the city. Yet, despite all of these problems, the biggest political conflict the might dissolve Ethiopia is between the Queero led Jawar and Abiy Ahmed, the prime minister. The ruling elite of EPRDF , despite their ethnic differences , are a political elite who had changed their shirts and announced themselves as reformers. Most of the Oromo in the federal power were those who were not only loyal but ruthless against ethnic federalism, yet when the Oromo caravan of uprising showed up, they all acted as reformers and stocked to their Tigray overlords. Both Abiy and other EPRDF elites realized the danger of Queero led Jawhar to take the power. In order to sideline Jawar they instituted a dormant constitutional clause that bars dual citizens from holding power. Jawar and company were demanding a national unity government to manage the upcoming elections and to reduce the power of the current party. Also, the rise of Jawar means , for the next election, the Oromo must choose between the revolutionary leader Jawar or the the current primie minister . Deep down Jawar understands that the Amhara elite in Addis and their Oromo political alliance like Abiy will not accept an Ethiopia led by outsiders. The entrenched Orthodox order will not give up their privilege of ruling Ethiopia by outsiders like Jawar. The only acceptable Oromo is an Obama type Abiy who is culturally Amhara, while nominally ridding the Oromo wave. The largest majority of the Oromo do not want the dissolution of Ethiopia at the moment. Their elites know that the well managed Ethiopian order is the only way both the Oromo and others could survive. Any chaos will destroy mostly the livelihood of large Oromo population. The Tigray region will be intact and orderly, while the Amhara might suffer in Addis. I do not know what is in the cards, but Abiy has to eliminate Jawar and his Queero in some strange way. Revolutions sometimes eat their own children , and our friend Jawar might face the sword of the Tigre elite, the Amhara and the Oromized Amhara. The Ethiopia army is still intact and can crush any movement for the name of preserving peace and order. Furthermore, the Queero and other Oromo had destroyed their credibility to build any alliance to their neighbors including with Somalis. If the Ethiopian army and Abiy decides to crush the Queero and the Oromo uprising, the later has no one to support from anyone else. They can't go back to Eritrea for support; they can't get arms from the Somalis due to their hostilities toward Somalis, and might be boxed and massacred like a sitting duck. Somali -Oromo Alliance. Dissolving the current order will be disaster for all involved. Yet, the Oromo , Somalis and others should know that the old Ethiopian order can't exist to rule others for ever. Rebels could disarm, prisoners were released, and all the current freedom of expression we see in Ethiopia. Yet, unless those who are looking from outside get in , nothing changes. A friend of mine told me that, people felt freedom in 1974, which got ugly and oppressive after the war of 1977. Then when the TPLF took over their where a window of optimism and freedom for five to seven years, then came the dismantling of the Somali republic and oppression of the Somali region in Ethiopia. That is why it is important at this juncture to put your demands on the table. Some even say iron fist and oppression the only way to keep Ethiopia united and any freedom or changing the top power structure will dissolve Ethiopia once foe all. The first stage is to demand multi party system and the freedom for Somalis to express themselves and debate for their future. The current Illey built party doesn't represent the will of the people. ONLF and others must not fold quickly and disappear without getting straight the issue of self determinations and future destiny. In the meantime, the current leader must start governing and building institutions. In Jigjiga and other places people were not paid their salaries over a month and government offices are empty. The second state is to prepare for the worst. The Somali region needs to prepare for eventual independence if things get ugly, and that independence would be only possible with support of the Oromo population in the south west. Any separation without the Oromo will force the Oromo to take as much land as possible. Jawar Mohamed understands that in order to win any national election he must get the support of the Somalis. As I said, the crowded Oromo caravan has to disband in to smaller caravans, and that will start soon after Abiy crushes the Queero mob who might do more damage to their cause at the moment. In conclusion, if the current trend continues there will be a show down between law and order and anarchy. Mr. Abiy has to act and choose his side. He could keep his Oromo support while keeping the law and order. In order to achieve some of those, he must replace more TPLF intelligence and police commanders who are fueling the instability. They used Illey to ignite the Somali-Oromo fire, and now they are paving the way for Oromo-Amhara, while watching from their comfortable seat in Mekale, Tigray.

South West region , Galmudug and Hiiraan reside in Mogadishu almost full time, while Modiobe is running one town. Without the UN and donors, they will not last a day. Yet , keeping them on the leash while the whole country is getting weaker by the day will not resolve the issue. The Somali issue is not about politics, it is about taking care of businesses including building national army and improving security. Flying around and politicking will solve the issue. OO, You are right the Ethiopian issue is far from settled. By harassing Addis residents which are 75% Amhara , Gurage and Muslim , they made the Amhara the new opposition. The Tigray are playing games already. When OLF fighters left from Asmara to Mekale , the residents lined up to the streets and fed them well. Min Ethiopia things will change , yet as usual it will go back as the old ways. Those who were present told us that after the overthrow of the king by the Derg in 1974 brought a lot of changes early, and after the war of 1977 things got really bad. In 1991 people celebrated . In 1995 people traveled from Birama and others places to Jigjiga without any problems, and after 2000 , the border became thicker and thicker. There were some developedment in Jigjiga and few other places, although the biggest gain among Somalis were that the Somali zone was run by Somalis and Amhara and others left to their Kil. I am afraid that after few months , Ethiopia will go back to the old system in order to survive. The kind of change we are witnessing is killer of the empires. Without fair elections, no one has the right to rule. Also, another huge issue Is the illogical exaggeration of the Ethiopian population. Every ethnic group is claiming to be 20 or 30 million. How can a population grow from 45 million in 1995, then 60 million in 2005, and 100 million in 2017. The Amhara who inhabit few big towns and the capital claim 27 million, and the Oromo 35 million . Who are the other 50 million. I urge the Somalis in the Zone to be ready just in case things get bad and disintegrate. For than and many other reasons you need an independent oriented group to take the leadership and look to the future with eye on independence.
