In my conversation with some Kampala residents, they told me that if Musveni doesn't leave this time around the country might go to civil war again. Yet, even if civil war breaks in Uganda, their hope is that nations go to civil war, people die and then things becomes normal. Someone will become a leader and make the decisions. While the peaceful transfer of power in Puntland is celebrated, Farmaajo forgot to use that platform to set his agenda and take a route different than the old failed politicians and old men like Faroole who never goes away. Faroole was taking credit of the creation of the useless Upper House that has no reason to exist in Somalia. Farmaajo should have set his agenda and tell those who were there and the Somali people in general how he wanted to move and implement his agenda for the next few years. He was failed by those who run his office and those who advice him. . He just went there as usual without any plan and talked just like those who were seeking some exposure. In fact, it was Mr. Saciid Deni, a novice politician who took the limelight and acted like a leader and set his agenda by talking his future plans at the inauguration. The most difficult issue that Farmaajo would face is that how to reconcile the presence of these foreign armies from Ethiopia, Kenya, Eritrea and Uganda to co-exist within Somalia, while knowing that each one of them has his own national interest. Besides, C/laahi Yusuf tried to clear the land with the Ethiopian army. Unlike Farmaajo he had his own Somali soldiers lifting the heavy lift, yet when he tried to convince the Ethiopians to finish the job and implement his agenda , they refused and started to weaken him using other Somali actors. The few things that is odd about this regional inauguration is the idea of the missing land (Dhulka Maqan) under Puntalnd constitution. Usually it is nation states who talk about the missing territory of the nation, but if tribes claim that they missing some tribal home land, mat Allah help us. How can you reconcile the national constitution and how it defines what means to be province and the constitution written by regional government. It must be an overbidding federal constitution that clearly defines the national borders and the regional ones. That is why nations agree on national frame work before they discuss the local issues. Unless we are copying things from Meles Zanawi who based things on ethnic borders, the well defined western models have local, regional and federal hierarchy that can't be usurped by regions.Here in Canada, the province can dismiss elected city officials if they transgress. If the national constitution is paramount no one should be fighting to control Sool region except the locals and the national government. We are for federal system but we will not accept this one hastened by Amisom and IGAD. Federal system is Delegation of power and direct democracy for the locals. More than anything else it means delivery of service to the locals on issues that matter: education , health care, policing, and infrastructure. Those services must be delivered by people elected by the local people themselves. Like most of the western NGO's who spend 60-75 cents for every dollar delivered for those in need, regional governments are spending almost all of their revenues to maintain this huge presidency. The Somali people must elect those who advocate less government bureaucracy and more services to the people. The first step is eliminating the regional presidency. Other than the Meles Zanawi system , no where in the world you have regional presidents managing a million or less people in the entire world. If we are lucky enough to get the gavel, Somalia will have only one presidents and the rest will be governors. The billion Indians have chief ministers to lead their states , so does the 200 million Pakistanis. The hundred million Nigerians have governors.No sane Somali should accept six or seven presidents. Dufaan is correct about the foreign governments nurturing the balkanization of Somalia, otherwise, why would a British foreign secretary want to invite Somali regional leaders to London. The meager resource of Puntland doesn't allow this false pride and fanfare which is paid by the people.. He should have been inaugurated within four days and start delivering services to the people. We need a simple federal system. The 18 regions should elect their own governors with seven or eight commissioners managing health care, education and infrastructure. Let the guys in Sool, Nugaal, Gedo , Awdal and Shabeelaha Hoose elect their own governors under small manageable bureaucracy that is service oriented. It would have eliminated these false presidents . Rather than delegate power and serve the people, this type of federalism had created bigger centralized government that can't serve the people. We will be seeing soon the Big Fat man coming back home after 30 minute flight and greeted by 50 landcruisers and two hundred people by just visiting Boosaaso. THis huge entourage is unacceptable. Everyone is also following this bad mother of federalism. Hir-Shabeele president is keep changing cabinet while running almost nothing. 200 members of parliament had congregated in Baydhabo, the only safe city in South West to elect a man struggling to survive in Baydhabo.
