In a previous thread that you did not supply the answers to I asked the following questions... Have you been to Mogadishu carafaat? How is the banadiir council divided, and how would you improve this division of seats as well as the current small employee base? How is the airport and port managed by whom and in which fashion from the head to again the small employee contingent? What is the clear correlation of the creation of juba land state provided for by the different Kenyan led initiatives and the mamuul of mogadishu? In the event that people from other parts of somalia should be appointed in the banadiir administration wouild that according to your mind mean the goverment can do the same in kismayu? I remember when the somaliland president visited kenya how flabbergasted the officials of the somaliland liasion office were when he refused to charter a private plane to the tune of $20,000/- for his flight back to hargeisa, he prefered to take the normal jubba/daalo flight home. Such small views in to leaders mentality are priceless...

Ufuk Gokcen Tuesday, November 27, 2012 Fowsiya Yusuf, Somali FM (left) and Maryan Qasim, Somali Ministry of Develoment and Social Affairs Last Tuesday, the new cabinet of Somalia was endorsed by the Parliament. The new and lean 10 Minister cabinet includes Somalia's first-ever woman Foreign Minister, Fowsiyo Yusuf Haji Adan. In addition to this novelty, it should be noted that she is from Somaliland. After officially being endorsed, the new Foreign Minister travelled to Djibouti to attend the OIC Council of Foreign Ministers. There, she was congratulated wholeheartedly by and got the full support of the participating Ministers and the OIC Secretary General. Another woman, Maryam Qasim Ahmed is the new Minister of Development and Social Affairs. She previously served as minister for women's development and family affairs. She has been an advocate for improving Somalia's notoriously poor maternal healthcare conditions and championed the struggle against female genital mutilation, which darkens the lives of almost all girls in Somalia. As Somalia moves into a new and promising era, its long-term future can best be secured through an enduring international partnership. In this regard, support from the Organization of Islamic Cooperation (OIC) and its members will be crucial. Somalia has passed through some unprecedented positive developments on several fronts. It has surmounted one of its worst famine and drought in decades. Politically, the country has recorded historic achievements in its transitional journey toward a more durable and representative governance. The challenging phases of stabilization, reconstruction, recovery and development now lie ahead. Some daunting objectives can best be accomplished by the new leaders and institutions maintaining cohesion and unity by providing security and effective governance, particularly in the recently recovered areas. They will have to intensify the process of outreach and national reconciliation, deepen democracy, finalize the constitution and prepare speedily for elections on the basis of universal suffrage. All this should contribute to the maintenance of peace and stability in the country. Resurgence of the largely defeated militancy and piracy should really not be allowed. Empowerment and strengthening of the security sector will be among the international community's primary expectations of the new Somali Government. There must be renewed focus on the interests and rights of women and children and programs for women and youth should be encouraged. In 2011, Somalia suffered the worst draught it has seen in the last 60 years, which brought famine and death to a large number of Somalis. For many of those who survived, home was one of the multiple IDP (Internally Displaced Persons) camps, which lacked the resources and infrastructure to support the basic needs of the people living there. Many national and international humanitarian organizations, including the OIC, acted quickly and rendered technical assistance, manpower, and funding toward Somalia's recovery. The country was in the midst of a very difficult political transition where different groups controlled different areas of the land. The OIC focused much of its efforts on coordinating aid from its member states and facilitating cooperation between local and international organizations, and establishing an alliance of 40 different humanitarian organizations from 13 countries that helped to provide first aid, food, clean water, education facilities, and social welfare. The OIC also took the lead in obtaining humanitarian access, almost on a daily basis, to fortified areas under control of different factions. This ensured that humanitarian aid organizations could distribute supplies to otherwise isolated communities. Since the implementation of these recovery efforts, the focus has shifted to a new chapter in the OIC-Somalia relations in the areas of strategic reconstruction, capacity building and continued national reconciliation. In October 2012, the OIC Secretary General Professor Ekmeleddin Ihsanoglu visited Somalia and met with President Hassan Sheikh Mahmoud, the new Prime Minister Abdi Farah Shirdon Saaid, the Speaker of Parliament, Mohamed Sheikh Osman Jawari, and a number of political leaders. Representatives from the Islamic Development Bank (IDB) and the Islamic Solidarity Fund (ISF) accompanied the Secretary General in the hope of utilizing their expertise in Somalia's reconstruction efforts. The OIC General Secretariat is in the final stages of planning with the United Nations Development Programme's Special Unit for South South Cooperation, a long-term joint project focused on capacity building in livelihood, healthcare and education support. The purpose of this project is to bring sustainable socio-economic opportunities to Somalia and to institute policies and procedures to increase Somalia's resilience against drastic climate changes, which have led to the severe humanitarian crisis. By visiting Somalia at this crucial moment of transition and rebuilding, Professor Ihsanoglu exhibited a commitment to Somalia and support for the new government. He pinpointed that the key to continued progress in democracy and stability was a renewed emphasis on unity, security, governance and universal suffrage. Most importantly, he underlined that continued efforts toward national reconciliation were essential to building a sustainable and lasting peace. High on the Secretary General's agenda was the encouragement of Somali leaders not to lose ground, but maintain the thrust in their progress towards democracy. Somalia needs support to develop its capacities in health, social development, education, communication and transport, human capacity development and the building of government institutions. Children and youth of today's Somalia have never known what it would be like living in a safe, stable and self-sufficient country. The social fabric of the society has been torn apart by years of endless fighting and collapse of traditional production patterns. The recent meeting of the OIC Council of Foreign Ministers held in Djibouti on Nov. 15-16, while commending his visit to Somalia, requested Secretary General Ihsanoglu to continue his efforts on supporting Somalia's reconstruction and assisting the country's Federal Government to develop its security institutions, particularly the Somali police and the National Security Forces. In this vein, the Foreign Ministers requested the Secretary General to support the Federal Government to develop a security strategy that would include disarmament plans, rehabilitation of militias for their reintegration into the society and the strengthening of capacities in the administration of justice. The coordinated work being done in Somalia provides hope that development and democracy will prevail over the voices of extremism and that international cooperation will help guide the way to stability, moderation, modernization and progress. Daily Nation by Rasna Warah Monday, November 26, 2012 Every now and then, I ask myself what it is about Kenya that turns people into shameless, greedy, cruel human beings. I don’t think Kenyans (myself included) are inherently bad people. I don’t think the average Kenyan wakes up in the morning and plots ways in which to harm, maim or steal from others. I don’t believe Kenyans are born with an evil gene. But I do think we have created a society that has an extremely high tolerance level for unethical behaviour. I don’t know many countries where more than 40 police officers can be killed in the line of duty and the chief of police and the minister in charge of internal security do not tender in their resignation. In fact, resignations are virtually unheard of in this country, both in the political and corporate sphere; the buck never seems to stop anywhere. Hence, donor funds intended for school children can disappear without a trace, but the minister in charge is not responsible. It is only in Kenya where victims of terrorist attacks and accidents get robbed while lying dying or bleeding, as happened to victims of the Eastleigh blast last week. In our beloved land, suspects accused of crimes against humanity feel entitled to the presidency, while the victims of those same crimes languish in camps for internally displaced people. Yes, Kenya is a country whose politicians are so drunk with power, they think nothing of awarding themselves hefty send-off packages while their constituents grin and bear a life without roads, electricity or piped water. Yes, it is only in this country where a mobile phone thief goes to jail while one who steals billions from the State coffers roams freely and shamelessly like a peacock. In this most unequal of societies, VIPs get special toilets in slums where residents defecate in paper bags. In some parts of the country, people are killing each other for livestock, just like they did centuries ago, because there is no other means of survival. Other parts look like New York, with smart i-Pad carrying folks who hang out in coffee shops and jazz bars, contemplating the stock exchange. Ah, yes, my country’s diversity is unmatched. We have beautiful mountains, lakes, rivers, deserts, and savannah (after which we have even named a high-tech city). Tourists love our wildlife and beaches, and the “warmth and hospitality” of hotel staff. But do they know we are not warm or hospitable to each other, and can, at the first provocation, pick up a machete and slit each others’ throats? Do they know that at the height of the 2007/8 post-election violence women, children and men were gang-raped because they belonged to the wrong tribe? Do they know that one of the raped women was a bed-ridden grandmother? Perhaps I am being too hard on us. Maybe I am only seeing the dark side, the glass half-empty. What about our star athletes who make us so proud, you might say, or the woman who set up a home for orphans using her own money? What about the brave men and women who fight injustice, as part of civil society, or within their professions? I don’t deny that they exist; it’s just that we as a society don’t recognise them. We don’t splash their photos on the front pages of our newspapers. We don’t give them awards for exemplary service. Hell, we don’t even know their names. There is one young man, though, who has restored my faith in this country. His name is Boniface Mwangi and he is photojournalist-turned-political activist whose murals of “vultures” all over Nairobi have caught the attention of local and international media. Boniface and his fellow protesters recently carried 49 coffins to Parliament, as a symbol of the 49 years politicians have enjoyed impunity. Not only have his photographs won international awards, he has also started an online magazine, www.mavulture.com, that unearths the rot in our society. How did this 29-year-old father of three have the courage to do all this? I don’t know. Maybe he was raised properly, or maybe his conscience is more developed than the average Kenyan’s. I wish he was running for president.

NAIROBI, KENYA: Special Programmes minister Esther Murugi has said her ministry has no money to compensate victims of Garissa chaos as ordered by Prime Minister Raila Odinga. Ms Murugi, who spoke to journalists moments after she registered as a voter, said it was not a Government policy to compensate victims of chaos and riots. The minister also noted that the instructions were given in a roadside public rally. “I am not ordinarily given instructions in roadside and public rallies. If the victims are to be compensated, approvals must follow the right procedure,” said Murugi. She said it was only the Cabinet that could approve compensation to the victims. The minister observed that her ministry received Sh84.5 million for emergencies this year and Sh40 million has already been spent. -
Nov 17th 2012 | NAIROBI | from the print edition A SOOTY new shadow has been cast over Somalia’s port city of Kismayo since the militias of the violent Islamist movement, the Shabab, were chased out two months ago. Piled up all over the quay and at the entrances to the city, which is the economic hub of southern Somalia, are dark towers of sacks that locals are calling “skyscrapers of charcoal”. For the past seven months the UN has banned the export of the black stuff. Its trade was an economic mainstay of the Shabab when it controlled Kismayo, earning as much as $50m a year in the taxes levied by the militia, according to the UN. The charcoal business has in any case devastated Somalia’s mangrove forests. During the embargo, the kilns kept burning and a vast stockpile was amassed. Since the end of September, when Kenyan forces under the banner of the African Union Mission in Somalia (Amisom) took control of the city, local pressure to lift the ban has grown. The question of what to do with the charcoal, perhaps worth $40m, could affect the fate of Somalia’s new government. Somali businessmen, who want to load the sacks onto waiting ships and sell them in the Gulf states, argue that “you can’t turn charcoal back into trees”. Others say the traders will turn back to Shabab if they cannot sell their wares. Indeed, quite a few of them still support the Islamists anyway. Somalia’s new president, Hassan Sheikh Mohamud, a civil-rights man whose election has prompted hopeful talk of a “Somali spring”, is trying to stop the export. He wants time to put in place and bolster new port authorities to channel revenues back to the central bank that was emptied by the outgone corrupt regime. If the new man cannot extend his writ to Somalia’s second city and his opponents get fresh funds, his government will lose authority almost before its reign has begun. With a coastline of 2,500km (1,553 miles) enwrapping the Horn of Africa, any effective Somali government needs to control its ports, which served as entry points for the weapons and contraband that sustained both the warlords and the Shabab. Under their rule, Kismayo traders bought sugar, which was smuggled into northern Kenya, and sold charcoal. But this lucrative contraband trade was shut down by an international blockade of the port during the battle with the Shabab. Influential Kenyans now want to reopen it. Kenya’s intervention in Somalia has been fostered by two prominent ethnic-Somali Kenyans, Farah Maalim Mohamed, now deputy speaker of Kenya’s parliament, and Mohamed Yusuf Haji, Kenya’s defence minister. Their allies in Somalia’s ******i clan ran the Ras Kamboni militia that played a big part in pushing out the Shabab. The militia’s leader, Ahmed Mohamed Islaam (known as “Madobe”), now expects his pay-off with charcoal, cash and control of a new semi-autonomous state to be called Jubaland. “Promises have been made,” says a diplomat in Kenya’s capital, Nairobi. A dozen ships laden with charcoal have already sailed, according to sources in Kismayo’s port. At present the port is run by a chaotic security committee on which Kenyans, Ethiopians and several competing Somali clan factions all joust. A presidential delegation from Mogadishu, Somalia’s capital, up the coast from Kismayo, was turned away when it tried to visit. At a recent meeting of the UN Security Council, Kenya, along with other governments from the region, argued in vain for the arms and charcoal embargoes to be lifted. The two main taps that have fed corruption in Somalia have been smuggling and foreign aid. For the first time in many years an administration in Mogadishu seems willing to let foreign donors have a measure of joint control over spending. The new government also wants America and Britain, which have paid for much of Amisom’s war on the Shabab, to use their influence to restrain the charcoal-trading Kenyans. “If they’re going to allow it all to go back to business as usual,” says a member of Somalia’s fragile new government, “what have they done all this for?”

Egypt is also a rather limited option, a demoralized officer class one more suited to rentier economic activities and military involvement in politics, as well as a military posture dedicated to big arms actions and corps sized maneuvers might not be the best option for a Somali military whose mandate for the foreseeable future will be Counter insurgency operations and state establishment in areas that have seen no semblance for over 20 years. That leaves turkey trained to NATO standards, in-depth knowledge of large scale COIN operations such as against the PKK, as well as the equipment such as the otokar mpv appropriate to a developing nation, and the budget to independently fund an in-depth training program for the Somali military. THE COMING BATTLE FOR AFRICA Living in South Africa, I watch with morbid fascination at how the US and China are racing to recapture Africa – the US with AFRICOM and China with business development and investment. Africa, despite its many problems, is increasingly becoming of more strategic interest and importance to both the US and China. Whereas the approaches these two nations are following differ vastly, their ultimate aim is the same: control over Africa’s strategic resources – especially oil reserves. The U.S Africa Command (AFRICOM), established in October 2007, is described as being a Unified Combatant Command of the US Department of Defence and is responsible for U.S. military operations and military relations with 53 African nations. This overtly aggressive entrance into Africa has been criticised by many African governments. The Chinese on the other hand are following a much more passive approach with business development and investment. This approach, too, has been subject to much criticism as some view it as the Chinese colonisation of Africa. Several African governments reject this allegation, claiming that the Chinese have never betrayed or destabilised African countries as the US has – and African governments have long memories. Additionally, many African governments feel that the Chinese have been open about their desires: control over and exploitation of resources for the ever-hungry Chinese economy. On the other hand, the US is using the route of the Global War on Terror (GWOT) as their entrance key into Africa but underlying this is the need to control Africa’s oil. To achieve this, the US African Crisis Response Initiative (ACRI) was transformed into a new programme called the African Contingency Operations Training and Assistance (ACOTA). ACOTA’s aim is to “train military trainers and equip African national militaries to conduct peace support operations and humanitarian relief”. To achieve this, ACOTA is contracting US PMCs, some with little or no knowledge of Africa. This, in turn, is going to cause the US more problems in the long run than solutions or influence. But this approach is seen by others to attempt to detract from the US’s plans to militarise their foreign policy. The Chinese, on the other hand, have financialised their foreign policy with regard to Africa. This includes the identification, procurement and exploitation of resources and strategic commodities. Included in this financial-driven foreign policy are massive credit lines, infrastructure development, export-development and so forth. The latest Chinese export to Africa is the massive Chinese weapons market. As the war in Iraq winds down, more US PMCs are vying for a stake in ACOTA/AFRICOM. Whereas there is nothing wrong with such a shift in business development, the problem arises when some of these PMCs have no knowledge or experience of the continent. To illustrate this point, I mention some questions I have recently received from US PMCs: 1. Can I help them find someone who speaks “African”? Africa does not have a common language but literally hundreds of languages and dialects. 2. Can I introduce them to someone who has a licence to “carry and use arms” in Africa as they would like to “piggy-back” on such a licence? Africa is a continent with many countries, each with their own laws and regulations – there is no common licence to carry arms. 3. Can I suggest some “good” Third-Country nationals they can use in Africa? We who live in Africa take exception to being referred to as third-world nationals on our own continent… Whereas questions such as these are very serious cause for concern, they also illustrate a complete lack of even basic geographical and linguistic knowledge of Africa. Furthermore, this is akin to a company with no engineering background or skills tendering for a massive engineering contract and then scrambling to find people who will carry out the contract if they are awarded it. Whereas I understand something of business, I also understand something of Africa. It is PMCs such as these that will, more than likely, undermine the efficiency of African militaries as opposed to enhancing them. They will bring with them more chance of conflict than of peace and stability. Then of course, there is the concern that these PMCs will train African troops poorly – in case they ever have to face them on the battlefield. These issues are not unknown to the Chinese who will, no doubt, exploit them to the hilt when the time comes. They suspect that AFRICOM and ACOTA will eventually create additional chaos and destabilisation and that this will give them free rein in Africa. Added to this volatile mix is the knowledge that the US military’s adventures in Africa have not been very successful. Africa, however, ought to realise that it is the creator of many of its own problems and that these problems have given foreign governments an influence and power they ought never to have had. But, whether we like it or not, the battle lines between the US and China have been drawn across the sand in Africa. We who live here must now just wait for the final battle for Africa to begin. Congratulations to the president for clarifying his position as he had allowed the narrative to be controlled by hysterical others for far to long. The jist of the speech is most appropriate, indeed there shall be a jubbaland admin created in Somalia by Somalis themselves, and a parachuted cabal of failed politicos and militia leaders will have to participate alongside all the other interested parties of the jubboyinka, the result a strong, representative state under the aegis of the federal government organs and not one being pushed in to existence by a couple of Kenyan civil servants.
