Somalis under siege in South Africa By Mohammed Allie BBC News, Cape Town South Africa is believed to have around 5 million illegal immigrants A spate of murders over the past two months has left Cape Town's Somali community, especially those who run businesses in townships, fearing for their lives. The Somalis claim 40 traders have been the victims of targeted killings since the attacks started in August. Cape Town police however, say they are only aware of 20 such killings in the past 10 months. While police initially insisted the killings were part of South Africa's high crime rates, beleaguered Somalis are convinced they are being targeted, pointing out that the perpetrators often did not touch money or other valuables belonging to the victims. Police have in recent weeks admitted that xenophobia rather than criminality could be behind the attacks. Often the perpetrators walk into the township shops run by Somalis and simply fire at the owner before fleeing the scene. Unfair competition? The xenophobic nature of the attacks against the Somalis was clearly illustrated in August when a group of about 200 locals attacked Somali-owned shops forcing them to flee the seaside township of Masiphumelele. The action forced the provincial government to intervene to restore calm to the area. The situation seems to have improved following meetings involving members of the provincial government, the local community and the Human Rights Commission. Security Minister Charles Nqakula has admitted that police do not have the exact figures on how many Somalis have been killed over the past two years. In reply to a parliamentary question from Tony Leon, leader of the opposition Democratic Alliance, Mr Nqakula said obtaining such information would require too much time and resources. "This attitude displays a monumental indifference to the plight of the Somali community, members of which are coming under attack on an almost daily basis," Mr Leon said in a statement. Street patrols It has been calm recently in the sprawling impoverished township of Khayelitsha where several Somali traders were killed in August. Nash Mohammed, a Somali refugee, who has been in Cape Town for two years, says he had lost two family members over the past year and feared for his own life. They have even given me a local name, Bongani and a clan name of Radebe Nash Mohammed, Somali refugee Speaking at his shop which blends in with the corrugated iron shacks of the area, Mr Nash says he feels safer now than he did last month when several Somalis were killed in townships across the Cape Town area. "The local community here have formed street committees and they patrol the area, especially where there are Somali shops. We get along very well with the community. The problem seems to come from a small group of gangsters who are targeting Somali traders," he says. A sign of how much a part of Khayelitsha he has become is that Mr Nash converses with his customers in the local Xhosa language. "They have even given me a local name, Bongani and a clan name of Radebe," he says. "We really don't have a problem with the Somalis in our area," says Nkosinathi Present, who popped in to buy some maize meal, by far the most popular product sold by Mr Nash. "It seems to be the businessmen who are angry with the Somalis but if they have a problem why can't they talk it out? The Somalis are skilled businessmen and perhaps they can help the locals," she says. As the Somali death toll climbs, police say they have arrested and charged nine people in connection with 20 murders. The refugees were not always been welcomed, especially in poorer black communities, since they were seen as competing for the same scarce resources and jobs. Many African refugees have been victims of xenophobic attacks, much to the embarrassment of the government, many of whose members were offered a safe haven in exile by African countries during the anti-apartheid struggle. Roll Back Xenophobia, a UNHCR-funded advocacy body, in partnership with government and non-governmental stakeholders, is about to embark on a campaign to reduce tensions between local communities and refugees and make both sides aware of their mutual rights and obligations.

Somali police chief forced to leave government seat AFP October 17, 2006 BAIDOA, Somalia -- The commander of Somalia's police force will leave the weak government's seat after heavily armed local militia surrounded his home demanding his ouster, officials said Monday. A standoff at the residence ended peacefully when the administration agreed to expel General Ali Hussein Loyan from Baidoa, effectively sacking him from the post in a new sign of the government's tenuous authority, they said. "The Somali prime minister, internal security, and home affairs ministers asked for 24 hours to take the general out of Baidoa," said militia commander Aden Saransor, whose forces encircled the house overnight demanding Loyan's arrest. "We have agreed to allow him to leave ... but if the government does not meet the deadline we shall take further action," he said. Saransor's Hadamo subclan militia had wanted to arrest or expel Loyan from Baidoa for commanding a September 4 raid on its gunmen at the town's airport that turned into a deadly gunbattle in which at least 10 people were killed. "My people are crying for justice or want to see Loyan's blood," said Hadamo leader Hassan Sheikh Abdullahi. At the time, the government apologized for the deaths but said that it had ordered police to remove the militia from the airport to improve security and assert control in Baidoa, 250 kilometers (155 miles) northwest of Mogadishu. Loyan had been in Kenya since the incident and returned to Baidoa only Sunday. Somalia has been without a functioning central government since 1991 and Gedi's administration, formed in neighboring Kenya in 2004, has been wracked by infighting and unable to assert control over much of the country. In addition to competing with rival regional warlords and their militia, it faces a strong challenge from a powerful Islamist movement that seized Mogadishu in June and now controls most of southern and central Somalia.

Monday, October 16, 2006 SOMALIA'S new Islamic rulers have rid the country of the pirates who terrorised cruise ships and freighters off its shores. Ever since the east African nation's collapse into lawlessness 15 years ago, its 4000-kilometre coast has provided a haven for armed buccaneers who use high-speed launches to rob passing craft. But since Somalia's new Islamic Courts Union seized control of Mogadishu and much of the south of the country in June, piracy has been virtually wiped out under threat of tough sharia punishments. The crackdown was highlighted in a recent report by the Merchant International Group, which specialises in advising companies on trading in hot spots around the world. "The spread of Islamist rule in Somalia under the Islamic Courts Union merits particular attention," the group said. "Over 40 attacks on vessels were reported in and around Somali waters between March 2005 and July 2006, but not a single act of piracy in the area has been reported in the months since." Somali piracy made headlines last November when boatloads of bandits armed with machine-guns and rocket-propelled grenades attacked the American-operated luxury cruise liner Seabourn Spirit 70 nautical miles off the coast. Tourists on board told how they feared for their lives until the ship's crew managed to drive the pirates away using a special sonic gun that emitted an ear-splitting high-decibel noise. As a precaution, the International Maritime Bureau has been advising shipping to keep at least 160 kilometres off the Somali coast. The drop in incidents of piracy mirrors the Islamic Courts Union's success in restoring law and order onshore. Until this northern summer, Somalia was largely under the control of competing warlords. Many of the pirate outfits are believed to have belonged to warlord militias. While critics say the Islamic Courts Union is an al-Qaeda-linked movement that plans to bring in tough Taliban-style social restrictions, including banning films and music, many ordinary Somalis believe it is the only alternative to anarchy. Tunisia moves against headscarves By Heba Saleh BBC News, Cairo Islamic headscarves are banned in schools and government offices The Tunisian authorities have launched a campaign against the Islamic veil worn by some women to cover their hair. Police are applying with renewed vigour a decree dating back to 1981 which prohibits women from wearing Islamic headscarves in public places. In recent days, senior officials have hit out at what they describe as sectarian dress worn by people who use religion to hide political aims. Human rights groups describe the move as unconstitutional. Police in Tunisia have been stopping women on the streets and asking them to remove their headscarves and sign pledges that they will not go back to wearing them. Under a ban introduced in 1981, women in Tunisia are not allowed to wear Islamic dress in schools or government offices. Those who insist on it face losing their jobs. One woman said she was barred from entering her son's school wearing a headscarf. 'Unconstitutional' The President, Zine El Abidine Ali, described the headscarf as a sectarian form of dress which had come into Tunisia uninvited. Other officials said Islamic dress was being promoted by extremists who exploited religion for their political ambitions. Tunisian human rights activists accused the authorities of depriving women of a basic freedom guaranteed by the constitution. They say many people are upset by the ban, but that in a country where dissent is not tolerated they dare not show their anger. Mr Ben Ali has been keen to restrict the spread of ideas or signs and religious symbols which could strengthen the country's outlawed Islamic opposition. In the 1990s he moved to crush Tunisia's main moderate Islamic movement when fighting erupted in neighbouring Algeria between Islamists and the state.
