  10. Falash Mura in Gondar wait in line for food distributed by a program funded by the North American Conference on Ethiopian Jewry. By Uriel Heilman (This is the fourth article in a 7-part special JTA report on Ethiopian immigration to Israel.) ADDIS ABABA, Ethiopia, Feb. 16 (JTA) -- With the key parties saying they are ready to accelerate the pace of Falash Mura aliyah, why has the effort remained stalled since Israel´s Cabinet voted to bring these Ethiopians to Israel? The holdup stems from lingering doubts about the Jewishness of the Falash Mura, especially among officials charged with implementing the Israeli government decision, concerns in Israel over the cost of absorbing another 13,000 to 20,000 Ethiopians, and apprehension that aliyah of the Falash Mura from Ethiopia will never end. For Israelis concerned about the cost and prudence of Ethiopian aliyah, the questions of whether or not the Falash Mura are Jews, and under what circumstances their progenitors converted to Christianity, are of paramount importance. Unlike the Beta Israel, who maintained a distinct Jewish identity in Ethiopia for centuries, epitomized by their observance of Shabbat and their rejection of Jesus as the messiah, the Falash Mura converted to Christianity in the late 19th and early 20th centuries. Though many advocates of Falash Mura aliyah maintain that the conversions resulted from economic and social pressures, scholars of Ethiopian Jewish history find little evidence of this. On the contrary, according to Steven Kaplan´s "The Beta Israel (Falasha) in Ethiopia: From Earliest Times to the Twentieth Century," those who converted were far more likely to face social and economic exclusion than those who remained Jews. The converts faced ostracism both from the Jews whose tradition they rejected and from the Christians who refused to accept them as full-fledged members of their communities because they were members of the lowly Beta Israel caste. This ostracism may have prevented the Falash Mura from intermarrying with Christians, allowing them to maintain a largely undisturbed Jewish bloodline until recent times. This is partly why Israel´s Chief Rabbinate decided to apply to the Falash Mura the Jewish legal principle of, "A Jew, even though he has sinned, is still a Jew." That is, a person is a Jew so long as their maternal ancestral line is Jewish -- even if their ancestors converted to Christianity 10 generations ago and have been practicing it ever since. However, there is considerable debate over the degree to which the Falash Mura intermarried. Advocates of the Falash Mura maintain that intermarriage was a rare phenomenon until the most recent generation of Falash Mura. Others, including some scholars, suggest that intermarriage has been relatively common for several generations, and as a consequence a great proportion of those designated today as Falash Mura are not actually Jews. To complicate matters further, the appellation Falash Mura is applied today not only to Christians of Jewish descent, but to full-blooded Christians who have married into families of Jewish descent. These Christians are estimated to make up to 30 percent of the Falash Mura population. Even among the Falash Mura who have some biological link to Ethiopian Jewry, few if any seemed to have been aware they were Jews until they were told as much by American Jewish advocacy groups who identified them as such by their membership in the Beta Israel caste. In interviews last year in the Ethiopian province of Gojam with Beta Israel peasants who had not yet migrated to the cities, villagers demonstrated no knowledge of Judaism whatsoever. Indeed, until their contact with American Jewish groups working in the cities, they had never heard of the Torah, never observed any Jewish holidays or rituals, and professed belief in Jesus. Many have crosses tattooed on their foreheads or wear crosses around their necks. For these reasons, Israel requires that all Falash Mura immigrants undergo a comprehensive conversion course once they arrive in the Jewish state, culminating in ritual conversion. This is not something that was required of the Ethiopian Jews who came to Israel between 1984 and 1991, nor is it something that would be necessary if the Falash Mura were merely wayward Jews. Before their arrival in Israel, the Falash Mura learn about Judaism in the compounds administered by the North American Conference on Ethiopian Jewry. At the Gondar compound -- the Addis Ababa compound is closed -- the Beta Israel take courses in Jewish prayer and some of them learn to lay talit and tefillin. They attend prayer services in the compounds´ ramshackle synagogues, the men donning kipot as they enter, the seats separated by gender. They also are taught the little Hebrew the teachers themselves know. Some skeptics say the Jewish teachings at the NACOEJ compound are a ploy to facilitate Falash Mura aliyah by making the Falash Mura appear Jewish. The level of instruction at the compounds is superficial, they say, with children reciting the Hebrew alphabet and Hebrew phrases without knowing what they mean, holding prayer books upside down during synagogue services and being taught by instructors who themselves know little more than the students. Others say NACOEJ´s efforts constitute the noble undertaking of bringing lost Jews back to the faith of their ancestors. They say the teaching at the compound may not be ideal, but it´s the best possible given the circumstances. What´s more, they say, it has turned the younger generation of Beta Israel into real Jews. "Their kids know only Judaism. They fast the Fast of Esther. They have already returned to Judaism," said Rabbi Menachem Waldman, a member of the Chief Rabbinate´s committee for the absorption of Ethiopian Jews. Waldman also has received funding from NACOEJ. Many veteran Ethiopian immigrants in Israel resent the Falash Mura, partly because their aliyah carries a cloud of religious illegitimacy that has cast a shadow over all of Israel´s Ethiopian community. It doesn´t help that at the current aliyah rate, the size of Israel´s Falash Mura community will eclipse that of Israel´s veteran Ethiopian Jewish community some time this year, according to the Immigrant Absorption Ministry. "The veteran community is not always so happy with what is going on with the new one," said Mirla Gal, director general of the ministry. Aside from the murky issue of religion, the cost of absorbing the Falash Mura has caused many an Israeli official to balk at throwing open the doors of the Jewish state to Ethiopian immigrants. Though many critics say racism plays a role in Israel´s reticence to accept the Ethiopians, pointing by contrast to Israel´s much easier acceptance of Russian immigrants of dubious Jewish origin, it is an economic fact that Ethiopians cost Israel far more than do Russian immigrants. A Russian immigrant to Israel may struggle with linguistic and other barriers, but most adult immigrants from Russia practice trades that are somewhat transferable to Israel, and they need no special training on how to live in an industrial country. By contrast, most Ethiopian adults who come to Israel know little other than subsistence farming, smithing or weaving -- all trades that are not transferable to Israel. Many are illiterate and have never even used a fridge, toilet or gas stove before their arrival in Israel. It´s much harder for these Ethiopians to find jobs, and when they do, the jobs often are menial and low-paying. According to the Immigrant Absorption Ministry, Ethiopian immigrants receive grants for some 90 percent of the funds needed to purchase a home; 80 percent of the immigrants are welfare dependent; and their average stay in absorption centers is 18 months, much longer than other immigrants. Finally, lingering fear in Israel that the aliyah of Falash Mura will never really end plays a significant role in the holdup over bringing to Israel the current group of 16,000 or so Falash Mura waiting in Gondar and Addis Ababa. The Falash Mura call themselves Beta Israel, "seed of Israel,´´ but in this they are not unique; many Ethiopian natives believe they, too, are descendants of the kingdom of Israel. The former Ethiopian emperor Haile Selassie, who ruled Ethiopia from 1930 to 1974, claimed he was a direct descendent of King Solomon and called himself the Conquering Lion of the Tribe of Judah. The fear some Israeli officials express privately is that if Ethiopia´s former emperor claimed Jewish descent, what´s to stop tens of millions of Ethiopians today from doing the same so they can escape the poverty of Africa for the relative wealth of Israel? What´s more, a special investigation last year by this reporter found indications of thousands more Beta Israel in the Achefar region of Ethiopia who have not been accounted for by the Israeli government or American Jewish advocates of Ethiopian aliyah. Living in remote villages that don´t generally appear on maps, few of these Beta Israel ever have ventured far beyond their rural homes, but they represent some of the probable thousands of Ethiopians hoping to make aliyah who have not yet been accounted for by the Israeli government. The existence of these isolated Beta Israel communities may pose a serious challenge to Israel´s attempt to end mass aliyah from Ethiopia by the end of 2007. In a country of 70 million, it´s possible that the Beta Israel left in Ethiopia number in the hundreds of thousands, not the thousands, and that Israel has seen only the tip of the iceberg of Ethiopian aliyah.

The blood has been discarded because of concerns that it may be contaminated. Officials say that blood could not be donated by people from specific countries where Aids was endemic. Mr Gates was, subject to Congressional approval, propelled into the top ranks of the Bush Administration today as Secretary of Defence only hours after voters handed President Bush what he agreed himself was a "thumping" in mid-term elections. The deeply unpopular Mr Rumsfeld, seen by his enemies as a reckless warmonger and attacked even by senior military officers for strategic blunders, was the obvious scapegoat for the electoral meltdown. Since the invasion of Iraq in March, 2003, more than 2,800 US soldiers have been killed in Iraq. That Group has yet to report, but its draft recommendations have been widely leaked and amount to a radical reshaping of US Iraq policy that would have been unthinkable a year ago - including a large reduction of US troop levels and a diplomatic push to engage Iraq's neighbours, including Iran and Syria. The Group has also pushed for the Iraqi Government to take more responsibility for its own affairs, politically and militarily. Since those recommendations have not been formally given to the White House, Mr Bush has not had to accept or reject them. But the Administration has noticeably changed its language on Iraq - Mr Bush no longer speaks of "staying the course" for example - and Mr Rumsfeld's departure allows the unthinkable to become policy. And it would be unthinkable for Mr Bush to appoint his new Pentagon chief from among the group's members if he did not agree with their conclusions. Bryson Hull NAIROBI, Nov 8 (Reuters) - Somalia seems to be rushing towards war but mutual fear and complex international interests could yet forestall a conflict that would engulf the Horn of Africa in a sea of ancient and modern rivalries. A surging Islamist movement now dominating most of south Somalia and their rivals in the interim government, backed by neighbouring Ethiopia, have test-fired weapons in the past week at a tense front just kilometres (miles) apart. Fiery talk from both sides and a skirmish this week between the Islamists and pro-government fighters from the northern enclave of Puntland have stoked tensions, especially after the failure of a third round of peace talks in nearby Sudan. But diplomats and analysts say a discreet peace initiative this week by the interim parliament speaker, whose relations with the Islamists are good, provides hope war can be averted. "I am not sure they are going to war. Something is cooking behind the scenes. If it all comes together, in the right order, then war can be avoided," a Western diplomat who follows Somalia but is not authorised to speak on the record told Reuters. Nonetheless, an ancient brew of religion, trade and the interests of regional powers is playing out underneath the conflict, reflected in the way in which the two sides are roughly split on Muslim-Christian lines. "None of the actors wants a war including Ethiopia ... but all the actors also have interests that interfere with that reluctance," said Michael Weinstein, a professor of political science at Indiana's Purdue University. In addition, both sides may back away from conflict because they are unsure of the strength of their rivals, given the complex web of alliances, and because they fear the potential for a widening and bloody regional war. "If you have a war scenario, one of the best things to stop it from happening is for the parties to fear each other equally," the diplomat said. "I think that is true here." ANCIENT FIGHT FOR INFLUENCE At stake, whether the impasse is broken by bullet or diplomacy, is priority access to the critical trade flowing through the Horn of Africa and Muslim influence against dominance of east Africa by pro-Western states. Since Islam arrived via Arab traders in the 7th century, Somalia has been a key to the volatile region because its triangular coastline, which gave the Horn its name, is a trading crossroads. "You have an area that is the bridge between Africa and the Middle East, and to have a radical regime in either Sudan or Somalia increases the sphere of influence for extremists in Africa," said Princeton Lyman, a former U.S. ambassador to Ethiopia and now with the Council on Foreign Relations. Fear of that drew Washington into an intervention that backfired when the Islamists defeated CIA-backed warlords in June, then swiftly marched across much of southern Somalia. Experts say the Islamists, whose main interest is to unite Somalia under sharia law, have backing from Egypt, Sudan, Libya, the United Arab Emirates, Yemen and Saudi Arabia, as well as Eritrea. Egypt and Sudan fear Ethiopia's upstream control of the Nile could harm them, especially since it announced plans to build hydroelectric dams earlier this year. BULWARK Backed by Ethiopia and Western governments plus east African powers Kenya and Uganda, the interim government of President Abdullahi Yusuf is seen by its supporters as the only bulwark against Muslim extremism in the country despite its weakness. Addis Ababa says the Islamists are led by terrorists and has sent in troops to prop up the government. The Islamists have exploited this to rouse Somali nationalism against a rival seen for centuries as a Christian imperialist power. Weinstein said the Islamists have seized on a chance to realign the balance of power in the Horn and east Africa, where Ethiopia and Kenya have a 40-year tradition of cooperation against Somali expansionism. Eritrea, keen to frustrate arch-rival Ethiopia, has grown its influence by becoming the frontman for those nations which want to back the Islamists quietly, analysts say. Asmara denies arming the Islamists, but security experts say it has provided weapons and probably military training. Many fear Somalia will become a new arena for the 1998-2000 Ethiopia-Eritrea border war, which although technically over, remains an open sore because of disagreement over the border demarcation under the peace process. But all the tension for now might just be shadow boxing. "There is all this feinting, all this testing, that I am not convinced is a prelude to war," Weinstein said. "I don't think anyone is ready."

At a press conference in Damascus, hours after Israeli tanks shelled the residential district of Beit Hanoun in northern Gaza, the exiled Hamas chief said that the militant group had abandoned its truce with Israeli and was free to resume attacks on the Jewish state. "The truce ended at the end of 2005," he said. "The armed struggle is free to resume, and the resistance will be dictated by local circumstances." "Our condemnation will not be in words but in deeds, the resistance will respond," he added. "All Palestinian groups are urged to activate resistance despite the difficult situation on the ground. Our confidence in our military wing to respond is big. There must be a roaring reaction so that we avenge all those victims." The shells hit a row of apartment blocks in Beit Hanoun in the early hours. Witnesses said that the artillery bombardment hit at least seven houses, and eight children and five women were among those killed. Estimates suggested 54 people had been wounded. Ayman Athamna, 37, told The Times in Beit Hanoun that he had lost 15 members of his extended family, including five children, when the shells started landing shortly after dawn. "It is the saddest scene and images I have ever seen. We saw legs, we saw heads, we saw hands scattered in the street," added another witness, 22-year-old Attaf Hamad. In a rare show of unity that displayed the depth of Palestinian anger at Israel's deadliest attack on Gaza in months, Mahmoud Abbas, the Palestinian President, joined forces with Ismail Haniya, the Hamas leader who is Prime Minister, to donate blood. "We are giving blood for our children wounded in the Beit Hanun massacre," said Mr Abbas before he and Mr Haniya visited the bedsides of the wounded in a hospital in the northern town of Beit Lahiya. In Damascus, Mr Meshaal blamed the United States and Arab governments for the Israeli shelling attack, saying it took place "under American cover and aided by a complete Arab silence." He called for the formation of an international court to try Israeli leaders for war crimes in the Gaza Strip. The Israeli army said that it fired artillery shells at northern Gaza in response to militant rocket fire and was checking reports that many Palestinian civilians had been killed. It expressed regret for the civilian deaths and said that it was investigating the incident. Margaret Beckett, the Foreign Secretary, said that she was deeply disturbed by the deaths, adding that it was hard to see how the Israeli strike could be justified. "I am gravely disturbed by the deaths of Palestinian civilians, including women and children, in an Israeli strike on Beit Hanoun in the Gaza Strip," Mrs Beckett said in a statement. "The British government has repeatedly expressed its deep concern over mounting casualties and civilian suffering in Gaza in recent months and raised these concerns with the government of Israel. "Israel must respect its obligation to avoid harming civilians. Continuing rocket attacks by Palestinian militants are also unacceptable. I call on all sides to meet their obligations under international humanitarian law and to do their utmost to avoid harming civilians, especially children." The truce that Hamas and a second militant group declared with Israel early last year had expired on December 31, but it had continued to be honoured, although with some infractions. Israel pulled its forces out of Gaza last year after a 38-year occupation. But tensions have flared since Hamas rose to power after winning Palestinian elections in January, and gunmen captured an Israeli soldier in a cross-border raid in June. The killings follow Israel's withdrawal from the northern town on Tuesday after a week-long assault, designed to stop militants firing rockets at the Jewish state, in which 52 militants and civilians were killed. In response to the attacks, Mr Abbas ordered three days of mourning throughout the Palestinian territories. "This is a horrible, ugly massacre committed by the occupation against our children, our women and elderly in Beit Hanoun," he said in a statement. "We urge and call the (United Nations) Security Council to convene immediately to stop the massacres committed against our people and to uphold their responsibility to stop these massacres."

By Yousef Alhelou Beit Hanoun, northern Gaza Strip - One day after the Israel army declared that it had pulled out and completed Operation Autumn Clouds in the northern Gaza Strip town of Beit Hanoun, at least 19 Palestinians were killed in Gaza and at least 45 were injured, as a large number of shells were fired at the town. Another five Palestinians were killed in Jenin in the northern West Bank by the Israeli army. The series of incidents began at 6 a.m. when eyewitnesses said that dozens of tank shells and missiles landed simultaneously in a small and limited area in Beit Hanoun. Ambulances found it difficult to evacuate the wounded. According to Palestinians sources, some of the shells landed on a home, killing 11 members of one family called Al-'Athamneh, including a 9-year-old child and a 73-year-old woman. Israeli sources confirmed that artillery shells were fired on Wednesday morning. They said it was not yet known whether the matter was a technical error or a human one! Sources in Gaza reported that some of those killed were hurt after shells hit a group of civilians who arrived to help those injured in the first barrage. Residents in the area were called to donate blood as it was feared that the number of casualties would rise. Khaled Radi, a Palestinian health ministry official, said that all the dead were civilians. He said that seven children and four women were among the dead. Radi also said that at least 45 more were wounded, all civilians. Four hospitals are treating the wounded across Gaza. Emergency and first aid director in the ministry of health, Dr Moa'aweyah Hassanein, announced that the latest round of Israeli war crimes in Gaza has resulted in a new massacre in the northern town of Beit Hanoun. 19 innocent civilians, including 7 children and 4 women have been murdered brutally as they slept in their own house, he said. This brings this week’s toll alone to 83 Palestinian dead and more than 350 critically injured. In a huge demonstration outside the morgue in Kamal Adwan Hospital in the northern Gaza Strip, thousands called for revenge. Hundreds of Palestinians began marching in the northern Gaza Strip, in protest at the Israeli army operation in Beit Hanoun. The protestors chanted slogans against Israel and called for retaliation. President Mahmoud Abbas declared a three-day mourning period and schools were closed after the horrific massacres against civilians in Beit Hanoun. Abbas added in a statement, "this is a horrible, ugly massacre committed by the occupation against our children, our women and elderly in Beit Hanoun". "We urge and call the Security Council to convene immediately to stop the massacres committed against our people and to uphold their responsibility to stop these massacres." During an emergency meeting of the Palestinian cabinet, Palestinian prime minister Ismail Haniyeh announced that efforts to form a national unity government have been suspended after "this awful massacre." The government spokesman, Ghazi Hamad, appealed to the international community to mobilize and stop Israel carrying out such massacres against unarmed Palestinians. "Israel is a nation that has no human values and is a disgrace to the modern world," he added . Palestinian health minister Bassem Naim also referred to the series of incidents, saying that killing constitutes a policy for the Israelis. "I have no words to describe the ugly Israeli massacre in Beit Hanoun this morning. This massacre is added to another massacre which the town has only just emerged from. This morning's operation only proves that killing is Israel's aim, and this is proved by the massive fire at the medical teams arriving in the area." Naim added that another proof was the inclusion into the government of Avigdor Lieberman, who calls day and night to kill Palestinians. The Israeli army target the ambulances, paramedics and journalists to hide the facts, he said. "The massacre in Beit Hanoun proves that the Israeli government is committing war crimes against civilians," said Knesset member Talab El-Sana after the incident. "Palestinian children and women are murdered in their homes and in their beds. Olmert, Peretz and Halutz are war criminals who failed in the first war and are committing war crimes in the second war." He called for "the end of the ongoing slaughter" and said "tanks cannot kill the dream of a people aspiring to independence and freedom." Mohamed 'Athamneh, 37, said: "The Israeli army claimed that they pulled out from our town. They are not physically here but their smells and their bad image are still here. They continue their brutal horrific massacres of civilians in Beit Hanoun and in all the Palestinian territories. They want to achieve victory here after they were defeated in south Lebanon. They only understand the language of force. They are vampires who don’t know mercy. The bodies of children are scattered everywhere in the scene in pieces. God be with us! The whole world turns a blind eye." "It is the saddest scene and images I have ever seen," 29-year-old Majed Kafarnah said. "I saw people coming out of a house covered in blood. I started screaming to wake up the neighbours." Mona Al-Zanoiun, 41, said: "They destroyed our houses … they killed women and children, they are criminals. They murder us in a cold blood. Where is the international community and the Security Council to see these massacres? We do not want them to send us food; we want them to take brave actions to stop these crimes". She described what happened to the town as a "tsunami" and "destructive earthquake". Nidal Mater, 53, said: "Once again they commit massacres against civilians, but they will not break our sprit. We will not leave our land. All of us ready to die for the sake of FREEDOM". He added: "They use their arsenal to kill children and women. They are cowards … We will never forget. Where is their democracy? I just wonder, are they just human beings like us? They destroy our agriculture fields, water, electricity networks and infrastructure. We cannot recognize our streets, destruction is everywhere, and even the mosques which are considered holy places are destroyed!" Noor Masoud, 14, said ironically: "My message to the Israeli army is "well done, every day you prove to us that you are the most polite army of the world"". She was crying when she spoke and added, "If you ask the trees and walls in Beit Hanoun they will tell you how merciful the Israeli army is!! It's so funny when the Israeli government expresses its regret following this horrific awful massacre." Mahmoud Nasser, 33, said: "We rush from one mourning tent to the other because of the operation that only ended yesterday and already we have to deal with a new massacre. Difficult images, dead children, injured children with their faces torn. It's unbelievable." He added : "All of Beit Hanoun is busy with only one thing: moving the dead and wounded. All this between puddles of blood, lots of blood and body parts, next to some of the bodies were the schoolbags and sandwiches of children preparing to go to school." Um Zeyad, 42, said that she lost four children in the incident: Muhanad, Mahdi, Arafat and Saad. "I am proud to be the mother of 'shahids' [martyrs]. It is a great honour and we pray to Allah to compensate us," the bereaved mother said. She added that two days ago, "the Israeli army stole $1800 from my sister's house. Another woman who was in the same house tried to prevent hit from stealing the money. He hit her with his gun on her head and she lost consciousness. The soldier refused to allow a woman to bring water". She added that there were "42 of us, women and children, trapped in one room." I asked a man about what happened and he started crying. "It was an emotional moment", another man said. "It's normal to see a woman cry but it is very hard to see a man cry", he added. "We lost our homes, members of our family, loved ones and they destroyed our agricultural fields, citrus trees and olive trees which is our only income".
