^I failed to see how you compare between Indhacade and "other" ICU officials and the mafia adminstration of Cade under which even weddings should be reported to the state. I also failed to see how people such as Yeey, Cade, and Qeybdiid,who are part of the problem could be part of the solution. Nevertheless, I give my full support to see these "high rank ICU officials" brought to justice for crimes against their own people.

are we implying selectively Islamic law on people?. ^I'm not aware of anyone here including me who supports such an idea.. Some of the high ranking leaders of the ICU were the mafia of yesterday Maybe it will help if u tell us who are those "high ranking ICU officials". As for the recent pledge by the mafia leader to rule Waqooyi Bari under sharia law, only time will tell if its a publicity stunt as he did many times before or a genuine declaration.

Head of region in Somalia says he will rule according to Islamic law By Mohamed Olad hassan Associated Press writer Monday, November 20, 2006 MOGADISHU, Somalia (AP) — The president of a semiautonomous region in northeastern Somalia said Monday he will rule according to Islamic law, a surprising announcement in an area that has resisted the spread of Islamic militants who control much of the country's south. Puntland President Gen. Addeh Museh did not cite a reason for his decision, but it comes amid increasing fears that the Council of Islamic Courts will try to seize his territory. The move also isolates Somalia's official government, which has watched helplessly as the Islamic movement steadily gained ground since June. The U.N. envoy to Somalia tried to bolster the fragile administration Monday, urging leaders to restart peace talks with the Islamists in order to avert a war. Somalia has not had an effective government since 1991, when warlords overthrew a dictator and then turned on each other. The current administration was formed with the help of the U.N. two years ago, but it has failed to assert any real control outside the southern town of Baidoa, where it is based. Puntland, which declared itself an autonomous state within Somalia in 1998, has generally been spared the violence that has wracked much of the rest of the country. But radicals within the Islamic courts have vowed to take over. "I set up a committee of scholars and traditional leaders to implement sharia law," Museh said in his presidential decree. Puntland usually enforces a secular penal code, even though the region's charter says it is based on sharia law. The United States has accused Islamic movement of sheltering suspects in the 1998 al-Qaida bombings of U.S. embassies in Kenya and Tanzania. Osama bin Laden has said Somalia is a battleground in his war on the West. Francois Lonseny Fall, the U.N. secretary general's special representative to Somalia, met briefly with Somali President Abdullahi Yusuf on Monday before meeting privately with Prime Minister Ali Mohamed Gedi. "We strongly urge the transitional federal institutions to remain committed to dialogue. The international community is very, very concerned," Fall told Yusuf during his first visit to Somalia since August. Fall said his focus was to persuade the government, which has been wracked by infighting, to come together and restart talks with the Islamists. Somalia's most powerful lawmaker, Parliament Speaker Sharif Hassan Sheik Aden, traveled to Mogadishu earlier this month and brokered his own preliminary peace agreement with the courts, but the move was not authorized by the government. Several peace initiatives in the country have failed, with both the government and Islamic movement trading accusations over who is to blame for the deadlock. The leader of Somalia's autonomous region of Puntland has agreed to introduce Islamic law in the territory. Mohamed Adde Muse said a committee would decide how best to implement Sharia to replace the current Western-based system of civil laws. Correspondents say the move follows intense pressure from local Muslim and clan leaders. Puntland has been far more stable than southern Somalia after running its own affairs since 1998. Much of southern Somalia is now controlled by the Islamist Union of Islamic Courts (UIC). Earlier this month, Puntland denied reports its forces had clashed with Islamist militias near the border. Some Puntland leaders had threatened to join the UIC, correspondents say. John Prendergast, a senior adviser with the International Crisis Group, think-tank said the decree was intended to avoid conflict with the UIC. Not Coming Soon to a Channel Near You Date Posted: Friday, November 17, 2006 -------------------------------------------------------------------------------- By ALESSANDRA STANLEY New York Times Published: November 16, 2006 The lead story on the debut of Al Jazeera’s new English language channel yesterday was the re-election of President Joseph Kabila of Congo. There were also features on the hip, multicultural scene in Damascus; traffic in Beijing; Brazilian indigenous tribes; and the trials and tribulations of a Palestinian ambulance driver in Gaza. “Everywoman,” a weekly woman’s program, took on “the horrors of skin-bleaching cream” and also spoke to the wife of Sami al-Hajj, an Al Jazeera cameraman who has spent years imprisoned without trial at Guantánamo Bay. Secretary of Defense Donald H. Rumsfeld once famously denounced the Arab-language Al Jazeera as “vicious, inaccurate and inexcusable,” which may be one reason that major cable and satellite providers in the United States declined to offer the English version. Yesterday, most Americans could watch it only on the Internet at english.aljazeera.net. It’s a shame. Americans can see almost anything on television these days, from Polish newscasts to reruns of “Benson.” The new channel, Al Jazeera English, will never displace CNN, MSNBC or Fox News, but it provides the curious — or the passionately concerned — with a window into how the world sees us, or doesn’t. It’s a Saul Steinberg map of the globe in which the channel’s hub in Doha, Qatar, looms over Iran, Iraq, Syria and the West Bank — the dots in the horizon are New York and Hollywood. While American cable news shows focused yesterday on live coverage of the Senate Armed Services Committee’s hearings on Iraq, Al Jazeera English was crammed with reports about Iran’s growing influence in the Middle East, the crisis in Darfur, kidnappings in Iraq and the Israeli-Palestinian conflict, with frequent updates on Israeli retaliatory air strikes in Gaza. Even on a computer screen, Al Jazeera English looks like CNN International and sounds like a cross of C-Span and Fox News: the stories are long and detailed (that’s the C-Span part); behind the news reports is an overall sensibility that is different from that of most mainstream television news organizations (that’s the Fox News part). Just as Fox News gives its viewers a vision of the world as seen by conservative, patriotic Americans, Al Jazeera English reflects the mindsets across much of Africa, Asia and the Middle East. It is an American-style cable news network with jazzy newsrooms, poised, attractive anchors, flashy promos and sleek ads for Qatar Airways, Nokia and Shell. But its goal is to bring a non-Western perspective to the West. There was no fuss over Naomi Campbell’s court appearance on accusations that she had struck her maid or People magazine’s choice for “Sexiest Man Alive” (George Clooney) on Al Jazeera English. A promo for an upcoming program described American policy in Iraq as George Bush’s “alleged war on terror.” Al Jazeera English — which also broadcasts from bureaus in London, Washington and Kuala Lumpur, Malaysia — recruited many Western journalists, including David Frost and Dave Marash, a longtime “Nightline” correspondent who was let go by ABC almost a year ago. Both men are showcased in advertisements for the channel, but were not as visible on the maiden newscast. Mr. Marash, based in Washington, is the anchor of an evening newscast alongside Ghida Fakhry. Riz Khan, a veteran of the BBC and CNN, is one of the channel’s bigger stars — he has his own show, “Riz Khan,” on Al Jazeera English. Yesterday, he conducted separate but equally long satellite interviews with Ismail Haniya, prime minister of the Palestinian Authority, and Shimon Peres, Israel’s deputy prime minister. Mr. Khan asked the two leaders questions sent in by viewers, including a New Yorker named Danny who asked if Mr. Haniya was worried that he would be killed like so many of his predecessors, a question Mr. Khan described as “morbid.” Mr. Haniya was not offended. “All Palestinians are in danger: leaders, women, children and the elderly,” he replied. “We always expect the worst from Israel.” When his turn came, Mr. Peres was just as unruffled. The original Al Jazeera, created in 1996 with the backing of the emir of Qatar, boasts that it gets as many complaints from African dictators and Muslim leaders as American officials. American viewers mostly know it as an Arab-language news channel that shows Osama bin Laden videos and grisly images of dead American soldiers and mutilated Iraqi children. If yesterday is any indication, the English language version is more button-down and cosmopolitan. Though Al Jazeera English looks at news events through a non-Western prism, it also points to where East and West actually meet. It is partly traversed by the Great Rift Valley, which extends from Lebanon to Mozambique. Its jagged, lush mountains make it a kind of huge fortress surrounded by forbidding desert, which is one reason why it has been isolated from much outside influence and has gone its own way. Even the scramble for Africa in the 19th century by European colonial powers left it unscathed. Together with the other countries of the north-east, Sudan, Eritrea and Somalia, it makes up the Horn of Africa. It still holds fast to its centuries-old ways and is quite different from east and central Africa -- the Africa as imagined by the outside world -- which starts on its doorstep. Ethiopia was evangelised very early –- some say by St Matthew, the Apostle -- and has preserved its brand of Coptic Christianity, with its rock churches, distinctive religious images, lengthy oriental ceremonies and a liturgical language, Ge’ez. The country was the only long-lasting Christian enclave within Africa until the era of evangelization began, but is now 50 per cent Muslim. Apart from the Italian invasion in the 1930s, the country was left alone under its emperors. The last emperor, the famous Haile Selassie, the Lion of Judah, was murdered by the thugs of Mengistu Haile Mariam, a Soviet-backed puppet who ousted him and his US supporters, at the cost of widespread bloodshed. The famine of the early 1980s, politically motivated and abetted by a drought, brought heart-wrenching images of skeletal mothers and babies to TV sets around the world. And after that Ethiopia was forgotten again. Islamic threat In the last few weeks, however, Ethiopia has been “technically at war” with neighbouring Somalia, according to its president, Meles Zenawi, who has become a pawn in the proxy war to restrain the terrorist threat to the West. From a Western point of view, the current Ethiopian government is a Christian buffer against aggressive Islamic expansion, specifically against the radical elements within the Union of Islamic Courts, which is effectively in control of Somalia. From a Muslim point of view, it is “the leader of a US-backed assault on a Muslim country”, since Ethiopia is the only country openly giving strong support to the transitional Somali government in Baidoa. This is not the first time that Ethiopia and Somalia have gone to war. In 1977 Somalia managed to advance quite far inside Ethiopia before being turned back. Both were using tanks given by the Soviet Union. Now, the conflict could reach much further. The Somali Islamists are well supplied with weapons from sympathetic countries in the region, despite an arms embargo, and by Ethiopia’s enemy to the north, Eritrea, with which there has been a long-running border dispute, which erupted into a two-year war in 1998. Ethiopia would be a formidable foe. Its rapid population explosion -- it now has nearly 80 million people and by the year 2050 will be one of the 10 largest nations in the world -- has been accompanied by a big military build-up. The National Defence Army has between 120,000 and 150,000 men, with massive stocks of hardware. This includes Soviet-made tanks, heavy artillery, and rocket launchers -- all still in good condition, according to Jane’s Defence Weekly. The army has also received training, logistics, transport and direct sales of hardware from the United States. But Ethiopia has its own internal problems, not least of which is the 30 million-strong Oromo people. Colonised by King Menelik in 1887, the Oromo still want their territory, Oromiya, to be liberated. The Oromo Liberation Front is a powerful force and carries out a low-key but persistent guerilla campaign against the national forces. The Oromo are mainly Muslim. Further north, another group, the "Somali Galbeed"**********8 is pressing for self-determination, and has sided with radical Islamists in the past. The "Somali Galbeed" is an extensive dry area bordering Somaliland and Puntland, and home to 4 million Ethiopian Somalis. Together with half a dozen other groups, they are taking up arms against the Zenawi regime, which they find has gradually become more and more repressive. In their turn, some Somali hardliners threaten to create a greater Somalia, an Islamic emirate, which will incorporate the Somali parts of Ethiopia and Kenya. Zenawi loses his nerve But hardliners are to be found not only in Somalia. The Zenawi regime is cracking down on any perceived form of opposition; it seems that Soviet-style tactics have not altogether disappeared. During the late 70s and early 80s tens of thousands of Ethiopians, many of them students, were killed or interned. Zenawi has been a progressive leader; he reduced poverty, built schools, health clinics and roads, and extended the national grid. But recently he has been losing his nerve. Last year there were the street protests in the wake of a disputed general election. Opposition leaders, journalists, activists and some professionals were arrested and some were charged with treason. The treason trial has become an embarrassment to the donor countries of the West. Should they support a repressive regime or should they leave an ally alone to face an Islamic onslaught and possibly lose a strategic base in a hostile region? A further embarrassment is the independent commission set up to rule on the killings. Although the commission members were appointed by the Government, their findings turned out to be truly independent. The majority decided that the government had used excessive force and claimed that the president had tried to make them reverse their decision. According to their findings nearly 200 people were killed, mainly by security forces. Many other young people are said to be in labour camps, which the Government has vehemently denied. Now the commission head and his deputy have fled the country in fear for their lives. The government is spending more on the secret police. Email is monitored and opposition websites have been blocked. Calendars with pictures of detained opposition leaders are in wide circulation, often going for many times their price. The President could be losing his grip as well as his nerve, and so is resorting to extreme measures; and basic human freedoms are the first to slowly disappear or become clouded. After the bloodthirsty nightmare of the Mengistu regime, Ethiopia changed direction and was making good headway. It would be a pity if those gains were to be lost overnight. As experience of many other states in this region has shown, repression –- a system to ensure the breeding of an enemy within -- is not the best way to keep a country together in the face of a common enemy from outside.
