By Thokozani Mtshali South Africa will not be sending peacekeepers to Somalia, but will consider other support, Defence Minister Mosiuoa Lekota said on Thursday following a meeting with President Thabo Mbeki. Lekota and Mbeki met in Pretoria to discuss the feasibility of sending troops for a peace-keeping mission to the war-torn Somalia. This followed concerns in the South African Government and military circles that sending more troops for another peace-keeping mission, would strain the country's defence resources. Speaking after the meeting, Lekota said he supported the African Union and the United Nations' view that there was a need for a strong peace-keeping force in Somalia. However, he said South Africa would not be able to send troops there because its force was already over stretched, as it was involved in similar missions in various parts of Africa. Lekota said it was his view that sending more troops to Somalia could consequently jeopardise South Africa's effectiveness on the other missions it has already committed itself to. Lekota's spokesperson Sam Mkhwanazi said the minister and the defence department were currently investigating other ways in which South Africa's military could lend support to the Somalia mission. "He (Lekota) would then give the appropriate advice to the President on what possible assistance could be rendered," Mkhwanazi added. South Africa currently has forces deployed in Burundi, the Democratic Republic of Congo, Ivory Coast, Sudan as well as Ethiopia/Eritrea as part of peace-keeping missions in these countries. The AU and the UN last year urged African countries to assist by sending troops to Somalia to try to stabilise the country after the fall of the Islamic Court Union (ICU). The ICU had run Somalia for about six months. Its leaders appointed themselves the governors of areas where Somalia's interim government had no authority. Many other African countries, including Nigeria and Tanzania, are still considering the pros and cons of sending troops to Somalia. The deployment may overstretch their military too. Deputy Foreign Affairs Minister Aziz Pahad said the AU's plan for peacekeeping in Somalia entailed sending at least nine battalions comprising 800 troops each in a bid to bring stability to the country. Somalia has been without a formal government for 16 years. So far only Uganda has committed itself to sending 1 000 soldiers to Somalia, pending approval by the Ugandan parliament.

Despite intense international and domestic pressure, it has survived. Hamas won a sweeping victory in last January's general election. But its government was immediately subjected to diplomatic and economic sanctions by Israel and the West. The Americans and the European Union have been demanding that Hamas endorse past Palestinian peace agreements, and accept the state of Israel's right to exist. A senior Hamas political adviser, Ahmad Yusuf, gave his assessment of what has been a long, hard year. "It's been like a world conspiracy against this government - led by the United States." Deepening poverty Mr Yusuf said Arab countries had collaborated with Washington. Elements in the ousted Fatah party had attacked the new administration, and the Israelis had continually tried to undermine it. "With this combination of powers working against this government, I think just to keep ourselves surviving - and our people still not starving to death - that to us is a big achievement." Hamas's policies - and the West's response to them - have led Palestinians into even deeper poverty. Palestinian anger is against the Israelis and the international community. For the boycott they don't blame Hamas Lama Hourrani, women's rights activist For many poor families, particularly in Gaza, this has been an extraordinarily difficult 12 months. Even worse, there have been terrifying, deadly clashes in the streets between Hamas and Fatah militants. And of course Hamas has many critics. You hear the government being described as too rigid, and lacking experience. It has also been accused of unfairly favouring its own cadres when it comes to handing out jobs. "You are either with the Hamas government, or you are rejected - I don't see them seeing the things in between," says Bassam Nasser, an analyst at a centre for conflict resolution in Gaza. "I do not see them being pragmatic. I do not see them professional in managing their government." Boycott blame But the vast majority of Palestinians blame the outside world for the bulk of their troubles, and there has been no collapse in support for Hamas. "Still the anger is against the Israelis and the international community," says Lama Hourrani, a women's rights activist who has been critical of Hamas in the past. Of the great mass of people here she said, "For the boycott, they don't blame Hamas - and I don't blame them. Hamas rally There has been no collapse in Palestinian support for Hamas "The international community is not supporting the Palestinians and they are the ones who worsened the economic situation with the Israelis - sure." You get a sense that Hamas believes that it can soldier on - that time is on its side, that its isolation will gradually break down. "Hamas is convinced that the worst is already behind it," says International Crisis Group analyst Mouin Rabbani. "And there is a case to be made for that argument." "What we have seen in the last few months is that the amounts of funds reaching the Occupied Territories have been increasing." This money has largely been channelled through the Fatah-controlled presidency, but it has helped to ease the dire, general economic situation. "That makes it easier for Hamas to hang tough," says Mr Rabbani. "That makes it more difficult for people to insist that Hamas resign or leave office". Hard line There are continuing efforts to forge a new government of national unity. This would draw Hamas into a coalition with Fatah. The aim would be to form an administration that the West might regard as being moderate enough in its attitude towards Israel. That in turn ought to end the American and European economic and diplomatic boycotts. But despite months of negotiations, the unity government has failed to take shape - in part because Hamas refuses to soften its line on Israel. Hamas Prime Minister Ismail Haniya Palestinian Prime Minister Haniya says a truce with Israel is possible Hamas does not only demand an end to the occupation of the West Bank, East Jerusalem and Gaza. It also refuses to relinquish claims to the lands lost to Israel in the war of 1948. It regards the uprooting of the Palestinian people as a vast injustice that will - eventually - be reversed. "This land must be governed by the Muslims - not by the Israelis or the Zionists," says Ahmad , referring to all the territory from the River Jordan to the Mediterranean. "We believe this is our land - but we can give the Jewish people the right to live among us". The Israelis take Hamas at its word, and regard it as a long term threat to the very existence of their state. Hamas does have an offer on the table. It proposes a 10-year truce in return for a complete withdrawal from the Occupied Territories. It argues that a decade of calm would change the atmosphere, and that other, lasting solutions to the conflict might emerge. Rising tide Israel is not interested. It refuses to engage with Hamas in any way - regarding it only as a terrorist organisation responsible for suicide bombings that have killed hundreds of Israelis in Tel Aviv, Jerusalem and elsewhere. But Mouin Rabbani believes that the Hamas position is worth exploring. "I think that Hamas has made a strategic transformation - reconciling itself to a two-state settlement," he says. "I think those who want to put these assumptions to the test have a very simple task ahead of them. Confront not only Hamas but all the parties in this region with a realistic opportunity for a comprehensive Israeli-Palestinian peace - and then let's see how the different parties react. "I remain convinced that, faced with the prospect of a credible peace, most Palestinians will throw their support behind those who are prepared to make it work," says Mr Rabbani. Again, Hamas believes that time is on its side, and that it is riding a rising tide of Islamic feeling in the region. Ahmad Yusuf argues that his party is now too powerful to be ignored. "If the Israelis fail - or the world community fails - to deal with Hamas that will mean that there will be no chance for peace at all," he says.

Reconciliation Mr Ghedi called for Islamist leader Sheikh Sharif Sheikh Ahmed to be handed over to the Somali government. He surrendered to the Kenyan authorities at the weekend and is under police guard in a top Nairobi hotel. He is the most senior Union of Islamic Courts (UIC) official whose whereabouts are known after they were ousted. Mr Ghedi also said Mr Ahmed could play a role in Somalia's government, which both the US and the UN have called for. "We have appealed to them to come back home and take part in this [reconciliation] process and Sheikh Sharrif Ahmed is one of them," he said. US ambassador to Kenya, Michael Ranneberger, who also covers Somalia is to speak to Mr Ahmed this week, possibly on Tuesday, embassy spokesperson Jennifer Barnes told AFP. "The ambassador will urge [him] to counsel his supporters not to carry out violence and to support the development of an inclusive government," she said. Meanwhile, at a meeting in Brussels, European Union foreign ministers said they were ready to offer financial support to the proposed peacekeeping force. The ministers said a sustainable solution to the crisis could be reached, but that there were concerns about the reconciliation of the disparate Somali factions.

Bleak outlook for AU force in Somalia Though some insist that an African Union force will assume peacekeeping in Somalia by mid February, few want to sign up for the job and the deployment is likely to be a token one at best. By Shaun Waterman in Washington, DC for ISN Security Watch (22/01/07) Putting together an African peacekeeping force to replace Ethiopian troops in Somalia is likely to be a tough task. Regional experts say that the Ethiopians, who booted Islamic extremist militias from the capital Mogadishu at the end of last year and installed an internationally recognized - but weak - Transitional Federal Government, need to be replaced by a UN-authorized force as soon as possible, but say it is still unclear that is possible. US officials continue to insist that that the first peacekeepers - troops supplied by Uganda and other, as yet unspecified, African Union (AU) member-states - will arrive in Somalia by mid-February, but acknowledged that the initial deployment might be little more than a token. "[ugandan] President [Yoweri] Museveni said that it would happen within two weeks," Jendayi Frazer, assistant secretary of state for African Affairs said last week. "[Ethiopian Prime Minister] Meles [Zenawi] has said he wants his forces out within two weeks," she added. "It's probably an optimistic timeline, but we have to get them - the Ugandan forces - in as soon as possible." '"By the end of the month to maybe two weeks out, by mid-February, within that window is when I see the first forces arriving into Somalia," she told an audience at Washington think tank the Center for Strategic and International Studies. "I'm so keen on this that I feel like we should just hire some planes and pick them up and take them to Mogadishu airport as a symbol," she joked. But in a serious vein she acknowledged that time was running out to seize what she and many others saw as the opportunity created by the Ethiopian move. "The window of opportunity - it can close very quickly, there's no doubt about it," she said. Nonetheless, her view is "somewhat rose-colored," David Shinn, a former senior US diplomat who held several posts in the region and now studies it at George Washington University, told ISN Security Watch. "The Ethiopians are champing at the bit to get out of there," he said, adding that the casualties they were taking from hit and run attacks in Mogadishu and elsewhere were "too small in number to be a major concern for them, but they know the longer they stay the more hostility there will be towards them from Somalis." Ethiopia and Somalia have fought two wars, the most recent beginning in 1977, over irredentist border and ethnic disputes. But when Ethiopia intervened to remove the Islamic Courts Union from Mogadishu, terrorist leaders like Ayman al-Zawahiri cast the move in religious terms, calling for Islamic extremists worldwide to help defend the courts against "crusader" Ethiopia. Shinn, in common with many regional analysts, is skeptical about the possibility of an Iraq-style international insurgency in Somalia. "Any foreign jihadis left in Mogadishu" after the rout of the courts union - a loose coalition of Islamic militias - "are on borrowed time," he said. "Their protectors have left." Another danger posed by some analysts is that long running tensions between Ethiopia and its regional rival Eritrea might worsen and provoke a proxy conflict in Somalia. One of the major justifications given by Ethiopia - and accepted by the US - for their intervention in Somalia was that the courts union was aiding the ethnic Somali ****** Liberation Front in their insurgency against Addis Ababa and got military support from Asmara. "Eritrea did have fighters in" Somalia, Frazer said, "Very senior people [.] They were providing arms" to the courts union. She said Eritrea was isolated in its view of the Ethiopian role in Somalia. "Other than Eritrea, I think everyone is lined up," she said, warning of Asmara "support[ing] any insurgency or terror attacks. I know that that's one of the risks of the moment." And Shinn said he was fearful that even without foreign fighters, the situation could quickly deteriorate into the kind of disaster that ended the last UN peace-keeping effort in strife-scarred Somalia, which has lacked an effective central government for more than 15 years. "That could easily happen to an [AU] force," he said, adding "It would be extremely inadvisable for any country to go it alone" in Somalia. Frazer has spent much of the last two weeks visiting regional capitals to drum up support for the force, but the effort has so far failed to produce even a definite sign-up from Uganda. Although the parliamentary caucus of Uganda's ruling National Resistance Movement agreed in principle last Thursday to the deployment, the parliament still has to formally vote, and may impose conditions, says Shinn. Museveni pledged between 1,000-2,000 troops for the 8,000-strong force, said Shinn, but there were no other immediately obvious candidates. Other observers said that with South Africa already over-stretched on other African peace missions, Nigeria was one of the only nations on the continent with the capacity to deploy large numbers of troops for such a force. Shinn said that even an agreement to deploy could not guarantee an immediate presence in Mogadishu. "There is a limit to the speed with which you can stand up the [air] transport and logistical support you would need," he said. "Two weeks is just inconceivable. Two months is more like it," if contributors for the force could be found, he said. Frazer said the US was already working with the Ugandans about getting their troops in. "Right now we're working very closely with them on the planning side of this mission, looking at how we can help them with airlift," she said. In the meantime, recent developments seem to bode ill for efforts to broaden the base of the Transitional Federal Government (TFG) in Mogadishu, which currently holds power only because of the presence of the Ethiopian military. Frazer was sharply critical of the TFG parliament's decision to no confidence its speaker, Sharif Hasan Sheikh Aden, who led negotiations between the then-exile government and the Islamic courts union. "Aden could be a bridge to the Islamists," Shinn said. "We see a role in the future of Somalia for those who renounce violence and extremism," said Frazer, urging the TFG "reach out to moderate Islamists. "We do not believe that the courts [union] should be reconstituted as a political entity," she said, but its "members were of course also a heterogeneous group from the outset," containing "moderate individuals who should be drawn into a larger official political process." For now, though, the TFG, which consists largely of war lords, rejects the idea of including these moderate Islamists, and there are fears that the US' active involvement in the civil war could quickly reduce the ranks of moderates and further swell the ranks of the extremists. Clashes in the capital on Monday that saw Ethiopian troops and Somali police open fire on protesters, killing at least three, according to Reuters, could further boost the extremist cause.

EU aid chief sets conditions for Somalia AU funds BRUSSELS (Reuters) - The European Union will help finance African peacekeepers in Somalia only if the interim government reaches out to Islamists and other parties in the quest for peace, the bloc's top aid official said on Monday. "The situation in Somalia is far from being stable. the attack against the Villa Somalia where President (Abdullahi) Yussuf was is characteristic of the risk of a return to civil war," EU aid Commissioner Louis Michel told reporters on Monday. A broad-based government "is the only way to politically stabilise Somalia, therefore I have established a clear link between financing the stabilisation force and the opening to dialogue and reconciliation process," he said. The Islamists were chased out of strongholds in Mogadishu and much of the south over the New Year by Somali soldiers and Ethiopian tanks, troops and fighter jets. But mortar rounds slammed into the presidential palace in Mogadishu on Friday night and assailants, assumed to be Islamists, fought presidential guards for about 20 minutes before retreating, officials said. The Islamists have vowed to fight on against the government and its Ethiopian allies, and the African Union (AU) has approved a nearly 8,000-strong peacekeeping force for Somalia. The 15 million euros the EU executive has set aside to help finance an AU peace force, replacing Ethiopian troops in Somalia, will be handed over only if there is a real reconciliation process, Michel insisted on the margins of a meeting of EU foreign ministers. That money would represent funding for three months for three of the nine battalions envisaged for deployment. Government and Ethiopian forces are hunting the Somalia Islamic Courts Council (SICC), who fled south towards Kenya. "It is of the utmost importance to ensure that all key stakeholders -- including clan elders, Islamic leaders, representatives of the business community, civil society and women -- are engaged in an inclusive political and institutional process," EU foreign ministers said in a statement. Asked what steps the interim government should take, Michel said: "reinstate the president of parliament in his function, secondly lift fully or partially the martial law, thirdly give freedom of expression back to media." Ethiopian troops and Somali police opened fire on Mogadishu demonstrators on Monday, killing at least three in the latest violence in parts of the capital where support for ousted Islamists ran high, a witness said.
