Ten year residence rule should apply imo before someone becomes a Somali Citizen. I also believe holding this opinion doesn't make me a xenophobe, racist or small minded.

Where are the fish dishes? No wonder fish piracy is rampant in our coast!

Ladies and gentlemen, can we be civil here? there is a lot allegations and counter allegations on this thread...first, I believe people are innocent until proven otherwise in a court of law, secondly, let's stick to issues and not the personalities...the issues are that Puntland should tear down it's juvenile constitution, it should also start paying it's federal taxes [ 20% of tax collected but it can keep all its budgery support and aid money] and third it should send boots [ 4000 men] to the Somali National Army. As the next government will be an interim one, we need to countinue to purse the number one priority, which is defeating Al shaabab and secondly, to resettle all refugees and IDPs. Also we are on the fifth month of the year and we have yet to dislogded Alshaabab from their HQ in Afgooye, the town is few miles from the Villa Somalia, this slow pace in the military front is very dissapointing to say the least, and lol where have the Kenyan army dissapeared to? Have they been swallowed up by the Jubba River?

I am sure he is there to seek publicity for his infant political party which is ethically and morally wrong. if he is in a campaign processes why doesn’t he go to Hargesa, Bosaso or even Mogdisho there are bigger masses rather than bothering these poor people who rallying for political party is the last thing that comes to their mind. I don't share your cynicism, but I wont be surprised when PM Abdiwel hits the campaign trail and turns up at Dhaadab in the next few weeks you, will be here singing the praise of our PM and vouching for his humanitarianism.

Maybe we can have a liberal citizenship rule in a generation or two but at moment the Somali government should be working in resettling of all those IDP's and refugees. We can have a residence visa programme that is generous for those with skills or want to start a business. When we achieve a mature governance it will then be different.

Their loyalty would not be to a region or a clan, but to the State that raised them, and it is the state that they would protect from both domestic and foreign enemies. This is something we could do now, the same children could also be employed as civil servants, judicial and police when they reach working age.

I totaly disagree with the 5 year residence rule for gaining Somali citizenship [ I might reconsider a 10 yr rule], as to all somalis who were displaced from Somalia [3m] they and their children have the right to their homeland. As for Somalis of the regions of NFD and ******ia, they can aply for the Somali Passport.... but i would rather they stayed in those regions and worked with Somalia to bring about economical, cultural, educational link between our lands, Somalia is always open to them and they have full access to our ports, airports, schools, hospitals etc.

Haatu;825379 wrote: If this is not wisdom then nothing is. I believe most Somalis won't reject this. If you are in say Bu'aale, would you want to be controlled by someone in Kismayo or in Bu'aale? This is the way forward for giving more powers to the local authorities without undermining the central government. Thank you saxib, I think this is much more democratic and will eliminate clan borders and other disputes like the proliferation of mamuuls . it will also reduce Faroole to being the Governor/chief Minister of Nuugal only:cool:. This process will mean Galkayo will have one administration in the city instead of the 2/3 it has now.

Way to go waryaa Warya, how is asking Puntland to pay it's federal taxes opposition to your lovely state, saxib. We could use some of that money to liberate Las.

ElPunto;825364 wrote: What was it that was said about Palestinians - they never miss an opportunitiy to miss an opporutunity. We never miss an opportunity to engage in pointless debate and hoo-haa. Actually the TFG would have been better served to use the 1960 constitution as the basis forward with the only change being the country is now federal and power is decentralized. Rather we get this waste of itme. Agreed, what regions need is power to raise taxes, policing and judicial powers. Elected governers for all 18 regions, regional assemby, elected mayors. This devolution of power will work better than this chaos we call federism now.

It won't come under one authority while Prime Minister and President are undercutting each other and any Oday can derail every process by simply opposin So you don't support Al shaabab, good! As for PM and President undercutting each other, well as long are not killing each then they can work to implement the bits they agree on, and don't tell the me they don't see eye to eye 100% of the times.
