16 October 2012 – With the nine-year-old transitional period in Somalia having ended peacefully, the authorities need urgent assistance to meet the challenges associated with peacebuilding as well as stabilizing areas liberated from insurgents, the top United Nations envoy to the country said today. “The change met the expectations of most Somalis and has raised higher expectations for more change,” the Secretary-General’s Special Representative and head of the UN Political Office for Somalia (UNPOS), Augustine P. Mahiga, told a Security Council meeting on Somalia. The war-torn Horn of Africa nation now has a new Constitution, a new Parliament and new elected Speaker and President. Earlier this month, President Hassan Sheikh Mohamud appointed Abdi Farah Shirdon as the new Prime Minister. Once confirmed, Mr. Shirdon will form the country’s first post-transition Government. Briefing the 15-member body via video-conference, Mr. Mahiga added that the Somali authorities now urgently need assistance to meet new challenges. Among the priority tasks facing the new administration is to move quickly to lead in the stabilization of the liberated areas. “This is critical in filling the vacuum which could otherwise emerge from the retreat of the insurgents,” the envoy said. “The immediate challenge which the Government faces is, hence, the establishment of local and district administrations, justice and rule of law, as well as to provide basic services to the population.” He noted that the security situation in Somalia has “vastly improved,” thanks to the continuing efforts of the UN-supported African Union Mission in Somalia (AMISOM), the Ethiopian forces and the Somali Government and its local allied forces. Kenya's Somali intervention in its quest to crush the terrorist group al-Shabaab is producing a potentially devastating dynamic for ethnic harmony in Kenya. For two weeks now, I documented an average of two to three daily articles in Kenyan papers extolling the mighty powers of the Kenyan Defence Forces (KDF) and their defeat of Somalia's al-Shabaab in many parts of Southern Somalia. Nationalistic flashy titles such as "Kenya's Military Has Proven Its Might in Somalia" are found not only in printed news, but also in TV and radio programmes. Juxtapose this to the twin bombs that shook parts of Eastleigh - a residential district in Nairobi - within the span of one hour last night. Unknown persons succeeded in detonating two powerful explosions near the site of another deadly attack less than a fortnight ago. As a Somali who has lived in Canada and the US for over two decades now and who has been fortunate enough not to have personally experienced the nightmare of violence and forced migration of millions of my compatriots, this was the first "lived" experience of terror. This latest bombing took place just a hundred metres from a church on Juja Road that was targeted on September 30 in a different bombing attack, resulting in the death of a child. Fortunately, there were no deaths last night - only a few injuries. The reaction from these explosions amongst the Somalis that I was with - who all fled from their houses and apartments for fear of a follow up bombings - was mostly one of disgust at the perpetrators. Many I have spoken with really expressed a heighted sense of panic about the devastating repercussions that they fear they will face. I heard tremendous distress of bearing the wrath of the Kenyan law enforcement agencies, but also fear of mobilisation of other ethnic groups within the Kenyan mosaic against all Somalis. What the hell would the difference be if Puntland's regions were represented along the line of Nugaal , Bari etc, what would that solve, even in regards to this subject? First of all I'm a Federalist, meaning, I believe in regional administrations that have the power to elect it's own officials, have the ability to collect tax, run their economies, education, judicial, prisons and policing. I don't understand Somalia's logic, if the capital is moved, it will still be moved to a city that is inhabited with a majority clan wether it be Hargeisa, Garowe, Bossaso, Galkayo or Baidoa. If he is talking about building a city from scratch then he is mistaken, Somalia doesn't have the funds for that type of fancy project.

I agree, the neo-con and Christian zionist will have an immense influence in the new administration if Obama were to lose. Obama had it in the bag untill the Benghazi killings of the US Ambassador. He was untouchable in the foreign affairs issues untill then, this must have disheartened him to the point of him arriving to the debate emasculated and fatigued.
