what is said in a communique and what actually happens are two different things. Remember, a communique has one language and that is to respect any sovereignty. The reality is usually another thing. for instance, handing over to the "Federal government", can be interpreted in different ways. It could mean handing over to the Federal state, in this case Juballand, which I think is what will end up happening. The troop contributions can also be interpreted differently. The two states that have the biggest interest in the area i.e Kenya and ethiopia could be contributing the bulk of the forces and with a small contingent from other countries. This will maintain the stays quo.You will find as with the previous IGAD communique, the reality to be quite different. It's called high level politics and at this level, everyone is polite, but stabs you in the back whilst smiling!
