Marauder Resources East Coast Inc., a Canada-based oil and gas exploration company, has made public today that it is amending a previously-announced memorandum of understanding with the Somali state of Puntland. Marauder is looking to gain rights to explore an offshore block covering 10,000km2 in the Gulf of Aden north of Somalia’s Bari Province. Under the MOU, Marauder and Puntland State authorities are working towards amending a production-sharing agreement before a July 15, 2012 deadline. If successful in the PSA amendment, Marauder would have full rights to explore the Gulf of Aden block for three years, with the opportunity to sign a second three-year contract after that period. The offshore Puntland block in the Gulf of Aden is an extension of the Dharoor Valley basin currently being explored by Range Resources, Horn Petroleum, and Red Emperor Resources, and is analogous to basins in Somalia’s maritime neighbor Yemen. Marauder is due to receive $15 Million from private contributors towards its goals in Puntland. This financing would allow Marauder to enter into its planned PSA with Puntland State and begin operations. Marauder holds territory off the coast of Canada’s Novia Scotia region, and has been involved in offshore drilling in the area in 2005-06. The team was unable to find success in the region, eventually selling some of their Nova Scotia shares and looking towards Africa. Earlier today, the Puntland Ministry of Health received twenty-five Somali medical practitioners from Finland and several other countries across Europe. The medical team was received by Puntland’s health minister, Dr. Ali Abdullahi Warsame, and will serve in the Puntland Ministry of Health in the state capital Garowe for a period of three years as part of a joint project between Puntland State and the Finnish Ministry for International Development. Finland’s Minister of International Development, Heidi Anneli Hautala, attended the recent London Conference on Somalia, and established a bridge between the two countries shortly thereafter. This is the second major medical development in the last few weeks, the other one being the first-ever foreign pharmaceutical company opening a chapter in Puntland. The India-based Simba Group, a pharmaceutical manufacturing firm, has announced new headquarters in the works in the state capital Garowe, and made formal presentations to crowds in the Mudug province earlier this week. Exploration companies in conjunction with Puntland state authorities are expected to update the public on the Shabeel-1 well this week, according to our source with Dharoor joint-exploration firm Africa Oil Corporation. Our contact tells us that oil presence, and in a sizable quantity, has been encountered at the Shabeel-1 well, signifying a major potential yield for the greater Dharoor Valley basin. He told us that the Puntland Minister of Petroleum Issa Farrah is expected to address not just the local public, but the entire Somali public on the findings at the current stage, and that it is one with a significant impact. We were told that this can be expected within days. Last week, our source stated that a public address was to be expected from Faroole during that 7-day block though it did not materialize as expected, but an announcement is on the horizon very soon, he stated, either from Puntland or the exploration companies, if not both. Additionally, our source in Bari Province tells us that Puntland figureheads stated that exploration had for the most part ended, and that extraction is the next phase. We’ve been told that on top of this current well, programs for other wells will continue into the next two years in order to maximize Puntland’s petroleum-bearing potential.
