I do support the goverment of Somalia, constitution and rule of law. Read goverments statement about unconstitutoonality of Jubbaland. But it's pirates who hijack ships and try to hijack Somalia(again). -

Simply because one seeks away to get back in to power, tricks pirates are known for. -

Good that Luuq is Al Shabaab free. Regarding the capital. I think it would make politicly sense not to select Kismayo, and to have the first President from one region and the capital in the other region, Middle Jubba's or Gedo. To create 3 regions that are bound together by nessercity. Gabbal, which one would you prefer for tolka? Presidency or Capital. -

And If you ask me, one should have prioritized to free region from Al Shabaab, then consult with locals in districts, region(Baardhere, Luuq, Bu'ale,etc) before organizing a 3 Regions wide Conference. Iminka Maghrib ayaa la tukaday while its Duhr time. -

Somalia, nice try. Let me ask you when did the Al Shabaab occubied regions of Middle Jubba and partly occubied Gedo 'merge' with another region. Saxiib, this hastly organised conference is a clear day light scam to sabotage Somalias goverment. Instead of freeing the regions from Al Shabaab and consulting with the respective regions themselves.

Kenya set to withdraw Somalia battalion Kenya will reduce its troop presence in Somalia by about 20 per cent in the coming weeks, according to a report to the United Nations (UN) Security Council. A battalion of 850 Sierra Leone troops is scheduled to be added to the African Union Mission in Somalia (Amisom) in February and March, with Kenya reducing its deployment by one battalion, the report says. Kenya had a total of 4,652 soldiers assigned to Amisom as of last November, UN secretary general Ban Ki-moon tells the Security Council in a report expected to be discussed next week. The scheduled reduction to around 3,800 Kenyan soldiers comes amid complaints that the UN has paid only a small fraction of the $132 million it had agreed to provide Kenya by this July as reimbursement for contributions to Amisom. The UN has paid less than $1 million of that sum. Kenyan UN Ambassador Macharia Kamau told the Security Council last month that delay in paying the pledged amount is "unacceptable and unsustainable." Kenyan forces have helped make "significant progress" in securing the port of Kismayu in southern Somalia, the UN secretary general's report says. Amisom detachments in Lower and Middle Juba, which consist mainly of Kenyan troops, "have deprived al-Shabaab of revenue from seaport taxation, custom duties and smuggling of contraband, notably the import and export of charcoal and sugar," the report notes. At the same time, however, "al-Shabaab has intensified its outreach in the region, attempting to establish links with local extremist groups," the report warns. "It continues to recruit fighters in neighbouring countries, train them and facilitate the return of those who want to wage war against their homeland, as demonstrated by the recent spate of attacks in Kenya."

Read the constitution and read also the statement of the Somali goverment. Its the responsibility of the goverment to build and appoint admins for first two years. Article 49 to 51. And then direct elections. No where does the constitution state that clan conferences appoint a regional goverment.

Gunmen shoot dead two officers: Kenyan police Tuesday, April 02, 2013 Gunmen shot dead two Kenyan policemen Tuesday in the latest attack in the restive border region with war-torn Somalia, a top policeman said. "The officers were attacked while on patrol," said regional police chief Charlton Mureithi, of the attack in the eastern garrison town of Garissa. "Two of them were killed, and the other one has been taken to hospital with injuries," he added. Kenya has suffered a string of attacks since its troops invaded southern Somalia in late 2011 to attack Al-Qaeda linked Shebab insurgents. Attackers have set off bombs and hurled grenades in the capital Nairobi, while gunmen have killed both security officials and civilians along Kenya's border with Somalia. The attacks are regularly blamed on Shebab insurgents or their sympathisers, although the extremists do not specifically claim the killings. The Shebab still control large parts of southern Somalia, despite African Union troops, allied Somali forces and Ethiopian soldiers having wrested control of several key towns from them.

He is the PM of Somalia. Its his job to rebuild the administration of Somalia. Its his constitutional respoonsibility. He has done that in Hiiraan, Bay, Shabelle's and Gedo,etc. Soon the rest of regions. Everytime a small clan elite has opposed serving only a particular interest, but they failed. Somali's want a governance and are fed up with clan based militias led by warlords and other clan leaders.

In 2009 Xiin supported Ethiopians to hold Kismayo. And in 2013 he supports the Kenyans to do the same. Indeed, not much has changed.

The Federal goverment of Somalia should take an example from the Somaliland goverment and ignore all Clan conferences. Somaliland had its fair share of clan conferences the last couple of years. Sources tell me The Somali Goverment will appoint coming week a regional administration for Middle and Lower Jubba as well. Now lets see how governance is brought close to the people.

Somalia: Shirdon Declares Jubbaland Conference Unconstitutional Shirdon warned that the Kismayo administration's choice to convene the conference at the University of Kismayo without the federal government threatened to undermine the federal government's efforts at reconciliation and state-building "This unilateral act, carried out without reference to the federal government, violates the constitution and is an obstacle to peaceful political development," he said. "It neither serves the best interests of the local communities in the area nor that of the new Somali state. " This Unilateral act supported by the Kenyan goverment is unconstitutional. Any further political activities of Kenya and its agent in Somalia will be considered as act of war. The prime ministers words above are clear.

Accordingly, it is the duty of each citizen: (a) To be patriotic and loyal to the country and to promote its development and well-being; (b) To engage in useful work for the good of the citizen, the family, and the common good, and to contribute to national development and to the well-being of the community where the citizen lives; © To promote responsible parenthood; (d) To foster national unity in harmony with others; (e) To promote accountability and the rule of law; (f) To become acquainted with the provisions of the Constitution and to uphold and defend the Constitution and the law of the country; (g) To strive to vote in elections; (h) To become a good tax-payer in order to contribute to the public expenditure according to the law and the citizen’s capacity to pay; and (i) To defend the territory of the Federal Republic of Somalia. Jubbaland is unconstitutional and those involved in this clan are being dislioyal to Somalia and any acts that support foreign countries(read Kenya) agendas against the interest of Somalia, will be regarded as acts of treason.
