  1. What is very strange is that those who were supporting this un-transpatent and secretive process are now saying things have changed, 9 montgs later? Abdiwali has hidden the constitution for months from the public? Did his goverment change it in that period? Xiinfaniin please clearfy when the pirates have been mugged.

  3. Ilyria, the Puntland Electoral Law and System looks exactly like that of Somaliland and not like that of the US. The biggest diffrence being that in Somaliland the Executive appoints 3 of the 7 members of the Electoral Committee the other 4 are appointed by Parliament and Guurti. Anyonw who has followed the SL elections knows it were these independent members of the Electoral Commitee that have puched for a transparent process giving the opposition parties a fair chance. Which made it possible for the best man to win the elections.

As a result of this political expediency, secrecy and haste, both the IFCC and CoE which were tasked to prepare the draft and many civic and political forces distanced themselves from the UN-controlled constitution-making process. In short, flawed processes lead to illegitimate outcomes – and this has proved to be the case with the UN-led constitution-making process in Somalia. More problematic is that besides the failure to regulate individual, institutional and group disputes, there is an increased risk of further conflicts, particularly if plans to establish the second chamber are implemented.
  5. I wonder if other articles have been changed as well, except for the ones presented here by Puntland, 8 months after the constitution was adopted?? This issue raises many many questions regarding the whole constitutional process and thus constitution itself.
  6. Ilyria, the right question you should be asking is why does Faroole appoint a majority of the Electoral Committee? And can you have fair elections when a majority of the Electoral Committee is appointed by Faroole? The opposition clearly says no(your own source above)? What is your opinion on this matter?
  7. The Electoral Committee consist of 9 members (atleast one resigned), Faroole appointed the majority of members(5) and the opposition object to 4 of those members. I suggest you read your own Puntland source and critisize Faroole for this "fair" process. Carafaat is not to blame for that.

  17. Nuune, its very important to know when the constitution was "changed", where in the process did this took place and who was responsible for it. We know atleast that it wasnt under Hassan Sheick's watch like some wanted us to belief. For he was elected after the constitution was presented to Parliament.

  19. We need to develop a just, fair and proper justice system. Otherwise we might risk creating more unjust(xaqdaro) then justice(xaq) and this will in return lead to a more unjust society, which led to movements as Al Shabaab in the first place.
