Somaliland Opposition Leader Comments on Foreign Minister Qarannews.com debacle Published On: Tuesday, November, 15 2011 - 21:58:53 Président UCID, Faisal Ali Warabe Commentaires sur le ministre des Affaires étrangère Hargiesa,(Sunatimes)-The chair of the Somaliland opposition party, UCID, Mr. Faisal Ali Warabe stated that the laws, institutions and adherence to the constitution in the country are in serious danger under this current government. Speaking to media in Hargeisa, Mr. Faisal Ali Warabe stated that the example of the former UCID member, and current Speaker of the parliament, Mr. Abdurahman Irro, who failed in a bid to usurp the leadership of UCID, then bolted the party to form his own nascent political operation, Wadani, yet refuses to step down as speaker and vacate his seat, as prime example of the failure the Somaliland politicians to follow the constitution. Mr. Faisal Ali Warabe, chair of UCID, continued that the committee for registering and overseeing the formation of the new political parties is unable to maintain any semblance of control over the plethora of new parties opening offices without even submitting their constitution and party documents to the committee. Mr. Warabe declared that even a new shop or restaurant has to register with the local city or town council! With regard to the current situation in Sanaag and southern Togdheer, Mr. Faisal Ali Warabe, lambasted the administration of President Ahmed Mohamed Mohamud for taking their eye of the ball, and neglecting their duties at a moment of great peril for the nation. Mr. Warabe stated that although the President is currently seeking medical treatment in the United Kingdom, most of his senior officials are accompanying the President; however, a communiqué was not even issued on the discussions and agreements between the President and Ethiopian Prime Minister, Mr. Meles Zenawi Mr. Faisal Ali declared that other government ministers are either on vacation overseas, attending international conferences or taking over tea-shops at Egal International Airport! To clarify his reference to the failure of the some of the current government ministers, Mr. Faisal Ali Warabe, commented on the sensational news regarding the Somaliland Foreign Minister, Dr. Mohamed Abdillahi Omar, attempt to besmirch the independent website, Qarannews.com, its staff and senior editor, Mr. Mohamed Jama, with baseless charges of links to terrorism. Mr. Warabe described the Foreign minister’s action as illegal, illogical and irrational. Somaliland: 21 Journalists arrested on Sunday in Hargeisa, Television License suspended MOGADISHU (RBC) The National Union of Somali Journalists (NUSOJ) condemns in the strongest terms possible the unrelenting violations against the journalists and the media by the Somaliland authorities in which they had arrested 21 journalists were jailed on Sunday 15 January, 2012, in a string of arrests and media raids in the past week suffered by the Somaliland journalists, making the total journalists held without charges to 24. With the increased detentions and attacks against the media in the past week against the journalists and the episode in which the police raided and shut down the offices of the Horn Cable Television, ordering the media staff and the journalists to leave the offices on Saturday 14 January, 2012 in HargeIsa forced the journalists without reserve to show their concerns through a protest in front of the presidential palace in Hargeysa on Sunday morning 15 January, 2012. However, the media fraternity was not expecting the urgent frightening answer, though unaware their call for media freedom and protection could soon turn its worse. Soon the police sealed the area around 10:00am local time and started arrests along with beating up journalists until some of them poured blood from their mouths. It is a tragedy facing the Somali Journalists on the eve of 2012 and all these acts along others are meant to suppress the freedom of Expression. A female journalist, Nimca Sabrie who was among 21 journalists jailed today said that, “When we were caught by the police this morning, we had been beaten and a fellow journalist had been seriously beaten until blood comes out from his mouth.”. All journalists are in custody. Somaliland authorities accused Horn Cable Television for covering of conference which was held at Taleeh in Sool region last week which its delegates announced a new regional administration independent from Somaliland, according to Somaliland Interior Minister, Mohamed Nor. Somaliland Interior minister, Mohamed Nor Dur who held a media conference after the mass arrests of the journalists said that “it was a mistake to protest in front of the presidential palace, declaring that their authority had suspended the license of the Horn Cable Television. However, Secretary General of Somaliland Journalists Association, Mohamed Rashiid condemned the government’s move and observed the most serious violations in the history of Somaliland journalists. He also reiterated that these acts are apparent attack meant to suppress the freedom of expression and the press. “We have requested if not all of them, to release the female journalists with bail, but our request has been turned down.” Mohamed Rashiid, SOLJA Secretary General told NUSOJ by phone on Sunday evening. The National Union of Somali Journalists (NUSOJ) condemns the systematic move aimed at blocking the media freedom and intimidations against journalists and the undue pressure by the Somaliland authorities. “We appeal to Somaliland authorities to release all journalists still held in custody or bring them before fair court immediately and allow the Horn Cable Television resume its operation.” Mohamed Ibrahim, NUSOJ Secretary General said, “ Jailing humans without charges is a direct violation to the fundamental principles of human rights and call for all concerned organizations/governments to intervene the matter urgently.” “Somaliland must stop this systemic move it is trying to silence the media and allow journalists to report freely without fear of reprisals.” Mr. Ibrahim added. NUSOJ supports Somaliland journalists for courageously demanding the media freedom, safety and protection from their authorities as guaranteed in the Somaliland constitution and denounce the latest string of attacks which 21 journalists were arrested and beaten up, some seriously. Last week, seven cases of arrests took place in the towns of Laas-Aanood and Boorama. Three are still in custody without charges making the total journalists in custody to 24.

(AP/Teresa Krug)New York, January 13, 2012-- The Committee to Protect Journalists is alarmed by the recent spate of arrests of independent reporters in the semi-autonomous republic of Somaliland. At least seven journalists have been arrested since last week, with three still in custody without being charged, local journalists said. According to Somaliland's constitution, a judge can authorize police to hold a suspect without charge for up to 21 days for further investigations. "The spate of arrests sends a chilling message to the Somaliland press and demonstrates the government's intolerance of independent and critical reporting," said CPJ East Africa Consultant Tom Rhodes. "Arrest and detention should not be the knee-jerk response of the authorities to reporting. The journalists should be charged or released immediately." Somaliland authorities have detained Royal Television reporter Yusuf Ali (also known as "Indho Quru") without charge in the northwestern town of Borama since Sunday based on a complaint filed against him by the Africa Youth Development Association (AYODA), a local NGO, news reports said. The journalist had reported on the group's alleged misuse of funds, local journalists said. On Tuesday, a magistrate approved a police petition to extend Ali's detention for an additional 45-day period pending investigations, Royal TV reporter Mohamed Abdi Kahin, also known as "Bosh," told CPJ. He also said the court session lasted only minutes and that no witnesses were present. On Wednesday, authorities in Borama detained Ali Ismail Aare, a journalist with the independent weekly Waheen, the Somaliland Journalists Association (SJA) reported. Aare was arrested after he took photographs of a gas station and building belonging to Somaliland Vice President Abdirahman Abdilahi, which residents complained was built incorrectly and encroached upon roads in the town, leaving no room for traffic or pedestrians, according to local journalists. Barkhad Mohamoud, SJA's executive member, said taking photographs of an edifice owned by a public official is not a criminal offense under Somaliland law, according to local journalists. The journalist has not been charged yet, news reports said, but he is expected in court on Saturday. On Monday, Somaliland police arrested Abdiqani Hassan Farah ("Gadari"), a reporter for Universal TV in the Las Anod district of Sool region, news reports said. Local journalists said Farah had reported on a clan dispute. Four other journalists were also arrested in Somaliland in the past week, but detained for only a short time. On Wednesday, Borama police's Criminal Investigation Department detained for questioning Mohamed Omar Sheikh, a reporter with the independent weekly Sahafi, Omar later told CPJ. The arrest was based on a complaint filed by members of the public regarding interviews published in Sahafi by Omar of members of the Somali diaspora calling for the Awdal region to separate from Somaliland. Police released Omar on bail on Thursday morning, he told CPJ. Last week, Somaliland police arrested three journalists from private broadcasters Horn Cable TV, Somaliland TV, and Universal TV in the disputed Las Anod region of Somaliland for allegedly supporting youth groups who pose a threat to security in the region, according to local reports. Somaliland closes TV station, arrests journalists Mon Jan 16, 2012 6:22am GMT Print | Single Page[-] Text [+] HARGEISA (Reuters) - Somaliland has shut down a private television station it accuses of airing anti-government propaganda, and arrested 13 journalists as they held a protest against the move, a minister said on Sunday. Minister of Interior Mohamed Nour Arrale said that the government of the breakaway territory had suspended the licence of Horn Cable TV, which was taken off air on Saturday. "Its activities have been suspended for disseminating anti-Somaliland propaganda which contradicts the freedom of media," he said told reporters, without elaborating. Journalists in the capital Hargeisa held a demonstration against the closure on Sunday, but police dispersed it and arrested 13. "Their demonstration this morning was illegal. They have not informed the ministry of interior and we have not given them permission to hold the demonstration," Arrale said. "One journalist was not only carrying a pistol, but hit a student with the butt of the pistol. This was illegal. We will investigate and release those who are innocent." Somaliland declared independence from Somalia in 1991 and has enjoyed relative stability compared to the rest of Somalia. But it has not been formally recognised internationally. The National Union of Somali Journalists condemned the shutdown and arrests. It said the action against Horn Cable arose from its coverage of a district tribal meeting in which politicians and elders announced an autonomous administration. "The operations of the private media continue to go hand in hand with sustained harassment, intimidation, arrests and persecution in Somaliland," Ahmed Mohamud Mohamed, an NUSOJ official and a news editor at Horn Cable TV in neighbouring Puntland, said in a statement.
