Somaliland’s parliament votes to attend Somalia conference in London 5 Feb 5, 2012 - 12:28:30 PM HARGEISA, Somalia Feb 5, 2012 (Garowe Online) – The two houses of parliament in Somalia’s separatist region of Somaliland have voted overwhelmingly voted in favor of the Somaliland, Radio Garowe reports. Somaliland leader Ahmed Silanyo at parliament in Hargeisa The joint parliamentary session was held Sunday in Somaliland’s capital of Hargeisa and attended by 109 MPs from the elected House of Representatives and the nominated House of Elders (Guurti). The session, chaired by the Speaker Abdirahman Mohamed Irro of Somaliland’s House of Representatives, discussed two major issues: Somaliland’s attendance at the London conference and revision to a Somaliland law which prohibited participation at Somalia conferences. Somaliland Foreign Minister Mohamed Abdullahi Omar addressed the joint session of parliament and argued strongly in favor of Somaliland’s attendance at the upcoming International Conference on Somalia, hosted by the UK Government in London on 23 February 2012, where UK officials expect the attendance of world leaders and diplomats from over 50 countries. Speaker Irro told the parliamentarians that Somaliland President Ahmed Mohamed Silanyo addressed parliament earlier. “Today you have heard the Foreign Minister expressed that the administration has engaged in wide consultation regarding the London conference,” said the Speaker. Continuing, Speaker Irro said: “There are two issues here: one issue is a prior law banning Somaliland participation at Somalia conferences, as it has become vitally important that we protect our statehood while simultaneously protecting our interests, and so there is a proposal to amend that law as the administration finds our Somaliland’s interest in attending the London conference on Somalia.” The Somaliland MPs from both houses of parliament voted thereafter, with 101 MPs voting in favor of Somaliland’s attendance at the London conference, while 3 MPs rejected and 4 MPs abstained, and the Speaker did not vote. The law passed in favor of Somaliland’s attendance at the London conference on Somalia, parliamentary leaders declared. Independent sources in Hargeisa tell Garowe Online that the parliament hall was loud and rowdy during the deliberations, with one legislator named MP Mohamed Farah Qabile storming out of the hall in anger. Sunday’s vote by the houses of parliament in Somaliland favoring the separatist region’s attendance at the London conference marks a major shift in policy for the separatist region, which has deliberately stayed away from the more than 15 Somalia peace conferences held in capitals like Cairo, Addis Ababa, Djibouti, Nairobi, and soon London. It is not clear what brought this major shift in policy in Somaliland, but the change comes at a momentous time in Somalia’s recent history with African peacekeepers and neighboring countries’ armies seizing control of land from Al Qaeda-affiliated Al Shabaab terrorist group in south-central Somalia. Political analysts say international pressure, particularly by the UK government, played a key role in influencing politics in Somaliland, a former British protectorate. Last month, Somaliland forces faced a resounding military defeat after a failed invasion of Buhodle town, a failed military operation that exposed Somaliland’s clan politics and its stretched military might. It better bear fruits or else we will... Will see! Baashi, These outcomes and commitments with these kind of high level Conferences are not left to chanse or to the last moment discussion. The political vieuws and willingness is known far before the Conference starts, and mostly only the points that parties can't agree upon are left for discussion points during Conference and you can bet the host country with the backing of Donors(EU , US, Arab acountries, etc) has quite a leverage to make sure that a deal can be reached with the best possible outcome

Diffrence being Siilanyo is carrying responsibility and manouvering though treasures waters, changing variables and holding in to account the feelings of the people. And I can freely state what I think is the best for our peoiple and reachable without being the one who is holding the steering wheel. Oodweyne, times changed and our people change. Back in 2000 folks were calling for the arrest of Somalilanders who were part of TNG, eventhough they left and admitted regret. Today Hargeysa is being flooded with your and mine uncles belonging to Dhirta Waqoyi. Till a year ago it was unthinkable Somaliland to participate in any meeting with Somalia. Today we meet them in din diffrent settings and with difrent excuses but no demonstrating masses. Extrapolate this change in attitiude and perception, And even you wikk admit that anything is possible as long it doesn't negatively affect our people. And maybe you are rightn that my analysis is dipped with some wishfull thinking. But you can't blame a man for wishing and dreamng for they give us directions before being corrected with reality.

  15. Baashi, I think many politicians from Somaliland could sell a Union to their electorate. But for that they need Reliable partners from Somalia they could make agreements with. And this has been the main course why it Took 21 years for Somaliland and Somalia to sitdown with eachother. I hope the dialogue will be continued In the post transtition process.

No State within Somalia will have International Connection with Foreign companies and Nations, without going thru the Federal Government of Somalia. Carafaat, I know, I really know that it hurts you deeply that newly established States of Somalia, such as Khaatumo State and Awdal State have crippled an entity that supposedly existed unofficially for 21 years. We dictate your fate, mate. Get use to it. Sxb, the last thing Somalia wants is 5 northern clan states bickering about nothing else then clan,clan,clan. They already have Puntland. Maybe you don't know but in Southern Somalia there is no single province of region inhabited nor claimed by a single clan or sub-clan. They are already working towards integration of al the clan states(see meeting Xiiin and Xeeb with Hiiraan,Shabele, and 10 other clans), see Azania/Jubbaland both claiming to be the most divers rathern emphazising a single clan. Dadna waxbee isku celiniyaan, adna waxbaa kala saarisaa. Walee reer waqooyi waa ruwaayad.

How to Investe it? -Political agenda(more funds, more seats and more share, Somali unity, less SNM politics) from Somaliland. How to waste it? -Trying to create your own maamul based on clan. For sure it will get divided along clan lines and pealed off layer b y layer like a onion. See the example of Puntland(Makhir, SSC, Rascaseyr,western Puntland and left with discruntled sub-clans).   18. Some folks thing Somaliland's case at the Londen Conference will be that it wants international recongnition. Well think again. Somaliland's domestic souvereignity and thus that it has control and enforce its laws in the whole country is in question with Khaatuma and Awdalland. Therefor its greatest win would be that all parties from Somalia present and the international community recongnize that Somaliland goverment has full legitimicy, mandate, control and souvereinity of its land And that it can enforce its laws on its territory. But for this Somaliland needs to sign and agreement with those parties that it will Remain part of the country Somalia and will negoitiate its Union once parties involved in Road Map have reached an agreement on its post transition period. So Somaliland can sitdown with Somalia. This is only way it can save its statehood and its founding principles and clearing all clan states . If such a deal is not reached, then expect the clan states receiving support from Ethiopia, Somalia and maybe even the int community. This is based on my own assement of the current developments and what effect it could on Londen. Tusbax ayaa furmay, tusbaxaa waa habka kaliya oo la isku so celin karo. Failure to do reach an agreement could stimulate more clan states in Somalia and Somaliland. And cost us decades to get a workable Somali goverment.

Nassir, Somaliland has no foreign policy or foreign politics experience whatsoever. For to long they have been over dependent on Ethiopia, many folks thinking Ethiopia is their iternal friend. Even in the relation with Djibouti, Somaliland could have played the same hardball politics they were playing. But many folks regard Djibouti as their beloved cousin, not ready to deal as how two countries should deal with eachother. Did you know when Eritrea attacked Djibouti several yours ago, Riyaale was the first one to declare solidarity and offered military assistence. While Djibouti closed years ago Somaliland's diplomatic mission and Djibouti was behind the livestock ban that cribbled Somaliland's Economy. Somaliland waa daacad, laakinse siyasada arimaha dibeda daacadnimo ma taqaan ee dan ayee taqaana. That is why I think that SL en Somalia should have a common foreign policy and thus no need to gain recongnition for international souvereignity, when you have your domestic souvereignity and this is being recongnized by Somalia, one can then share international souvereignity as one can perfectly share one country with 2 systems.
