Every Unionist should welcome this and hope for a good outcome. it;s the first time this is happening. Instead some of these reactions are the same as some hawkish secessionist who oppose these talks and hope it will all fail and status quote remains the same. Ironic how Opportunist and Secessions both oppose these talks.

The reason why Somalia cant be a Federation. Is because in a Federation, a group of states come together and transfer some of their sovereignity(on Foreign Affairs, Defense, money in the case of US. Trade, Market regulation, etc in the case of EU) to a central Federal Authority with mandate from the States. In the case of Somalia we have an excisting central authority(now to be reformed) who's task is to create, support and give mandate(like in the case of Hiiraan) to regional enthities. Even Puntland region requested the TFG to sign its mineral and oil deals. So this is everything but a federal process because a strong regional State, doesnt necesserly mean it's a Federal State. You can have State's and strong regions without being a Federal country. All known examples of countries with a Federal model, like US, Swiss, EU, Belgium have been created by existing States that came together and created a Federal country together or platform. Somalia as a country excisted before there were State's or regions.

Federalism is a political concept in which a group of members are bound together by covenant (Latin: foedus, covenant) with a governing representative head. The term "federalism" is also used to describe a system of the government in which sovereignty is constitutionally divided between a central governing authority and constituent political units (like states or provinces) . Sovereignity means having supreme, independent authority over a geographic area, such as a territory. If we follow this logic it would mean that central goverment can not intervene in certain disputes, conflict in a particuler region. And knowing that all Somali regions face clan issue's, like the recent case in Hiiraan. it would mean TFG could not intervene if Somalia was real Federalism.

Do you believe that the resolution will prompt your government to fight for the country's unity? [Ghalib] The African summit's resolution supporting Somalia's unity is seen as significant moral support for us, but we have promised not to use force in this connection. We will use the family approach to resolve our problems because they (the people of the North) are our brothers, and we want to help them. They suffered considerably under the previous regime and their towns were destroyed, especially Hargeysa, the north's capital. Secession, however, is not the solution. We are prepared to respond to everything they want for the sake of the country's unity. [Khazim] Are there any current Arab efforts in that connection? [Ghalib] Djibouti President Gouled Aptidon Hassan is undertaking some endeavors. He had called for a Somali conference on national reconciliation, and indeed such a conference recently began in Djibouti with the partici*pation of all Somali fronts. [Khazim] Is the Somali Patriotic Movement taking part in the conference? [Ghalib] So far we have not heard that it has agreed to attend, but the conference will continue even if it does not attend. Some prominent figures who have made significant contributions to the national struggle are attending, such as Somalia's first prime minister, Mohamed Ibrahim Egal. I am optimistic that this con*ference will produce good results. [Khazim] Is the government in full control of Mogad*ishu? Does security now prevail there? [Ghalib] We have prepared a force of 1,000 men to stop the assaults and anarchy. I can honestly say now that we have the situation in Mogadishu under control, but some gunfire is heard at night. That is because some arms have fallen into the hands of irresponsible people. Children 12 and 13 years old managed to secure weapons during the past period of anarchy. They fire their guns into the air at night, but, generally speaking, we are in control of the situation in the capital and other areas. [Khazim] Forces of the United Somali Congress, under the command of General Mohamed Farah Aydeed, are still in control of some important areas of the country. Are these forces an obstacle to the country's unity? [Ghalib] The differences within the United Somali Con*gress are ordinary differences. Internal differences occur even within parties in the advanced countries. I am confident that the dispute within the "Congress" will not impede Somalia's unity. [Khazim] Have the Arab countries that you recently visited recognized your government? What were the results of that tour? [Ghalib] The world these days is witnessing many swift changes and fluctuations. States now do not say: We recognize, or do not recognize, a particular a state. Recognition comes through dealings. If there is response and cooperation between two states then there is recog*nition between them. Regarding my tour, I can say that it was useful, fruitful, and effective. Most of the countries that I visited pro*vided some aid to Somalia. Others promised aid and support. We are still waiting for that promised aid. [Khazim] How do you assess your relations with the new Ethiopian regime? Did you meet with any representa*tives of the regime during the African summit? [Ghalib] I met with Dawud Yohans [as transliterated], head of the Ethiopian delegation. We discussed relations between our two countries, which are based on mutual respect. I hope that the recent developments throughout the region will be a lesson to the new Ethiopian regime, for the sake of the stability and security of the entire region of East Africa.

Sxb, I want Unity based on Equality and Good Governance. I oppose Somaliland secession and I oppose Puntland's bad governance policies(Piracy, Galkacyo,Galgala ) and initiatives for bad governance(institutionalizing clan dominance through Federalism).

What Boqor Cismaan wants to see is one political platform for northern people in the ex-British Somaliland, an idea that leaders of the two major, pre-independence political parties of northern Somalia ( Somali National League and United Somali Party ) failed to articulate to face one major party in the South ( Somali Youth League ) after the union of the two provinces created the Republic of Somalia on July 1 1960 . What do you think of this idea?

STOIC aka Geeljire Sijui, Afcourse my grandfather(aun) could not read nor write, but even if he could I would not seek his consult nor advise on the international politics in the 21st century. Their vieuws were shaped in the first half of the last century, colonial times and when there was no aviation, telephone, internet, and King George was ruling the British Empire.

I have nothing against Faroole, after all he is my Seedi. He has done wel for Garowe, economicly developed the region, and he has a great and hard working son. Nor do I have an issue with the mighthy clan he hails from. They have the most impressive history, most achievements and are the most innovativness in all of Somalia. Nobody cant deny how they have developed the most dry region in Somalia, to a thriving oasis. this cant be denied, we all can take example from this and express our gratitude for their progressiveness. But I have an issue with bad policies, bad governance, piracy, clan states, mass assasinations (more then in rest of Somalia), wrong and sometimes whicked clan politics, we should denounce and distenciate ourself from this. That is why I try to convince Duke to renounce the clan divided character of Galkacto. Supper One Galkacyo, One Mudug and One Somalia. We dont have enough Somalia for more divisions.

General Duke, it suprises me you still support him. the folks of Galkacyo seem to stopped supporting him, they have warned Faroole to visit the city, and he hasnt for almost 4 years. While its the city next to Garowe, very hard to ignore that fact. Golgogod folks even created their own admin. How likely is it that you create your own, Mudugland.

Puntland side and Galmudug side, what a nonsense adeer. yes, you can have diffrent clans in one city, but how on earth can you have diffrent governance and administrative systems in one city. Imagine that you have diffrent local laws, police forces. What if one commit something which is regarded as a crime and goes to the other part. what jurisdiction does one fall under. -

But how can you have two Mayors in one city? One for Puntland and for Galmudug? 2 security forces, cant be good for security? Or stopping all those assasinations. -
Dr.Osman, 2012 is Somalia most important and crucual year in terms of deciding a direction for the future. And Puntland is out of the game, he. His term is ending, Puntland will be paralyzed by elections, oppossition and a President who has no mandate. Puntland should take a rest this year. Come back in 2013

The trias politica principle, is a model for the governance of a state. Under this model, the state is divided into three branches, each with separate and independent powers and areas of responsibility so that no branch has more power than the other branches. The normal division of branches is into an executive, a legislature, and a judiciary. However Somali's tend to focus on the executive and the legislative branch and ignore the Judiciary. While Montesquieu described the judiciary as the most important and strongest of the powers. But Somali's tend to see it as as the least important and as a negligible part of the system? So I wonder can we have a State where the judiciary branch is neglected? Can we have a State where you have 100 potential candidates for the legislature, hundreds of officers for the executive and no candidates or experts for the judiciary? I remember one expert saying that a typical charateristics of a Banana Repuiblic is that they have 100 military officers for each lawyer.
