Somalia: Mowlid Ma’ane’ enduring political thought Mowlid Ma’ane, the late Somali MP who was buried in Nairobi yesterday, had been brought to Kenya for treatment after the suicide bombing that cost the lives of many people and maimed more than ten people who were at Mogadishu’s National Theatre for a ceremony marking the first anniversary of Somalia’s National Television last week. The late Mowlid Ma’ane was a member of Somalia’s Transitional Federal Government. He was a tireless campaigner against the 4.5 power-sharing mechanism that relegated his and other clans , wrongly labelled minorities (the others) , to a 0.50 status, implying that clans lumped together into the 0.50 do not count as much as the other major four clans ( ***, ******, ***** and Digil & Mirifle). As the the Somali government’s Minister of Constitution and Reconciliation, Abdirahman Hosh Jibril wrote in an eulogy : ” I was told that he [Mowlid Ma'ane] once stood up in parliament and asked the rhetorical question as to whether people see in him standing as a full man or a half a man or point five man!. True to his human rights defender form.” What makes Mowlid Ma’ane stand out from other Members of Parliament was not only his past police and civil service experience, his past foot-ball refereeing experience ( he officiated many football matches of Somalia’s pre-war General Da’ud tournaments) , but also his bravery to stand up to the promoters of the 4.5 power-sharing mechanism. The late Ma’ane belonged to the major Jareer Weyne clan in southern Somalia that was marginalised by militias linked with armed clans. When Siyad Barre’s military dictatorship was overthrown in 1991, belonging to a an armed clan with a a warlord became the means to achieve clan political visibility. Jareer Weyne and other many southern clans did not have armed militias and did not have a role in subsequent clan warfare and destruction of public properties and looting of private properties. Mowlid Ma’ane articulated the message that the 4.5 system was an award for clans with armed militias; it was hatched in Arta reconciliation conference in Djibouti in 2000. It will be a fitting remembrance of his commitment to positive political action to work on collecting his statements, speeches and ideas for discussion and continuation of his legacy.We can learn a lot from his eloquence, his political finesse to interact with all MPs from different clans who regarded him as a voice for the clans labelled minorities . Mowlid Ma’ane was born in Mahaddaay district of Middle Shabelle region in 1944. These talks could pave the way for setting up a process for the recognition without embarrassing the Somalia government. Maybe it will be along the lines of the Sudan split - a few more years in the federal system and then an independence referendum. It think the outcome will be something along these lines. We see the recognition of Khatumo State as an affair in the hands of Somalis, aimed at opening a dialogue among Somalis in order to live peace. The Speaker of the House of Representatives Hon Abdirahman Irro said that it is imperative that any dialogue with Somalia must have 100% approval by Somalilanders. Irro was reacting to the appointment by Silanyo of a five man committee to spearhead talk's preparations. The speaker who was officiating at his WADANI party's general assembly in Hargeisa acknowledge the importance of discussing separation between the two former united countries while cautioning against haste and the use of partial actors in the dialogue. At the same time Hon Irro asked the government to urgently explore avenues to put an end to continued violence in some parts of the eastern regions, Said he "Violence will never resolve our problems so it is time we put an end to clashes and discuss resolutions peacefully" He said that his WADANI party is greatly concerned about ongoing clashes especially in Buhodle where various skirmishes have resulted in a number of meaningless deaths of innocent civilians and combatants as well. Mr. Irro also asked the government to extend the now ended tenure of local councils to until December thus allow ample time to the National Election Commission to prepare and hold local government elections. By: Yumoha Pasha HARGEISA (Somalilandsun) - The appointment of a five member technical committee to lay the ground work for talks with the Transitional Federal Government-TFG in Mogadishu is a welcome move by the president though it begs for a lot of questions than it provide answers. This latest development stems from Somaliland's recent reintegration into the Somali political process following the February 23 London Conference on Somalia. It is an obvious fact the over 2 decades quest for Somaliland's recognition as a sovereign nation rests with the agreement of Somalia. Though this great and imperative need lies there let us examine some arguments against. Technical Committee President Silanyo has appointed a technical committee to prepare the way for proposed talks with the Transitional Federal Government-TFG. The 5 member technical committee which is mandated with organizing the proposed talks between Somaliland and Somalia is made up of: Dr Mohamed Abdilahi Omar, Minister of Foreign Affairs, Hon. Mohamed Nuur Arale "Duur", Minster of Interior, Hon Ahmed Abdi Habsade, Minister of Public Works & Housing, Hussein Ahmed Aideed, Minister of Justice and Prof Farah Elmi Mahmoud, Minister of Agriculture The committee is surely meant to lead the country in the wrong way, exactly reminiscent to the 60's route that led to the fateful union that cost so much in lives and property to break. Apart from one member Hon Habsade, the other four are novices who do not possess the necessary skills nor experience for such an arduous national mission. Their current posts are the first for the four to hold on a national scale thus their suspect performance at such a grand scale that holds the future of the country. 49% Representation At the same time the committee is entirely representative of the government as all members are Silanyo cabinet ministers that translate to the Kulmiye party only committee. Silanyo/Kulmiye garnered 49% of the popular vote during the last presidential elections that brought him to power. This being the case and all talks' committee members appointed from the government means that 51% of the population is not represented thence not party to deliberations and subsequent outcome of the Somaliland-Somalia talks. Talks Legitimacy The timing of the this move is also suspect because Silanyo is in office courtesy of Somalilanders while Sheikh Sharif his counter-part in the TFG does not hold the mandate of Somali's not to mention that his current term expires in August of this year. With these arguments burning minds will president H.E. Ahmed Mahmoud Mohamed alias Silanyo take a long breath and meditate on the following salient points. All Representative Technical Committee For the talks to have nationwide support and consensus it is imperative that the president appoint an all-encompassing technical committee that includes: • Government officials • Members of both houses of parliament (Guurti & House of representatives) • Traditional and religious leaders • Intellectuals • Women & the Youth and most importantly • Experienced elders of the caliber of Abdi warabe and Qaybe etc This will surely give the talks organization the necessary legality in the eyes of Somalilanders who are the ultimate beneficiaries of any outcome be it negative or positive. Talks timing As per the timing of the talks it is prudent that the president wait the until August when the tenure of TFG president Sheikh Sharif expires thus ensure that we are talking to the legal Somali leadership thus guaranteed agreement implementations. Dealing with the mandate less TFG is an exercise in futility as it is sure as the sun sets in the east that it has no authority to implement what Somalilanders really want and expect from the talks, OFFICIAL SEPARATION. Therefore Your Excellency take a deep breath and utilize your years of political and leadership acumen to recall the 49% representative technical committee, appoint one with 100% representation and postpone the talks preparation until after the fate of the TFG and president Sheikh Sharif is known.

Oday Somali, TFG Parlementarians are warning Siilanyo not to conlude anything yet with Sheick Shariif. They argue Sheick Shariif does not have their support, neither was elected. They are advising Siilanyo to keep the talks 'light' till a new goverment with mandate arrives on stage(post august). The Parlementarians emphasize's Shariif's goverment only had mandate for securing and they even failed that. Someone can correct me or add some.

Qardho's rejection is nothing. Wait till Mudug boys reject Faroole. So far they have been silent here on SoL, but my Mudug friends are boiling of anger.

Qandalawi, Siilanyo resigned exactly 30 years ago(1982) as a Minister from the Somali Goverment. What position would recommend him for?
