Somalia-Somaliland proposed talks a shot in arm for anti-piracy efforts Gulf Today Friday, June 29, 2012 The second day of the UAE Counter Piracy conference in Dubai witnessed a historic development as the presidents of Somalia and Somaliland agreed to start a dialogue under an agreed framework that is expected to positively affect the fight against maritime piracy. President of Somalia’s Transitional Federal Government Sheikh Sharif Sheikh Ahmed and President of the Republic of Somaliland Ahmed Mahamoud Silanyo later released a joint statement in the presence of UAE Minister of State for Foreign Affairs Anwar Mohammed Gargash. Presidents of the two nations met for the first time during the past 21 years and agreed to continue the dialogue to clarify the relationship between the two sides. Commenting on the development, Silanyo expressed confidence that the co-operation would contribute positively to the fight against maritime piracy as well as terrorism, and will bring peace to the region. He also expressed the hope that this step would lead to formal acceptation of Somaliland as an independent nation by Somalia, as well as by the international community. Renewed hope “We have been fighting against terrorism and maritime piracy along with the international community. Hope we will get recognition by them,” he added. Foreign Minister of Somaliland Mohammed Omar said the meeting of the presidents of the two nations — the first since 1991 — was a positive sign. He thanked the UAE government for hosting this meeting and expressed hope for greater co-operation between the two countries in the fight against maritime piracy, terrorism, besides regional security issues. He clarified that the issue of reunification of the two countries would never be part of the dialogue, as Somaliland was an independent nation for more than two decades. “I take it as a positive gesture from Somalia. They have not recognised us as an independent nation so far. Since they have agreed to start a dialogue with us, it shows that they are ready to listen to us,” he said. Ambassador of Somalia to the UAE Abdulkadir Sheikhey Al Hatimi also termed it a historic meeting and said that it is bound to bring positive changes. “The two presidents met each other face-to-face and shook hands, while agreeing to start a dialogue. “It is a historic development in our relations,” he added.

This news sounds plausible. After all Shabaab is also a danger to SL, and SL has too many troops and police force. What better way then to send the troops to Somalia. I rather have Somalis handling Somali issue's then Kikuyu's, Hutu's and Tutsi's.

I think these recent changes make only sense and will not shock the masses, but rather get support from the far majority, except for a few loud clan thinkers.

* The dialogue should be on the basis that Somaliland is a regional state of Somalia like Puntland and Gulmudug and NOT as an independent state. * The TFG delegation should have separate dialogue with representatives of other non-Somaliland clans (Maakhir, Khaatumo, and Awdal), who are independent of Somaliland, so as to save guard their political, economic, security and social interests. Similarly they should be represented in the proposed meeting in Qatar. Liibaan, do you think a Somali politician from the TFG would want to deal with Khatumo, Makhir, Awdal, Zeylac, and 10 SNM sub-clans seperately or rather deal with one Somaliland representing them all? If I was a politicians I would rather deal with one politician or platform, then clan representetive.

Oba, that is true. these people who are 'against huromar' is rather a small group. And you have them everywhere in Somaliland, SSC, Puntland, Somalia. Eventhough its a small group, somehow they have dominated Somalis for to long. P.S. Somalia, I know you would make the right choice. You and I have higher ideals and eventhough we like a good fadhikudiri. we know to seperate real politics and horumar for our people and the clan fadhikudiri.

Naxar, so you are talking about clan composition. Your sub-clan has 2 representetives(one Khatumite from SL side and Khatumo Minister in TFG) , mine sub-clan is not even represented in the two committees. Riyale was there, the Minister of Agriculture, both are Awdalites and Cadami is a Makhirian. So what is the issue?

BY GUARDIAN Sheikh Sharif Ahmed, the president of the transitional government of Somalia, flew to Dubai where he held nearly four hours of closed door talks with President Siilanyo of Somaliland. “We want to borrow a leaf from Somaliland’s long standing peace and stability,” President Sharif Ahmed hinted to the media through an interpreter shortly after the talks. He said that his country was in the process of structuring national Police forces and therefore needs Somaliland to help in this endeavour as well as to set up state organs and a viable public sector. Somaliland is facing a tough choice, it declared independence from Somalia and Somalia's Transitional goverment is now seeking its substantial support to build security capability of defending the country from Al Shabaab. However, President Siilanyo was non-committal before the media whether he will support Somalia or not. High profile sources privy to the issue say that, President Somaliland was undecided about the possibility of committing troops on the ground, whether for training or helping to maintain peace. “This issue is very tricky, that’s why the head of the state seemed to seek more time to make consultation probably with the breadth of government, where unanimity about the matter is least expected,” the sources noted. It is understood that Somaliland has so far kept safe distance from the AU Peacekeeping Mission in Somalia (AMISOM). Kenyan troops have technically been integrated into AMISOM, where up to 5,000 Kenyan troops have been deployed, boosting the force grouping 11,000 Burundians and Ugandans. Ethiopian troops operate in some regions along its borders. However AMISOM and Ethiopian troops has been unable to secure and guard the security in most cities outside Somalia. President Sharif Ahmed said that while things seem to be improving o the ground, bringing about meaningful peace in Somalia was not a completed task as yet. Experts say nearly 400,000 people have lost their lives from war and famine in the troubled country since 1991.With the war-torn country’s transitional body preparing to hand over power in August, UN Secretary General Ban Ki- moon recently urged Somali’s near and distant friends to make a contribution in building a steady government there. Twenty years ago, when the government of Somalia collapsed, few imagined that the country’s state of lawlessness would last for twenty years without respite, or spawn piracy on a vast scale, placing shipping security in the western Indian Ocean region on an emergency footing.
