Zack, anigu Somalia oo dhan ayaa dan ka leeyahay. Maxaa tuulo igu so koobiya, ma maxabuus aya ii mooday. And following your clan logic, my clan inhabits Jamaame, Kismayo, and so many other tuulo's. That makes me a 4.5 stakeholder.

There is a slight diffrence. Afmadow folks have the military support of Kenya and Gedo folks of Ethiopia. Gedo seems to have more militias and guns on the ground.

Zack, Firdt, 3 tuulo ayaa ka degaa doesnt make one a majority. Kismayo maybe has more inhabitants then all tuulos. Second If you take Jubada Hoose and Dhexe together then another particular clan can claim the same. the same If you add Gedo. And se even claimed on TV hey are majority if one added Bakool and Bay. this exercise is futile.

From 1969 to 1991 Somalia was ruled by a regime led by military officers mainly from the Gedo/Cabudwaaq folks. The regime came to power through the gun in a military coupe d'etat, the regime stayed in power through the gun and and in 1991 the regime collapsed after fighting its people with the gun. An important lesson, that Governance isn't established by military power but through understanding, dialogue and a democratic process. One competes for power in governance systems through political ideas and strategies. It's no secret that diffrent clans claim and are competing for the control city of Kismayo. They use their militia's and foreign military support as a leverage for power. Military leaders are not suited to establish nor lead civil goverment administrations. But there seems to be a particular clan still believing in military men and governance through the gun.

Xaaji, the Jubba issue highlights one important clear dilemma. Is it the responsibility of the central State to create the regional states? If the answer is Yes, then this top down approach clearly goes gainst the whole federal idea. If not, then who will create the regional admin (militia's, IGAD)? Thats why Somalia isn't and can't become a federal State.

Baashi, good thread and starting point to be aware of the facts and background of the region. Its clear that any administration to be succesfull and effective, it needs to be inclusive, representetive and uphold the value of diversity. This is something which clearly lacks in Somalia. The Jubba region could set the example and become a turning point for the rest of the country. Looking at the recent history of the region, its a must!

there aint nothing wrong with being dark. i'm post-caramel complexion these days, slowly receding towards the dark side. my colour is becoming like those of oba's tol and i'm not talking about the small minorities of lighties among them. The airborne surveys in Togdheer region will revolve around oil blocks SL-13 & SL-10E originally contracted to ASANTE that sold 75% of its holdings in the two blocks to Genel energy. The Genel energy work plan and the budget (approx. USD 38 million) for the airborne and seismic surveys were agreed upon during the 2nd October visit to the country by a high level delegation from the Anglo Turkish company led by its Chief Operating Officer (COO) for Africa, Mr. John Hurst Contract goes from one hand(Asante) to another foreign hand (Genel) without one cent being invested in country. This is the sort of speculation these companies earn on. Most of that money will go to Asante and I am sure Genel will sell the contract to another foreign player. Somaliland for sale walee.

Sorry, that was the case back before '91. Nowadays it must be like around 50% for your tol. because of the inter marriage with Shibis and Shangani folks. My folks became darker cause all the Somali arabs moved away from Berbera. waanu madowanay.

Somalia, i am quite informed about Mudug affairs. And in this case S from Galmudug is being bakheyl. They should take example from ilma Farax Shirwac, they are givers. -

I get it sxb. Just like the folks from Galmudug have nothing against the Galkacyo Airport, stll Caalin gets money from Puntland for 'their share' and to not attack. its only fair, same agreement is applied in Hobyo as in Galkacyo. -

**** is a stakeholder in city and region. Make them part of management/ownership. Or buy them out and give them money. They love money. So I guess they will choose the second option. Where is FaaraxBrown, he can confirm if its rigth thing. -
you are talking about Kalshaale? I think he was leading the dhalinyaro back then in the war and now he is leading them again. Isnt that what Shariif and Indhocade have done as well?
