Ethiopia's prime minister has pledged to withdraw his troops from Somalia once peace takes hold in the capital. Meles Zenawi, who made a surprise visit to Mogadishu, also held talks with influential clan elders whose militia are opposed to Ethiopian troops there. his was Mr Meles first visit to Somalia since Ethiopian troops helped to oust the Islamists from Mogadishu six months ago.   15. Abwaan, awoowe I don't doubt your nationalistic intentions, but it is possible you misunderstood Oomaar's intentions. Oomaar was asked questions about Somaliland. Without avoiding the answer, here are the three choices Oomaar had. 1. Somaliland doesn't exist. Been bay meesha ku hayaane, dadkooda dhinac haka raaceen. 2. Somaliland is an existing entity that has made remarkable progress. It is up to the the Somali people of both sides to solve the union question. My current job is to help the process of pacifying the South. Let us focus on bringing peace to the South now. 3. Somaliland is an independent country. The TFG and the world must recognize its independence. Oomaar went for the second choice. He is clearly a pragmatic unionist. I have no doubt this man is a smart politician. If all other ministers who "represent" different regions of the nation were dealing in the same manner, Faroole and Shariif would not be arguing about cabinet appointments today. This is Somalia, a nation where mere cabinet ministers are often seen as the elected representatives of regional/clan interest. What is the concern if Puntland is given 3 ministers that work well with its parliament, President, vice President and ministers? Did the old reconciliation process Farmaajo was to move forwards morph into a process of alienation and estrangement by appointing PINOs hostile to the very values Puntland is founded on? If such "ill will" is precisely what Shariif and Farmaajo have in mind, then there is no argument here. Awoowe, President Faroole is against the mere appointment of PINOs (Puntlander-in-name-only) who are there to fight against the state’s interest. There are many of them and they belong to every sub-sub-sub clan of Puntland. It is not that difficult to appreciate Faroole’s logic here. If Shariif and Farmaajo want to “do they thang” as we say in America, then so be it. But let us not protest when Faroole articulates a policy that neutralizes a perceived threat.
  17. Farmaajo's cabinet could have been made of gold and Galaydh would still not care had it not been that this time he is seeking favors for his pet project SSC. Galaydh has interests like all others. He is a good politician.
  18. Mefsin is known to be a naive politician within the Tigre circles. He was the architect of Ethiopia's lost standing within the AU and international community when it comes to East African affairs. Zenawi lost much influence and prestige when Mefsin handed all decision-making powers to Uganda which is now the latest water-boy for the US and EU when it comes to Somali affairs. Zenawi supporters believe Mefsin was a gullible day-dreamer with no real vision for the country. It was highly expected Mefsin would be sacked and/or be exiled to diminish his standing within the Tigre community (Mefsin is from an influential sub-clan). I wasn't surprised when he was sacked recently.

The anticipation was that Professor Abdiweli who is a friend of Farmaajo, was to soothe the general sense of unease that is now caricatured as “war” between Faroole and Shariif, by pressing forward a rapprochement of sort between the two bodies (TFG and Puntland). There was even a working plan for Farmaajo and Abdiweli to visit Puntland within a month of new cabinet announcement. Putting aside Faroole’s brusque persona, I sense Shariif’s demands that his “office boys” as Faroole put it, obtain Puntland’s share of cabinet was a step in the wrong direction. It is legitimate fight on Faroole’s part that the share of cabinet ministers allocated for Puntland clans be given to folks that are responsive advocates of the state’s interest at the federal level regardless of what sub-sub-clan they hail from. Faroole argues Shariif's friends are not. It is a no-brainer. Hopefully this noticeable escalation will subside.

Mujaahid, what I meant was to accentuate the concept of “umbrella clan” rather than a sub-clan. Had I employed the phrase "Iljojiir's sub-clan", my commentary may have came off as if Ilkojiir and Cadami are of the same ancestry but are of different sub-clans. Cadami and Iljojiir don’t share main clan lineage. Shacabku waa isku deegaan, balse qabaa’iladu way kala duwan yihiin. NGONGE, clan is everything.
