Somalis Now Seek Power Sharing Deal The East African (Nairobi) Fred Oluoch, Special Correspondent August 22, 2006 Nairobi -- A major reorganisation of the Somali Transitional Federal Government (TFG) is expected if the ongoing pursuit of a power-sharing formula succeeds. Sources close to both the TFG and the Islamic Courts Union told The EastAfrican that chances are that the post of the prime minister, currently held by Ali Mohamed Ghedi, could be given to the Islamic Court's chairman, Sheikh Shariff Ahmed, as part of the power-sharing deal. However, other sources argue that although the performance of Mr Ghedi has been wanting, the Islamists might not necessarily go for the post of head of government but ensure adequate representation in the cabinet, local administration or even head the judiciary based on Islamic principles. Having been unable to make its presence felt on the ground for the past two years, TFG is willing to give more room to the Islamists by inviting them to the government that was formed in Kenya in 2004, but this will mean surrendering some of the top positions. However, negotiations that were supposed to resume in Sudan last week between the TFG and the Islamic Courts under the auspices of the Arab League had to be suspended to give room for Mr Ghedi to come up with a new Cabinet from which he was expected to pick those to negotiate with the Islamists. With the exit of the warlords who have hampered the operations of the TFG since its formation and ascendency of the Islamists, the TFG led by President Abdullahi Yusuf has no choice but to enter into a power-sharing agreement to remain relevant. The situation has however, split the TFG, with sources intimating that both President Abdullahi and Speaker of the Transitional Parliament, Sharif Hassan Sheikh Aden, are for the incorporation of the Islamists into the government, while prime minister Ghedi is not comfortable with the idea. Apparently, the idea of power-sharing is being pushed by Somali intellectuals and businessmen who were previously in the diaspora, but who have since gone back to Mogadishu to try and bring stability to the war-torn nation. Their main strength is that they have the ears of both the Islamists and the TFG, who by and large still remain suspicious of each other. TFG was put in place as a transitional government to pursue peace and reconciliation after 14 years of war, but it has been unable to make its presence felt partly due to lack of the people's mandate. It has since been forced to adapt to changing circumstances, especially after the Islamists kicked out the warlords and gained the monopoly of violence. But of great concern to the TFG is that the Islamists - who took control of Mogadishu on June 5 after a fierce battle with the warlords - continue with their territorial expansion which could undermine the authority of TFG, especially if they decide to capture Baidoa. However, sources close to the Islamists last week maintained that the expansion is not fuelled by greed for more territory, but because they are being invited by locals who are weary of fighting and are ready to embrace peace. Notably, most of the terri-tories, except Mogadishu, have been captured without a fight as most of the fighters simply hand over their weapons in a pre-arranged surrender. The same sources revealed that the Islamists have no intention of attacking Baidoa as long as the negotiations between them and TFG is going on and the Ethiopian troops believed to have set camp at the border with Ethiopia do not enter Somalia. However, the situation could change dramatically should the Ethiopians - who have vowed to protect TFG from Islamist attack - openly start war manoeuvres. Another sensitive factor that could compel the Islamists to enter into confrontation, is the idea of foreign intervention. Three months ago the ICU success was an eye opener for all and sundry. Within the span of a very short period, the world was witnessing the accidental birth of a new faction, more focused and more willing to put a fresh spin on Somali politics. The bitter defeat of the warlords was explicitly ridiculed by the common folks. Almost every Somali in every country was cheering for the ICU to crush the doomed “Anti-terrorism allianceâ€. The ICU marched on while still drunk on its victory … Balcad was first to be captured, Jowhar was next … Booom … reality struck. Somalis were quickly asking one another, war nimankani maxay yihiin? Halkee u socdaan?. What is going to happen to Marka, Afgooye, Baraawe and all the occupied regions in the South. The ICU marched on … Galgaduud falls. Puntland puts on high alert. Cadde Muuse sends troops to central Mudug. Another bloody clan war was all of sudden closer than we thought. Many Somalis were perplexed by the ICU’s adventurous sprint to test the waters in Puntland when there are more pressing issues on their doorsteps. The Immediate locals saw the ICU move as a plot to undermine their stable region and cause a new turmoil. Somaliland was already talking tough against any ICU attempt to destabilize their region. At that same period, Uncle Yeey refused to bow to the shifting sands of political convenience. Yeey rebuffed call for the TFG to join the ICU, and dismissed the group as just another clan militia trying to stir some trouble. The stubborn man became deaf toned on vital issues such as the emergence of this new military powerhouse; the ICU. Rumors flared that the ICU is about to annex Baidoa. Chaos was soon to befall on Yeey’s fragile government. The TFG orders Ethiopian troops in and boy did they enter in droves … more chaos … resignations, cabinet bickering, militia defections, and soon assassinations followed. Yeey's indecision to quickly grab the moment and work with the ICU brought on a new predicament for the TFG. The old man missed the opportunity, albeit in vaguer terms, to rule in peace. Now, my questions are: 1. Without failing to appreciate the ICU’s mission which seems to have marched through few local snares, do you think the TFG, despite its lack of a legitimate base of support, still has the opportunity to unite the Somalis under some sort of a real government banner without a bloodshed? 2. Is the ICU, which at the moment has less clan diversity than the TFG, the only option we have for a government? What are your thoughts on the ICU and TFG three months later? But there is a general understanding among Somalis (Somaliland, Puntland, Mogadishu or wherever) that if a Somali deportee is brought to the country against his/her will, the deporters ought to face the wrath of the local goverment. Calling Islamic forces “militias†prohibited from Somalia journalists By Aweys Osman Yusuf Shabelle Network Mogadishu 15, August. 06 ( Sh.M.Network) The Union of Islamic Courts has for the first time announced that the media or journalists should stop using the term Islamic “militias†and rather use Islamic Forces in a press conference they held in north Mogadishu. Formation of Islamic security forces The Union of Islamic Courts information official Abdirahman Ali The Union of Islamic Courts information official Abdirahman Ali Mudey pointed out in the press conference that the Islamic courts would form new special security forces whom he said would secure the capita city, adding the forces will be dressed in soldiers’ uniform that will distinct them from ordinary people. Another development Another new Islamic court named Towhid belonging to Jiidle tribe (but goes under the control of the Union of Islamic Courts) has been opened in Mogadishu today. In its opening ceremony, the Court chairman Sheik Ahmed Abdulahi specified the Islamic law would be enforced and old rulings used by cultural elders would be dismissed. Sheik Ahmed stated that every judgment of the Court would be based on the Islamic law, “I am telling you today that the Islamic law is the only approvable ruling for the Muslim community, and Allah is never pleased with another law other than the Islamic lawâ€. Said sheik Ahmed speaking to spectators. Warning for the jounalists The Islamist information official said that the new forces would be on duty pretty soon. Abdirahman warned that calling the Islamist forces “Militias†would be unacceptable. This the first time the Islamic Courts refused their forces to be called “militiasâ€, although their forces are uninformed and are lacking the proper soldier or police training. What punishment the journalist, who uses the word “militias†in regard to the Islamist forces would face, was not pronounced.
